Local residents had plenty of questions and feedback for Regional District of Kootenay Boundary Area E/West Boundary Director Vicki Gee at a town hall meeting on March 3 at the Rock Creek fairgrounds.

About two dozen people attended the meeting. Some of the hot button topics were the proposed Rock Creek fire protection referendum, new wildfire forced evacuation laws, and parks and trails stewardship. Gee and staff also reviewed the 2016-19 five-year financial plan and explained how the RDKB works. Gee said the budget will be voted on at the March 24 RDKB meeting.

“A lot of the PowerPoint was about how re-gional districts work and how the different ser-vices work and how taxes work,” said Gee. “There weren’t people calling for changes on what was presented but there were people asking about when we were going to referendum on the Rock Creek fire protection issue.”rock Creek fire protection referendum

Gee said she expects there to be a decision and information on dates and locations com-ing in September or October. “That wasn’t soon enough,” she said. “They wanted it sooner but I pointed out that taxation can’t start until 2017 anyways. We’ve got 2016 to be able to pull the pieces together and present the case in favour of this service. We want to do it right because there

have already been three referendums that haven’t passed.”

Gee said currently there is no fire department in Rock Creek. She said after the last referen-dum failed Midway Volunteer Fire Department (MVFD) worked with community members from the Kettle Valley and they became volunteers with the MFD. “So people would pay a fee to get coverage,” she said. “If you paid your X number of dollars and you had a fire on your property they would come out. If you didn’t pay they wouldn’t come out. This deal was done in desparation after a failed referendum.”

Gee said there are about 16 members of the MFD from the Kettle Valley at present. She said they are looking at setting up a regional fire ser-vice that includes Midway and the Kettle Valley,

and includes a satellite hall in Rock Creek.“This isn’t just the regional district working

with me to put a proposal together and to go to referendum,” said Gee. “This is the regional dis-trict, myself and Midway village working togeth-er trying to establish a regional service.”

Gee said the three failed referendums was for a stand-alone fire hall and fire service in Rock Creek at a hefty cost for starting a whole fire de-partment. “With a regional service and only hav-ing a satellite fire hall just to house fire trucks will be a lot cheaper,” she said.

“Ultimately, it’ll be up to the voters. I really think it’s a completely different model this time in terms of cost.”

Join events discussionA Greenwood couple would

like to see more activities for families in Greenwood and the whole Kettle Valley. To help get dialog started, Curtis and Julie Sharp have organized a “town hall”-style meeting at McAr-thur Centre Sunday at 1 p.m.

In their pamphlet, the cou-ple say that the City of Green-wood is in need of projects and/or events for families to partici-pate in to keep our youth active and busy during the summer months. Some suggestions are softball games, soccer games, bocce, croquet and ring toss.

“There’s really not much happening in Greenwood as far as events, I know,” said Curtis. “The ball field was redone last year I think, but I don’t recall anyone being out there playing ball. If we could just get some people interested in getting out there doing something maybe

it’ll raise the spirits in Green-wood.”

Curtis said it’s not just about outdoor activities at the ball field, it could also encompass winter indoor events as well as events in Midway and other parts of the Boundary.

“We just wanted to have this meeting to see if people are in-terested in doing this,” he said. “We want to find people who coach ball, can set up games for the kids. It’s a simple program we want to set up.”

Curtis said the couple is hoping someone will step up and be able to run the program. “I thought if we could get some-thing together and then turn it over to the people that have the talent to keep it going,” he said. “That’s what we’re hoping to do.”

Curtis said what happens at the meeting will decide what the next step is. “If five people show up then I’ll know people

probably aren’t interested,” he said. “If we get a good turnout at the meeting I will ask people if they are interested in keeping this going. We’ll give our sup-port but I feel I have enough on my plate [to organize further events]. If I can get the ball roll-ing we just need someone to take over.”

The meeting is open to all families and any community members interested in seeing more community events in the Boundary. Curtis said they will need volunteers to help put the programs together.

For more information call Curtis at 250-584-4281.

Letters Policy

Well that was short and sweet! My “career” as a report-er has come to an end after only 10 months, though, in retrospect, it was quite a (near) year as far as events were concerned and my stint with the Times felt much longer than it was.

