AnindividualcertificatedbyLUtocontrolthespeedoftrainsbyhandsignal,flagorhandlamp,ifrequiredbyengineeringwork.

Ahandsignaller(engineering)must:

Youcanavoidslippingandtrippingby:

• keepingtheworksitetidy

• payingattentiontowhatyouaredoing

• notcuttingcornerswhenitcomestosafety

• notbeingdistractedfromthetaskathand.

Keepingsafeinvolvesknowingthehazardsandhowtoavoidthem;italsomeanscomplyingwithsafetyrulesandnottakingrisks.

Youmusttakeextracarewhenyouareworkingorwalkingaroundpointsastheycanmovewithoutwarning.

5 Signing in at LU premisesYoumustalwayssigninwhenenteringLUpremises,thisis:

• toallowyouentryontoLUinfrastructure

• sothatyoucanbelocatedintheeventofanevacuation.

Whensigninginyoumustensureyou:

• signthevisitorsbookandthePersonInChargeEvacuationRegister(PICER)

• signthePersonInChargeAccessDocument(PICAD)ifworkinginapossessionworksite

• getavisitorspassorsticker(whichmustmustbewornatalltimes)

• knowwheretheStaffAssemblyPoint(SAP)islocated

• knowtheemergencyprocedureforthatlocation.

Ifyouhavetoaccessastationthatisunstaffedorclosedyouwillhavetomakethenecessaryarrangementstogetsignedin,andcollectanykeysfortherelevantlocation.

6 Going on the trackWorkonthetrackcantakeplaceineitherTrafficHoursorEngineeringHours.

6.1 Traffic Hours

TrafficHoursstartandfinishatpublishedtractioncurrentswitchingtimes.

Passengertrainsarenormallyrunningandtractioncurrentisswitchedon.

WhenyouholdBTAcertificationyouareallowedonthetrackduringTrafficHours,aslongasyouareunderprotection.

WorkonthetrackinTrafficHoursmustnotmakethetrackunsafefortrainstorun.

6.2 Engineering Hours

Passengertrainsarenotrunningandtractioncurrentisswitchedoff.Howeverengineer’strainsandmechanisedvehiclescanworkduringEngineeringHours,eitherundertheirownpowerinaspecifiedareaorpossessionworksite.

EngineeringHourswillnormallystartandfinishatpublishedtractioncurrentswitchingtimes.

Workonthetrackcanmakethetrackunsafefortrainstorun.

IfyoudonothaveanytrackcertificationyoucanonlygoonthetrackduringEngineeringHoursaslongas:

• youareprotectedbyaPWT-EH

• therearenomovingtrainsormechanisedvehicles(oranytrainormechanisedvehicleintheareaissecured,topreventitfrommoving).

Onsomesectionsoftrackotherrulesapply,theseinclude:

• depotsandsidings(wheretractioncurrentisnormallyalwayson)

• non-electrifiedtrack

• NetworkRailtrack.

Depotsarelocationswheretrainsarestabledandtractioncurrentisnormallyoncontinuously(somesidingsoperateunderLineClear/LineSafeprocedures).Depotstaffcarryoutgeneraltrainmaintenanceandoverhaulswithinthevariousareasofthedepot.

Youcannotworkinarea‘A’unlessyouhavereceivedtheappropriatetrainingandfamilarisationforthatparticulardepot.

Youcannotworkinarea‘B’unlessyouaresuitablycertificatedandunderprotection.

Thetrackoutsideofthedepotlimitswheretractioncurrentisoncontinuouslyanddepotrulesapply.

Tractioncurrentrailsareatgroundlevelandcannotbeisolatedlocally.

7.4 Non-electrified track

Thesearesectionsoftrackwhichdonothavetractioncurrentrailsandarenormallyfoundattheendsofthelines,orwithincertaindepotsandstablingsidings.Duetothenatureoftheselineshavingnotractioncurrentrails,EngineeringHoursdoesnotapply.AttheselocationsTrafficHours/depotprotection,orapossessionisrequiredtoaccessthetrack.

