    Program

    These guidelines replace all others and will be in effect beginning with the 2010 FBLA RegionalCompetitive Events and State Leadership Conference. Use this document in conjunction with theFBLA National Chapter Management Handbook.

    This document will not be revised annually. Only the pages containing subsequent changes will bemailed to local active chapters. Revised September 2009.

    2009-2010 State Awards Program

    Mission Statement

    The mission of Future Business Leaders of America - Phi Beta Lambda (FBLA-PBL) is to bringbusiness and education together in a positive working relationship through innovative leadership and

    career development programs.

    The mission of the National Awards Program is to prepare students for successful careers inbusiness through support for curriculum development and innovative assessment tools. To help meetthat charge, the FBLA Competitive Events Program has been developed and made available to localand state chapters for use in assessing students in the various knowledge, skills, and abilities thatmake up todays business education curriculum.

    Classification of and Eligibility for EventsEvents are fully described in theFBLA National Chapter Management Handbook.Competitive events fall into three categories: chapter, team, and individual. These provisions apply

    to regional and state events, as well as national events.

    Individual, Team, and Chapter Events. A member may enter only one individual or team eventand one chapter event with these exceptions:

    National Parliamentarian. A member taking the National Parliamentarian selection test isnot classified as a competitive event participant and may compete in another event. Whos Who. A member nominated for Whos Who in FBLA, which is a recognition and nota member event, may compete in another event Gold Member Award, Gold Officer Award and Scholarship. These events, also consideredrecognition events, do not preclude a member from entering another event.

    Repeat Competitors. Members may not repeat an event at the RCE or SLC. Exceptions to this

    regulation are as follows: Team Events. In the case of an entry submitted by a team, rather than an individual, onemember of the team may have been involved in an entry submitted at one previous RCE/SLC(except if that competitor competed as an individual). Parliamentary Procedure. Two members of the team may have competed in this event at aprevious SLC, however, they may not compete in the same event more than two (2) years. Pilot Events. Participation in a pilot event does not disqualify a member from competing inthe same event once it becomes an official competition. A person participating in a pilot event isnot eligible to compete in another individual or team event.

    The five teams with the top average scores on the written objective tests for the Banking and FinancialSystems, Global Business, Management Decision Making, Management Information Systems,Entrepreneurship and Parliamentary Procedure Team competitive events at the Regional CompetitiveEvents will be eligible to compete on the respective Local Chapter teams at the State Leadership Conference.

    The first-place winner in the Whos Who in FBLA recognition event at the State Leadership Conferencewill be eligible to compete at the National Leadership Conference.

    Fifteen (15)-percent of the total number of active local chapters are eligible to receive the Gold SealChapter Award of Merit at the National Leadership Conference.

    There is no limit to the number of entries at the National Leadership Conference for the followingrecognition events:

    Largest Local Chapter Membership Professional DivisionLocal Recruitment of Chapters

    The number of awards presented at the Regional Competitive Events and State Leadership Conference isdetermined by the judges and/or the number of entries.

    The "Awards Chart"outlines themaximum number of places and thekind of awards given in eachrecognition and competitive event at the regional, state and national levels.

    For individual events first offered at the State Leadership Conference having more than 32 participants,awards will be given to the top 15-percent in these events providing competency levels are met. Therefore,the total number of awards in these events may exceed the numbers listed on the Awards Chart.

    Competitive Events General Information

    Participants must be members of active local chapters that are in good standing with both the NewJersey State Chapter and the National Association by having participants on record as dues-payingmembers for the current school year by the deadline dates for regional and state competitions.Membership in FBLA is unified on local, state, and national levels and is not available separately.

    Any student who has not registered for a conference following registration guidelines will not be

    allowed to participate in a recognition and/or competitive event at that conference.

    Participants must adhere to the conference dress code established by the New Jersey FBLA StateExecutive Board. If students do not comply, penalty points will be deducted for all performance eventsor disqualification from competitive events may occur.