My replacement, thankfully, will be a Journalism graduate; from Carleton University in Ottawa to be specific, and there is a certain irony in that. When I graduated from a Southern On-tario high school a few years ago, my ultimate goal was to be a writer so I applied to and was accepted by that same venerable institution. However, possibly in a strange twist of fate, I made the decision to “take a year off,” mov-ing to Ottawa, though taking a job in a hotel instead of sharpening my pencil in journal-ism school. I never did make it to Carleton; instead, I began enjoying an insanely good income (for a 19-year-old) from bartending, which enabled me to buy some decent photography equipment.

I never dreamed of writing again, as I discovered the joys of the darkroom, and realized that I had found my true passion. Thirty-five years later I am winding down a career that has seen me create thousands of images for both art and commerce, never becoming rich from my ef-forts, but certainly satisfied with the body of work I have created.

I’m hoping to build a darkroom in my basement (when I can fix the leaky wall) in the next year or so and start enjoying the smell of fixer again. I’ve been shooting mostly digitally the last couple of years (especially with the news-paper) though still love the process of film, which, sur-prisingly to many, is still plentiful and easy to find. I have enjoyed seeing Pat Kelly’s black-and-white pictures from the ’70s that he’s been posting on Flickr. Looks like he’s

having fun in the darkroom (digital or analogue, I’m not sure), and that’s how I’d like to spend some of the free time I’m going to have now that I’m no longer doing this job! Can hardly wait.

Speaking of film, it’s quite remarkable how that medi-um has survived. The ease of digital photography is such

that it’s difficult to make mistakes that cannot be corrected in the processing. Analogue cap-ture is no such animal, in that numerous parts of the process are prone to failure, and the nas-ty surprise that is a faint or, in some horrifying instances, a completely blank roll of film has to rank amongst the the most disappointing events a photographer can experience.

Truth be told, I wish digital photography had been available when I first became a pro; it would have likely saved me sleepless nights

as I lay awake wondering if I had, indeed, removed the lens cap.

As for what I will do now that I’m no longer with one of the oldest newspapers in the country (sounds impressive, doesn’t it?), well, I am returning to teaching photography through Langara College, doing some freelance writing and photography and enjoying a part-time job at one of my favourite local stores, Freeman’s Country Supply in Rock Creek. My wife and I have been regular customers there since we became hobby farmers in 2012, and I am thrilled to join the awesome Freeman’s team. Let’s hope my back is just as happy!

I’ve enjoyed my stint with the Times, and am hoping to contribute the odd column (a la Pat Kelly) going forward. Incidentally, I can no longer be reached by email here, though, if you wish to contact me, please do so at [email protected].

Thanks for reading.

Back to the future?

Exposure to radon over the long-term can cause lung cancer, proclaims the HealthLink BC webi-ste—that statement is widely accepted and yet a lot of people don’t even think about radon and its ef-fects.

Radon is a colourless, odourless radioactive gas that is released from the breakdown of uranium that is naturally present in rock, soil, and ground-water.

When released outdoors, radon gas becomes di-luted with air and poses little risk. However, radon gas can build up inside homes and other buildings and pose a hazard to your health.

Radon primarily enters buildings through the soil underneath the building. It can move through cracks in the foundation, construction joints, as well as gaps around service pipes, floor drains and window casements.

The B.C. Lung Association has partnered with Radon Environmental Management Corp to pro-vide a faster way to find out if your home, school or workplace has potentially unehalthy indoor radon levels. The two groups can now provide both short- and long-term radon testing products for air and water, they announced.

The tests aren’t free, unfortunately. One provides radon test results within a few days for $250-$300 and the other, which takes 10 to 30 days and pro-vides results within 10 days following test comple-tion, costs $60.

Testing is best done with as little air movement as possible. If you have a closed-in area, such as a crawlspace, do the test anytime; however, if you’re going to put the kit in a basement or other area with more air movement, it’s best to put it off until the fall when doors and windows are more often shut.

Regardless of what time of year you decide to set up a test kit, spend the money. Get the test done.

Get it done

dinner put on for free on Easter Saturday, March 26, by the Li-ons club.

