    Welcome to this months edition of Ariana Monthly!

    We are so excited to bring you this months edition so much has been going on!Firstly, we are proud to provide a voice for some of our most talented Pashtun Artistsnamely Karachi based Muhammad Arshad Khan, whose art we are so proud to featurein this months edition. We hope that you enjoy some of his art, as much as we have.We will also be looking at world events that affect Pashtuns all over the world, with oneof them being the London conference on Afghanistan. We have also featured details ofour forthcoming events, to which we hope you can all come! We have also had anumber of contributors and we would all to thanks everyone for their contribution.Something that I will continue to stress is that this newsletter is YOUR newsletter; it is astage from which your voice can be heard.     This last month has also been a sad one. Although not directly linked to the Pashtuns, thetragedy which occurred in Haiti cannot be overlooked. Thanks to International efforts, wecan slowly, but surely see that Haiti is starting to wane out their period of hunger andneglect, as aid is now getting to the people. We are really happy to have him on board! I would also like to thank our lovelycontributors, including Jouhar Lawangeen, Hidayatullah Gul and Zubair Torwali. We havealso received some lovely comments from members of The Pashtun Society. We dont thinkit is fair, if we do not publish them all and we do not want to be in a situation where we wantto pick, so we have decided not to publish comments in the newsletter. However, if you

    AFGHANISTAN AND THE WORLD

    KARZAI: KING ABDULLAH, WE NEEDYOUR HELP

    During the much awaited InternationalConference on Afghanistan, hosted by

    London, Karzai had proposed a grandpeace Jirga with the help of SaudiKind Abdullah. This proposal by Karzai,of negotiating with the Taliban, issomething to keep an eye on. Whetherthis will result in the Taliban resting theirweapons or not is something yet tobe seen. Karzais words, of reachingout to all of our countrymen, especiallyour disenchanted brothers, who are notpart of al-Qaeda, or other terrorist

    networks, who accept the Afghanconstitution, will surely strike a cordwithin someones heart maybesomeone who is hiding within the vastmountains of Afghanistan.

    Then came the talk by American officialsof re-intergrating lower-level Taliban intothe Afghan Society. This would providemoney and economic benefits to Afghanvillages, as well as jobs. However, there

    also needs to be a focus on educationalong with the initiation of projects to re-brainwash these former Taliban back toa state of normalcy. But will this work?

    All we can do is wait and see. However,this some what ambitious proposal by

    American officials, is stained by the past.What if the $140Million Internationalfunding for this project will, again, providea vehicle from which the Taliban can taketheir Islamic radicalization to higher

    levels? This could be risky businessespecially since the Afghan governmenthas urged the UN Security Council toremove Taliban officials from theirblacklist. This re-intergration projectneeds to go ahead with caution andcontrol if it were to work.

    With the west providing something morethan an olive branch to Karzai, includinggranting Afghanistan $1.6Billion debt

    relief and increase in economic aid(mainly from America) from 20% to 50%Karzai will have a lot of expectations tofill, especially in regards to the validity othis office, since the Afghan electionfiasco, and he needs to prove that he catackle one of the many games beingplayed in Afghanistan corruption.

    KABUL: UNDER ATTACK

    Monday 17th January was a day that theterrorist attacks in Mumbai had once againcome to th forefront, except this wasnt Mumba

    it was Kabul. Even though this Suicideattacks and bombs seem to be a regularoccurrence in this part of the world, the mostshocking aspects of it is the unforgiveablekillings of innocent civilians, which is one of themost hated things amongst the Afghan-PakPashtuns. This wasnt an Islamic Jihad it waan operation targeted at an innocent, civilianpopulation of Kabul City. They struck atshopping centers, a cinema and hotelsfrequented by foreigners. This was anotherTaliban operation who claimed that at least 2of their fighters were involved and Al-Qaedawere also at the brunt of blame, as it is believethat the terror attacks originated from the

    Haqqani Network, who are affiliated with Al-Qaeda.