    No substitutes are permitted in the competitive events after the deadline dates.

    Entry forms are available on the state website to all active local chapters prior to the RegionalCompetitive Events and State Leadership Conference and must be completed and sent to the FBLA StateOffice, no later than the dates indicated on the forms. Failure to comply with this regulation mayresult in disqualification.

    The deadlines in event guidelines and on entry forms refer to the day they are received in the state

    office. Participants failing to submit the proper materials by the stated deadline may be disqualified.

    Participants failing to report on time for events may be disqualified.

    All judges decisions are final. Should a tie occur in any event, the judges will be responsible forweighing the results to determine the event winner.

    Interview, Demonstration, and Speaking Events: It may be necessary to conduct second interviews orperformances with the participants in the interview, demonstration, and speaking events in the event of atie; this will be left to the judges discretion.

    Speaking Events: The number of participants in each event will determine the number of preliminaryperformances to identify the participants for the final performances.

    Written Objective Test Events: The written objective tests will be machine graded. Ties will bebroken by comparing the performance of the affected members on the last ten questions of the exam.

    All reports, manuals, scrapbooks, cover designs, letters of application, resumes, speeches,presentations, and websites must be prepared by the student members, not advisers. Local advisersshould serve as consultants to ensure entries are well organized, contain substantiated statements, and arepresented in a professional manner.

    Entries must adhere to all of these regulations or these entries may be disqualified. Entries arereviewed by a screening committee before the conference to determine if all event regulations and formatguidelines have been met and if chapters are in good standing with the New Jersey State Chapter andNational Association.

    Entries received from local chapters become the property of NJ FBLA-PBL. These entries may beused for publication or reproduced for sale by the state chapter.

    No results will be given over the phone. Results will be available on line as soon as they are Chaptersnot in attendance at the awards assembly at the Regional Competitive Events or State LeadershipConference will have their awards sent to them. A fee may be charged for this service.

    Many textbook sources are utilized in the preparation of test questions for the various competitiveevents. Participants are urged to prepare by reviewing as many texts as possible. Terminology may varyfrom one publisher to another, and test questions may be from several sources.

    Reference manuals, textbooks, and other source materials except those listed in the guidelines maynot be taken to the competitive events.

    When an event specifies material may be used (a certain size index card), only those materials may beused with no other aides allowed. Individual participants or a participating team must adhere to thisevent regulation or may be disqualified.

    Cell phones, pagers and other electronic communication devices are not permitted during any NJFBLA competition, workshop, meeting or general assembly. Anyone who has one of these devicesgo off during any of these functions will be asked to leave and will not be permitted to return. This willresult in disqualification.

    State/National

    Adviser Service Recognition

    This event honors FBLA local advisers who have served students through Future Business Leaders ofAmerica-Phi Beta Lambda for a significant number of years.

    EligibilityState

    Each chapter may enter each of its local advisers in this event. The name(s) of the nominee(s) must appearon the membership roster submitted to the state and national offices with chapter dues for the currentschool year.

    Regulations1. The entry form must be completed and sent to the FBLA state office by the deadline date approximately

    four (4) weeks prior to the State Leadership Conference.

    2. An adviser is recognized at the completion of his/her year of service for 5, 10, 15, 20, 25, etc. years.Recognition will not be given for years of service between the 5 year increments.

    ProcedureThe entry form should include the following information for each adviser seeking recognition:

    a. Name of adviserb. Name of schoolc. City, state, zip coded. Years of service at the close of the current school year (5, 10, 15, 20, 25, etc. years)

    Recipients of this award are determined by the FBLA state office after the audit of the current years andprevious years membership records.

    National

    Business Achievement Awards - Chapter Recognition Program

    Chapter Achievement, Chapter Excellence, and Outstanding Chapter Awards

    This newly revised program encourages local chapters to plan projects and activities to enrich theexperiences of members at all levels. Activities are designed around membership and chapter managementprojects with a special emphasis on the three areas represented on FBLA's official crest: Service,Education, and Progress.