As usual, it will consist of turkey, ham, mashed potatoes, vegetables, dessert and coffee.

The dinner is free, but dona-

tions are welcome.Kettle River Lions Club

wants the community to get to-gether and enjoy fellowship for Easter.

Because of the fire in and around Rock Creek, the Lions Club had to discuss whether the club could afford it this year. But at the end, it was decided

that the dinner was going to happen. People affected by the fire are especially invited.

Turkeys and dessert have been donated.

The dinner will happen at the Rock Creek Fairground at 5 p.m. Since the space is limit-ed, it is recommended to come early.

Act must protect vulnerableIn Parliament

we take up and debate issues from across the spec-trum, from the relatively simple to the most seri-ous of topics. Re-cently one of the most serious is-sues in a long time came before us: physician-assisted dying.

On Feb. 6, 2015, the Supreme Court unanimously ruled in the Carter case, finding that Cana-dians who are suffering intoler-ably because of a grievous and irremediable medical condition have the right to request medi-cal aid in dying. The Supreme Court gave the government un-til June 6, 2016 to have a new law governing medical aid in dying in place.

Faced with that deadline, the federal government created the Special Joint Committee on Physician-Assisted Dying to make recommendations on a legislative response to this de-cision. That committee heard from over 13,000 Canadians,

more than 100 or-ganizations, held 11 hearings, called 61 expert witnesses and received more than 100 written briefs from groups across Canada. The com-mittee rendered its report at the end of February, making 21 recommendat ions

to help craft a balanced bill on medical aid in dying.

It also proposes 10 safe-guards, including eligibility criteria and procedural checks, to ensure that vulnerable indi-viduals are protected.

Of the report recommenda-tions, those around the impor-tance of informed consent are obviously the most critical in my mind, and if advance di-rectives are given they must be crystal clear. The safeguards include a waiting period and a requirement that two doctors must conclude that the patient meets the requirements of the legislation.

I was happy to see that the report formally calls on the

government to implement the NDP’s initiative to create a Pan-Canadian Strategy on Palliative and End-of-Life Care and re-establishing the secretariat on palliative care.

It is important that citizens not be forced to consider assist-ed dying simply because they don’t have access to proper pal-liative care or suitable mental health supports.

We now await the govern-ment’s response to the report in the form of the new legislation called for by the Supreme Court decision. I urge the government to move forward with balance, respect and sensitivity.

Above all, the new act must protect the vulnerable in our society. As the government drafts legislation, they must continue to engage and com-municate with Canadians.

With that in mind, I invite everyone to read the report (available online at www.parl.gc.ca/Committees/en/PDAM) and invite you to share your views with me [email protected]).

Forced evacuationAnother hot topic that came up was the pro-

posed new laws from the province regarding mandatory evacuation during wildfires.

“People are concerned about the proposal from the province to make evacuation forced, to authorize RCMP to forcibly remove people who refuse to evacuate; to put them in a cell; and to charge them later for the cost of doing so,” said Gee. “That’s not going over very well in our area.”

Gee said the new proposal would be part of upgrading emergency management legislation and that people can lodge complaints and com-ments through EngageBC. “They’re in the public engagement part of that,” she said.

Gee said she is personally against any forced evacuation. “I’m very highly opposed to the gov-ernment making it forced,” she said. “Not because I don’t want people to evacuate, I do want people to evacuate, but we’ll never get much RCMP in our area because of the size of our area. I’d much rather they spend their time notifying people of a fire coming then have to deal with people not wanting to leave their property.”

Gee said the RDKB have said they would not risk firefighters to save people who are not evacu-ating.Parks and trails

One of the changes in the RDKB Area E bud-

get is an increase in funding to the regional parks and trails budget. “We want to put more resources into the Trails to the Boundary Society to help them manage the rail trail,” said Gee.

The Trails to the Boundary Society, which was incorporated in 2015, have a partnership agree-ment with Rec Sites and Trails BC for stewardship of the rail trail from around Eholt to McCulloch Creek near Big White.

“Last year we put a bit of money in there but they need more resources,” said Gee. “It’s impor-tant because it’s a huge asset for a number of rea-sons: It’s a big tourist draw and, of course, locals like to use it as well.”

