The South Vancouver Island Aboriginal Supported Child Development Program, hosted through the Victoria Native Friendship Centre, celebrates the completion of seven years of service delivery. As the program continues to grow and thrive an exciting focus has been the Moe the Mouse® Speech and Language Enhancement Program. After completing the “Making the Most of Moe” and “More of Moe” Workshops with facilitator Anne Gardner the ASCD Consultants provide weekly sessions with five different community groups and preschool settings, as well as with individual children in the homes. Thank you to the Victoria Native Friendship centre for their picture of Moe!

HAPPY 20 Year Anniversary to Aboriginal Headstart programs in Canada! The National 20 year celebration took place in Vancouver, BC on July 7th to 9th 2015 and was a huge success. Great job to all those involved in the planning of this event that brought together youth delegates for Headstart from across Canada. The stories and cultural sharing that took place was inspiring and a true testament to the far reaching impact that Headstart

What is the Circle of Security?
The Circle of Security is a relationship based early intervention program designed to enhance attachment security between parents and children. Decades of university-based research have confirmed that secure children exhibit increased empathy, greater self-esteem, better relationships with parents and peers, enhanced school readiness, and an increased capacity to handle emotions more effectively when compared with children who are not secure.
The COS intervention and the graphic designed around it are intended to help caregivers increase their awareness of their children’s needs and whether their own responses meet those needs. With increased awareness parents can expand their moment-to-moment parenting choices where needed. In this shift from mind-blindness to seeing what is hidden in plain sight lies the potential to break the s t ranglehold of problemat ic attachment patterns, passed from one generation to the next, that can compromise healthy relationships throughout a child’s lifespan.

Circle of Security-Update from Sonya Vellet Ph.D., R.Pysch.
Sonya Vellet (Registered Psychologist and trained teacher with s p e c i a l in teres t in infant/early c h i l d h o o d m e n t a l health and parent-child attachment), is in the process of organizing two 4-day Circle of Security Parenting workshops in V a n c o u v e r ( h o p e f u l l y f o r September, 2015 and Spring, 2016 - to be offered by one of the COS co-originators, Bert Powell). Sonya is also in the process of becoming a COS-P trainer and she will be able to offer the 4-day training in various communities in BC in the future. Hello from the Provincial Office for the Early Years,
Here's a couple of important updates from our Office:
1. The Provincial Office for the Early Years is pleased to announce the second application process for BC Early Years Centres. The deadline for completed applications is October 28, 2015. All the information related to the call for
applications can be found on BC Bid and additional information can be found on our website: http://www.mcf.gov.bc.ca/early_years/index.htm Our Office is hoping to increase First Nation, Metis, and Aboriginal community representation with new BC Early Years Centre through creating a targeted First Nation, Metis, and Aboriginal Stream.
2. Provincial Office for the Early Years is launching a review of early years planning in BC. The goal of this review is to help inform how the Office could refocus funding for local early years planning in a manner that will ensure:
• Key decisions makers are actively engaged including First Nations, Metis, and Aboriginal partners;
• Strategic planning is focused on service integration;
• Planning occurs consistently across the province and is grounded in evidence regarding the community's identified needs and quality early years and family support practices;
• Funding to support planning is guided by a formal planning and accountability framework.
Our website has more information as well as "Help us Plan to Plan: Help Shape the Future of Local Early Years Planning in BC" document that provides some background to this review and high-lights some key questions for consideration. Please share your responses to these questions via email to [email protected]. We will be accepting feedback until September 30th 2015. We look forward to hearing from you.

Update - Professional Development Funds
The Professional Development Fund Committee is pleased to announce continued annual funding from MCFD for professional development and training for ID/AID/SCD/ASCD programs. Due to the change in funding and the shifting needs in the field, the Committee has revised the User Guide criteria and the Request for Funds Form to reflect the current priorities. We hope that you will review the changes to the criteria and notify those in your region to make note of these changes to funding.

Update From the Success By 6 BC Provincial Office Success By 6 in BC is a unique, joint initiative of United Ways, Credit Unions of BC, the BC Government through the M i n i s t r y o f C h i l d re n a n d Fa m i l y Development (MCFD), and Aboriginal and community leaders. The initiative is dedicated to ensuring that children ages 0 to 6 have access to resources and programs that support their healthy growth and development, and help them succeed in life.
By the Numbers…
• Success By 6 includes 21 regional initiatives serving over 550 communities throughout BC.
• In 2014-2015, over $3 .5M was distr ibuted from Success By 6 to communi t ies in order to support coordination, Aboriginal-specific and community identified priority programs and services for young children and their families.
• In BC, there are over 120 cross-sectoral Early Years planning tables whose work is to plan and implement community development activities, and to allocate Success By 6 funding that supports early childhood development. Check our website to join a table in your community: www.successby6bc.ca
Success By 6 is focused on strengthening community Early Years tables and networks, further incorporating childcare needs and community-based research into
strategic planning processes, building essential partnerships with community leaders, and ensuring consistent, efficient and inclusive Early Years coordination of services across the province.
Success By 6 is supporting a "systems approach" to coordination of Early Years service and program integration –on the regional and community level – through our extensive network of committed Early Ye a r s c o m m u n i t y d e v e l o p m e n t coordinators, cross-sectoral leaders and Early Years service providers and stakeholders.
Success By 6 provides funding for a diverse range of accessible Early Years programs and services that address the specific needs of communit ies in supporting families with young children across BC.
Aboriginal Engagement
Success By 6 recognizes the importance of culture, language, self-determination and self-government to Aboriginal people in BC and is working with Aboriginal communities to enhance the lives of young Aboriginal children and their families.
In recognit ion of the diversity of Aboriginal people in BC, Success By 6 implemented an Aboriginal Strategy designed to work with Aboriginal communities to increase representation in Success By 6 initiatives, strengthen community capacity and Aboriginal Early Years programming, increase cultural awareness of Success By 6 partners, and

promote awareness of the importance of the early years in the healthy development of children in BC communities.
Success By 6’s four guiding principles for working with Aboriginal communities are:
• Mindfully recognize the diverse populat ions o f Fi rs t Nat ions and Aboriginal people in BC, that includes urban Aboriginal and Métis;
• Support Aboriginal children and families through recognit ion of Aboriginal peoples’ right to self-determination and community driven approaches;
• Support the progress of the communities and local initiatives in planning and funding Aboriginal Early Years programs and services;
• Build on the strengths of existing relationships and partnerships.Fostering the strengths of Aboriginal community partners by way of the Aboriginal Engagement strategy, Success By 6 has
dedicated $1 million dollars, annually, for t h e A b o r i g i n a l E a r l y C h i l d h o o d Development (ECD) funding stream. Each initiative, in consultation with area Aboriginal communities, plans and determines where and how the funds will be used most effectively. The underlying approach for use of the funds is to promote greater collaboration and service accessibility across sectors, across cultures and across communities. The goal is helping all children succeed for life!
