Our April front cover is particularly ‘Henfield-y’ as a reminder of the many great things about our village. We’re faced with some stark decisions about the future of Henfield - to balance a need for affordable housing (with spiralling costs making it near-impossible for young people to get a foot on the housing ladder) with the need to protect our beautiful countryside, make sure there are adequate facilities for any new housing and close the doors on speculative development proposals by those keen to line their own pockets with no regard for local opinion or the countryside.The Henfield Neighbourhood Plan has been developed over a very long period by local people, the Community Partnership and Parish Councillors - it’s been through the referendum process and now it’s time to vote on whether this plan should be implemented. Please don’t miss this vital opportunity to have your say on 12 April - see the article from Henfield Parish Council on page 30. We hope you enjoyed Henfield’s Piazza Italia, the sun shone and visitor numbers far exceeded our expectations. Feedback has been very positive, if we have the opportunity to hold the event next year then we will make the Italian market bigger and better - and know to expect lots of people! WINEHAM AND SHERMANBURY NEIGHBOURHOOD PLAN UPDATEShermanbury Parish Council has updated the Neighbourhood Plan (WASP) to reflect the comments from both the Parish residents and national and local bodies and it has been passed to Horsham District Council for review by an independent expert examiner. The independent examiner may make recommendations for change where necessary and then the final WASP will be subject to a Parish referendum. This will be one of the most important votes in Shermanbury within living memory. The WASP will provide protection against developments which are contrary to its policies. This may prove essential if we are threatened by major developments and the number of houses required with the District is required to increase, putting every field and open space at risk of housing and infrastructure development far larger than the maximum of 29 additional homes we have proposed.Paul Lightburn

HENFIELD ART CLUB Artist and teacher Marcus Finch’s demonstration entitled ‘Turning on the Light: a Sussex landscape in Summer’ was a welcomed return. Using acrylics, he provided many tips and showed us unique techniques on how to paint the South Downs with fleeting sun dappled colours. Our upcoming evening event is a Club Member-led presentation at 7.15pm on Tuesday 26 April in the Garden Room at Henfield Hall.Painting-in sessions are 2-4pm Wednesdays 13 and 27 April in the Garden Room. ALICE’S DOG GROOMING NOW OPEN FOR BUSINESSLocal Dog Groomer, Alice Taylor opened her first shop in Caudle Street in the heart of Henfield on 19 March. Having trained at Plumpton College, Alice holds a Level 3 City & Guilds Dog Grooming Qualification, and has worked at a local kennels for the last six years. Alice, who also runs a dog walking service, said: “I’m so excited to be opening Alice’s Dog Grooming in Henfield. I’ve been overwhelmed by the support from the local community, everyone has been so welcoming and kind! I also can’t thank my family and friends enough for all the work they’ve put in to help me launch the business!”Alice, who prides herself on offering a flexible seven-day service, set up the business at her home in Lower Beeding, and has been grooming dogs in her parents’ conservatory. Moving to Caudle Street, the business offers a variety of services for dogs of all sizes, from a quick bath or nail-clipping to a full pamper session. BROWNS BARBERS ON THE MOVEIt is with some regret and sadness that I shall be shutting down the Henfield branch of Browns and relocating to Steyning at the end of March. NEW DIRECTOR AND NEW PRODUCTION FOR HEBER OPERAThe new production is the famous Pearl Fishers opera by Bizet. With a cast of four principals and 20 chorus it will be performed in the round and sung in English. The show runs during the last two weeks of May. It is in Hurstpierpoint at the Village Centre on 22 May at 6pm. There are also performances in Lindfield, Steyning, Uckfield and Brighton.Making her debut as director, Dorothy Withers has been a principal singer with Heber Opera since its beginning. She is now teamed with husband Michael as musical director. They are keen to ensure that the company continues to deliver high quality singing and strong dramatic content.

