“At first it sounded like there were people jumping on the roof, which didn’t make any

sense,” Kelly Nicole Robson told the Times less than two hours after high winds blew away the roof of the Udder Store in Greenwood where she was working on Monday afternoon.

“The wind was picking up and suddenly it sounded like a loud crash, like a vehicle had hit the roof or something,” recalled Robson, who is the daughter of storeowners Hardy and Rocky Skott, who were away when the roof blew off. “It didn’t make any sense. I was worried about the woman in the parking lot.” 

The gusts of wind lifted the sheet metal roof as well as some of the trusses, twisted and crumpled it and would have tossed it all in Deadwood Street but a neutral line on the FortisBC service poles held it some six metres off from the ground.

“She came in and said I should call 911. ‘Why?’ I asked, because I was worried that someone was hurt. She said, ‘Because your roof is hanging off of a power line. Not just a little bit but a huge chunk of your roof.”

Robson said she was alone in the building when the wind took the roof off just after 3 p.m. on Monday afternoon (March 2).

The power was knocked out, but there was no fire and no injuries were reported.

Documents � led by Noll in the Kelowna court registry last week state that council and mayor received a letter from Noll’s lawyer regarding the press release and stating terms and conditions expected. When there was no response, a second letter was sent seeking resolution. A third letter was sent on Dec. 17, 2014.

With the issue still unresolved, Noll � led his civil court claim on Feb. 19, 2015. Noll told the Times his case has been prepared with the help of his private lawyer, but he will be representing himself in the case.

“We will have to deal with it as a city,” said Mayor Ed Smith when asked for comment. He did con� rm he had been served with the court papers on Monday, Feb. 23 and that council had met in-camera on the issue.

Named as defendants are the Corporation of the City of Greenwood, Mayor and Council, Nip-per Kettle, Darla Ashton, Lee Cudworth, Colleen Lang, Ed Smith and Nola Tutti.

Noll is seeking an apology in the Boundary Creek Times, full reimbursement for all mon-ies received by council’s representative of the regional district and West Kootenay Boundary Regional Hospital District boards, compensation for loss of dignity and self-respect and legal costs.

When reached on Wednesday night for a com-ment Noll said, “Municipal politicians should not be expected to be partisan. � ey are grassroots politicians and as community leaders are elected to speak freely. I continue to look for a resolution on these matters.”

� e defendants have 21 days to respond if served in Canada; 35 days if served the court documents in the United States.

Greenwood teen Bailey Shaw and the South Okanagan midget hockey team have earned a berth at the B.C. Hockey Provincial Tier 3 Championships March 15-20 in Dawson Creek. � e team won both the banner for � rst in their league and for winning the playo� champi-onship last weekend.

Shaw, who plays le� wing, scored two goals and two assists in their � nal playo� game.

Five Boundary youth are on the team: a s well as Shaw, there are four players from Grand Forks: Josh Hammet, Colby Horne and Brydan � omas and Chase McKay.

A fundraising dance is set for this Friday, March 6 at the Sonora Centre in Osoyoos.

Peters top Bruins defencemanMidway native Lucas Peters has been named

top defenceman for the Grand Forks Border Bru-ins junior hockey team for this last season.

Bruins coach Matt Zamec says Peters really caught the attention of the Bruins organization about three years ago when he was playing ma-jor midget hockey with the Kootenay Ice. “He was only 16 at the time we had him as an a� liate player,” recalls Zamec, “which means he was playing with one of the younger teams and we would only have him up for a couple of games. I remember he came up for a game against Beaver Valley, which is one of the top teams in the league, and he was one of the best players on the ice for us.”

� e following year they brought him on to the Bruins team full-time. “He’s been with us for the last two seasons and he’s just gotten better and better as time went on and as he got

older and more experienced, more con� dent his play just improved to a point where this season he was one of the reliable, steady guys on our back end. He’s just a great young man too. He’s just a very positive person—very likable. In the dressing room he doesn’t get rattled or negative or derailed

no matter how things are going. He is a very positive force on the bench and in the dressing room. A very solid person to have as part of the team.”