Gee said the money she is looking at is not a huge amount. “Right now, on our taxes in Area E we’re paying $1 per $100,000 assessment,” she said. “I’m looking at doubling that. It’s not a huge deal. Literally, people will pay $2 or $3 more on their taxes.”

Gee said the money would go toward develop-ing signage and maintaining.Facts about Area E

There are 1,970 residents in RKDB Area E (6 per cent of the total population in the RDKB). Area E consists of 4,308 square kilometres (26 per cent of the RDKB). The assessed value of Area E is $864,789,832 (17.5 per cent of RDKB). There are 1,436 dwellings in Area E (eight per cent of RDKB).

Travellers hike 30 kilometresAccident sends transport trailer into snow pile

On Feb. 22, police responded to a single motor vehicle collision in Green-wood, reported Cpl. Judson Mayes of the Midway RCMP detachment.

“It appears that the driver of a loaded transport trailer failed to negotiate a corner and continued on straight crash-ing through a guard rail barrier and ended up in a large snow pile,” he said. Luckily no one was injured. The driver was charged with driving without due care and control under the Motor Ve-hicle Act Section 144(a) (a).

Long hike for travellersThat same day, Midway RCMP re-

sponded to a concern for late travellers. The travellers’ vehicle became stuck

in the snow at the 72 kilometre mark on Christian Valley Road. The male and

female couple and their dog walked al-most 30 kilometres south on Christian Valley Road and were located by the RCMP and taken to a motel.

“No injuries—just a little tired,” Mayes confirmed.

Motorbike rider sustains serious injuries

On Feb. 24, police responded to a single vehicle collision where a Yamaha motorbike lost control on Highway 3 near the Vaagen mill.

It appears that the bike lost control due to coming in contact with some loose sand on the shoulder of the high-way. The male sustained serious inju-

ries to himself and was transported to Boundary Hospital in Grand Forks and kept for observation over night.Rifle shot strikes vehicle tire

On Feb. 28, Midway RCMP respond-ed to a disturbance in Beaverdell, with a report of a discharged firearm, from a rifle that struck a tire and cause damage. No one was injured in this event. Police are still actively investigating this occur-rence, Mayes said.Smith disappearance under investigation

Midway RCMP are still actively checking all leads in the disappearance of Colleen Smith, who was last seen Feb. 9. If anyone has any information they are asked to contact the Midway RCMP at 250-449-2244 or call Crimestoppers at 1-800-222-8477 (TIPS).

POLICEBRIEFS

Alhambra Vaudeville Theater opensChronicles of Boundary Country from the pages ofThe Boundary Creek Times Volume VII, No. 19 – January 20, 1900

➤ Father of Confederation Criticized – The following edi-torial was published after a visit to the Boundary District by Sir Charles Tupper, former Prime Minister and Father of Con-federation. “If Canadian public life is to be what it ought to be, men holding positions like Sir Charles Tupper’s must make an effort to raise the science of politics above the level of the huckster and the charlatan and invest it with grandeur and dig-nity. The venerable Sir Charles has too much Tupper about him and too little Conservative leader. He has retained all the Tupperian cleverness that has made his name so dear – so ter-ribly dear – to the majority of the people of this great country. His speech in Miller’s Hall in Greenwood was but a repeti-tion of his other speeches deliv-ered throughout the province

– excepting that if anything, Sir Charles was less guarded in his utterances and appeared to have less respect for the truth. It is a sad commentary on Canadian public life, that the leader of a once great party should spend his time, and that of his audi-ence, not in promulgating the views of statesmen, but in ex-tolling the virtues, and exploit-ing the fame, of one Tupper. Sir Charles should have a higher appreciation of the important position he holds.”

➤ City of Deadwood – “The prominence that Deadwood Camp has recently attained, through the development of its numerous properties, is respon-sible for the laying out of the townsite to be called the City of Deadwood. The townsite is

within 3 miles of Greenwood, traversed by the Deadwood spur of the Columbia & West-ern railway. It is an admirable location, on a series of gently sloping benches, covered with a light growth of timber and with an abundance of clear spring water. But a beautiful location is not the only requisite for a prosperous town. Deadwood City is surrounded in every di-rection with developed mines and promising prospects. It is assured a pay-roll that within a short time will nearly equal Phoenix.”