HENFIELD BOWLING CLUB NEWSHenfield Bowling Club will be holding a coffee morning and bric-a-brac sale at their Club House at the Daisycroft on Saturday 16 April 2016 from 10am to 12pm. MID SUSSEX RAMBLERSAs ‘the Ramblers’ group for the Mid Sussex area, we offer a varied program of walks throughout 2016 to suit all ages and walking abilities. They consist of half day walks of 3 to 6 miles and, for the more energetic, all day walks of 9 to 11 miles. ST BARNABAS NIGHT TO REMEMBER MIDNIGHT WALK There is still time to register for the Night to Remember midnight walk at the early bird rate of £15 before 8 April. Choose between the 7 or 13.1-mile route along Worthing’s streets and seafront or a 20-mile route through Worthing to Shoreham and back. While you walk through the night, the Hospice at Home Team will be providing support to patients and their families through the night-time hours,

which are often the most difficult time for them. Mike Solomons’ wife, Mary, passed away in December 2014 and he calls the Hospice at Home nurses ‘Angels’. He said: “Night time was when I was most fearful – that I wouldn’t be alert and there for Mary when she needed me. But with the night carer there, it simply took all my anxiety and stress away. YOUNG PEOPLE CHALLENGE THE STIGMAS OF MENTAL HEALTHA group of teenagers and young adults have challenged their own assumptions on mental health at a recent convention in Horsham. During the Free Your Mind Convention, many of the young adults found they had things in common with their peers and it helped them face their own issues – the knowledge that they were not alone. One young person described anxiety as a hamster wheel which ‘keeps going round and round’ but needs to be broken.The event, which was attended by 45 young people aged 12 to 23, included workshops exploring topics such as self-harm, anxiety, body image, social media, and links between food, exercise and mood. Free Your Mind member Hannah Haines, 17, said: “The subject of mental health is now coming to the forefront and affects a lot of people today, so this convention gives people a chance to learn more about it and where they can go for support.” The event was organised by the Free Your Mind Group – a social action campaign created and run by young people from across West Sussex supported by West Sussex County Council’s Young People’s Service and Horsham Matters.Young people interested in finding out more about mental health issues can visit www.yourspacewestsussex.co.ukFelicity Hay

ROAD CLOSURE UPDATEThe contractor carrying out the gain main replacement works in Upper Station Road/Church Street has confirmed that Church Street will be closed from the junction with the High Street to the Parsonage Road turning from Monday 14th March for a period of around four weeks. The works in Chestnut Way and Martyn Close will also then be completed.Upper Station Road is then likely to be closed between Church Lane and Broomfield Road at some point afterwards. Dates are not yet known as the applications for Temporary Traffic Regulation Orders were only submitted earlier this week. HENFIELD ANNUAL PARISH MEETING The Henfield Annual Parish Meeting took place to a packed Henfield Hall on 1st March. Alongside the usual Parish reports, updates and presentations, a representative of Lloyds Pharmacy was given the opportunity to present their plans for improvements to pharmacy services in the village. It’s been a busy year and positive reports were given by various Parish Councillors on recent projects. Vas Siantonas (Lighting & Open Spaces Committee) reported on the £116k grant for comprehensive work to the memorial football pitches on Henfield Common, with work due to commence later this year. Malcolm Eastwood reported that the proposed link road work was currently out to tender. The link will run from Deer Park (beside Henfield Youth Club) to the back of Henfield Leisure Centre, with extra parking. Work is due to be completed within two years.Chairman Ray Osgood commented on the work that had taken place for the Neighbourhood Plan (see more details on page 30). Voting takes place on 12 April.Kevin Shepherd (Lloyds Pharmacy representative) gave an apology for the service Henfield residents had received in recent months and an assurance that improvements were going to be made shortly, including plans for a re-fit of the pharmacy, within the restraints of the listed building status. Proposals include a first-floor dispensary and an increase in staff numbers. He promised an improvement in stock availability with home delivery on products that are out of stock. He also promised 60% more product lines and a modern, bright pharmacy with full air-conditioning. There is no time-frame for the improvements.During the open forum Mr Shepherd was challenged on several occasions about bad service, misleading marketing for flu-jabs which were unavailable and what provision Lloyds had in place for the increased numbers of residents expected with increased housing in the village. There were also positive comments about the performance of the staff and one comment in support of the Lloyds service. Mr Shepherd was unable to respond to a question from the floor about the lack of plans being available to view on the Horsham District Council website, which he had earlier stated were lodged and waiting approval. PC Claire McKnight from Neighbourhood Policing gave a report on crime in the area, there has been a 15% drop in reported incidents in Henfield. Claire reported on drastic changes in local policing, with Horsham, Adur and Worthing forces now merged and a reduction in PCSO numbers by 40%. Response focus will now be on the vulnerable and higher threat calls, Claire advised residents to “manage their expectations”.Emma Osman

