Numerous residents, including Christopher Yates, Mike Goddard and Christopher Steven-son, aim to expose what they see as four sepa-rate breaches of the community charter on the part of the city council.

The petition needs 10 signatures but the number currently stands at over 100, and pe-titioners are hoping to top 200 by the time it is filed later this week with the Supreme Court of B.C.

Reached for comment while on family busi-ness in Alberta, Mayor Ed Smith said, “Every-thing we are doing is above board and for us it is business as usual. The group that has created the petition will do what they have to, but we have done nothing wrong.”

Yates said, “The breaches are based solely on past council minutes, which are a matter of public record and concern conflicts of interest, as well as procedures that contravened certain bylaws.”

All conflicts noted on the petition are pecuni-ary conflicts of interest.

“1) A council member’s husband is a city em-ployee. Our CAO was the councillor’s husband’s supervisor. It is a direct conflict of interest for

that councillor to vote to remove her husband’s supervisor.

“2) A council member who sits as a director of another organization spoke to and voted on a fi-nancial raise for said organization during budget meetings. This is a direct conflict of interest.

“3) Council claimed indemnity under Bylaw 807, which grants council legal indemnity if all parts of the bylaw are adhered to. At the time the new council claimed indemnity, it breached

Altercation physicalAltercation gets physical

On June 1, Midway RCMP re-sponded to a report of a physical al-tercation between family members in a Midway home. One male was treated at Boundary Hospital for a bloody nose and swollen eyes. Neither party in-tends to press charges.Vehicle slides off road

On June 4, Emergency Health Services con-tacted the Midway RCMP in relation to a vehicle collision on McCarron Creek road. The vehicle had been travelling too close to the shoulder and slid off the dirt road.

It was initially suspected that the female driver was intoxicated, though this proved not to be the case. The woman was treated on the scene and allowed to leave.

Wallet missingOn June 5, an elderly gentleman from Green-

wood reported his wallet missing from his resi-dence, upon which police immediately advised him to cancel his credit cards. It was learned that the theft, or loss, had occurred on June 1. 

RCMP asks that anyone finding a black wallet with two credit cards, a B.C. driver’s license and a Canadian citizenship card contact the Midway detachment.ATV damages lawn

Also on June 5, Midway RCMP responded to

a report of a Greenwood man de-liberately driving his ATV into a neighbour’s yard, causing substan-tial damage to the lawn.

The owner of the ATV was re-minded that driving any such ve-

hicle within the city limits  of Greenwood or Midway can result in a “no insurance” fine. No charges resulted from the incident.Police set up check points

On June 6, Midway RCMP set up two road-side check points in the Boundary region. No violation tickets were handed out, though a few drivers received verbal warnings for burnt-out license plate lights.

Approximately 300 vehicles were stopped and drivers checked for sobriety as well as up-to-date licenses and registration documents.ATV regulations explained

Operation of an ATV is not permitted for any reason within the city limits of Midway, Green-wood, Beaverdell and Rock Creek.

Authorized recreational ORV (off road vehi-cle) highway use and operation is limited to in-cidental travel directly across a highway at a con-trolled crossing (traffic light or stop sign), during loading or unloading from another vehicle in a parking lot, or travel on any highway where local police authorize such operation within the limits set out in an MV1815 permit.

For instance, were a council member to be a business operator applying for any type of con-sideration, that member would be required to leave chambers during the discussion regarding said application. Failure to do so would be in di-rect conflict with section 100 of the charter.

Letters Policy

It was 32 Celsius the other day, slightly unusual for this time of year.

The gardens were dry and the animals lay panting. When I turned my television on that evening, what I saw made me smile, as it does every year at this time.

The Stanley Cup Finals were just beginning; ice hockey was being played as I was donning my shorts and sunscreen, and even more iron-ic was that the game was being played in Tam-pa, Florida, where not only is it very warm, but also humid.

Granted, the efficiency of modern air-con-ditioning is able to keep an arena consistently cool, and propylene glycol  works wonders in keeping ice frozen despite warm temperatures, but still, ice is ice, is it not? Whatever happened to the concept of seasonal sport? One word, I suppose. Money!

Oh well, incongruity or not, let’s enjoy Canada’s pastime and cheer for our favourite American team! Go Hawks!

***I find it reassuring that bloggers and other Internet

writers are increasingly being held accountable for their purported inaccuracies, suggesting that the World Wide Web has grown up and it’s not quite the free-for-all that it used to be!

