Cost has always been a constant source of concern when
considering different technical options, in conducting
cost / technical trade-offs, in establishing budgets, in the
submission and evaluation of price proposals, in preparing
for contract negotiations and in assessing the cost impact
of introducing changes to existing designs. A professional
cost manager makes an assessment of the likely cost and
risk, taking in account of past experiences with similar
activities and the assessment of associated trends and of
any changes in working practices.
Cost consultants are involved with all financial aspects
of construction work and are increasingly being used in
the role of commercial, legal and contractual specialists.
In addition to the prime quantity surveying functions, we
also have hands-on experience in research, preparation,
submission and negotiation of contractual claims as a
part of the general responsibility for financial control
and economic well-being of contracts. In construction
and development projects where evaluation of expected
cost is of prime importance, the professional cost
manager must be involved at all stages of the assignment.

We undertake to provide a range of cost management
services at Pre-Contract (Design and Tender) and Post-
Contract (Execution) stages by means of preliminary cost
estimates, essential and critical advice on procurement
methods and processes, preparation of comprehensive
bills of quantity (BOQ), contract preparation, advice on
contractual matters, tender evaluations with rationalization
of rates and vigilant monitoring of cost during execution
and other related services.
Some of the cost management services are as follows:
1.0 Pre-Tender Services
1.1 Probability Studies
To provide pre-contract cost advice efficiently by
conducting Feasibility Studies and Preliminary Cost
Appraisals during the concept and schematic design stage.
To develop Cost Plans on working drawings based on
quantification and estimation for proposed projects with
due focus on the client’s needs and objectives.
As an integral part of the services, the client will be
advised about construction cost concerning their

A Blend of Essential Servicesproposed project (institutional, commercial, or public
project) at the earliest stage of the deliberations. This
advice will assist the client in determining the feasibility
of the project, prior to design. Upon accumulated
experience and recorded cost data, an estimate of the
probable cost will be prepared which will be consistent
with the known requirements. This estimate will facilitate
the client in assessing the viability of undertaking the
project under consideration and in establishing a tentative
budget and will form some basic assumptions to the
character and construction of the project.
The feasibility of construction projects includes analysis
of construction costs, operating and maintenance costs,
site servicing and cash flows etc. For large structures
and mega projects, a study can be carried out, which
will consist of an analysis of budget requirements;
possible building size within a fixed budget; and
preparation of cost studies including operating and
maintenance cost evaluations.
1.2 Budgeting & Cost Estimation
Productions of detailed budget based on available
designs and advise on basic levels of costing. Estimation
of material, equipment, and labor costs for services based
on available design documents (drawings, specifications,
and bill of items).
This stage includes cost planning during the design
development and budgeting phase reflecting a planned
allocation of the estimated cost. From the preliminary
drawings an estimate will be developed to show the cost
of each functional element of the construction and its
relationship to the whole. This preliminary cost plan will
relate to all subsequent cost planning and financial
changes, which will help the client to judge the economic
viability, not only of the entire project but also of each
part, and together with the designer, may make any
necessary changes, which may be required with full
knowledge of their effect on the original budget.
Following the design development stage during which
the cost plan will have been established, the designer will
start Working Drawings, which will involve consideration
of detailed design of all parts of the building. During
this stage, Costveyors will provide continuous cost
support and advise using the cost plan as a basis for
checking the viability of the evolving design against the
budget. We shall also advise the client and design team
of the cost implications of alternative design solutions.
If the proposed design details exceed the budget, the
team will advise where savings in other elements can
be made to compensate for the over expenditure, or,
alternatively, will investigate other design solutions
with the design team in an attempt to bring the cost of
the element within its target range. On larger projects,
interim reports will be issued during this stage to provide
an update on the cost plan and the budget. Life cycle

1.3 Tender Package, Review & Management
This includes preparing detailed bills of quantity for
Structural, MEP, Architectural & ID Works and other
tender documentation to acquire fair and equitable tenders
for the project. Tender Documents include General &
Particular Conditions of Contract, Preliminaries,
Instructions to Tenderers, Method of Measurements,
Preparation of Pre-Tender Estimate, Letter of Intent,
Letter of Award and liaison with technical consultants to
produce a complete tender package. It also comprises of
management for the complete tender process i.e.
invitation for tender, support during tender period,
tender evaluation and negotiating contracts, etc.
Besides this, the Tender Package includes evaluation of
submitted tenders with rationalization of rates. If any
change occurs during the tender period, to re-evaluate
the cost from the information provided in all the
addenda for review to report the client about cost impact
prior to the tender closing; enabling proper assessment
of tender results.
1.4 Functional Cost Analysis
When required, a functional cost analysis of the project,
based on the accepted tender will be prepared. A