Wow! What a fantastic day! The Piazza Italia on Tour, which roared through the village on Sunday 13 March, was an overwhelming success! The

sun shone and we were amazed at how many people came to enjoy the gorgeous cars and the wonderful atmosphere! The High Street shops did us proud, pulling out all the stops for their Italian themed window displays. The overall winner was Cornerweighs winning a hamper of Italian goodies donated by Italian Markets. They made fantastic use of their small window space with hand-knitted decoration and a model Ducati display – it was fabulously clever and showed a huge amount of work. White Mischief, Henfield Furnishings and Hamfelds were runners-up, all winning a bottle of Prosecco and a Panatone each. All the shops who entered won a bottle of Prosecco for their creative ideas too!

There were Italian themed stalls and street food in the Henfield Hall car park which was throng-ing with visitors. The Piazza Tour visited local villages, with Henfield being the last stop on the tour before returning to Horsham for a reception. 24 Lamborghinis, Maseratis, Ferraris, Ducatis and other super bikes and cars took part. Participants commented that the warm welcome they received at Henfield was one of the highlights of the day.Finally, we would like to give a huge thank you the event sponsors, Coles Automotive, and to everyone who helped (marshalling, putting signs up, organising stalls, putting up posters and supporting the event), and mostly a thank you to Carol Eastwood who has spent hours working on the event, along with her colleague Elaine from Henfield Parish Council and the BN5 team. Imagine a wide estuary under a Sussex sky, the current taking your long barge carrying huge oak timbers up river - the Downs behind, scattered farm settlements

in the distance. The air smells salty and fresh, woodland clusters the countryside. Other ships pass on their way to the busy port of St Cuthman’s at Steyning, and the castle stronghold of Bramber.The view now could be the same as ten centuries ago except for the absence of boats. It is sundown over the River Adur looking towards Chanctonbury Ring. A great estuary of flood water reflecting the gold sky, black silhouettes of marooned bushes, drowned trees, tips of fence posts just above water, all the grazing animals taken to higher ground or in winter barns. The waters are alive with a different kind of activity now. Drifting across the air comes a warbling, squeaking, mewling and calling as flocks of water birds prepare to roost for the night. Clouds of Lapwings wheel restlessly calling ‘Peewit! Moorhens call urgent “pip pips!” A pure white African egret wades on long legs, swans, geese and ducks cluck and banter in the falling light. A thousand years ago, the Adur (Celtic for ‘water’) was already a great trading River from Roman times and was known as Bramber Water or the ‘Sore’ after ‘Shoreham’. Medieval boats transported goods and people shaping where villages, farms and alehouses built up. But over centuries, sea tides drove silt up the river until it dwindled, and the great port of St Cuthman’s moved to Shoreham.Nowadays, the Adur’s meandering route from Shoreham up to Betley Bridge at Henfield is walked or canoed for enjoyment not survival. We can