Last week’s front cover story in the Province newspaper regarding a libel lawsuit filed by a Vancouver longshore-man, who also happens to be a member of a well-known motorcycle club, clearly illustrated how bloggers must be held accountable and, as newspapers are expected to do, present factual evidence as opposed to hearsay, accurate or otherwise.

The only challenge lies in actual prosecution of the li-bellers, as they, unlike newspaper publishers, can simply delete the offensive article if they decide the lawsuit has

credibility and thus “eliminate” the libellous material. While there are ways to drill down into a blog’s history, it is not without its challenges, which is one reason law-yers often recommend to their clients that they simply let

the “fire go out” and allow the “story” to die a natural death.

They also point out that a lawsuit, or the threat of one, may give the libeller a new op-portunity to repeat the defamatory words. “Fuel for the fire,” so to speak.

The Internet has long been a portal for those individuals craving to voice their opin-ions, appropriate or not, and it is high time that those who choose to write, anonymously in many cases, are held legally responsible for

any damage to the reputation of individuals, organizations or businesses their posts incur.

Hmm, let me Google a bit more on that subject and I’ll get back to you on Facebook!

***It’s convocation time for BCSS, and I will there this Sat-

urday poking around with my camera trying to capture the emotions of the graduates as their lives transition into adulthood.

Some will be sad to see their high school years pass, and others ecstatic to leave, but one thing’s for sure; those five years will forever be influential on their lives, whether they realize it or not.

When I look back at my own high school experiences in a small Southern Ontario town, I cannot deny that they truly helped shape me into the person I am now; always late, prone to falling asleep during meetings, constantly underemployed and just plain lazy. High school rocks!

In all seriousness, I’d like to wish the graduates the very best in their future endeavours. May you go forward and make this a better world to live in!

Hockey finals in a heat wave

The annual Relay For Life took place in Grand Forks last Saturday, as teams joined their counterparts around the world to walk or run in support of cancer research. Millions of dollars annually are raised during similar events, yet still there is no cure for the disease in sight.

Some believe that eventually half of the human race will be stricken with the disease, as an aging population becomes the majority. Already, baby boomers, now ap-proaching their seventies, are beginning to put an enor-mous strain on the medical system. As diagnoses of cancer become commonplace within that demographic (ages 50-68), the strain will increase substantially, and money dedicated to cancer research will inevitably shrink, making events like the Relay for Life even more significant.

While there have been improvements in treatments and some occasional excitement about apparent break-throughs (last January, for instance, a U.K. doctor dis-covered the effectiveness of Doxycycline, a simple and inexpensive antibiotic, in killing cancer cells), most who are diagnosed with the disease eventually suc-cumb to it. Many cancers, of course, are beaten into remission, only to reappear, sometimes years later, in more aggressive forms, which is a characteristic that makes the disease particularly egregious. It is difficult to meet anyone today that has not been touched by the disease, which makes fundraisers like the Relay For Life even more “no-brainers.”

Locally, the Kettle River Memorial Run, which takes place in Midway on July 18, has raised over $45,000 to offer direct support for area cancer pa-tients and their families while they undergo treat-ment.

There are several route options available to walkers and runners alike, covering 5, 10 and 21k distances and registration through the B.C. Cancer Foundation is rec-ommended or go directly to the event’s website at ket-tlerivermemorialrun.ca.

To quote a well-known advertisement, “Just Do It!”

Robin Dalziel was dismissed because he did not fit, some-how or some way, with the new council and mayor. That, people, is politics.

You can bet that Mr. Dal-ziel’s contact had such for-malities written in to it. Don’t get me wrong, I like Robin personally; however, there was obviously a clash.

We have a mayor with a very successful business background managing projects worth millions of dollars. I may not always agree with him or council but at least they are not afraid to change what they don’t like.

I asked this question before the last election in this paper. Fall of 2014, “What has council done to make a difference other than maintain presence on the necessary committees?”

That was pointed at the last

council and could be carried to previous councils.

In their defence though, they have been criticized for suggesting change and criti-cized for not making change (outside of the water question which I have researched and appose). Quite a contradiction.

Perhaps that is why Green-wood is not the destination city it could be, or deserves to be.

The Canada Revenue Agency (CRA) warns you to beware of telephone calls or emails that claim to be from the CRA but are not. These are phishing and other fraudulent scams that could result in identity and financial theft.

You should be especially aware of phish-ing scams asking for information such as credit card, bank account, and passport numbers. The CRA would never ask for this type of informa-tion. Some of these scams ask for this personal information directly, and others refer to a web-site resembling the CRA’s, where you are asked to confirm your identity by entering personal infor-mation. You should not click on links included in these emails. Email scams may also contain em-bedded malicious software that can harm your computer and put your personal information at risk.