    This, understandably, raises questions of thecountrys security or lack of. Karzai, amongsmany other expectations, is expected to dealwith the overly debated topic of protecting the

    Afghan population and finding ways where theAfghans can feel a sense of stability. Theconsequences of this, is the fact that aconference is due to be held in Kabul, which w

    discuss the future of the Talibans integrationwithin the Afghan society. Security measuresneed to be put in place to make sure that amilestone project like this can go ahead.

    However, this suicide attack occurance didprove that the foreign training of Afghani policeand army is not only coming into play, but isworking and this can be seen in theireffectiveness to act quickly in situations like th

    A big indicator of this is the lower number ofdeaths resulting in terror attacks like this.

    Another indicator of the Afghan police beingvery effective was their ability to capture apotential suicide bomber, before the attack tookplace.

    PASHTUN AND IDENTITY

    IDENTITY STRUGGLE

    The debate about the ethnicity and nationalismalso needs to be looked at from another angle.History is an obvious evidence that very oftenthe religious or ethnic identity sentiments havebeen manipulated by the very few, the

    elite/ruling class, to achieve their vestedinterest. The power paradigm plays differentgames with the people. We need not go farback into the history to find examples. Thestruggle for a separate homeland for theMuslims of the sub-continent before the partitionis an elucidated example. The elite thenmanipulated the religious sentiments of thecommon people to ride on their shoulders tolead them to the power corridors. By promisinga Utopia for them, they ignited the sentiments of

    the people, and in the end succeeded tomaterialize their aspirations. Various theorieswere created for the purpose; and topromulgate these theories they hired theintellectuals of the time. Though some of theintellectuals must have been very sincere intheir approach- though can also be challenged.We saw, and see, the replicas of thesemaneuvers repeated in Pakistan time andagain.

    Traditionally, in all civilizations, members ofdifferent communities co-existed symbiotically.Major conflicts erupted between ruling eliteswho normally depended on their subordinates,as clients or retainers, regardless of culturaldifferences, to support them in their inter-elitestruggles. Thus the end result remains bleakand the people just revolve in a vicious circle.

    And lets assume for a moment that such aphenomenon is far from our struggle forachieving our identity and rights. Still the fearsometime remains is, in Paula Freires words,

    the oppressed become oppressor. Hence inthis case one can judiciously be a pessimist thonce the now-oppressed get their due sharethey would become oppressors in turn. Thusbased on it, the apprehensions of the lessidentified people sound reasonable.

    Ancient tensions between rival tribes have beetransformed and reinterpreted in our times toprovide primordial or historical rationalizationsas justification for contemporary ethnic conflictHowever, to see why these conflicts have nowexploded we need to learn more about theirmodern origins and globalized importance. Inthis context we can see that democratic valuesand institutions have both contributed to ethnicconflict and offer possible solutions.

    Such a transformation cannot take placeovernight. Instead, it is a violent and devastatinprocess, producing many antagonisms: themore advantaged groups seek to protect theirthreatened privileges while activists frommarginalized communities strive to obtain theadvantages promised to all by the newattributes. In practice, of course, more powerfugroups were reluctant to surrender theirprivileges and marginalized groups werehandicapped in their efforts to secure equalrights. The quest for equality of rights amongvarious groups has been a long and painful

    struggle. In this respect the application ofDarwins theory becomes acceptable for theoppressors that human race is itself divisibleinto separate groups among whom some aremore fit than others, therefore, survival of thestronger and politically powerful becomepolitically legitimate.

    In an authoritarian society the ethnic diversitieare considered as sign of danger and is soughto be suppressed. The authoritarian society

    seeks uniformity and confuses uniformity withunity. In all authoritarian societies all otheridentities - ethnic, linguistic or sectarian- issought to be suppressed and only one identitybe it national identity or racial or religiousidentity is enforced from above to ensure unityBut the diversity explodes when it finds somespace; and once the authoritarian rule isreplaced by democracy. Pakistani society forlong was under military dictatorship which triedto suppress all other identities except a vague

    Pakistani identity or Islamic identity.