decide to take the left fork to West Grinstead and Knepp, or east to Mockbridge, thence Twineham and eventually Ditchling. To look at a map of the present River Adur is to see dozens of smaller tributaries flowing off it, where they either peter out, or flow into large ponds. Major streams such as Lancing Brook, Cowfold Stream and Ladywell Stream feed into the Adur, the waters combining with sea tides flowing up as far as the Mockbridge at Shermanbury.They say if you want to know if a river is doing well ask a fisherman and one morning there one was with four rods on the bank. All the fresh water fish could be found here he said, but fewer numbers than when he was young. He sees American mink, a fearsome hunter responsible for the decline of water voles. There are some attempts to tackle their numbers on the Adur. He sees kingfishers and water rat, plenty of birds.In April look out for swans nesting on their eggs in flattened reeds, the male will be more territorial than usual. Furry buds on colourful willow stems are breaking into leaf. Lambs and calves will be back on the drained pastures eating nutritious grass fed by river silt. The rise and fall of water levels around the Adur is a protection, and though the ships are gone, the river flows on in all its constancy.Andrea May

Spring is well and truly here and if you feel like getting out and about and trying something new, why not find out what the Henfield Haven has to

offer?Following his hugely successful first course, Ranie Singh is back in April with another Punjabi Street Food cookery course. Ranie described how the idea came about: “So many of my customers were asking me how to cook Punjabi food, or where they could find the recipes, so when the Haven approached me I jumped at the chance.” He went on: “It was an amazing experience – I came away from the first session thinking my mum would be so proud of me! Teaching people how to cook is just another fantastic way of sharing my mum’s recipes with lots of people.”The Punjabi Street Food cookery course is just one of many new courses and drop-in sessions hosted by the Henfield Haven this springtime and Ranie is just one of many local residents supporting the venture. “The Henfield Haven is a brilliant initiative and it’s giving our older residents the opportunity to enjoy life, learn new things and meet other people. I’m really pleased to be a part of it.”If learning how to cook Punjabi Street food is not your cup of tea, then there are plenty of other opportunities to learn something new at the

Henfield Haven. How about ukulele lessons for improvers with Theresa on Tuesdays? Or Delight in Dance with Helen on Thursdays? If you don’t want to commit to a whole course, then there are plenty of regular drop-in sessions, from ‘craft-a-noons’ and games club to quizzes and prize bingo. And the Haven café is the perfect place to catch-up with friends over lunch or a coffee afterwards: They have a fantastic range of freshly-made sandwiches as well as homemade soup, jacket potatoes and omelettes.Do keep an eye on our ‘what’s on’ section in the BN5 magazine throughout the year as the Haven often have one-off events happening. That same year Alexa’s mum, Janet Pound, sadly died having suffered much pain from Arthritis in her later years which severely affected her quality of life. Alexa, together with her three siblings, was brought up in Henfield and Steyning. Janet was a well known and much-loved member of the WI to the end of her life. Alexa explained: “My mum suffered with osteoarthritis for many years and over time became wheelchair-bound. From being the central point around which the family revolved and a dynamic force of nature, to then be in constant pain was horrendous. She passed away in June 2014 and this devastated our family. To do something in her memory is the reason I am going to run the marathon and have a fundraising goal of £2,000. I am getting amazing support from family and friends and this is great motivation for the grueling training. Two Henfield women have been running around the village a lot more than they used to - although often in the dark, so you may not have seen them! Alexa