8 Network Rail

SomeLUtrainsrunonorneartrack,orthroughstationsownedbyNetworkRail.Theremaybeadditionalhazardsthataffectthesafetyofpersonnelonthetrack.YoumustbecertificatedandcompetenttoNetworkRailstandardsbeforeaccessinganyareaoftheoperationalrailwaywhichisdesignatedasbeingunderNetworkRailrules.

Youmustbebriefedbyyourmanagerorsupervisoronthecertificationrequirementsforthelocation.

8.1 Overhead Line Equipment

Whenonasectionoftrackwhichisadjacentto,orpassesoverNetworkRaillineselectrifiedby25kv(A.C.)OverheadLineEquipment(OLE),theoverheadlinesandattachmentsmustbetreatedasliveatalltimes.Yourselfandanytoolsandequipmentmustbeaminimumsafedistanceof2.75metresfromtheOLEatalltimes.

8.2 Heathrow Express and London Overground

TheHeathrowExpressandLondonOvergroundlinesuseOLEelectrifiedwith25kv(A.C.).

WhereLU’sinfrastructureisincloseproximityofthesetwolines,measureshavebeentakentoimmunisetheLU’sinfrastructureagainstanyelectricalhazardsthatcouldpossiblyemanatefromtheOLE,thesetaketheformofred,greenandyellowbonds.Warningsignsindicatethe‘immunised’areas.

IfyouhavetogointoanareawhereOLEispresent,youmustbebriefedbyyourmanagerorsupervisoronthenecessarysafetyprocedures.

Ifyoudiscoveradamagedordisconnectedbondyoumust:

• nottouchorremovethebonds

• telltheSPCorpersonprovidingprotection

• warnothersworkinginthearea

• ensurethecontrollerisinformed.

8.3 National grid

AtcertainlocationshighvoltagepowerlinescrossLUinfrastructure.Ifyouseeasectionoftrackobstructedbyafallenpowerline(s),youmust:

• immediatelystopanytrainfromapproaching

• keepaminimumsafedistancefromthepowerline(s)atalltimes

• ensurethecontrollerisinformed.

9 ProtectionProtectionisdefinedas:

‘Procedurestomakesurepersonnelonornearthetrackarenotendangeredbymovingtrainsormechanisedvehicles’.

Thisisachievedbymakingsure:

• youmovetoaplaceofsafety,or

• atrainormechanisedvehiclecannotenterorleavea

worksiteinanuncontrolledmanner.

9.1 Method statement and risk assessment

TheSPCwillhaveamethodstatementtodescribehowtheworkwillbedone.Theywillalsohaveariskassessment(s)thatwillidentifyanyhazardsthatcanaffectthehealthandsafetyoftheworkgroup.

Thepersoninchargeoftheworkwillbriefyoubeforetheworkstarts,ontheworkandworksitesafety.

BTAcertificationdoesnotallowyoutoprovideprotectionforyouselforothers,youmustalwaysbeaccompaniedbyapersoncertificatedtoprovideprotection.

IfyouarerequiredtogoonthetrackinTrafficHoursyoumustbeprotectedbyaPWT-TH.ThePWT-THwilltellthecontrollerthatyouareonthetrack.

IfyouarerequiredtogoonthetrackduringEngineeringHoursyoumustbeprotectedbyaPWT-EH.ThePWT-EHwillbookonwiththeTAC.

ThepersonprovidingprotectionwillcheckthatyouarewearingtheappropriatePPE.

10.1 Accountabilities

WhenyouaregoingonornearthetrackinTrafficHoursorEngineeringHoursyoumust:

• attendbriefingsgivenbythepersonprovidingprotection

• notgoonornearthetrackunlessinstructedthatitissafetodosobythepersonprovidingprotection

• attendanyfurthersafetybriefingsgivenbythepersonprovidingprotection

• leavethetrackwhenandwherethepersonprovidingprotectiontellsyou.

