June 3 Board of Education Meeting Minutes Date: Monday, June 3, 2019 TBCC Special Board Meeting for Budget Hearings – TBCC Campus – 6:00pm – 6:10pm TBCC Board Members in Attendance: Kathy Gervasi, Mary Faith Bell, Tamra Gammon, Betsy McMahon, Jennifer Purcell, and Pam Zweifel. Tana will be support staff to Education Board going forward. President Tomlin presented a slideshow of all staff and faculty that were recognized for their length of service at TBCC. Sheryl Neu was given the President’s Award by President Tomlin. Jay Ferguson, a Career to Career scholarship recipient and student at TBCC, shared her excitement about the criminal justice program and appreciation for the Career to Career scholarship. Approval of the Agenda (agenda item B1)-----------------------------------------------(Action) Chair Gervasi Betsy McMahon motioned to approve the Special Board Meeting for Budget Hearings Agenda. Tamra Gammon seconded the motion. The motion carried. Public Hearing on 2018-2019 Supplemental Budget (agenda item C1)------------------- CFO Williams CFO Williams made multiple adjustments to the 2018/2019 supplemental budget due to the following: variety of grants; general fund adjustments due to disability accommodations exceeding what was anticipated; error in Title III grant; and final PRI construction costs last fall. Public Hearing on 2019-2020 Budget (agenda item D1)--------------------------------------- CFO Williams CFO Williams made adjustments to the 2019/2020 budget as follows: Dollar General Grant for adult literacy; and addition in the agency funds to align with Economic Development Council.

Director Ryan presented the personnel report noting that Tana Dillard and Hailey Fields began on May 28th. A welding faculty instructor was hired today. Math faculty instructor interviews are scheduled for this week. Mary Faith Bell motioned to approve the consent agenda. Pam Zweifel seconded the motion. The motion carried. Adoption of 2019-2020 Budget (agenda item 4.b) --------------------------------- (ACTION) CFO Williams Mary Faith Bell motioned to approve the Adoption of 2019-2020 Budget. Tamra Gammon seconded the motion. The motion carried. Approval of Policy Appendices (agenda item 4.c) ------------------------------- (ACTION) CFO Williams It was noted that the Oregon minimum wage will increase to $11.25 per hour on 7/1/2019. Discussion was held regarding PERS reform. The proposed senate bill has passed but does not affect employees until July 2020 and will not affect TBCC until July 2021. The impact to TBCC would be to the amount contributed on the employee’s behalf. Many details on this bill are suspect to lawsuits and more information will be shared as received. Pam Zweifel motioned to approve the Approval of Policy Appendices. Mary Faith Bell seconded the motion. The motion carried. Board Officer Elections (agenda item 4.d) ------------------------------------------ (ACTION) Chair Gervasi Chair Gervasi called for 2019-2020 Board Chair nomination. Mary Faith Bell nominated Kathy Gervasi. Pam Zweifel seconded. The motion carried. Chair Gervasi called for 2019-2020 Board Vice Chair nominations. Betsy McMahon nominated Mary Faith Bell. Pam Zweifel seconded. The motion carried. Mary Faith Bell motioned to approve the Board Officer Elections. Pam Zweifel seconded the motion. The motion carried. Board Committee Assignments (agenda item 4.e) ------------------------------- (ACTION) Chair Gervasi Committee assignments for the 2019/2020 academic year were reviewed and discussed and are as follows:

• Foundation Liaison: Tamra Gammon • OCCA Board Liaison: Betsy McMahon • Policy Committee: President Tomlin proposed a change to the policy review cycle to occur

every three years instead of two years. Policies needing to be revised mid-cycle will be presented as needed. Board members agree with this change to the policy review cycle. In light of this change, no policy committee is necessary at this time.

Mary Faith Bell, Jennifer Purcell, Pam Zweifel, and Mary Jones would like to be included in the 360 Evaluation process. Mary Faith Bell proposed that the Board offer themselves as a resource and be more involved in other areas in TBCC, i.e. marketing, equity and inclusion, etc. The Board would like a list of opportunities so they can attend based on their interest.