Lucas has another year of eligibility in junior hockey. He is undecided right now whether to return for another year of hockey or to move on to the Univer-sity of Calgary where he plans to study � nance. “Obviously if we could have a player of that calibre back for next sea-son we’d love to have him back,” Zamec

told the Times. “If he chooses to move on then we wish him all the best, but if he chooses to return we would be ecstatic to have him back.”

Letters Policy

I was following a car along Hwy 3 the other day, go-ing from Greenwood toward Midway. The driver ahead slowed down to 55 km/h on every corner, no matter that the road conditions were near perfect and the signage clearly said you should slow to 70 (or in the case of some drivers—speed up to 70).

I took note of the license plate; they were from B.C. Remember the good old days when you’d see

a driver riding their brakes going down every hill and almost coming to a stop on a lot of the corners? And you would check out their license plate and notice they were from Alberta.

Those days are gone though. Nowadays the hot, fast cars and trucks are out of the Patch and these folks are in a hurry to get someplace. Of course they are probably not Alberta born and bred—most likely from a single industry re-source town in B.C. and they are rushing home to spend a few days with their family.

Grads vs. Dad this FridayGrads vs. Dads is a springtime tradition here

in the West Boundary–each year the grad class straps on some skates and grabs a hockey stick to go up against their parents.

It’s not only a tradition, but it is also a very important fundraising event for the grads. Each year the graduating class has a right of passage known as the grad ceremony. To pull the show off they have to raise the cash to pay for the party—always a challenge, but even more so this year.

The BCSS Class of 2015 is playing a challenging hand for a couple of reasons. For one thing, the class is small—and if many hands make light work, then fewer students

manning the oars means it is going to take a bit longer for the boat to get to its destination. Another thing that got in the way of this particular grad class was the fact the school year started two weeks late. So things had to be tweaked and reorganized and many things were pushed back a week or more.

The hockey game this Friday night at Midway arena is an important one for both teams: for the kids because it is their grad, and the parents be-cause it is their kids’ grad.

One of the highlights of the night for those who like to take a bit of a gamble in life are the many baskets that are raffled off. Your odds are way better at a grad fundraiser than at the Lotto BC wicket, that’s for darn sure.

One thing I could never quite understand is how the government lotteries work. You give them some money to buy a number—either you pick the numbers or they do. It doesn’t matter much, because at the end of the transaction they know your numbers.

Then it is time to pick the winning numbers. But you don’t need to worry your pretty little head

about that part. The lottery people will do it for us and then tell us whether anybody won or not.

The first lottery in Canada was illegal, actually. Montre-al wanted to run one to help pay for Expo 67. But federal law said no lotteries were allowed.

This didn’t phase the mayor of Montreal though—they went right on ahead with their lottery and named it: Tax Voluntaire!

Licence plate profiling obsolete

It will be interesting to see the “full report” on the water-bottling plant proposal that was prom-ised for next Monday night’s council meeting.

It will be interesting to see how much is dis-closed in the public report. If it gives a full ac-counting of costs, then the voters will finally know how much was spent on lawyers to work on this file. That might in turn give a ballpark estimate on another unanswered question: how much has been spent by the city on the allegations of defamation against the city, mayor and council?

Back to the water deal though: one resident posted to the Greenwood Soapbox Facebook page that “any deals being made regarding a city re-source should be open and transparent. If a com-pany does not wish to come to town and bargain openly, the answer should be immediately a ‘NO’ from the city council.”

“It could have been the goose that laid the gold-en egg who came to the city looking for water,” they added, “it still would have been doomed for failure because of rumours and secrecy. The city should look at the possibilities of going into the business of bottling and marketing our own water.”

Another resident remarked that it would have been nice to see what council wanted out of the deal and what the company was offering, “or are we the citizens of Greenwood not allowed to know that either? Just asking.”

There are good reasons to take some issues be-hind closed doors, but best practices should also include a municipal policy for disclosure of the facts after the need for secrecy has passed.

