President’s Message

Derek Maki, CMAA

Happy New Year and welcome to 2012. You are finishing up your winter season and looking forward to spring. Your long days and nights are appreciated. The job you do every day can never be fully appreciated by anyone else other than a fellow athletic administrator.

Having recently returned from the national conference in Indianapolis, I feel rejuvenated and current with added knowledge on a variety of

current topics. The workshops always have an appeal to those who want to stay on top of their game. If you have not been able to attend a national conference, please think about making plans for San Antonio next year. And don’t forget, Maryland will be privileged to host in 2014. It should be an exciting time and there will be plenty of opportunities for people to volunteer in different capacities.

I’m pleased to report that Maryland was awarded a citation for continuing to increase the number of members who are part of the NIAAA. Remember, our national organization is now accredited by the board of directors of the North Central Association Commission on Accreditation and School Improvement. The NFHS and the NIAAA have partnered to produce Public Service Announcements (PSAs). These PSAs tout the benefits of Education Based Athletics and are state-specific. The MPSSAA has sent the PSAs to all the radio stations in Maryland, so as you listen to your favorite radio station listen for our PSAs.

The highlight of the weekend, for me, was being present to see two of my colleagues from Baltimore County receive recognition for their efforts in educating and sharing their knowledge with others. Dr. David Hoch received the NFHS Citation and Mr. Ron Belinko was presented the prestigious Frank Kovaleski Professional Development award. Both of these fine gentlemen have been mentors and role models for me in my relatively short time in athletic administration.

Two other important developments out of Indy were the appointment of our Section 2 president Phil Rison, as the incoming president of the NIAAA and the approval of our own Karl Heimbach, current 1st vice president, to the

board of directors from Section 2, effective in December of 2012.

I hope all of you will make plans to attend the 36th annual MSADA Conference in Ocean City, Maryland, April 26-29, 2012. The Maryland State Athletic Directors Association is actively preparing to make this conference a memorable experience for all. Plan to register early and take advantage of the many professional opportunities that will be offered. These will include LTI classes, motivating speakers, the awards banquet and many vendors. Don’t forget to add in some leisure activities while at the conference with our annual golf outing and our visit to Phillips Seafood House.

CongratulationsRon Belinko, CMAA, was the 6th recipient of the FRANK KOVALESKI PROFESSIONAL DEVELOPMENT AWARD. This award was established by the NIAAA Board of Directors at the recommendation of the Awards Committee in 2007 and is presented to a recipient who possesses and has contributed to the vision of Professional

Development and the legacy of Frank Kovaleski. Frank was instrumental in the creation of the Leadership Training Program and the expansion of the Certification Program of the NIAAA. The Frank Kovaleski Award is presented annually to an NIAAA member who has made significant contributions and demonstrated excellence in professional development at the local, state and national levels.

The Maryland State Coaches Association

As you promote and encourage your coaches to take NFHS Coaching Education courses and to ultimately earn their national Accredited Interscholastic Coaching certification, don’t forget that they can get a $100 refund from the MSCA. It really is very easy.

First, your coaches have to be a member of the MSCA. After renewing their membership or joining initially, they take the three courses which are necessary to earn their certification. As soon as they pay the $10 certification fee, their completion date will be posted in the www.nfhslearn.com data base.

And here’s what your coaches should do in order to receive their refund – and there still is money available in the account:

1. E-mail Dr. David Hoch, CMAA at [email protected]

2. Mention the name of the high school where they coach

3. Include the sport they coach4. And that’s all they have to do

After checking the MSCA membership data bank to ensure that the coach is a member, the executive director will go to the ‘Coach Search’ feature on the NFHSlearn Website to verify that he/she completed his/her certification. Within a few days, a check will be sent to you, the athletic director. In this manner, you will know which of your coaches have earned their certification.

Oh, and then please give the refund check to the successful coach.

The unofficial leader for coaching certification in the state, in terms of the number of coaches who have earned their AIC, would be Col. Zadok Magruder and Hancock High Schools. These two schools would probably be followed by Franklin High School and Kenwood High School. Where does your school rank?

If you send David Hoch a list of the coaches who have earned their certification at your school, an unofficial ranking can be developed. Get your coaches certified and remind them to join the MSCA! Membership in the MSCA is still the best bargain and professional opportunity in the country!