Tamra Gammon motioned to approve the Board Committee Assignments. Pam Zweifel seconded the motion. The motion carried. Tana will work on scheduling a brown bag luncheon in the near future. Curriculum Changes–Second Reading (agenda item 4.f) ---------------------- (ACTION) CAO Rivenes CAO Rivenes presented the final curriculum changes from the last meeting. Changes were reviewed and discussed in detail. It was noted that the truck driving training is a noncredit training certificate and is not included in the catalog and accreditation approval is not required, but it is approved by the state. Tamra Gammon motioned to approve the Curriculum Changes. Mary Faith Bell seconded the motion. The motion carried. OCCSA Guided Pathways Resolution (agenda item 4.g) -------------------(ACTION) President Tomlin President Tomlin presented the recently passed statewide resolution from the Oregon Community College Student Association supporting Guided Pathways. TBCC is one of ten colleges participating in Guided Pathways. Betsy McMahon motioned to approve the OCCSA Guided Pathways Resolution. Pam Zweifel seconded the motion. The motion carried. Information-Only Items (agenda item 5) Measure Narratives LPCE 5 (agenda item 5.a) --------------------------------------------- Director McCarley The strategic plan measures will continue to be shared with the board each year. The template called ‘Measure Narratives’’ l provides the background and a description of each measure. The LPCE in focus specifically sets expectations for staff and faculty. The Data Team proposes all major changes to measures. The Data Team decided that the Leadership Team needs to make a decision about how to measure professional development. CAO Rivenes added that all professional development is now being tracked for every term and that there is now mandatory professional development every term for all staff and faculty. Changes to Strategic Plan Measures for 2018-19 Data (agenda item 5.b) -------- Director McCarley The Data Team has taken the last seven months of concerns, questions and recommendations from staff and faculty about the measures, how they were defined and have worked on how they could improve them. The definitions of the completion rate measure and transfer rate measure were updated. There were changes to a measure under the theme of Economic Success. Board Policy 110 was altered back in fall 2018 to set minimum reserves at a percentage instead of a dollar amount. ES 2.2 was altered to align with that Board Policy change.

The Leadership Team and College Council have accepted the changes about LPCE measures. LPCE 2 was changed to encourage students, staff and faculty to participate in civic engagements and will be measured by number of civic engagement events. The data team is in the process of developing a definition for civic engagement events. LPCEs were changed to focus on partnering with the community more broadly. The changes were as follows:

• The data team wanted LPCE 3 to focus on partnering with the community more broadly which resulted in the language being changed to express that.

• LPCE 4 was eliminated due to it being too similar to LPCE 2. • Data around LPCEs from the 2018/2019 academic year will be available at the Board

retreat in October as part of the Mission Fulfillment Report

Facilities Master Plan Board Feedback (agenda item 5.c) ------------------------------- President Tomlin President Tomlin asked the Board for feedback on questions that have been asked in town halls across the county. Eileen Casey White has been talking to lots of people and organizations. We will have a large amount of feedback.

1. What does the community need that TBCC should provide? a. Would like to be thinking ahead. We are maxed out in terms of space. b. Child care facilities. Could be a learning opportunity for students. c. Community gathering space (auditorium.. etc) d. Speaker series e. Art series f. Arts programs, art space (no ventilation in current art room) g. Gallery to show art, mini museum h. Multipurpose room i. Outdoor event space j. Performing arts auditorium k. Housing l. Student housing (set aside specifically for students)

2. What kinds of jobs do you expect to grow or emerge in the next 10-15 years? a. Robotics

ASTBCC Update (agenda item 5.d) -------------------------------------------------------------- President Christy President Christy announced that ASTBCC’s goal for this year was to create a more involved and engaged campus life. ASTBCC has begun hosting monthly movie nights. These events have begun gaining traction and will be continued in fall term. ASTBCC has made extensive progress on drafting a constitution and bylaws with the completion date predicted to be fall of this year. President Christy informed that ASTBCC’s other goal is to create a presence at student orientation. ASTBCC is looking to outreach into the community and bring interest in by fundraising for themselves and local organizations. Two of three ASTBCC members will return in the fall as President Christy will be graduating this spring and going to Portland State University online. Financial Report (agenda item 5.e) ------------------------------------------------------------------ CFO Williams CFO Williams presented the financial report through April as included in the Board packet. CFO Williams informed that tuition revenue declined slightly from last year due to FTE growth being mainly in non-credit programs.

