The Washington Glass Association Board met on Thursday, December 10, 2015 in Burien, Washington and voted in WGA’s 2016 officers who will take their posts on March 1. The of- ficers elected by the Board: Rick Wakefield, Wakefield Glass, President; Bud Henson, Win- dow Tech., Inc., Vice President; Mark Pasion, Herzog Glass, Secretary; Mike Reydell, SGS Glass Co., Inc., Treasurer. Current President, Bernie Thueringer, Pacific Glass, Inc., Renton will continue on the Board and will hold the officer position of Past President. Not new to the Board, but newly elected to the Board, voted in by the WGA membership are: Bonnie Fay, Northwestern Industries and Rick Koeller, Oldcastle BuildingEnvelope. The Washington Glass Association 30th Annual Golf Tournament was held at Twin Lakes Golf & Country Club located in Federal Way, Washing-ton on Friday, September 11, 2015. The very first WGA Golf Tournament was held at Rainier Golf and Country Club in DeMoines, Washington. The other 29 tournaments have been held at Twin Lakes Golf & Country Club.

The 2015 Golf Committee included Chair, Gary Towndrow, RGA Architectural; Amy Anderson, Atlas Supply, Inc.; Bill Coady, Guardian Indus-tries; Bonnie Fay, Northwestern Industries; Ed Howell, Hartung Glass; Mark Pasion, Herzog Glass; Richard Sorrells, Brower Tinting & Graph-ics; Danny Sullivan; Rick Koeller, Oldcastle BuildingEnvelope; Bernie Thueringer, Pacific Glass, Inc. and Rick Wakefield, Wakefield Glass.

We had 143 golfers registered in 2015 which was more than the year prior. We also broke our sponsor record by ten sponsorships for a total of 93 Golf Sponsors! That is an all-time sponsorship record. The second highest was 84 Sponsors in 2009. See our list of 2015 Golf Sponsorships on page 7 of this Clear View. This list is also posted on our website on the Golf Tournament page. Sponsors are a vital part of our tournament. The funds raised from our sponsors helps the WGA continue to provide benefits to the glass industry such as educational dinner meetings, members presence on our website, the golf tournament to provide industry networking and scholarships for members of the WGA.

The Affordable Care Act (ACA) in 2016Changes in Policies, Procedures, Politics:

The year, 2015 brought about several key changes and delays in the Affordable Care Act that have broad, even if sometimes unnoticed, effects on employers. Below are three key takeaways for employers to know in 2016.

The changing definition of a “large” group.

One of the more substantial changes made to the ACA last year was the passage of the PACE Act in October. Originally, 2016 was to bring about a change in the definition of “small” group versus a “large” group for health insurance rating purpos-es. Prior to the passage of this law, thousands of business who employed between 50-99 employ-ees were going to be considered “small” groups and thus required to be lumped into the more restrictive community rating model. The passage of the law allows employers with 50 or more em-ployees to continue to be rated as a “large” group and avoid being community rated.

The delay of the “Cadillac Tax”The so-called “Cadillac Tax” was delayed by Congress this past December from taking effect in 2018 until 2020 as a part of a rare bipartisan compromise. The Cadillac tax is scheduled to impose a 40% tax on employers whose insur-ance coverage cost more than certain thresholds ($10,200 for individual coverage, and $27,500 for family coverage) or so called “Cadillac” plans. This regulation has been widely contested since its passage and its delay (and likely demise) was widely applauded within the business community.

On December 28, 2015, the IRS released a notice granting much needed time for employers and their filing services to catch up to Affordable Care Act Information Returns that many employers are struggling to deal with. In summary: Deadline to Furnish Forms 1095-C to Individu-als: Extended from February 1, 2016 to March 31, 2016.

The Washington Glass Association is a strong supporter of education, not only glass and glazing industry education but also education in general and illustrates that support by offering WGA Scholarships each year. June’s Scholarship Night is one of the WGA’s favorite events of the Board and the WGA membership.

On June 25, 2015, the WGA membership met at the Embassy Suites, Tukwila to celebrate the day with an industry table top with ten industry mem-ber companies, two great speakers on Curtain-wall/Membrane with Marty Houston, Walsh Con-struction Company and Mike Poirier, QEDLAB, now a WGA member and WGA’s presentation of a First Place and Second Place Scholarships.

The First Place WGA Scholarship was made possible by the WGA Golf Tournament in the amount of $1,681.00 raised at the 29th Annual Golf Tournament held in September of 2014. For the past two years, the First Place Scholarship has been fully funded by monies raised at the tourna-ment specifically designated for the Scholarship Fund. The 2015 WGA First Place Scholarship was awarded to Tabitha Weese, member com-pany, Parker Henry Glass & Storefront.

The Second Place WGA Scholarship came out of the WGA general fund in the amount of $1,000.00. This scholarship was awarded to Brenna Tait, member company Hartung Glass Industries.

If your company is interested in sponsoring a special scholarship in the name of someone, or in your company’s name, contact the WGA office or contact Bernie Thueringer, Pacific Glass, Inc, our 2016 Scholarship Chair.

Scholarship applicants must be an owner of the WGA member firm, or an employee of a current WGA member firm or a child or spouse of either. The applicant must be planning to enroll either full-time or part-time at an accredited two-year college, university or vocational technical training school. Post-graduate education is also acceptable. Applicant must have performed volunteer work or community service. Applicant must supply one letter of reference and complete an essay regard-ing career goals. Applicant need not be pursing a career in the glass and glazing industry.

Thank you to Lisa White, Director of Develop-ment with the Tacoma Rescue Mission our 2015 scholarship judge. Our volunteer judges are cho-sen from our local communities and are not glass and glazing industry related.

The night of the Scholarship Awards, the Board decided to pass the hat to raise money for Tacoma Rescue Mission which brought in an additional $300.00 to add to the Board approved $200.00 donation coming from the WGA general fund as a thank you and to meet a specific need they had at the Tacoma Rescue Mission in order to continue their mission in our community.
