WHOLE BOARD TRAINING SESSION MINUTES

MONDAY, FEBRUARY 24, 2014

The Cobb County Board of Education met in a Whole Board Training Session at 514 Glover Street

on Monday, February 24, 2014, 10:00 a.m. with the following members present: Messrs., Banks,

Scamihorn, Stultz, Sweeney, Wheeler, Mrs. Angelucci, and Dr. Hinojosa, Executive Secretary. Mr.

Morgan was absent.

All official meetings of the Cobb County Board of Education conform to state law and are open to

the public. The minutes of this meeting are available for public review anytime during the regular

office hours or on our website: www.cobbk12.org

CALL TO ORDER – Mrs. Angelucci called the training session to order at 10:00 a.m. and led the

group in the Pledge of Allegiance.

OPENING REMARKS – Mr. Doyle, Facilitator, Gregory, Doyle, Calhoun & Rogers, LLC

Mr. Doyle thanked the Board for their commitment to conduct the self-evaluation and

explained the Board Assessment process and agenda for the training session

BOARD SELF-ASSESSMENT

Mr. Doyle and Mr. Farmer, Board Attorney, presented the context information for the Board

Assessment

Each Board Member had two minutes to present their comments on what the Board can do

to improve

Mr. Farmer presented a recap of the 2011 Board Self-Assessment

Individual Board Members lead a discussion of the eleven (11) task items of the Board Self-

Evaluation. (10 minutes per task)

STRATEGIC BUDGET PLANNING

Individual Board Members lead a discussion in order of their Post listing what they see as

the district’s budget concerns/challenges.

The Cobb County Board of Education met in a regularly scheduled Board Meeting on Thursday,

February 27, 2014, at 5:00 p.m., 514 Glover Street, with the following members present:

Messrs. Banks, Morgan, Scamihorn, Stultz, Sweeney, Wheeler, and Dr. Hinojosa, Executive

CALL TO ORDER - Mr. Scamihorn, Vice Chair, called the meeting to order at 5:02 p.m.

EXECUTIVE SESSION – A motion was made by Mr. Wheeler, seconded by Mr. Banks, and

unanimously approved by the Board to convene to Executive Session to discuss land, legal, and

personnel issues. Motion carried 4-0. Mrs. Angelucci, Mr. Sweeney and Mr. Stultz were absent

for the vote. Mr. Sweeney arrived at 5:05 p.m. and Mr. Stultz arrived at 5:14 p.m.

RECONVENE FROM EXECUTIVE SESSION – A motion was made by Mr. Sweeney,

seconded by Mr. Stultz and unanimously approved by the Board to reconvene from Executive

Session. Motion carried 6-0.

PUBLIC COMMENT – Four (4) speakers addressed the Board.

APPROVAL OF MINUTES - A motion was made by Mr. Sweeney, seconded by Mr. Stultz

and unanimously approved by the Board to approve the Saturday, February 8, 2014 Called Board

Meeting minutes and the Wednesday, February 19, 2014 Board Work Session minutes. Motion

carried 6-0.

BOARD BUSINESS

Facilities and Technology Citizens Oversight Committee Report (Mr. Scamihorn)

o Mr. Scamihorn presented the Board with a copy of the 2014 committee roster and

the proposed 2014 committee meeting schedule

o Dr. John Crooks - 2014 Committee Chair

o Thea Powell - 2014 Committee Vice Chair

o Patti Morgan - 2014 Committee Secretary

o Mr. Scamihorn reported that the committee met on February 24 and unanimously

approved all agenda items

APPROVAL OF AGENDA – A Motion was made by Mr. Stultz, seconded by Mr. Wheeler and

unanimously approved by the Board to approve the agenda as presented. Motion carried 6-0.

SUPERINTENDENT

Superintendent’s Report

o Resolution to Award a Discretionary Bonus/Leave (for possible action)

A motion was made by Mr. Sweeney, seconded by Mr. Stultz and

unanimously approved by the Board to approve the Resolution and

Addendum to Award a Discretionary Bonus/Leave to staff who worked

overtime and, in some cases, stayed overnight on district facilities on

January 28-29, 2014 supervising and caring for students during the

inclement weather. Motion carried 6-0.

Items Requiring Action following Executive Session (if any)

Personnel Report – Dr. Shanahan recommended approval of the personnel action report

as presented in Executive Session. A motion was made by Mr. Sweeney, seconded by

Mr. Wheeler, and unanimously approved by the Board to accept the Personnel Report as

presented in Executive Session. Motion carried 6-0.

CONSENT AGENDA ITEMS

CONSENT AGENDA ITEM #1 - Recommendation for Authorization to Dispose of

School District Generated Surplus Furnishings and Equipment – Administration

recommended authorization to dispose of school district generated surplus furnishings

and equipment as detailed in the list on file in the Superintendent’s office.

CONSENT AGENDA ITEM #2 – Recommendation for the Approval of Georgia

Department of Education Capital Outlay Project Closeout for various schools –

Administration recommended to adopt the Certificate of Resolution, have it executed by

the Superintendent and the Board Chairman, and submit the certificate to the State

Department of Education for final payment of State funds due on this project.

A motion was made by Mr. Stultz, seconded by Mr. Sweeney and unanimously approved

by the Board to approve the Consent Agenda Items as presented. Motion carried 6-0.

DISCUSSION AGENDA ITEMS

DISCUSSION AGENDA ITEM #1 – Recommendation for Approval to Award a

Contract for Renovations at Argyle Elementary School – Administration

recommended authorization to award a contract to Reliant Construction, Inc., Alpharetta,

GA for $461,000.00 and authorize the Superintendent to execute the contract.