President’s Report (agenda item 5.f) ----------------------------------------------------------- President Tomlin President Tomlin reported the following updates: President Tomlin informed that TBCC is having its second annual student awards ceremony on Wednesday, June 5th at 4pm. He invited all Board and Leadership members to attend. There will be a faculty excellence award announced at the ceremony. TBCC Commencement ceremony is next Friday June 14th. President Tomlin asked all Board members to show up at 5:30 pm for photographs prior to commencement. This year’s graduating class is the largest TBCC has had at 63 students. There are 42 students walking. President Tomlin noted that the next Board meeting is July 1st and even though no Board members are changing, the re-elected members must be sworn in and therefore at least 4 Board members need to be present for a quorum. President Tomlin explained to the Board that legislature will be voting on the 2019/2021 biennium budget this week or next week. OCCA sent out an email this week to the community colleges which included a lower number than what was built but it is being called a ‘placeholder number’ and we have been advised to ignore it. President Tomlin advised that Community colleges have asked for a budget of 647 million. President Tomlin informed that the Christmas Tree Act may have money available at the end of the session and colleges have been asked for a ‘wish list’ for CTE and TBCC submitted our list. This would be one time funding and is a long shot at this point. SB3 was passed and will soon be signed by Governor Brown which will allow for Community Colleges to offer applied baccalaureates starting in Fall 2020. . President Tomlin noted that the next steps in the Facilities Master Plan are to prioritize the data collected and hire an architect. A number of TBCC staff went to the Guided Pathways Institute several weeks ago. From that, there have been 3 basic goals developed. More information about Guided Pathways will be shared with the Board at the October retreat. President Tomlin gave an update on the OCCA board meeting during which he was notified that North Lake County has petitioned to be removed from the Central Oregon Community College district. Lake County citizens informed in the petition that they are not receiving enough services for the taxes they pay. 2019-2020 Organization, Finance, and Legal Designations

1. Designate Clerk, Deputy Clerk, Secretary

Move that President Ross Tomlin be designated Clerk, Chief Finance Officer Kyra Williams be designated Deputy Clerk, and Tana Dillard be designated Board Secretary for the 2019-2020 Fiscal Year. (ORS 332.515)

2. Authorize Insuring of District Employees

Move that insurance for the 2019-2020 Fiscal Year be purchased, which includes broad crime coverage for all employees, non-compensated officers, and directors.

3. Designate Depositories for TBCC Funds

Move that the Tillamook branches of the U.S. National Bank, Wells Fargo Bank, and Umpqua Bank be authorized for depositories for any and all funds received and/or invested on behalf of TBCC during 2019-2020; and that the State of Oregon investment pool is authorized as a depository for District funds during the 2019-2020 Fiscal Year. (ORS 328.441 and 294.805 to 294.895)

4. Authorize Investment of TBCC Funds

Move that the President/Clerk as governed by TBCC Policy, and in the manner specified in Oregon Law, be authorized to invest funds on behalf of Tillamook Bay Community College during the 2019-2020 Fiscal Year. The Clerk may delegate this authority in writing to the Chief Finance Officer Kyra Williams, at such times and to such extent as the Clerk determine to be necessary or desirable.

5. Authorize General Fund Borrowing

Move that the President/Clerk be authorized to borrow an amount not to exceed $250,000 from the General Fund to meet cash flow needs of the Special Fund and Enterprise Fund.

6. Authorize Payrolls

Move that approval be granted for payment of District Payroll Accounts when due as governed by fiscal policies for the 2019-2020 Fiscal Year.

11. Establish Reimbursement Rate for Personal Car Mileage While Conducting College

Business

Move that the reimbursement rate for authorized personal car mileage conform to the Internal Revenue Service rate.

Facilities Master Plan Update RECOMMENDATION Information Only BACKGROUND INFORMATION ……………………………………………………………..…PRESIDENT TOMLIN The period of collecting community and staff feedback on the TBCC Facilities Master Plan is completed. Eileen Casey White will now produce a report regarding the feedback portion of the project and will present to the Leadership Team by mid-July. This will include combining the data into categories, volume of feedback in each category, and a list of the groups/companies surveyed for the feedback. This will be studied by the FMP Committee to develop some preliminary priorities to take to staff and the Board for discussion in September. A RFP has been advertised to companies to work with the college over the fall term to develop the FMP along with preliminary drawings and construction costs for any new construction or renovations of existing structures. The company will be chosen from bids in August, to start work in September.