➤ It Opens Tonight – “To-night the new Alhambra Vaudeville Theater will be open to the public. The Alhambra is a new three-storey building lo-cated at the corner of Boundary Avenue and Deadwood Street. The basement will be used for a restaurant; the first and second floors for the theater proper; and the third floor as a hotel. The first night’s programme includes: a clever Irish come-dian; Miss Sue Blanchard who has a singularly sweet and clear baritone voice and graceful de-portment; and banjo artist Miss Gertie Harrington. Tomorrow

night’s performers in-clude: Von Gofre and Cotrely, known as the world’s greatest con-tortionists; Celia DeL-acy, a high-class oper-atic vocalist; and Alice Hamilton, a character balladist, who will ca-ter to the wishes of the men of the heather.”

Groups hope to build tipple replica

A trails user group is attempting to preserve a bit of West Kootenay/Bound-ary heritage. After learning that the Limestone Tipple in Fife, near Chris-tina Lake, is going to be torn down, user groups including the Grand Forks ATV Club (GFATV) have made plans to build a replica.

The tipple site in Fife is along the Columbia Western (C/W) Rail corrider and dates back to the early 1900s when the discovery of gold, silver, copper and other precious metals led to expanded rail lines. At one time, Fife was home to a siding, post office, general store and a boarding house. Many prominent West Kootenay families can trace their roots to Fife.

Doug Zorn, president of the GFATV Club, said the club has been partnering with the Columbia Western Trails Soci-ety (CWTS) for many years on maintain-ing the area of Fife to Laferty and beyond toward the Paulson Bridge.

“They’ve been doing a lot of work on their site which is basically up to Farron,” he said. “This spring we applied for stew-ardship from Cascade west to Fife. If we accomplish that we’ll probably extend it to Farron or the Paulson Bridge to make it more reasonable for them because its a long way for them to come up the hill and down to Fife.”

Zorn said the Columbia Western Rail Trail goes from Robson (near Castlegar) all the way to Midway.

The Limestone Tipple was built in 1920 after a second limestone quarry was opened. It was made from large columns placed around the 21X25 foot bottom supporting its 75 foot (22 metres) height. Rail cars would be spotted on the siding and the large bin doors would be rotated to allow the limestone to fill the rail car. Over 52,000 tons (47,000 metric tonnes) of ore was mined from this site from 1911 until the third quarry closed in 1957.

An engineer’s report from April of 2015 stat-ed that the whole tipple structure is unsafe and represents a liability of the area.

“Teck Cominco is the owner of the property and the building,” said Zorn. “It’s on their property and it’s become a liability be-cause it’s about 100 years old. With it being so old it’s basically decaying and rotting. When you look at the engineer’s report you see there’s not much there to save. It’s getting to be a danger. It’s about 125 feet tall and if the wind blows anything off it the rail trail sits right below. It’s a hazard for people going by. They want to bring it down in the spring.”

Zorn said the Colum-bia Western Trails part-ners would like to build a smaller 12X16 foot replica of the top structure, where the ore cars would travel over top of the bins and dump their loads into the bins.

“It would be the same as what’s sitting there now but a newer shape and newer condition,” he said. “Beside the model we would be building a 6X12 foot interpre-tive centre similar to what the top looked like. It would have open sides on the north, south and west. On the east side would be photos and hopefully write-ups because there are lots of Italian fami-lies such as the Ferraros (from Ferraro Foods) and Tedescos who can trace their roots back to Fife.”

Zorn said they are in preliminary studies to determine where the structure will be located, how much it will cost and where the money would all come from. “We hope to be able to coordinate it, building and dedicating it, with all the partners involved which includes the

RDKB Area C/Christina Lake, CWTS, Grand Forks Community Trails Soci-ety, and Trails to the Boundary as well at Teck Cominco, Rec Sites and TrailsBC. It would be awesome if we could get Co-lumbia Basin Trust to be involved. We’d also love to see some of the families that trace their roots back to get involved.”