IT ISN’T AN EASY THING TO THINK ABOUT, but what if you couldn’t make decisions about your finances or health care – either temporarily or permanently – because of an illness or accident? You would want someone to step in. Creating a power of attorney lets you choose that person and grant him or her the appropriate authority.

When it comes to your finances, the solution is generally to establish an enduring or continuing power of attorney that appoints someone to manage some or all of your finances and property either as soon as you sing it or if you become mentally incapable of managing your own affairs. Your attorney does not become the owner of any of your assets. But, according to the limits you set, your attorney may be authorized to do everything from taking care of your banking and signing cheques to buying and selling real estate and buying consumer goods. On the health care side, depending on your province or territory, you may be able to establish a power of attorney, personal or health directive, representation agreement or mandate that appoints someone to make non-financial decisions on your behalf – for example, helping to ensure that your end-of-life wishes with respect to medical interventions are met or choosing a long-term care facility for you. Although both types are important components of a comprehensive financial plan, this article focuses on the power of attorney for finances.

DESIGNED TO MEET YOUR NEEDS. Working with a lawyer, you can customize your power of attorney. It may be quite general or as specific as you need it to be. It may appoint a single person or more than one who act “jointly” (making decisions together) or “jointly and severely” (with the option of each making decision on his/her own). The key is that it makes it very clear who will make decisions on your behalf, and holds that person responsible for his/her actions under the law. The legal responsibilities of an attorney for finances may include complying with provincial or territorial legislation governing powers of attorney, day-to-day management of your assets, maintain clear records, and following directions in the power of attorney document you create. Often the attorney is entitled to compensation – this is something you should consider carefully ahead of time and spell out clearly in your power of attorney.

CHOOSING YOUR ATTORNEY. How do you choose the right person to appoint? Because a power of attorney grants considerable authority, your attorney must be someone you trust. There are other characteristics to look for in an attorney for finances too, including:• Minimum age required in your province or territory;• Demonstrated ability to manage finances and property responsibly;• Shared philosophy about money and investments;• Willingness to put your interest first;• Absence of financial or health issues that could interfere with his/her duties;• Availability in terms of time and geographic location;• Honesty, openness and reliability.Talk to the person or people you would like to appoint about the responsibilities of an attorney. Then ask if, given their understanding of what’s expected, they are willing to take on this important role. Consider naming a substitute attorney in case, for any reason, your first choice cannot act for you either when the power of attorney takes effect or at any point after that.

STAYING UP TO DATE. As your life changes, take the time to regularly review your power of attorney. If you’ve moved to a different province or territory, do you need to create a new document? Does your power of attorney still reflect your wishes? Is the attorney you appointed still mentally capable and available? Keep in mind that, while you are mentally capable, you can change or add attorneys or cancel your power of attorney altogether. When you make these kinds of changes, be sure to inform financial institutions you work with.

Recycling a community business, Houle says

Charles Houle and Bertha Williams of Norbert Recycling came to Midway council on Monday, March 2

They were there to discuss four items: the nature of the Encorp contract held by Bertha Williams and the area of her territory, services provided and payment for pick-up of corpo-rate recycling (as opposed to residential recycling) from the Village of Midway, bottle collec-tion for the community gardens from the donation bin beside the regional district recycling station, and his payment.

Williams presented coun-cil with a written history of Norbert’s recycling. Houle told council the local recycling cen-tre is a business that the com-munity needs to look after. He said he would be taking this message to Greenwood and the regional district board as well.

“Midway and Greenwood talk about having the cleanest drinking water in the world, but I think we need to get to zero waste too,” Houle said. He told council he has added six con-tracts to this company through product care programs and Nor-bert now takes appliances, TVs, paint and light bulbs.

“We want to bring that to the community,” he told council. He explained his vision of setting up recovery sites in West Boundary communities that they can both create employment and keep waste out of landfills.

Council told him the deci-sion of who would pick up the recycling from the village office would be one made by staff and

that typically council would not get involved in the process be-yond general policy. Houle was told that the community garden group sponsorship of the dona-tion bin had nothing to do with the village.