10.2 Safety briefings

ThePWT-THwillnormallygiveyouthreesafetybriefings.

Abriefingisgiven:

• beforetravellingtotheworksite

• attheworksitebeforetheworkstarts

• aftertheworkiscompleted.

ThePWT-EHmustgiveyouasafetybriefingbeforeyougoonthetrack.Theymayalsogiveafurthersafetybriefingdependingontheworksitelocationandthetypeofworkbeingcarriedout.

10.3 Traction current

ThePWT-EHwillcheckthattractioncurrenthasbeenswitchedoffinEngineeringHoursbyusingaCurrentRailIndicatorDevice(CRID)orPermanent-CurrentRailIndicatorDevice(P-CRID)

11 Working in wet weatherLUpolicystatesthat‘live’trackmustnotbeworkedonduringperiodsofwetweather.

Periodsofwetweatherarewhenthetrackiswetenoughtoincreasetheriskofelectrocutionandunderfoothazardsarepresent.

TheSPCwilldecideiftheworkcantakeplaceduringwetweather.

Whenanengineer’strainormechanisedvehicleisrequiredtoworkwithtractioncurrentswitchedoffduringEngineeringHours,itmustdosoonlywithinaspecifiedareaorpossessionworksite.

APWT-TMmustbeappointedwhenanengineer’strainormechanisedvehicleisrequiredtoworkin:

• aspecifiedarea

• apossessionworksite.

Whenatrainisrequiredtoworkwithtractioncurrentswitchedon,itcandosowithinthelimitsofanengineerscurrentareaorpossessionworksite.

Tractioncurrentwillalwaysbeswitchedoffinaspecifiedarea.

Youcannotworkinanengineer’scurrentareabecausetractioncurrentwillalwaysbeswitchedon.

13 PossessionsApossessionisadesignatedareaoftracktakenoutofserviceformajorengineeringwork.Itisunderthecontrolofapossessionmaster,andisprotectedagainstunauthorisedtrains.Itisdefinedbymarkersinthefourfootshowingthelimitsofthepossession.

Inapossession:

• tractioncurrentcanbeswitchedonoroff

• engineer’strainsormechanisedvehiclesmaybeworkingwithinaworksite

• youmustbecertificatedBTAifanengineer’strainormechanisedvehicleiswithinthepossession

• theworkcanspanbothTrafficHoursandEngineeringHours.

TheSPCmustsigninandbebriefedbythePWACaboutthesafetyarangementsfortheworksite.

ThePWACwillissuetheSPCwithacoloureddatestampedwristband,andsufficientwristbandsfortheworkgroup.

WhenworkinginaworksiteinapossessionyouwillbebriefedbytheSPConthesafetyarrangementsfortheworksite.

OncebriefedtheSPCwillgiveyouacoloureddatestampedwristband.Yourwristbandmustbewornforthedurationofthatshift.

14 Working in a depot or stabling siding

14.1 On arrival at the depot

Whenarrivingforworkatadepotthatisnotyournormalplaceofwork,youmust:

• besuitablycertificated

• useauthorisedwalkwaystoenterthedepot

• signinattherelevantlocationwithinthedepotorstablingsiding.

14.2 Train hazards in depots

Thereareseveralhazardsrelatingtotrainsindepots,theseinclude:

• bi-directionaltrainsmovementsthatcanapproachfromanydirection

• trainsmovemoreslowly(5,10,15mph)andquietly

• trainscanmoveevenwhenuncoupled,orwithnodriver’scab

• hiddentrainmovementsfrombehindstationarytrains.

Unlessinstructedotherwiseyoumustalwaysusetheauthorisedordesignatedwalkwaysandwalkboardsinthedepot/stablingsidings;thesearemarkedoutwithyellowlines.

