Vehicle Certification Agency - Who are we? What do we do?

• VCA is an executive agency of the United Kingdom Department for Transport

• Primary function: the implementation and enforcement of nationaland European vehicle safety and environmental legislation - a similar role to EPA and NHTSA

• Also a registrar for ISO management system certification

• The European “Type Approval” schemes require tests to be witnessed by a recognized approval authority or technical service -not a self-certification scheme.

Vehicle Certification Agency - Who are we? What do we do?

• VCA is a technical service and approval authority, we witness tests and issue the approvals, i.e. one stop shop

• VCA North America is the US office of VCA - established for almost 12 years in Michigan. We also have an office in Ohio andhave a EMC ‘West Coast’ representative based out of California.

• We can perform the Conformity of Production (CoP) audits on yourmanufacturing facilities, or full ISO 9000 certification, if required

European Vehicle Legislation

• Most developed regions in the world require that vehicles & their components meet safety and environmental standards

• Major regions that enforce their own vehicle standards are:

- United States & Canada FMVSS / CMVSS / EPA

- Australia ADR

- Japan TRIAS

- Europe EC / ECE

- Most other markets accept a combination of the European or US standards

• Two main bodies of vehicle legislation in Europe

• United Nations Economic Council for Europe (ECE) Regulations -devised after the Second World War to promote harmonization of technical standards and facilitate trade - contracting parties can sign up to these regulations on a voluntary basis

• European Union (EC) Directives - mandatory application of these requirements in the EU member states.

• There are 15 countries in the EU with a further 10 waiting to join next year

• The ECE contracting parties are more numerous and include some very important market territories - such as the entire European Union! Other important regions: most eastern European countries, Russian Federation, Switzerland, Japan, Australia, South Africa etc.

• For the most part, the requirements are either exactly the same, or very similar - many EU Directives based upon the equivalent ECE Regulation member states.

European Automotive EMC Legislation

• Directive 95/54/EEC (‘e’ mark for the European Union – currently 15 countries)

• ECE Regulation 10.02 (‘E’ mark for Contracting Parties – currently 33 countries accept R10.02, including most Eastern European Countries, the Russian Federation and all EU Member States!)

• The technical requirements between the two pieces of legislationare identical - testing to one standard makes the issue of both approvals possible

What is Conformity of Production?• Test samples are representative of production vehicles - vehicle

specification must be maintained in production - this is called “Conformity of Production” = CoP

• VCA has performed CoP audits since the1970’s - long before ISO 9000

• The European Whole Vehicle Directive 70/156/EEC-2001/116/EC, Annex 10 permits manufacturers to demonstrate compliance with CoP requirements through ISO 9000 certification