New fire equipment Fire Chief  Walter Osellame

also came before council to dis-cuss the need for Self Contained Breathing Apparatus (SCBA) that meets current standards. Coun-cil voted to purchase 10 new units and 20 bottles at a cost of just over $65,000 to be financed with a low-interest loan from the Municipal Finance Author-ity. The village will also purchase two positive pressure breathing apparatus to be used in case of an ammonia leak at the arena. The cost will be just under $2,900 for the units and two bottles.

Fire department trainingUnder training guidelines re-

leased by the Office of the Fire Commissioner late last year, municipalities must declare what level of training their vol-unteer firefighters will attain–ei-ther exterior attack or interior attack with interior attack only permitted for those depart-ments training to that standard.

At their last meeting Midway council has approved funding for exterior attack training ($6,000); with approval in principal given to interior attack training (an additional $3,000). Council gave full approval for the interior at-

tack training after meeting with Osellame on Monday night. A further $1,000 has been budget-ed for contingencies. West Boundary Road Rescue

Council referred a letter from Larry Bowen, coordinator of West Boundary Road Rescue (WBRR), to RCMP, BC Ambu-lance Service and Emcon Servic-es for comment. Bowen is asking council’s support for changes to provincial policy, which states, “Flagging is only authorized for ensuring the safety of the emergency services personnel involved in the removal of the subject(s). Once the subject(s) are safely extricated, flagging is no longer covered.”

Road rescue would like that changed so they are funded while flagging until a highways flagging crew is on scene. They also ask that coverage by WCB, accidental death and dismem-berment, and liability insurance be expanded to cover road res-cue groups until suitable traffic control flagging from the Minis-try of Transportation and Infra-structure is in place. In the past, WBRR has remained on scene providing flagging for the safety of RCMP and ambulance per-sonnel. Council will wait until they see these comments before they press for the changes.

Curling club reopensCouncil received a letter of

thanks from the Boundary Dis-trict Curling Club for the $4,000 grant that help pay the $26,000 it took to replace the ice plant. This is in addition to $3,500 the club had spent in September to replace a brine pump.

Good hearing, poor comprehension?� e number of people who can hear well, but can’t understand what’s being said, is increasing. � is is most evident in conversations and watching television. A newly-developed hearing chip is designed to restore speech comprehension without being noticeable in the ear.

A lot of people have poor comprehension, though they actually still hear well. It becomes noticeable in conversation, watching television and asking family to repeat what’s been said. A potential cause can be undetected loss in the high-frequency range. � is means the sensory cells in the cochlea that hear high-range sounds are damaged as a result of circulatory disorders, diabetes, sudden hearing loss or workplace noise. Hearing loss in the high-frequency range makes speech sound mu� ed and unclear. � e person with hearing loss mixes up, or can no longer hear, consonants like s, f, t, k, h and g. Speech comprehension is particularly impaired when there is background noise or when television programs have background music. � e dilemma is that people with hearing loss in the high-frequency range do not

consider themselves to have a hearing problem. � ey can hear deep tones with no issue, and o� en put di� culty understanding speech down to unclear pronunciation. However, the time soon comes when problems with comprehension become annoying.

Kids make contraptionsAlmost everyone is interested in

what the next gizmo is going to be, but two West Boundary Elementary students took it a step further and put their imaginations to work in designing the next gadget as they competed in a regional science con-test.

The students were asked to ex-plain how technology can improve our food supply in 50 years. There were 155 students in Grades 2 to 8 from school districts 8, 10, 20 and 51 entered the Kootenay Associa-tion for Science and Technology (KAST) GLOWS Kootenay Con-traption Contest. GLOWS stands for Growing Learning Opportuni-ties With Science.

Two students of Jennifer Eaton at Greenwood Elementary School en-tered the contest.

Jacob Colin came up with a food generator, which you use to scan your food and then type in which foods you want and, “Bam–you have your food.”

Grade 4 student Peyton Spani envisioned an apple snack packag-ing machine. Apples go in one end, are cut in half, the seeds removed, it gets further sliced and then placed

in snack-size packages. Importantly, the seeds are saved to grow more trees.