    But ethnic identities exploded with the firstgeneral elections. The Bengali identity wasfeeling suffocated and the first election itselfprovided an opportunity for it to break loosefrom the imposing Pakistani identity. The stateof Pakistan has also used other means tosuppress the ethnic identities. The state hasused the ultra rightist parties of Pakistan suchas Jamat-e-Islami and others to bulldoze allother identities in the name of Islamic identity.Fears of Greater Pashtunistan led Pakistan tosupport jihadist surrogates in the Afghanresistance during the Soviet occupation in the1980s and, later, to build up the Taliban. It is along history of odds which you know better.

    We would also demand from the presentcoalition government to at least merge FATAand NWFP and give it a name. (I still prefer

    Afghaniya). Here I would not shy to expressanother fear, and to me which is quitedepressing: that this territory may turn into anIslamic Pukhtunkhwa, Islamic Pushtunistan orIslamic Afganiya whatever the name it getsnow. I am also aware that to name the provinceis in a way to counter the militancy; and toseparate the bigger chunk of the Pushtunpopulation from the Taliban. But I cannot helpridding from the cynicism that our present ruling

    secular political parties may not be able todeliver, or they may not have the will to deliver,(being elitist) in terms of reducing poverty,injustice, disparity and ignorance; andeventually the ultra rightist junta come to thethrone again. Then all this exercise and painson getting an identity and a name for the regionwill be futile.

    Being somewhat sensitized and aware weshould also evolve into pressure group within,

    which could be able to keep check upon thosewhom we have sent to the power corridors. (Mycynicism again itches me whether they are inthe real power corridors). We need not go withthem as they drag us to. We need to thinkbeyond party politics for a developed, peacefuland tolerant society.

    SHOULD PUKHTUNKHWA BE A SHARIAH

    STATE?

    Shariah was a very successful and progressivlegal and social system in the tribal society

    Arabs in the beginning of the 7th century butdoes not mean that Shariah could play thsame role in all societies irrespective of thelevels of social development, cultures and othnational characteristics.

    If we look back into the history of the world wwill be able to see very clearly that every periowhether it is tribal, feudal, and capitalist socialist has its own set of laws, moralities another rules of governance. The social system one period does not coincide with that of thother. Therefore it is not possible to implemethe legal system of a tribal society of the 7century living in Maccah and Madinah, on thpresent day Pukhtun society which has nothinin common with that period of time.

    At present there are 57 Islamic states and nonof these can be presented as a model state Shariah. It means that there is no place fShariah to be adopted as a way of life or social system to deliver for any society in th

    modern world.

    As a Pukhtun nation we have had thexperience of Shariah in different parts of omotherland at different times.

    In the 3rd decade of 19th century considerable part of the present Pukhtunkhwwas declared to be a Shariah state under thleadership of Sayyed Ahmad Shaheed BarelIts capital was Bunjlar and within a short perio

    the Pukhtuns turned against the laws imposeby the Mullahs and got rid of them in the resuof an armed uprising by all the concernelocalities. Sayyed Ahmad Shaheed Barehimself succeeded in saving his life and runninaway to Balakot where he was martyred in aencounter with the Sikh army.

    Similarly, in the recent past we have seen twoperiods of Shariah. The first one under theleadership of the so called Mujahedeen and thesecond was under the Taliban`s head MullahUmar. Both of them delivered no goods for thePukhtun society to be appreciated.Besides, just a few months back for a very shortperiod the people of Swat suffered a lot underShariah imposed by Taliban and took a sigh ofrelief when they saw the army conducting a trueoperation against the imposers of Shariah.

    In the elections of 2002, Pukhtuns voted in favorof the religious political parties for the first timein reaction of being disappointed from thetraditional political parties. But after 5 years oftheir rule in the province, they were rejectedaltogether in the elections of 2008 and peopleopted for the traditional political parties.

    In the light of the above mentioned facts onecan easily conclude that Pukhtoonkhwa couldnever be a Shariah state.