A motion was made by Mr. Sweeney, seconded by Mr. Stultz and unanimously approved

by the Board to award a contract to Reliant Construction, Inc., Alpharetta, GA for

$461,000.00 and authorize the Superintendent to execute the contract. Motion carried

6-0.

DISCUSSION AGENDA ITEM #2 – Recommendation for Approval to Award a

Contract for Renovations at Murdock Elementary School - Administration

recommended authorization to award a contract to Ward General Contractors, Inc.,

Kennesaw GA for $242,731.00 and authorize the Superintendent to execute the contact.

A motion was made by Mr. Banks, seconded by Mr. Sweeney and unanimously approved

by the Board to award a contract to Ward General Contractors, Inc., Kennesaw, GA for

$242,731.00 and authorize the Superintendent to execute the contact. Motion carried 6-0.

DISCUSSION AGENDA ITEM #3 – Recommendation for Approval to Award a

Contract for Renovations to Oakwood Facility and Adult Education Facility -

Administration recommended authorization to award a contract to Atlantic South

Construction, Marietta, GA for $770,000.00 and authorize the Superintendent to execute

the contract.

A motion was made by Mr. Stultz, seconded by Mr. Wheeler and unanimously approved

by the Board to award a contract to Atlantic South Construction, Marietta, GA for

$770,000.00 and authorize the Superintendent to execute the contract. Motion carried

6-0.

DISCUSSION AGENDA ITEM #4 – Recommendation for Approval to Award a

Contract for renovations and modifications at Rocky Mount Elementary School –

Administration recommended authorization to award a contract to C.P. Richards

Construction Co., Inc., Lithonia, GA for $1,567,000.00 and authorize the Superintendent

to execute the contract.

A motion was made by Mr. Banks, seconded by Mr. Sweeney and unanimously approved

by the Board to award a contract to C.P. Richards Construction Co., Inc., Lithonia, GA

for $1,567,000.00 and authorize the Superintendent to execute the contract. Motion

carried 6-0.

OWNERSHIP LINKAGE – Mr. Dillon stated the newsletter will be updated and distributed

Monday, March 3, 2014.

BOARD MEMBER COMMENTS - Board Members commented on various events happening

throughout the District.

COBB COUNTY BOARD OF EDUCATION AGENDA ITEM March 12, 2014

TOPIC: AGENDA ITEM #1 - Recommendation for Authorization to Dispose of School District Generated Surplus Furnishings and Equipment BACKGROUND: Through normal operations, the district generates surplus furnishings and equipment due to damage and obsolescence on a regular basis. Items that are no longer needed by a school or department but are still in good condition and re-usable are made available to other schools and departments at no charge. Items that are no longer usable in the District are declared surplus. State Law requires School Board approval for District Property to be designated as surplus under §20-2-520 of the Georgia Code of Laws. The need to dispose of these items in an efficient, cost effective and expeditious manner is imperative to the district. Items are currently stored in the District warehouse that have been deemed surplus. A complete list of current surplus items is on file in the Superintendent’s office or on the District’s website under Meeting Agenda Items. All items listed are no longer of use by the District.

Methods available to dispose of surplus items include: Public auction Sealed bid or private sale The State of Georgia Department of Administrative Services on-line and public auction services Sale to other public school districts at costs equal to previous auction results On line auctions Negotiated contracts

Upon Board approval of the attached lists, the Financial Services Division will dispose of this surplus in a manner that is the most cost effective and efficient for the district as outlined in Administrative Rule DO-R. Acceptable methods of disposal will be continually reviewed to maximize our return on investment

ALTERNATIVES: 1. Approve the recommendation for authorization to dispose of school district generated surplus

furnishings and equipment as detailed in the list on file in the Superintendent’s office. 2. Do not approve the recommendation for authorization to dispose of school district generated

surplus furnishings and equipment as detailed in the list on file in the Superintendent’s office. SUPERINTENDENT’S RECOMMENDATION: Approve the recommendation for authorization to dispose of school district generated surplus furnishings and equipment as detailed in the lists on file in the Superintendent’s office.

COSTS: The District will receive revenue for the disposal of these items. The revenues received will assist in deferring labor costs for management of the disposal process. RATIONALE: The disposing of surplus in a timely manner will reduce labor costs and maximize return on investment.

BACKGROUND: In order to receive the final payment of State Capital Outlay Funds allocated for the schools noted below, it is necessary that the Cobb County Board of Education provide a Certificate of Resolution to the Georgia Department of Education which certifies that all accounts for labor, materials and services for each project’s construction have been paid in full and that there are no claims of any nature outstanding, either liquidated or disputed.

ALTERNATIVES:

1. Adopt the Certificate of Resolution, have it executed by the Superintendent and the Board

Chairman, and submit the certificate to the State Department of Education for final payment of State funds due on this project.

TOPIC: AGENDA ITEM #3 - Recommendation for Approval of Right-of-Way and Temporary Construction Easements with Cobb Department of Transportation at Riverside Intermediate School

BACKGROUND: The Cobb Department of Transportation is requesting two (2) Temporary Construction Easements, and Right-of-Way along the Riverside Intermediate School property. These easements and Right-of-Way are necessary for Cobb DOT to continue with the South Gordon Road Sidewalk Improvements project, which will include new and existing sidewalk improvements in the area, and will consist of one temporary construction easement totaling 1,381.91 s. f., and one totaling 732.57 s. f., for a combined total of 2,114.48 s. f., and a 8,454.02 s. f. Right-of-Way. These easements will improve safety in the area by improving the sidewalk for pedestrian traffic at the entrance to the school. Safety in the area will also be improved due to the addition of new sidewalks, crosswalks, and curbing. ALTERNATIVES:

1. Approve the recommendation for Right-of-Way and Temporary Construction Easements with Cobb Department of Transportation at Riverside Intermediate School.