NFHS Coaching Education and Certification

The National Federation has added, as is their practice, several new courses to their offerings. They definitely follow the maxim coined by Lee Iacocca, the former CEO of the Chrysler Corporation of the 1980’s. “You are either moving forward or falling behind, because there is no such thing as remaining static.”

What’s new? The Strength and Conditioning Course, developed by the National Strength and Conditioning Association (NSCA) will be available soon and it will cost $50. This course defines terms specific to performance, demonstrates proper technique and provides everything that a coach should know regarding strength and conditioning.

Late spring of 2012, Creating a Safe and Respectful Environment will join the NFHS Coaching Education offerings. It will initially cost $20, but the NFHS is hopeful that it can be converted to one of their excellent free courses.

Creating a Safe and Respectful Environment will cover inappropriate relationships and behavior, hazing, bullying/cyber bullying, and how the electronic media plays a role in the behavior. The course includes several example lawsuits that highlight the importance of understanding the critical line that coaches cannot cross and it will also be available later this spring.

The First Aid Course is being updated and will also include specific content from the NFHS Sports Medicine Handbook. This revision should be available by the end of May at a cost of $35.

The following are new and ready for your coaches to take right now:• Fundamentals of Coaching Boys’ Lacrosse• Fundamentals of Coaching Girls’ Lacrosse• Health and Wellness – which includes the topics of

supplements, hydration, etc.

In addition to the two basic offerings of Fundamentals of Coaching Course and the First Aid Course, the NFHS now offers 11 sport specific courses, 6 electives and 3 free courses. Not only should there be something for every one of your coaches, but you also have a number of very good options for remediation steps based on your coaching evaluations.

NFHS Coaching CertificationDo you remember that the NFHS Coaching Certification has been embraced all around the country? The following associations have fully and enthusiastically endorsed the certification program:• National Interscholastic Athletic Administrators

Association• National Association of Secondary School Principals• National School Boards Association

The certification fee for your coaches, of course they have to complete the required courses first, is now only $10. Your coaches can still receive a recognition pin or wooden framed certificate which will cost a little bit more.

If you have questions about either the courses or certification, please go to www.nfhslearn.com. Please encourage your coaches to take the NFHS courses and to complete their certification!

And Maryland as a state is doing fairly well! Maryland recently moved from 5th place nationally up to 3rd in the country based upon the most recent total number of coaches completing their Accredited Interscholastic Coach Certification.

Maryland is only 6 completions behind Arizona and California is in 1st place. Considering the size of these states (and the ones that we passed to move into 3rd) and the number of high schools that they have, this is an impressive accomplishment for Maryland and, of course, the coaches and athletic directors.

Webinars Coming This SpringThe NIAAA will be webinar teaching LTC 501, 502, 504, 506, 508, 511, 617 and 700 via the internet in the spring of 2012. The athletic administrator will be able to view the course from the convenience of their home or office. Administrators will also have the opportunity to pose live questions and the class can be divided into discussion groups with the capability of receiving reports from each groups. What better way to take a class?

Our suggestion would be to use the computer that is connected to the greatest bandwidth (DSL, Cable or T-1 line). However you can get the broadcast with a 56K / dial up modem typically used with home computers. The only issue here is that this type of internet connection will be slower since pictures/PowerPoint take longer to download. You will also need access to a phone in the same location where you are using the computer.

NIAAA/California Products Track Installation GrantThe NIAAA has entered into a partnership with California Products Corporation. As part of the relationship, California Products will provide annually an in-kind donation to one school in the United States the Plexitrac product (4000sy ½ inch thick black track) for either a new or resurfaced six lane High School track facility valued at $30,000. To be eligible for this grant, the following criteria must be met:

1. School or District athletic administrator must be a current member of the state athletic administrator association and a current member of the NIAAA.

2. School must select California Products as the provider of the track materials. The installer must be an Authorized Applicator of the Plexitrac System.

3. The site must be structurally capable of accepting the track.

4. The application must be completed and submitted to the NIAAA office. Available at www.niaaa.org

District 1ABoth Ed Masood (retired Athletic Supervisor) and Joe Dietrich (Smithsburg) were inducted into the Maryland State Wrestling Hall of Fame.

