WhenyouholdBTAcertificationyouareallowedonthetrackduringTrafficHours,aslongasyouareunderprotection.
WorkonthetrackinTrafficHoursmustnotmakethetrackunsafefortrainstorun.
6.2 Engineering Hours
Passengertrainsarenotrunningandtractioncurrentisswitchedoff.Howeverengineer’strainsandmechanisedvehiclescanworkduringEngineeringHours,eitherundertheirownpowerinaspecifiedareaorpossessionworksite.
EngineeringHourswillnormallystartandfinishatpublishedtractioncurrentswitchingtimes.
Workonthetrackcanmakethetrackunsafefortrainstorun.

Whenonasectionoftrackwhichisadjacentto,orpassesoverNetworkRaillineselectrifiedby25kv(A.C.)OverheadLineEquipment(OLE),theoverheadlinesandattachmentsmustbetreatedasliveatalltimes.Yourselfandanytoolsandequipmentmustbeaminimumsafedistanceof2.75metresfromtheOLEatalltimes.
8.2 Heathrow Express and London Overground
TheHeathrowExpressandLondonOvergroundlinesuseOLEelectrifiedwith25kv(A.C.).
WhereLU’sinfrastructureisincloseproximityofthesetwolines,measureshavebeentakentoimmunisetheLU’sinfrastructureagainstanyelectricalhazardsthatcouldpossiblyemanatefromtheOLE,thesetaketheformofred,greenandyellowbonds.Warningsignsindicatethe‘immunised’areas.

• immediatelystopanytrainfromapproaching
• keepaminimumsafedistancefromthepowerline(s)atalltimes
• ensurethecontrollerisinformed.

Thisisachievedbymakingsure:
• youmovetoaplaceofsafety,or
• atrainormechanisedvehiclecannotenterorleavea
worksiteinanuncontrolledmanner.
9.1 Method statement and risk assessment
TheSPCwillhaveamethodstatementtodescribehowtheworkwillbedone.Theywillalsohaveariskassessment(s)thatwillidentifyanyhazardsthatcanaffectthehealthandsafetyoftheworkgroup.
Thepersoninchargeoftheworkwillbriefyoubeforetheworkstarts,ontheworkandworksitesafety.
BTAcertificationdoesnotallowyoutoprovideprotectionforyouselforothers,youmustalwaysbeaccompaniedbyapersoncertificatedtoprovideprotection.

• leavethetrackwhenandwherethepersonprovidingprotectiontellsyou.
10.2 Safety briefings
ThePWT-THwillnormallygiveyouthreesafetybriefings.

• beforetravellingtotheworksite
• attheworksitebeforetheworkstarts
• aftertheworkiscompleted.

13 PossessionsApossessionisadesignatedareaoftracktakenoutofserviceformajorengineeringwork.Itisunderthecontrolofapossessionmaster,andisprotectedagainstunauthorisedtrains.Itisdefinedbymarkersinthefourfootshowingthelimitsofthepossession.
Inapossession:
• tractioncurrentcanbeswitchedonoroff
• engineer’strainsormechanisedvehiclesmaybeworkingwithinaworksite
• youmustbecertificatedBTAifanengineer’strainormechanisedvehicleiswithinthepossession
• theworkcanspanbothTrafficHoursandEngineeringHours.
TheSPCmustsigninandbebriefedbythePWACaboutthesafetyarangementsfortheworksite.
ThePWACwillissuetheSPCwithacoloureddatestampedwristband,andsufficientwristbandsfortheworkgroup.
WhenworkinginaworksiteinapossessionyouwillbebriefedbytheSPConthesafetyarrangementsfortheworksite.
OncebriefedtheSPCwillgiveyouacoloureddatestampedwristband.Yourwristbandmustbewornforthedurationofthatshift.

14.1 On arrival at the depot
Whenarrivingforworkatadepotthatisnotyournormalplaceofwork,youmust:
• besuitablycertificated
• useauthorisedwalkwaystoenterthedepot
• signinattherelevantlocationwithinthedepotorstablingsiding.
14.2 Train hazards in depots
Thereareseveralhazardsrelatingtotrainsindepots,theseinclude:
• bi-directionaltrainsmovementsthatcanapproachfromanydirection
• trainsmovemoreslowly(5,10,15mph)andquietly
• trainscanmoveevenwhenuncoupled,orwithnodriver’scab
• hiddentrainmovementsfrombehindstationarytrains.
Unlessinstructedotherwiseyoumustalwaysusetheauthorisedordesignatedwalkwaysandwalkboardsinthedepot/stablingsidings;thesearemarkedoutwithyellowlines.

Whenyouaregoingonornearthetrackwithinadepotorstablingsiding,youmust:
• attendthebriefingsgivenbythepersonprovidingprotection

• attendanyfurthersafetybriefingsgivenbythepersonprovidingprotection
• leavethetrackwhenandwherethepersonprovidingprotectiontellsyou.