    BAACHA KHAN FOUNDATION - A RAY OFHOPE IN THE CULTURALLY DEVASTATEDARENA

    With the establishment of

    Baacha Khan TrustEducational Foundation(BKTEF) much before theformation of the present

    ANP government in theprovince, it wasenvisaged to provide andutilize education andculture for peace andtolerance, especially in

    the underserved communities and had therefore

    evolved a strategy to take education to remotecorners of the province with the highest possiblequality and standard as the BKTEF considerseducation as light having direct impact on thesocio-economic condition of the adjoiningcommunities and neighborhood. By inculcatingculture into the Foundation educational systemwould further augment the extra-ordinary effortsfor social change and economic prosperity.

    The need for promotion and preservatioof culture, arts and heritage of Pakhtunkhw(NWFP) was never as dire as it is now. Cultubeing the most effective means communication, can serve as potent instrumen

    Art, Culture and Heritage cut through diversrigid attitudes to foster understanding anreflection. Culture is a unifying featubetween different groups of the province ancountry as well. People of Pakistan (Particulaof Pakhtukhwa) have suffered immensely due war and conflicts in the region during last thredecades. The prevalent extremism and hostiltowards Art and Culture has created a vacuuthat has been filled either by extremist forceviolence or foreign vulgarized culturinterventions purely commercial in naturhence alien and harmful to our way of life. Thexisting situation offers a unique opportunity reinvigorate the culture and traditions a count

    measure to extremism and intolerance. In thprevailing situation, the introduction of culturactivities in schools at primary level will lay strong foundation for the promotion anpreservation of culture and for the integration different religious and cultural groups of thprovince.

    Though the Pukhtoonkhwa is blessed with aenviable cultural heritage, the importance anpotential of which has never been given

    serious thought by the decision makers. In threcent past the need for referring to this ricresource and of incorporating it in to the lives the people as a potent force to combextremism has been increased many folds. Bdrawing the target groups towards meaningfand absorbing pursuits, the Baacha Khan TruEducational Foundation is starting with thcollaboration of Norwegian government, a twyear project of Promotion and Preservation Local Culture, Arts and Heritage

    Pukhtoonkhwa from the January 1st, 2010 have a creative impact on the faculties and coa mindful definition of the cultural heritagwithout disturbing their day to day routine anencourage them to establish a creativrelationship with their surroundings aninculcate in them an attitude of ObservinEnvisioning, Innovating, Reflecting anParticipating in creative pursuits.

    The two years project is aimed at the revivaland renewal of Culture, Arts, Crafts andcreating opportunities for the locale of re-orientation in a more conducive atmosphereenabling them to earn their livelihood and selfrespect, which will contribute to the povertyalleviation. The revival of cultural events likeMelas and festivals in towns and villages wouldhelp the suppressed artisans and artists, bothmale and female, to prove their metal and live arespectable and happy life. Preservation andpromotion of these activities would also ensuresustainability and open up possibilities ofgrowth, continuity, replications and Networkingwith other similar groups.

    The project approach is envisioned as creativeand participatory with the intent of breaking themould in which young minds have been castthat offer diminutive outlet for self-expression orexperimentation. Creative arts on the otherhand present such openings without cominginto conflict with established norm provided theyare presented and promoted in harmony withthe social demands.

    Infusing cultural activities such as folk poetry,riddles, story telling, playing Rabab and othertools of local and indigenous orchestra througha phased regulatory framework in thecurriculum like drawing and painting greeting

    cards on Eid and other religious festivalswould not only be more appropriate thancopying pictures from comics and cartoons butalso effective in orienting young minds towardstheir cultural heritage. They will have ampleopportunities to learn and practice indigenousforms of art with associating in their culturalclasses, clubs and events with their peers,parents and community at large. Theintroduction of culture will have a positiveimpact in grooming of these youngsters into

    responsible and productive young boys andgirls. Harmonizing and synchronizing thecurriculum and project contents with existingcultural conditions and curriculum regulationscan impact prevailing policies and regulatoryframeworks.