District 2BNorthwest hosted Rick Wire from Dynamite Sports to give a free seminar for all MCPS schools about the college recruiting process. There were over 250 parents and athletes in attendance. Rick Wire also was a speaker at the MSADA conference in 2011.

Montgomery County has 18 high schools participating in the Unified Bocce Ball sport this winter. The season consists of 4 matches and then a county tournament which will be held in February.

Karl Heimbach of Col. Zadok Magruder High School taught LTC 501 and 608 in January to help 10 AD's earn credits towards their RAA and CAA certification.

District 4Brad Criss (Calvert), David Anderson (Henry E. Lackey), and Dr. Andrew Roper (St. Mary’s County Public Schools) attended the 42nd National Athletic Directors Conference in Indianapolis.

Brenda Henley (Great Mills), 2011 District 4 Athletic Director of the Year, is President of the Southern Maryland Athletic Conference (SMAC) for the 2011-2012 year, while Steve Lee (Thomas Stone), is the Vice President.

The Capital Area Soccer Referees Association will honor one Boys and one Girls Soccer Team from the SMAC with a Sportsmanship Award in the name of Jim Humphries.

The state has approved construction funding in fiscal year 2012 for a 1,600-student capacity high school in Charles County. St. Charles High School, will be the seventh high school in the county, and the 14th school in the Southern Maryland Athletic Conference. This will make scheduling interesting in the next few years. The school will be located on Billingsley Road adjacent to

the Regency Furniture Stadium in White Plains. Athletic features include a football stadium with an eight-lane track; bleacher seating for 1,500 home/500 visitors; 14 fields including football, baseball, softball, soccer, field hockey and lacrosse and eight tennis courts. If built, the 20,000-foot pool area will contain a six-lane, 25-yard pool, spectator seating for 200 and separate locker rooms to make the pool available after hours for community use. Due to the growth in the SMAC, the Board of Control is researching methods of scheduling for all sports, but with special emphasis on football. Currently, there are two proposals to be voted on in the near future. One proposal is based on classification, and the other is a regional proposal.

District 7Coach Bill Wardle of Aberdeen High School has received the 2011 Coach of the Year for the state level in Boys Soccer from the NFHS. His team has averaged 10 wins in the last four years. It is not about winning and losing. Bill's philosophy is to make his athlete's winners in life. Several of his players have gone on to play Division I through Junior College Soccer. One athlete is currently in the Air Force and stationed overseas and plays for the Air Force Soccer team.

In MemoriamJames Robert Higgins of Reisterstown, MD, passed away on December 25, 2011. He was 83 years old.

Jim served in the U.S. Navy and attended Arnold College in Connecticut. In 1953, he came to Baltimore County to teach. He taught physical education and coached football and basketball at Milford Mill High School. In 1969, when Randallstown High School opened, Jim was named athletic director and head football coach. During his tenure at Randallstown, he established a premier athletic program and was a mentor to many coaches in the state. Under his direction the Randallstown football program was one of the best in the State. He coached the Rams to several undefeated seasons. In 1972, before the MPSSAA sponsored a state football tournament, Randallstown won the old District III title by defeating Harford County power Bel Air High School. In 1978 and 1980, his teams were state runners up, losing both years to a powerful Springbrook High School. In 1989, Jim was inducted into the Maryland High School Football Coaches Association’s Hall of Fame and in 2002; he was inducted into the Maryland State Athletic Directors Association’s Hall of Fame.

Jim is survied by his wife of 59 years, Barbara; daughter Maureen and her husband William; son, Michael and his wife, Debby; and four grandchildren. He was pre-deceased by two sons.

Richard Francis O’Donnell, 60, of Mechanicsville, MD, died October 13, 2011 at his residence.

Rich held dual Master Degrees in secondary education and economics. He was an undergraduate of Iona College in New York, held a graduate degree from Johns Hopkins University and also held an Advanced Certificate in Administration. Rich taught U.S. History, was a Director of Student Activities, and coached Boys Basketball at Chopticon High School until he retired in June of 2008. Rich was not just a staple at Chopticon, but he was also a driving force in the Southern Maryland Athletic Conference (SMAC). Rich was also recognized by the MSADA in 1992, 2000, 2007 and 2008, as the District 4 Athletic Director of the year. In 2010, the SMAC Board of Control decided that Rich’s contributions warranted recognition. In 2011, the Richard F. O’Donnell Lifetime Achievement Award became the highest award presented to former coaches and Athletic Directors in Southern Maryland. Each spring, three former coaches or AD’s will be recognized by the conference as recipient of this award.