    ProcedureNationalChapters participating at the national level should refer to the Chapter Management Handbookfor specificdeadlines and other details. National entries should be sent directly to the national office. The state office

    will neither forward nor return Business Achievement Award materials submitted for recognition atthe State Leadership Conference.

    For state level recognition, FBLA chapters must complete six (6) activities. Complete and submit this form,with all required documentation, to the state office by the deadline date.

    Membership/Chapter Management (Complete two (2) activitiesfrom this section.)1. Prepare a Program of Work for your chapter. See the Local Chapter Organization section of the

    Chapter Management Handbookfor ideas on what to include in a local chapter Program of Work.(Complete and submit the Program of Work form.)

    2. Recruit two (2) new paid members. (Attach list of paid members.)

    3. Submit at least one members nomination for Future, or higher, level of the FBLA IndividualBusiness Achievement Awards Program. (Attach brochure.)

    4. Have one of your local chapter officers prepare a local chapter recruitment brochure that includes alist of ten benefits that students gain by joining FBLA. (Attach brochure.)

    Community/School Service (Complete one activity from this section.)

    5. Have an experienced member help a new member study for a competitive event. (Have both

    members attach a one-page summary of the benefits of this project.)6. Plan a service project for the school or community, e.g., a project to raise money for the March ofDimes, state service project, school service project such as providing computer classes to SeniorCitizens, etc. (Attach a completed Project Planning Sheet from the Local Chapter Organizationsection of the Chapter Management Handbook.)

    7. Submit a press release to your local or school newspaper about a chapter activity or event. (Attach acopy of press release or newspaper clipping. Press release does not have to be published to count.)

    The Hollis and Kitty Guy Award recognizes outstanding local chapters that have actively participated inprojects and programs identified with the goals of FBLA-PBL.

    EligibilityState/National

    Each active local chapter entering this event must submit a Local Chapter Business Report to beconsidered for this award. (The same report may be submitted for all events that require a report.)

    Regulations1. The entry form must be completed and mailed to the FBLA state office by the deadline date

    approximately six (6) weeks prior to the State Leadership Conference.

    2. Two (2) chapters or up to fifteen (15) percent of the total number of active local chapters may be selectedfor this award. (If the percentage results in a fractional number, it is rounded to the next higher number i.e., 3.2 or 3.6 would be 4.)

    3. To be eligible for this award, at least twenty-five (25) points must be received according to the suggestedcriteria below and the Outstanding Chapter or Rookie Chapter of the Year rating scale.

    ProcedureThe suggested criteria for the Gold Seal Chapter Award of Merit serves as a guide for the state office in theevaluation process. Criteria may include:

    Effective state and national programs depend upon membership support and growth from all divisions. Anincreased local level professional membership base provides resources for the expansion of services to localchapters. Membership recruitment offers chapters a worthwhile experience in public relations andleadership. Recognition of this award is given to those chapters that have attained the largest listing ofprofessional members.

    EligibilityStateAll active local chapters are eligible.

    State

    Public Relations Award

    This award's goal is to increase the awareness of FBLA by creating a strong brand image with audiencesthrough consistent delivery of the FBLA message. Public relations activities are defined as methodsemployed by a chapter to promote a favorable relationship with the public.

    Eligibility State

    All active local chapters are eligible.

    Regulations State

    All participants completing criteria and receiving a minimum of eight (8) points will be eligible to receivethis award.

    Procedure State

    Each participating chapter should consistently save documentation of any public relations activity in whichthey have participated. Acceptable Public Relations entries must be published, implemented, or presentedbetween last year's Spring State Leadership Conference and February of this year.

    For each eligible document, the chapter will receive points based on the scale printed on the following page.