Zorn said another reason to cre-ate the replica is to help the Columbia Western Rail Trail from Castlegar to Midway to become more of a tourist destination. “We want to draw people in and make it as multi-use as pos-sible so we can all share the respon-sibility on the trail,” he said. “We also want to recognize all the heritage sites on the way through. When you think about the early 1900s and the mode of steam trains, every 20 or so kilometres they had to fill up with water or coal. It wasn’t until they went to diesel engines that they started to abandon all the sta-tions on the way.”

User groups are hoping to build a replica of the Lime-stone Tipple located in Fife after learning the original tipple will have to be torn down for safety reasons.

West Kootenay Community TEETH Clinic Society (TEETH) is a registered not-for-profit society, whose sole pur-pose is to increase access to dental care for all. The society is currently operating a low cost clinic within a dental office in Nelson. This one office, currently serves all residents in Central Kootenay and Kootenay Boundary regional districts. Clients of TEETH receive dental care with a 40 per cent discount. Many dedi-cated paid staff, volunteers, donation of clinic space and other discounts and do-nations has enabled the program to be

viable and sustainable.TEETH recently won 1st prize,

$50,000 from Pacific Blue Cross 75th Anniversary “Share the Care Giveaway.” This prize enables the Board of TEETH to invite dentists, dental professionals and community members of the Cen-tral Kootenay and Kootenay Boundary regional districts to unite with the work of TEETH’s mission “To increase access to dental care for all citizens in the com-munities regardless of income level.”

The board is seeking partnerships, for the purpose of increasing access to low-cost quality dental care.

“We are seeking your ideas of how you can partner with TEETH in your community,” the board stated in a press release earlier this week.

“Although we have envisioned simi-lar clinics operating in the rest of the Kootenay Boundary region, we realize each community is unique. Because we understand what is effectual in one com-munity, may not be in another, we are asking for your suggestions. Let us know what might work best in your area to in-crease access to low-cost quality dental care.”

The board of TEETH welcomes the opportunity to partner with you and hear all your suggestions, the released concluded. “Let us know what is your community’s ‘best-fit’ to provide low-cost quality dental care.”

Contact the society at: [email protected] or 250-352-6560 (TEETH info Hot Line).

Ada MargaretClapper

(nee Chambers)Clapper, Ada Margaret

(nee Chambers) born March 7, 1928 in Grand Forks, B.C.

passed away Feb. 9, 2016 at the age of 87.She was predeceased by her

husband Clayton Clapper, her sister Dorthy Bellenot and her brother Eddie Chambers.

Ada is lovingly survived by her sister Lillian Fisher of Kelowna; her daughters Lorraine Eaton of Midway, Sharon (Greg) Lee of Greenwood; and her son Ted Clapper (Cathy) Boisenue of Grand Forks. Seven grandchildren, Stacey Despot (Lee); Jason Eaton; Suzanne Lee; Sandra Eaton; Karri Lee; Ashley and Jordan Clapper.

The loves of her life were her ten great grandchil-dren. She always remembered all their birthdays and they all got a special phone call and birthday card from their great nanny.

Ada was raised in the North Fork Valley by her aunt and uncle (who worked for the CPR as a section man).

She was married to Clayton Clapper in 1946 and raised three children on their Toronto Creek Ranch south of the Humming Bird Bridge in North Fork, where they raised cattle and grew turnips and radishes. They enjoyed working with the neighours and the local doukhobors at harvest time. In 1968 the ranch was sold and they moved to Grand Forks where Ada worked as a house keeper. Then she was proud to become a care aide at Boundary Lodge for the next 20 years, retiring in 1993.

Ada was a long time member of the Royal Purple and also a member of the Boundary Historical Society. She had lots of stories about the good times these groups would have. Ada was interested in the history of Grand Forks and was very proud of her beloved city.

Ada was a very strong minded and private lady right till the end. She supported and guided her family through all of life’s trials. She will be missed by all of us as she was the “rock” we all respected and listened to.

Thanks to mom’s “young doctor” who is very car-ing and compassionate. Also to the staff at the Silver Kettle Lodge who helped make our mom’s last two years happy and comfortable.

A celebration of her life will take place in May of this year in Grand Forks.