contained within a project, for instance, the cost of retail
and residential areas, cost derived on each hotel room,
classrooms in schools or patient areas in hospitals,
offices, circulation space, mechanical rooms etc.
1.5 Quantity Surveying
Production of detailed quantity takeoffs with comprehensive
measurements, backup sheets and reconcilement of
existing bills of quantity on the basis of available design
documents (drawings, specifications, and bills of items).
1.6 Value Engineering
Review of design documents and introduction of design
alternative proposals to produce potential savings including
complete evaluation of advantages and disadvantages.
1.7 Risk Assessment
Assessment and valuation of risk factors based on
specific contract conditions and design documents.
2.0 Post-Tender ServicesWith all of the pre-contract information, we manage the
issues that arise during the construction of a project. The
following sets out some of the post-tender services:
2.1 Contract Review
Review of Contract documents to ensure security of all
Contractor / Employer rights and execution of all
necessary clauses and conditions, especially disbursement
of advance moneys against sureties, compliance of
contractual conditions by the contractor and their follow-up.
2.2 Variations & Claims
Preparation of variations and claims to be submitted to
Engineer / Employer in accordance with Contract
procedures and requirements. Alternatively, review and
analysis of variations and claims submitted by Contractor,
and preparation of appropriate documentation.
2.3 Valuation of Construction Work
Evaluation and Certification for the interim and final
payments of the work done in accordance with the
Conditions of Contract. Additionally, assessment of
extra / additional items, evaluation of material on / off
site, monitoring of indemnities as per conditions of
contract, preparation of monthly and bi-monthly
Financial Reporting, cash flow forecasting, as Completed
Cost Analysis and settlement of Final Account.
2.4 Contract Administration
Regular review of procedures, time schedule and
correspondence to ensure proper administration of the
Contract during the currency of the project.
2.5 Management of Contract Procurement

includes maintenance of detailed log books for accurate
inventory.
2.6 Mediation & Arbitration
In case of disputes between parties, mediation sessions
will be conducted in accordance with regulations. And
if mediation is unsuccessful, assuming the role of
Arbitrator in accordance with standard procedure, a fair
determination will be conducted of each party’s rights.
3.0 Individual Residential Unit Services (IRUS)
Costveyors also caters for tailor-made services for
smaller individual residential units. We have special
packages to suit the home owner’s budget. We provide a
proper reporting on estimated cost of the house and at
the same time, give the complete bills of quantities with
unit item rates. Assistance in project planning and
working schedule are provided. Some of the services
included but not limited to are:
a) Advise on completeness of all architectural and
structural drawings
b) Preparation of bills of quantities
c) Preparation of engineer’s estimate
d) Preparation of project budget and expected cash flow

4.0 Valuating and BuildingSurveying Services (VaBS)
We provide services to banks, financial institutions and
investors for valuations of properties along with
building surveying for investment, loan and mortgage
purposes. Our pool of resources are well equipped to
provide assistance to our corporate clients by providing
prompt reporting based on our data base which is
updated regularly. Some of the services provided, but
not limited to, are:
a) A third party evaluation
b) Building surveying for determining actual valuation
of loan amounts

d) Lender’s agent and to provide current market price of

e) Valuators for insurance companies to provide extent

Functions of Cost Management Better Tools, Better Systems, Better Mnagement.
Cost Engineering and Quantity Surveying have many
aspects in common. Quantity Surveying relates more to
quantifying building design and construction, while Cost
Engineering relates more to engineering practices and
processes. However, Cost Engineers and Quantity
Surveyors commonly work in close coordination. They
provide information by estimating costs, budgets and
analyzing risk; trending and controlling costs and assessing
design and documenting change orders that effect costs.
A cost manager ensures that a realistic reference (scope,
cost, time) is set up well before the project is launched
and prepares bases for further control which are in line
with the project objectives. Appropriate quantifying and
estimating tools are used to help the team control the
project budget to create a cost-minded atmosphere within
the team. In compliance with the contract documents,
we make decisions on what should be done in case of
variance and ensures that the project objectives remain
in line with business needs.

of costs related to the development of any project.

engineering principles to management of costs to ensure