    To participate at the state level, chapters must send a cover letter on school letterhead addressed to EllenBenowitz, NJ State FBLA-PBL Chairman, highlighting the chapter's public relations activities and includingthe chapter name. Each activity must include documentation proving its publication or implementation and acopy of the entry form.

    This award requires chapters to submit information in a bound portfolio (report) format. Pages must be

    standard 8 x 11 paper. The cover must be on card stock and must include the chapter name and eventname, "Public Relations Award".

    American Enterprise Project

    This event recognizes FBLA chapters that develop projects within the school and/or community that increaseunderstanding of and support for the American enterprise system by developing an information/educationprogram.

    EligibilityStateEach active local chapter may submit one (1) report for competition.

    Project PurposeThe project must promote an awareness of some facet of the American enterprise system within the schooland/or community and be designed for chapter participation rather than individual participation. The event isnot designed to raise money for the chapter. Rather the intent is to help members learn more about theeconomic system under which they live and to share their expertise in some way with others inside and/oroutside of the school.

    ProcedureThe entry form must be completed and accompanied by two (2) copies of the report (original or copy) andmailed to the FBLA state office by the deadline date approximately four (4) weeks prior to the State

    Leadership Conference. One (1) copy of the report will be available for return on the last day of the StateLeadershipConference.

    The report format must follow the same sequence shown on the rating sheet. If information is notavailable for a particular criterion, include a statement to that effect in the report. The report must be similarto that of a business report with substantiated statements in a clear and concise format. Creativity throughdesign and use of meaningful graphics is encouraged.

    General Requirements Reports must be prepared by student members, not advisers. Local advisers should serve as

    consultants to ensure that the reports are well organized, contain substantiated statements, and arewritten in an acceptable business style.

    FBLA-PBL encourages local chapters to cooperate on projects during the year. However, each

    chapter involved in the project must write and submit an independent report. Reports must describe activities of the chapter that were conducted between the start of the previous

    State Leadership Conference and start of the current State Leadership Conference. Projects described in this report cannot be submitted in any other event except in the Local Chapter

    Annual Business Report.

    Report Cover

    Report covers must be cover stock, index stock, or card stock and include both a front and backcover.

    Report covers are not counted against the page limit and may contain other information unless theyare cut out.

    Covers may not be in plastic binders, be laminated, or have a plastic sheet overlaying the printed

    cover. No items, such as labels or decals, may be attached to the front cover. Two- or three-ringbinders are not acceptable report covers. Cutout cover stock covers are allowed, but the page containing the cover information is included in

    the page count. Front cover contains the following information: name of the school, state, name of the event, and

    must provide all equipment for the presentation. Visual aids and samples related to the project may be used; however, no items may be left with the

    judges or audience. The team members must perform all aspects of the presentation (e.g., speaking, setup, operating

    audiovisual equipment). Other representatives of the chapter may not provide assistance. All team members are expected to actively participate in the performance. Teams will have seven (7) minutes to describe the project and the results obtained. A timekeeper will stand at six (6) minutes and again at seven (7) minutes. When the presentation is

    finished, the timekeeper will record the time used, noting a deduction of five (5) points for any timeover seven (7) minutes.

    Following each presentation, judges will conduct a three (3) minute question-answer period. Preliminary performances are not open to conference attendees

    FBLA SLC Cover Design Competition

    The FBLA State Leadership Conference will usually be held in March. Local chapter artists who wish tocreate a cover design for the SLC program should follow these rules:

    1. The cover must be created using black ink on 8" x 11" white paper. It may be hand-drawn ordesigned using computer graphics.

    2. The layout must incorporate the state theme, "Tune Into Success", the FBLA logo and the year.

    3. All layout designs must be the work of the FBLA members. Guidance as to layout design, however,may be sought from others outside the chapter.

    4. All entries must be postmarked by January 20 and mailed to Ms. Ellen Benowitz, NJ FBLA-PBLState Chairman, Mercer County Community College, PO Box B, Trenton, NJ 08690.