Three ways to ‘spend’ foundation’s money Here are the nal three ways the Phoe-

nix Foundation of the Boundary Commu-nities “spends” money.

e Flow- rough Fund is a mecha-nism created to facilitate the funding of speci c projects in the community that require an incorporated organization with charitable status. ese funds do not be-come part of our endowments, and we do not invest them. We simply receive mon-ey and pass it on. So, for example, bud-get money to operate the Success by Six programs (all across the Boundary area) must be held by an organization such as

Phoenix Foundation in order to comply with the expecta-tions of its funder. Last year our Flow- rough account paid out $49,670 to Boundary Family and Individual Services Society (BFISS) for the Success by 6 program. Funding comes from United Way, Lower Main-land. In addition, in 2015, we sent along $13,950 for the Ro-tary Spray Park (funds accumulated from local individuals, donating for that speci c cause).

Corporate Funds include funds created by CanPar Industries Ltd., Grand Forks District Savings Credit Union; PivotPoint, Pope and Talbot Ltd., Roxul Inc., and Unifab Indus-tries Ltd. Values of these funds total approximately $892,647. ere are also 19 Family Funds with values totalling approximately $262,292.

At the time that a new fund is set

up, the donor is asked how they wish the revenues that will be generated from the fund to be used. Is this a memorial fund for a cherished person? Is this to be a scholarship fund? Per-haps the donor wishes to help in a more general way, with programs for Youth, Seniors, the Environment, Health – or another speci c “ eld-of-inter-

est” fund. We’ll explore “ eld-of-interest” funds in greater detail in another column. Perhaps donors have a speci c organiza-tion in mind such as the local library, Rock Creek Community Medical Society, e Greenwood Improvement Society, Village of Midway or West Boundary Elementary School.

Or maybe they choose simply “general granting purposes” leaving the yearly de-cision making to the Grants Committee (more on this at another time).

Some funds remain “donor-advised” on

a yearly basis. at is, the person/people/organization that originally set up the fund did not give permanent instructions regarding where to direct revenues from their fund. Instead they wish to decide each year how their revenues should be directed. Because all of the revenues from these funds are directed to scholarships, or organizations etc. the revenues earned and then “spent” have already been reported in the other categories.

e last area of “spending” is Adminis-tration. Our administration budget is the nal way some revenues are spent. Our last budget totaled $30,978.41.

Community foundations are among the most “thri y” organizations (administra-tive-cost wise) – charging and expensing at very low rates, compared to other kinds of foundations.

PHOENIX FOUNDATION OF THE

BOUNDARY COMMUNITIES

British Columbia residents who are making an e ort to lead healthier lifestyles can now be rewarded with loyalty points such as Aeroplan,

Wellness rewards program launchesPetroPoints, Scene and MoreRe-wards, thanks to an innovative new mobile app called Carrot Rewards.

e app, available rst to B.C. residents, was launched today by Kamal Khera, Parliamentary Secre-tary to the Minister of Health, Terry Lake, Minister of Health for British Columbia, and Andreas Souvaliotis, founder and CEO of Social Change Rewards, at an event at the Parlia-ment Buildings in Victoria, B.C. Four-time Olympian Simon Whit- eld also joined the event to share his support for the initiative.

More Canadians than ever are living with chronic diseases, with four out of ve at risk of develop-ing diseases, such as cancer, Type 2 diabetes and heart disease. Car-rot Rewards provides users with incentives to increase their physical activity, eat better and quit smok-ing, with the goal of encouraging healthy lifestyle habits that help reduce the risks of developing a chronic disease.

Users across the province who sign up for Carrot Rewards will be able to earn their choice of leading, brand-name loyalty points for com-pleting activities centred on making healthier lifestyle choices. is can include anything from completing a health pro le, to participating in learning activities and quizzes, and in later phases will include activi-ties like going to the gym, visiting a u clinic, or buying produce from the grocery store. e app is also designed to link up with wearable devices in later stages to track and reward healthy behaviour.