Some recent telephone scams involve threat-

ening or forceful language to scare you into pay-ing fictitious debt to the CRA. If you get such a call, hang up and report it to the Canadian Anti-Fraud Centre —see contact information below.

Some recent email scams involve telling you that you are entitled to a refund of a specific amount or telling you that your tax assessment has been verified and you are getting a tax re-fund. These emails often have CRA logos or In-ternet links that look official. Some contain obvi-ous grammar or spelling mistakes.

These types of communication are not from the CRA. When the CRA calls you, it has es-tablished procedures in place to make sure your personal information is protected. If you want to confirm the authenticity of a CRA telephone number, call the CRA by using the numbers on its Telephone numbers page. The number for business-related calls is 1-800-959-5525. The

How many of you remember what the Boundary looked like back in the 1980s and ‘90s?

When I was a kid my parents talked a lot about the problems they were having with knap-weed. � e knapweed that was the biggest problem was the dif-fuse knapweed. � at is the one with the white � owers. � ere was also some spotted knap-weed which has the pinkish purple � owers.

� e knapweed used to cov-er the hillsides and ranges. In some places it was over 1.2 me-tres tall and so thick you could hardly walk through it. In Mid-way the grassland was full of knapweed.

� anks to the biological control insects released in the 1980s and 90s by forestry sta� , those hills are now recovering. � ere are native bunch grasses and arrowleaf balsamroot where there used to be weeds.

In the Ingram and Mid-way areas from 1978 to 1994 there were six di� erent agents released for knapweed. � ere were two moths, one � y and three weevils. Some feed on the roots and some feed on the seeds.

We still do releases for some of the insects that don’t � y as

they spread a lot more slowly. Since the � rst releases were done the use of herbicide has decreased for use on di� use knapweed. � e insects are not as e� ective on spotted knap-weed so there is still contain-ment work done to keep the Spotted from spreading.

In order to preserve the na-tive plant communities and keep balance in the ecosystem we need to protect them from invasive plants. � e most ef-fective way to do that is to use an approach called integrated management which includes using a combination of her-bicide, manual con-trol and biological control.

But new weeds are coming in. Hoary alyssum is of high concern and unfortunately there are no biological control insects for it so herbicides are being used to keep the hoary alyssum from taking over the open grasslands. If herbicides were not being used the grass-lands around Midway would have already turned white with hoary alyssum.

Manual treatments like pull-ing, burning and disking work

well in some situations but are not always practical for large infestations. Large infestations are too overwhelming to pull by hand and depending on lo-cation disking may not be an option. On small sites it takes about three years of hand pull-ing before you start to notice a di� erence.

John Charles EekMay 5, 1924 – May 26, 2015

John Charles “Johnny” Eek passed away on May 26, 2015, at his home in Rock Creek. His wife Margaret, with whom he

had recently celebrated their 70th wedding anniversary, had just tucked him into bed and was by his side.

A friend to all he met, Johnny is survived by his four children Susan (Al), Dale (Wendy), Duane (Joanne) and Donald (Shannon);

his daughter-in-law Lynn; his sisters Kory, Ruth and Marg; 14 grand-children; and 10 great-grandchildren. He is predeceased by his sisters

Carol and Dora and brother Arthur, his daughter-in-law Susan, and his grandson Scott. Johnny was born in Alberta on May 5, 1924. His family moved to B.C. soon after,

and he lived in the Rock Creek area for 89 of his 91 years. He ranched, farmed, logged and sawmilled, proud to be a cowboy and proud to be country. He loved working with his horse and cattle – usually with a dog at his side – but he was always there to help a neighbour or volunteer in the community. He attended the United Church, was a leader of the Boundary “A” 4-H Club, and a member of the Elks, Farmers Institute, Medical Clinic and Kettle River Horse Club. He was made a Lifetime Member of the Rock Creek Fall Fair for his service to that organization since 1946.

Though not one for much talking, Johnny greeted everyone with a warm smile and friendly manner. He was also known for his sly sense of humour. After retiring, he wrote cowboy poetry, full of funny observations and stories about the things he’d seen and people he knew. He shared his poems at the Fall Fair and Cowboy Campfi res, and festivals as far away as Cedar City, Utah. In 2004, the Kettle River Writers Cauldron published a book of his poems, Cowboy Poetry and Wisdom from Boundary Country.