• beforetravellingtotheworksite(platform)

ThepersonprovidingprotectionwillcheckthatyouarewearingtheappropriatePPE.

LUrulesforplatformworkingareapplicableatallplarform-traininterfaceswhereLUcertificationapplies,thisisregardlessofthestationinfrastructuremanager.

WhentrainsormechanisedvehiclesaremovinginTrafficHours,EngineeringHoursorwithinaworksiteinapossession,youmusthaveaminimumof25secondswarningofanapproachingtrain.Thiscanbeachievedbythepersonprovidingprotection:
• providingprotectionwithoutaseparatelookout
• positioningoneormorelookoutstowarnyouofanapproachingtrain.
16.1 When a train or mechanised vehicle approaches
Thepersonprovidingprotectionorlookoutwillwarnyouofanapproachingtrainormechanisedvehiclebyusingone,oracombinationofthefollowingwarningmethods:
• verbal
• hornorwhistle
• touch.
Onrecievingawarningyoumust:
• stopworkandmovetotheagreedplaceofsafety
• whenintheplaceofsafety,acknowledgewarningsgivenbythelookoutandtrainoperatorbyraisingonehandaboveyourhead.
Youmustnotresumeyourtaskafterthetrainhaspassed,untilyouareinstructedtodosobythepersonappointedatthebriefing.Thiswillnormallybethepersonprovidingprotectionorthelookout.
Ifyouarecarryingequipment,putitdownontheground,clearthetrackandbeinaplaceofsafetybeforethetrainpasses.

17 Place of SafetyAplaceofsafetyisalocationbesidethetrackwhereyoucanstandsafelywhentrainspass.AplaceofsafetymustmeettheminimumdistancerequirementsasshowninRuleBooksupportinformation‘placesofsafety’.Thepersonprovidingprotectionwillbriefyouonthelocationoftheplaceofsafetyaspartofthesafesystemofwork.
Aplaceofsafetymust:
• havelevelgroundtostandandwalkon
• haveareasonablygoodsurfacetowalkon
• notbeliabletocauseslipsandtrips
• allowyoutowalkfacingapproachingtrains(wherepossible)
• bewideenoughforyoutostandorwalkin.
Youmustneverwalkinthe:
• fourfootunlessinstructedbythepersonprovidingprotection
• sixfoot
• tenfootwhenatrain(s)approaches.
17.1 Temporary place of safety in depots and sidings
Inadepotorstablingsidingaplaceofsafetycanbecreatedbythepersonprovidingprotectionforthedurationofthework.
Theplaceofsafetycouldbeinthecessortenfoot.
Thesixfootisneveraplaceofsafety.Ifyoudogetcaughtinthesixfootandtrainsareapproaching,youmustlayfacedown,parallelwiththetrackandclearofanyobstructions.

17.2 Authorised walking route
Anauthorisedwalkingrouteprovidessafeaccessto,orfromaplaceofwork.Theyareoftenfoundneardepots,sidings,stationsandsignalboxesandvaryinconstruction.
Walking along the track
Tokeepsafewhenwalkingalongthetrack,youmust:
• wearLUapprovedhighvisibilityclothing
• followinstructionsgivenbythepersonprovidingprotection
• walkintheplaceofsafety
• walkfacingoncomingtrafficwherepossible
• stopwalkingandstandsidewayswhiletrainspass.
17.3 Crossing the track
Ifyouneedtocrossthetrack,youmust:
• takethesafestrouteandusewalkboardswhereprovided
• lookineachdirectionformovingtrains
• lookoutforobstructionsandslipperyconditions
• stepovereachrail
• stepontheballast
• notcrossnearanypointsormovingequipment.
Trackcertificationandprotectionwillberequiredwherewalkboardscrossthetrack.
Youmustnotcrossthetrackunlessyouareinstructedtobythepersonprovidingprotection.

17.4 Carrying loads
Whencarryingloadsonornearthetrackwithtractioncurrentswitchedonyoumust:
• takecare,especiallywhencarryinganythinglargeorawkward
• keeplonglengthsofbaremetalparalleltothetrackwithbothhandsontop
• lookwhereyouaregoing.
Donotcarryanylargeorawkwarditemsacrossthetrackifittakesmorethanonepersontoliftthem.

• generalvisibility.
Theremustbesufficientsightingtimetogetyouthroughthelimitedclearance.

Aseriouslyinjuredpersonmustnotbemoved,unlessleavingthemwheretheyare,wouldplacethemingreaterdangerandcausefurtherinjury.
Ifapersonisseriouslyinjured,youmust:

• gettractioncurrentswitchedoff,ifrequired
• tellthecontroller,whowillarrangefortheemergencyservicestoattend