Carrot Rewards is delivered through a partnership between the Public Health Agency of Canada, the B.C. Ministry of Health, So-cial Change Rewards, the Heart and Stroke Foundation, the Ca-nadian Diabetes Association, and YMCA Canada. e app works on smartphones and is available free of charge on iTunes and Google Play, or by visiting: http://www.car-rotrewards.ca

Quick facts:

• e Government of Canada is investing $5 million in this project, and the Government of British Co-lumbia has provided $2.5 million to the Canadian Cancer Society to work with the British Columbia Healthy Living Alliance to support the program in British Columbia. With funding from the private sec-tor and other partners, this repre-sents a total investment of over $15 million.

• is is one of many partner-ships made under the Government of Canada’s Multi-sectoral Partner-ships to Promote Healthy Living and Prevent Chronic Disease program, which invests $20 million per year in innovative projects and partnerships that focus on addressing common risk factors, such as unhealthy eat-ing, physical inactivity, and smok-ing, to prevent chronic disease.

• Carrot is another motivational tool British Columbians can use, supported by the Healthy Families BC strategy, which focuses on im-proving the health and wellness of citizens through programs aimed at decreasing tobacco use, increasing opportunities for physical activity, supporting healthy eating, and pro-moting healthy weights.

• In the next ve years, Carrot Rewards is expected to expand to interested provinces and territories to reach millions of Canadians, en-couraging them to participate in a variety of healthy living interven-tions that lead to a healthier lifestyle.Learn more:Carrot Rewards: https://www.car-rotrewards.ca/Public Health Agency of Canada: http://www.phac-aspc.gc.ca/Heart and Stroke Foundation: www.heartandstroke.comCanadian Diabetes Association: www.diabetes.caYMCA Canada: www.ymca.ca

The B.C. Lung Association has part-nered with Radon Environmental Man-agement Corp to provide a faster way to find out if your home, school or work-place has potentially unhealthy indoor radon levels, the leading cause of lung cancer after smoking.

“Waiting for months to find out if your home, school or workplace’s in-door radon levels are a lung cancer risk is not easy,” said Scott McDonald, CEO of the B.C. Lung Association. “No one should have to suffer from preventable radon-caused lung cancer.”

“Until now we offered only long term radon test kits. Today we’re ex-cited to be able to offer both short and long term radon testing products for air and water thanks to our new partner-ship with Radon Environmental,” con-tinued McDonald.

“Both short term tests can give people a sense of whether or not their home, school or workplace is poten-tially at-risk for unhealthy indoor ra-don levels within 48 hours to a month depending on which of two short-term testing options is chosen. This is much faster than a long-term test which takes three months to a year,” said Alan Whitehead, CEO of Vancouver-based company Radon Environmental Man-agement Corp, providers of scientifi-cally accurate solutions for radon test-ing and mitigation.

Two short-term options are now available. One provides radon test re-sults within a few days for $250-$300

and the other, which takes 10 to 30 days and provides results within 10 days fol-lowing test completion costs $60.

The benefits to affordable short term testing are particularly helpful to real estate professionals, new home builders, and building inspectors. Patty Leclerc-Zanet, a B.C. realtor, understands the benefits to short term testing.

“If a client is spending a lot of mon-ey to buy their dream home, and they know it’s in a radon risk area, they’re going to want a timely approach to find out if there’s an issue,” says Leclerc-Zanet. “Short term tests are one way to provide information on radon poten-tial and where people need a faster way to gain insights into whether or not a property has a potential radon problem that needs to be addressed.”

“We do recommend both a short and long term radon test be conducted,” said McDonald.

“This is because radon levels can vary over time and especially from sea-son to season. To be sure short term test results are accurate, we suggest people also do a long term test, thus monitor-ing radon levels for a minimum of three months to be sure they are consistently low or high over time,” he continued.

“If it turns out your indoor radon levels exceed the recommended safety threshold, we advise installation of an active radon reduction system by a cer-tified radon mitigation professional.”

An active radon reduction system is a permanently installed pipe-and-fan system that places a direct vacuum on the soil beneath the house’s founda-

tion, constantly reducing the amount of radon under the foundation that can penetrate into the living space of the home.

To learn more about short term (and long term) testing and to purchase ei-ther or both test kits homeowners can visit RadonAware.ca where kits can be purchased online. Note: Short and long term radon tests include delivery of confidential lab test results.