Mallet and Heather Smith have been running buddies for years, but are now training hard – before and after work - having been awarded places in the London Marathon on 24 April for two charities dear to their hearts: Arthritis UK and Epilepsy Research respectively.In 2014, tragically, Heather’s daughter and eldest of three, Faith Clark died suddenly and completely unexpectedly due to SUDEP - Sudden Unexplained Death in Epilepsy. She was only 18 years old. Heather explained: “About 1 in 100 hundred people (600,000) suffer from epilepsy in the UK with about 1100 epilepsy-related deaths annually. Around 500 are SUDEP and the majority of those are young adults like Faith. Incredibly very few people have ever heard of this. It is bewildering and awful.”“Faith was born and raised in Henfield and loved being part of this village. She was due to take her A’ levels and was so excited about doing her Foundation in Art but sadly she died suddenly one evening at home in February 2014. It’s just devastating, and unbearably sad for our lovely Faith. We have had amazing support from all our Henfield friends and still do - they are helping raise the £1,700 sponsorship I need. I am very honoured to have been given this place on the Marathon by Epilepsy Research as they badly need more funds. I greatly appreciate any support BN5 readers can give. I have never run this far before!”

While there are many dimensions to healthy living, the key areas are nutritional, emotional and motional. Motional – in other words ‘the movement of the body’ is crucial to the health and vitality of the body and mind. There can be physical obstructions to health. The body requires good circulation within the body in order to deliver nourishment and remove waste products from each cell (the natural detox). Therefore any obstruction in the flow of these substances can alter the way the body is functioning. Some examples of an obstruction may be tightness, stiffness, scar tissue, inflammation or swelling, poor posture or bad breathing habits and thus the relationship between the structure and function of the body are very closely related. There have been changes to simplify the taxation of benefits for employees. Dispensations have been replaced and there is now an exemption for paid or

reimbursed expenses, however the £8,500 threshold for low paid employees has been removed.Currently where an organisation provides benefits-in-kind to its officers and employees, it needs to complete a form P11D for each employee that receives a benefit. These forms need to be completed for each Tax Year and be submitted to HMRC. Where there are taxable benefits, Employer’s National Insurance will also usually be payable.On the P11D, the business has to disclose items that may not be taxable (e.g. reimbursed travel expenses) and the employees will then need to claim the expenses as a tax deduction personally.To cut out all this administration HMRC has granted dispensations from reporting certain expenses on the P11D. In order to obtain such a dispensation, the employer needed to make an application to HMRC and set up a process to be followed to ensure there was adequate compliance and authorisation to meet the terms of the dispensation.However, from 6 April dispensations are no longer be required. Where the employer is of a view that the expenses would be tax deductible, then there will simply be no requirement for these to be disclosed on the P11D. There will then be no requirement for a dispensation. Employers will though still need to have a system in place for checking that employees are incurring and paying amounts in respect of exempt expenses and that a deduction would be allowed for those expenses.However, unlike with dispensations, the exemption will not apply to expenses or benefits that are part of a salary sacrifice arrangement. These include any arrangement where employees give up the right to receive earnings

Benefits-in-kindin return for tax free expenses payments, or where the level of earnings depends on the amount of any expense payments. All expenses paid to employees under these arrangements will need to be paid after deducting Income Tax and National Insurance.Currently where an employer provides employees with a set amount of cash for some common expenses, such as travel and meals, these are known as ‘scale rate payments’.The employer can set scale-rates by either agreeing a scale rate with HMRC or by using HMRC’s benchmark scale rates for subsistence costs. There is then no need to disclose these on the P11D.Under the new rules HMRC will continue to publish benchmark rates. Employers will also still be able to agree their own rates with HMRC. HMRC will continue to issue notices that it has accepted these rates and they will be valid for five years before the notices will require reviewing.Employees who earn at a rate of less than £8,500 a year can currently have certain benefits-in-kind or expenses provided tax free. This exemption has now been removed for all employees and directors, from which date any taxable benefits or expenses will be subject to Income Tax and National Insurance irrespective of the level of the employee’s remuneration.There are two exceptions for the change which have been provided by the legislation - Ministers of Religion who earn less than £8,500 a year will still receive most of their benefits tax free though some benefits remain potentially taxable (e.g. credit cards and vouchers) and carers, who are provided with accommodation in the home of the person they care for, can receive their board and lodging free of tax and National Insurance.