Rich is survived by his wife, Maureen; son, John and his wife Stacy and daughter, Laura; grandson, Andrew; and brother, Dennis.

Section 2 Members, as I send out this update, we close out the 2011 year, which has been a very good year for the NIAAA. In February the NIAAA was granted a five year accreditation by the board of directors of the North Central Association. This is a crowning achievement for our organization, and communicates to our local and state educational associations that we are an organization that is committed to continuous improvement and the quality assurance of our programs and professional services. What a great conference, hats off to the Indiana Host Committee and the NFHS/NIAAA conference advisory committee for an outstanding line-up of workshops and speakers. San Antonio in 2012, please mark your calendar for December 14-18, 2012.

NIAAA NEWS• Seven courses will be reviewed in 2012, LTC 612, 613,

614, and 608 will be reviewed in February and LTC 700, 701 and 790 will be reviewed in July. Please investigate our 90 minute and 4 hour staff in-service modules; they are great opportunities for school districts to utilize.

• Hall of Fame categories now consist of two areas; Pre-1977 Category and Post 1977 Category. A state can nominate one person in each category every year.

• Grant Opportunities with PlexiTrac, a $30,000 grant is available for a new track or resurfacing of an existing track. The application deadline is February 1 for each year.

• We are pleased to announce a new sponsor agreement with Riddell effective Jan 1, 2011.

• The NFHS and the NIAAA have partnered to produce Public Service Announcements (PSA). These PSA’s tout the benefits of Education Based Athletics. They are professionally produced and state specific. Please help us get the word out in our communities.

• If you are unable to receive E-News from the NIAAA. Please notify your members to make sure their school firewall is not blocking this communication or other communications from the NIAAA.

• The NIAAA has approved the cost of replacing LTC Course certificates to individuals at $10 for electronic copies and $15 for a mailed hard copy. Please remind individuals taking LTC courses to pick up their certificates after completing courses and to make copies for their files so they do not have to order them at a later date for a fee.

• Congratulations to the NIAAA Scholarship Award Winner for 2011 Molly Cain, from Seaford, Delaware who represented Section 2 as a National Winner, as she shared her essay with our members. Outstanding job Molly! The scholarship committee finalized a checklist for the NIAAA Scholarship Award. The

checklist will hopefully help you with the process of promoting and selecting your NIAAA Scholarship Award Winners. As we discussed at our Sectional meeting, I encourage all states to make a consecrated effort in participation of student/athletes in each state. Section 2 has been so fortunate to have had two past National winners.

A new athletic director faces numerous challenges and getting started in a new position can be overwhelming for many. Well, help is on the way!

The MSADA will host the 8th Annual New and Aspiring AD Workshop on Thursday, July 19th, 2012 at Quince Orchard High School in Montgomery County. An expanded presentation of LTC 502 will be taught, which will include sections filled with practical suggestions, guidelines and handouts from experienced athletic directors from around the state.

While this workshop is designed to help the new AD (0-3 years of experience), this session is open to all who would like to complete LTC 502.

LTC 501 – Philosophy, Leadership Organizations and Professional Development $_______ The flagship course of Leadership Training serves as an overview for interscholastic athletic administration. This course introduces the philosophy of educational athletics then focuses on the roles of the NIAAA, the NFHS, the State Athletic/Activity Associations, and the State Athletic Administrator’s Associations. The course also previews the NIAAA Leadership Training Institute and Certification Program. It is a prerequisite for all levels of certification and includes study materials for the CAA Certification Examination. Enrollees who will derive greatest benefit: Athletic administrators seeking to learn more about educational athletics, national organizations, and those interested in pursuing the certification process. This course is a recommended prerequisite to all other LTP courses. Required for: RAA, CAA and CMAA Certification