    Culture is a major force for unifying people,community and nations and thus could be

    utilized for building peace tolerance anharmony through it. By organizing participatoactivities, mellas and festivals etc, people diverse views, ethnicity and religious beliefs cabe brought closer and an atmosphere social/cultural exchange and dialogue established. Art and culture being the moeffective means of communication cainculcate respect and appreciation for diversthat makes the society more tolerant hence peaceful and harmonious co-existenbecomes a possibility..Revival of cultural events would providopportunities, to skilled Arts and Crafts peoplof bringing their best to fore in a conducivatmosphere. Such activities would engage bomale and female arts and crafts-personartists/artisans and would help to ensure gendequality in this part of the world, where thextremism has forced people and organizationto shun activities and finish collective lifPreservation and promotion of these activitieby the Baacha Khan Trust EducationFoundation would also ensure sustainability anopen up possibilities of growth.

    Given the fragile nature of the political situatioin NWFP, with increased militarization and basfor fundamentalist extremist forces in thcommunities, the Culture for Social Chang

    program can be seen as a soft, but powerfweapon against the Extremists and aalternative tool to development, to building seesteem, building on positive values and as way to build stronger linkages betweeconcerned communities and the government fpeace in the region. However, due to securand other risk factors in NWFP, there is a neefor a step-by-step approach. Thus the BKTEPilot project for The Promotion and Preservatioof Arts, Culture and Heritage of Pakhtunkhw

    (NWFP) has been visualized in response and based on the Programmatic Framework fNorways Culture Cooperation in NWFP.

    The Baacha Khan Trust Educational Foundatio(BKTEF) has a network of 13 schools spreaover various districts including FATA and haalso established a professional Developme

    Academy in Peshawar. The foundation is wequipped and has professional staff to deliver

    good to the society. The prime aim of theprogram is to reinvigorate the cultural heritageof the province as a potent force to combatextremism by creating linkages/relationshipbetween the so-revived culture (Arts and Crafts)through identified artists and artisans of thecommunity and culture department of theprovince. Development of cultural curriculumand introduction of culture at schools is aninnovative and sustainable intervention for thepromotion and preservation of local arts, cultureand heritage which would further enhance theeffective quality of our present educationsystem being closely monitored and updated bythe Professional Development Academy ofBKTEF.

    Being originally from Topi of Swabi District,Muhammad Arshad Khan, without a doubt is

    one of a fewraw talents,especially whenit comes to hisartistic abilities.Looking at hisart as anobserver, it trulytakes you toanother world,on a journeyinto theimaginative andcreative worldof the artist atthe other sideof the paint

    brush. It is amazing to understand theinspirationbehind suchmasterpieces.

    Arshad was astudent ofworldrenownedBashir Mirza,winner of thePride of

    Performance award. Bashir had taught Arshadthe importance of art and socialization. Apartfrom Mirza, Arshad has had the previledge ofbeing taught by Madam Nayyar Jameel andNaheed Raza. Arshad has been influenced bydifferent creative minds and creative thoughtprocesses and this is easily reflective throughhis almost genius-like use of colour in his mindblowing art work.The array ofboldness andfascinatingimagination thatflows from athought processis something thatis more thanamazing. Theimaginationbecomes thebristle of apaintbrush thatdips into an oasisof colour, until finally it presents itself onto ablank canvas, which is waiting for a fountain ofcolour, to develop into a realization ofsomething little less then a dream. This issomething more then unique. Artists have theability to realize their thoughts, inhibitions anddreams through a blank canvass and this is

    something Arshad does effortlessly. And whatis his inspiration, when it comes to Art? Well,why not have a look and see for yourself?...

    We shall be hosting the Sunday Times featured Maryam Bibi, who runs the charityKhwendo Kor (KK), meaning Sisters Home in Pashto.

    Khwendo Kor is established in the North-West Frontier Areas of Pakistan, which is

    currently at the forefront of much of the fightingin theWar Against Terror.

    It is a non-governmental organisation set out to improve the well being of women and

    children in one of the poorest and most conservative areas of the world. Its efforts areprimarily centred around improving the education and training opportunities available to

    women and children of the region.

    We would like to invite you to come and learn about the work of Khwendo Kor, as welas have the opportunity to speak with Maryam Bibi herself.