Other students designed con-traptions to address the way food is produced, moved, packaged, stored and consumed.

The grand prize winner was Ben Luterbach, in Grade 3 at Kinnaird Elementary School in Castlegar. He described a 3-D food printer with a spool containing protein, carbs and sugar, fat, cellulose and water. By plugging an electronic device (an Apple!) into the printer, typing in which type of food you want it will create the food. “This contraption will help people who can’t go to the grocery store,” wrote Luterbach in his contraption’s description.

GLOWS partners with educa-tors, scientists, municipal organi-zations and community members to bring high quality science- and technology-related events and ac-tivities to our youth. “Our goal is to share a passion for science and tech-nology with children and youth in our region and to build a love of sci-ence and technology into the foun-dations of our communities,” they state on their website.

Peyton Spani suggested an apple processor that makes sure every seed is saved to grow more trees as her entry in the Kootenay Association for Science and Technology search for technological improvements to our food supply.

Bridesville Community Club sponsored a dance last month that kept the hardwood floor at the fair grounds pavilion full through Saturday night and then again all afternoon on Sunday.

The Fugitives are a popular Manitoba dance band that has found a way to pack the dancehall every time they play. They bring along a couple of busloads of people who love to dance so much they choose a Fugitive Tour as their vacation.

Two buses pulled in to Rock Creek on Saturday afternoon and out stepped the four band members and another 114 prepaid guests.

The pavilion dance floor was always full of smiling people, both the 114 and the many locals who love a good band too.

The proceeds raised from the dance by the Bridesville Community Club will go towards an expansion of the kitchen and handicapped washrooms.

Marianne Arpagaus and Art Harfman took a turn on the busy dance floor at the pavil-ion last Sunday afternoon as the Bridesville Community Club brought The Fugitives to the Rock Creek pavilion.

The Greenwood Recreation Commis-sion is planning a ball hockey tournament at the Greenwood out-door rink on Founder’s Day, according to Mike Goddard. He was re-cently appointed to the recreation commission and is one of the prime drivers behind the rink renewal movement.

The group is chomping at the bit to get at the spring work schedule and hope to have the rink in fine shape before Founder’s Day on July 11.

They are also anx-iously awaiting the Kraft Hockeyville an-nouncement that will be made during Hock-ey Night in Canada on March 14. Several locals have nominated the Greenwood rink and they have opti-mistically planned a victory party at the Greenwood Inn for the announcement.

“Kevin will have appies and Kraft mac and cheese on special,” Goddard wrote in a Facebook post, add-

ing, “Please come out and show your support for this regional asset. Please think of this as a win for the entire Boundary region.”

ReStoreopen inGrandForks

After some unforeseen missteps along the way, the Habitat for Human-ity ReStore in Grand Forks is open for business.

The ReStore was originally going to be in the Multi-Agency Accommoda-tion Planning (MAAP) building on Riv-erside Drive with their partners but due to plumbing issues had to find another spot until those issues could be dealt with.

The organization was able to open up in a temporary location at 136 Sagamore Road and has been open since Sept. 17, 2014

“It’s been slow,” said Eric Anderson, store manager. “We’ve got all the issues that start-ups usually have: building up inventory, especially seeing as all our in-ventory is based on donations. We don’t buy anything; we don’t trade for any-thing. Our donations are our one and only source for our inventory. And, of course, we’re a little bit out of the way so we don’t have walk in traffic.”

Anderson said that people have to learn where they are, which is on Saga-more past the City Works yard, right

next to the mini-storage and in the same building as Jazzercise.

“Once people learn the location and see the great deals they keep coming back,” said Anderson.

The ReStore is operated by Habitat for Humanity Southeast B.C. (HFH-SEBC) with the primary objective of raising money to build safe and afford-able housing for those who may other-wise not afford it.

After a recent merger between Habi-tat for Humanity Boundary (Grand Forks) and Habitat for Humanity West Kootenay (Castlegar/Nelson), HFH-SEBC now operates from Rock Creek straight through to the Alberta border and north to Golden. Former executive director Rick Friesen said the organi-zation has built a combined total of 19 homes in Greenwood, Grand Forks, Nelson and Castlegar with a 20th project currently built in Cranbrook.