LTC 504 – Legal Issues I (Risk Management) $_______ This course has in-depth coverage of all aspects of liability for sports injuries and risk management, including the duties imposed on athletic administrators, coaches, athletic trainers, and other athletic personnel, documentation requirements for an effective risk management program, and development of a strategic plan for risk management in the context of an interscholastic athletic program. Enrollees who will derive greatest benefit: Administrators seeking information concerning Constitutional law and the need of exposure to causes for negligence and to legal “Standards of Care”. Required for: CAA and CMAA Certification LTC 508 – Legal Issues III (Hazing, ADA, Employment Law) $______This course has in-depth coverage of the issues and strategies related to the development of an effective policy for prevention of hazing in an interscholastic athletic program, coverage of the constitutional and statutory issues affecting athletic programs, including the impact of disabilities legislation on school athletics, and coverage of employment law concerns affecting athletic programs, including contract law, equal pay and FLSA issues. Enrollees who will derive greatest benefit: Administrators seeking information concerning Hazing and Employment law and the need of exposure to causes for negligence and to legal “Standards of Care”. Required for: CMAA Certification LTC 790 - Leadership Training Instructional Methods and Techniques $______ This course is designed to provide instructors with an awareness of the expectations that are placed upon them in presenting LTI courses. The course examines teaching and learning styles and provides strategies for instructors to use in teaching LTI courses. It provides for interaction between current national faculty instructors and potential LTI instructors in the exchange of ideas used in the successful implementation of courses. To instruct any LTI course, one must complete LTC 501, LTC 790 and the course that one will be instructing. Enrollees who will derive greatest benefit: Administrators seeking to become instructors in the Leadership Training Program.

LTC 502– Principles, Strategies and Methods $______ This course takes a basic approach to the fundamentals and methods of athletic administration and alerts and educates athletic administrators regarding potential problems and possible solutions in areas such as budgets, transportation, and scheduling and parent/student/coach

conflicts. The course also touches upon sample athletic/activity program philosophies, department organizational charts, activity procedures/checklist, public relations, coaching applications/assessments and emergency plans. Enrollees who will derive greatest benefit: Inexperienced athletic administrators seeking to define and improve their operational procedures. Required for: RAA, CAA and CMAA Certification LTC 506 – Legal Issues II (Title IX, Sexual Harassment) $______This course has in-depth coverage of compliance issues regarding Title IX and gender equity in an interscholastic athletic program, including the methodology for a school to perform a Title IX self-audit, and in-depth coverage of the issues and strategies related to the development of an effective policy for the prevention of sexual harassment in an interscholastic athletic program. Enrollees who will derive greatest benefit: Administrators seeking strategies for minimizing legal challenges in each topic area. Required for: CAA and CMAA Certification LTC 621 – Synthetic Fields, Design and Construction Components (NO on-site registration) $______This course will review the stages and procedures involved in defining the concept, ensuring a successful design and the selection of a qualified professional to construct a synthetic turf playing surfaces. Discussion will take place regarding specific language, selection criteria bidding strategies and a checklist of contract considerations. In addition, a review of requirements to ensure professional project management, necessary steps to maintain quality assurance and best practices for care and maintenance. Enrollees who will derive greatest benefit: Athletic administrators who are considering the installation of a synthetic turf field. LTC 630 - Interscholastic Contest Management - Planning, Preparation and Methods $______ This course examines the historic foundations and precedents for contest management as an extension of educationally sound sports programs. Planning methods for contest management are examined including selection of supervisory personnel, suggested need assessment tools, and checklists for the development of supervision plans and policies. In addition, an overview of methods is suggested for creation of an educationally sound competition environment among players, coaches, students and other spectators. Course appendices provide assessment tools and examples of contemporary management practices. These tools are also contained on an attached compact disc for local reproduction, discussions and planning. Enrollees who will derive the greatest benefit: Administrators seeking to increase knowledge of event planning methods in order to develop policies enhance safety and provide assessment surrounding contest management.

Saturday, April 28th 8:00am -12:00 noon LTC 721 - Positive Sporting Behavior-For the Love of the Game(New Course) $______In this course students will learn to implement appropriate strategies and techniques, designed to create a positive, productive learning environment, which will support a system that encourages character and self-discipline and sportsmanship. This class will provide opportunities for self-assessment and reflection in regards to prior performance. In addition students will participate in class discussions, and activities which will increase their knowledge and skills of the effective components of successful character, citizenship and sportsmanship to share with their students, coaches, parents and communities. Enrollees who will derive greatest benefit: Administrators seeking strategies and concepts to implement and/or enhance the understanding of and involvement in a positive sporting environment for staff, students and community.