14.3 Individual responsibilities for going on or near the track in a depot or stabling siding

Whenyouaregoingonornearthetrackwithinadepotorstablingsiding,youmust:

• attendthebriefingsgivenbythepersonprovidingprotection

• notgoonornearthetrackunlessinstructedsafetodosobythepersonprovidingprotection

• attendanyfurthersafetybriefingsgivenbythepersonprovidingprotection

• leavethetrackwhenandwherethepersonprovidingprotectiontellsyou.

Thepersonprovidingprotectionwillnormallygiveyouthreesafetybriefings:

• beforetravellingtotheworksite(platform)

• attheworksitebeforetheworkstarts(pre)

• aftertheworkiscompleted(post).

ThepersonprovidingprotectionwillcheckthatyouarewearingtheappropriatePPE.

15 Station platformsBeforeanyworkiscarriedoutonastationplatformyoumustconsiderthattrainswillberunningandtractioncurrentwillbeswitchedon.

Youmustfollowtheappropriateprotectionproceduresiftheworkonthestationplatformrequiresyouandanyequipmentormaterialsto:

• infringeovertheplatformedge

• enterthegaugeofapassingtrain.

Thereisnorequirementforstationstafftogivepermissionforplannedworktotakeplaceonplatforms.

WhentrainsormechanisedvehiclesaremovinginTrafficHours,EngineeringHoursorwithinaworksiteinapossession,youmusthaveaminimumof25secondswarningofanapproachingtrain.Thiscanbeachievedbythepersonprovidingprotection:

• providingprotectionwithoutaseparatelookout

• positioningoneormorelookoutstowarnyouofanapproachingtrain.

16.1 When a train or mechanised vehicle approaches

Thepersonprovidingprotectionorlookoutwillwarnyouofanapproachingtrainormechanisedvehiclebyusingone,oracombinationofthefollowingwarningmethods:

• verbal

• hornorwhistle

• touch.

Onrecievingawarningyoumust:

• stopworkandmovetotheagreedplaceofsafety

• whenintheplaceofsafety,acknowledgewarningsgivenbythelookoutandtrainoperatorbyraisingonehandaboveyourhead.

Youmustnotresumeyourtaskafterthetrainhaspassed,untilyouareinstructedtodosobythepersonappointedatthebriefing.Thiswillnormallybethepersonprovidingprotectionorthelookout.

Ifyouarecarryingequipment,putitdownontheground,clearthetrackandbeinaplaceofsafetybeforethetrainpasses.

• allowyoutowalkfacingapproachingtrains(wherepossible)

• bewideenoughforyoutostandorwalkin.

Youmustneverwalkinthe:

• fourfootunlessinstructedbythepersonprovidingprotection

• sixfoot

• tenfootwhenatrain(s)approaches.

17.1 Temporary place of safety in depots and sidings

Inadepotorstablingsidingaplaceofsafetycanbecreatedbythepersonprovidingprotectionforthedurationofthework.

Theplaceofsafetycouldbeinthecessortenfoot.

Thesixfootisneveraplaceofsafety.Ifyoudogetcaughtinthesixfootandtrainsareapproaching,youmustlayfacedown,parallelwiththetrackandclearofanyobstructions.

Walking along the track

Tokeepsafewhenwalkingalongthetrack,youmust:

• wearLUapprovedhighvisibilityclothing

• followinstructionsgivenbythepersonprovidingprotection

• walkintheplaceofsafety

• walkfacingoncomingtrafficwherepossible

• stopwalkingandstandsidewayswhiletrainspass.

17.3 Crossing the track

Ifyouneedtocrossthetrack,youmust:

• takethesafestrouteandusewalkboardswhereprovided

• lookineachdirectionformovingtrains

• lookoutforobstructionsandslipperyconditions

• stepovereachrail

• stepontheballast

• notcrossnearanypointsormovingequipment.

Trackcertificationandprotectionwillberequiredwherewalkboardscrossthetrack.

Youmustnotcrossthetrackunlessyouareinstructedtobythepersonprovidingprotection.