He and Margaret were square dancers for over 50 years, and he played fi ddle, banjo, guitar and harmonica. He would often pick up an instrument to add music to a gathering or to “jam” with friends. In 2005 he got to visit the Grand Ole Opry in Nashville during a family trip to Kentucky, Tennessee and Virginia, and a ticket mix-up resulted in getting a backstage tour of the Opry and meeting Porter Wagoner, one of his country music idols. He even got to play a few notes on the Ryman stage.

It was a highlight of a life happily spent at the home and farm he built with his sweetheart beside the Kettle River. To his family, he was Grandpa, warm and patient, who had a special affection for the “little fellers” and who doled out sweets along with nuggets of his particular brand of “horse sense” wisdom.

A memorial service for Johnny Eek will be held at the Rock Creek Fairgrounds on Saturday, June 20, 2015, at 2 p.m. All are welcome. In lieu of fl owers, donations can be made to the Canadian Diabetes Association or the charity of your choice.

➤ Towns Competing for West Fork Supremacy – The owners of the town-sites of Beaverton and Rendell, in the West Fork of the Kettle River coun-try, are running adver-tisements in The Times, each promoting their new site as the best loca-tion for the district’s fu-ture business centre. Un-der the banner – “Keep Your Eye On Beaverton”, the townsite claims that it is “the acknowledged centre of the great West Fork mining belt” and “lots are now on the market . . . easy payments.” Under the banner – “The Coming Metropolis of the West Fork Country”, the townsite of Rendell claims that it “is sure to become the dis-tributing point for the rich West Fork

mining district.” (ed. – in August 1901, the two townsites amalgamated under the new name of Beaverdell.)

The Rock Creek Community Medical Society annual general meeting was held Thursday, June 4.

The elected board is as follows: Harald Zinner is taking over as president, Gail Maclean remains secretary/treasurer and the directors are Emilio Martinez, Stephen Kirkham, Terry Keough, Nor-ma Tilgner, Shannon Kelly-Keough, Ha-zel Self and Wolfgang Schmidt.

Outgoing president Terry Keough touched on the work that was accom-plished over the past two years, which included upgrading the parking lot and adding concrete guard barriers donated by the Ministry of Highways and installed by Emcon, the exterior of the building was given new paint, new flower boxes were purchased installed and planted each year, and wages were increased for support staff.

The society gained funds from the Speakeasy Community Theatre perfor-mance by Boundary players for close to $2,900, and grants were received from the Phoenix Foundation for another $2,900 and from the RDKB for $3,000. These funds were added to $2,200 in re-serve set aside for the historic park and the park was expanded to add perimeter fencing, new trails and four fitness sta-tions were installed selected to support physiotherapy and recuperative exer-cise.

New building signage was installed, the Health Matters publication promot-ing community health was created and distributed for 12 months, operating costs and insurance was lowered and the society gave two bursaries out to local graduating students entering the health related field.

The society expanded its support of the Kettle Valley Seniors group allowing usage of the meeting room whenever va-cant, and also offered free space to the Columbia Basin Alliance for Literacy adult literacy training.

During the first year, Dr. Henry Ajaero closed his practice and the clinic was left without health care services so the society arranged for locum cover-age while a permanent solution could be found.

After months of meetings, calls and negotiations an agreement was made with Interior Health to hire and fund a nurse practitioner for the clinic to work three full days per week, doubling the number of health care service hours with Dr Ajaero.

Celia Evanson began practicing in late January 2015 and has been a fan-tastic addition to the community. The society also worked with Dr Simpson, Internal Medicine Specialist to assure she could continue practicing from the clinic part time.

All in all it was a busy two years and a lot got done, but the society needs more people involved to assure its long-term success and the continuance of health care services at the health centre in Rock Creek.

The society and clinic do not receive any support from government or pub-lic funding and exists only through the rental of space and the operation of pro-grams such as the CAPC and Country Kids Playschool.

It is not about meetings, it is about of-fering as little as an hour a month to take on one small task, usually from home. If there were a few more people willing to give just a little time for something im-portant it would make all the difference in the world.

Next on the agenda for the RCCMS is the 8th annual Canada Day celebration at the health Centre property July 1 from 11 a.m. to 2 p.m.

This event grows each year and starts with the Discover Rock Creek parade, which ends at the health centre where the medical society provides free burg-ers and hot dogs cooked by the Lions Club members.

There are also desserts supplied by the Rock Creek Women’s Institute, games by the 4H club members and a lot of fun for everyone. A work bee is planned for June 28 to get the grounds ready.
