Bridges and Structures
FY2018 Omnibus Competitive Highway Bridge
Program
Bridges and Structures
Statutory Requirements• $225M for highway bridge replacement and rehabilitation
projects on public roads.• Projects must demonstrate cost savings through bundling • Funding comes from the General Fund and requires a match
(Standard 80%/20% or Sliding Scale).• Funds must be obligated by September 30, 2021 (must be
expended by September 30, 2026).• Funding is eligible to States with a population density of less
than 100 people per square mile based on the 2010 census and a State’s total land area.
Bridges and Structures
States Eligible for the FY18 Omnibus Competitive Highway Bridge Program
Bridges and Structures
Other Considerations?
• Are bridges bundled…– In poor condition?– Posted or restricted for load?– Through NEPA or are a likely CE but are not yet
authorized for construction in FMIS?– Others?

Working Timeline
• September 4, 2018: Published the NOFO in the FR.
• December 4, 2018: Applications due from States.
• Early 2019: Complete review of applications and make funding recommendations to Office of the Secretary
• Early 2019: Award grants to States.
Bridges and Structures
• Hydraulics: CHANGE
Every Day Counts - 5
• Unmanned Aerial Systems• Working with partners to facilitate
advancement and appropriate integration
• Advanced Geotechnical Exploration Methods
• Improved solutions and NDE methodsfor generating the geotech profilesused in project design
Bridges and Structures
Collaborative Hydraulics: Advancing to the Next Generation of Engineering (CHANGE)
• One-dimensional (1D) hydraulic modeling– simplifying assumptions– overly conservative– inadequate, or inaccurate results
• Two-dimensional (2D) hydraulic modeling– graphical interfaces– more accurate representations of flow conditions,
including depths and velocities– Enhanced Collaboration
Bridges and Structures
Advanced Geotechnical Exploration Methods
• Mitigate risks and improve reliability by optimizing geotechnical site characterization
• cone penetration testing• seismic and electrical geophysics
measurement while drilling• optical and acoustic televiewers
Bridges and Structures
Unmanned Aerial Systems (UAS)
• Increasing accuracy, speeding up data collection, and providing access to hard-to-reach locations
• Survey• Imagery• Inspection & monitoring• Etc. (how good is your imagination)
Bridges and Structures
New & Upcoming NHI Courses• FHWA-NHI-130126 Strut and Tie Modeling (STM)
for Concrete Structures– Scheduled for Topeka KS 10/24-25/2018
• FHWA-NHI-130122 Design/Evaluation of Bridges for Fatigue and Fracture
• Not new but scheduled for Kansas– 3/12-14/19 FHWA-NHI-130053 Bridge Inspection
Refresher Training– 4/2-5/19 FHWA-NHI-132034A Ground Modification

(FHWA-HRT-17-080)
• Supersedes the GRS-IBS Interim Implementation Guide published in 2011
• Additions and updates, including:– Revised material specifications– LRFD – Expansion of the limits on the GRS-
IBS– Updated hydraulic and seismic
guidance for scour countermeasure design
– New construction details• Included in FHWA’s Policy &