“Habitat homes are sold at fair mar-ket value (a hand up, not a hand out), with an interest free mort-gage, and mortgage payments that do not exceed 25 per cent of the homeowner’s income,” he said. The homes are built by vol-unteers using donated material.

The ReStore in Grand Forks is the first of its kind for HFH-SEBC. The organization plans to build two more in the near fu-ture.

“This is the first ReStore in the Kootenays,” said Anderson. “There are 12 or 13 other Re-Stores throughout B.C. We’re the newest one in Canada that I’m aware of.”

Anderson said the ReStore

carries basically anything to do with your house, whether it’s inside or out-side.

“Whether it’s building materials or appliances or anything like that,” said Anderson. “We have corporate donors that donate us new product that has been discontinued or been returned or anything like that. From private donors we take anything that would be classified as gently used as far as furniture, appli-ances, leftover building materials.”

The ReStore does not take any mat-tress or unframed glass at this time. They want appliances that are seven years old or newer, Anderson added.

The store relies strictly on volunteers, other than the manager, to help operate. Anderson said they are always looking for new volunteers.

“We try to work people on four-hour shifts either morning shift or afternoon shift,” he said.

Anderson added there are several different positions such as cashier, light cleaning, receiving and repairing.

Another major objective for the Re-Store is to keep objects out of the landfill.

Anderson said that in 2013, Habitat ReStores in Canada kept an estimated 26,650 metric tonnes out of the landfill.

“Our third objective is to provide a good product to people at a very reason-able price,” he said.

“Sometimes we’re targeting between 30 and 70 per cent less than you’d pay at retail. The people that have found us and been here are great; they’ve been very happy. Any person we’ve seen here, we’ve seen again and again.”

With spring prac-tically on our door step it’s time to get your action plan ready for selling your home. Make the most of these tips to attract buyers to your prop-erty.

Whip your yard into shape. For spring time selling you need to get your yard in shape as quickly as possible. Clear win-ter yard debris, do an early rake of the lawn to remove winter dog poo and encourage new lawn growth, and get

some frost-resistant plants that won’t be affected if a late cold spell hits.

Do some spring cleaning.  It’s natu-ral to want to spruce up your space in the spring, so scrub away! A sparkling home will impress buyers and make your home seem even more ap-pealing. Clean counts.

Box up your win-ter wardrobe. Don’t have a lot of closet space? Bulky winter clothes take up lots of space, so move them out and de-

clutter your closets. You will impress buyers with all that space.

Brighten up the entryway.  If your welcome mat is covered with winter dirt, pick up a new one. A clean, pretty doorway will help set the tone for the entire showing. Maybe put out a plant or two by the door, with lots of colour.

Bring out the colours.  Tuck away the heavy,  flannel comforter and pull out crisp linens for bright color. Think about floral-designed spreads or color-ful solids. Don’t forget accent pillows for added flair.

“I think it should be noted that origi-nally when Mr. Varabioff presented to us with a request for CannaFest 2015 music festival, it was advertised as an educa-

tional event to promote and educate on medical marijuana and have a dispenser on site where they would be selling it,” said Coun. Chris Hammett. “They have since been refused an application and have come back and said there would be no sales of medical marijuana at the event at all. He has also said there will be no liquor at the event on the grounds.”

The letter to council from promoter Chuck Varabioff of the BC Pain Society stated that no marijuana would be sold at the festival. He would not change the name of the festival. “I can live with no marijuana sales, but to change the name

would be extremely difficult as we are trying to brand ‘CannaFest’ into a house-hold name,” he wrote.

Varabioff also stated that ticket sales would be capped at 3,000 and that there would be one security guard for every 10 attendees.

Tickets are already available on the bcpainsociety.com website for $50 for a single day pass and $75 for a two-day pass. Kids 6-12 are $25 for both days; kids under 6 are free. Tickets are also available locally at The Source and Kocomo’s as of this Saturday, March 8. The show will be held at James Donaldson Park on Aug. 7.
