Starting at 4 p.m. on ursday, April 14 and continuing to 4 p.m. on Fri., April 15, participants walk around the Cooper Field Track carrying a teal flag. “Events like these are important because it brings awareness not only of the program but it also shows victims that people are there to support them as well,” remarked participant, Religious Program Specialist 2nd Class Brittney Lampkin. “I was once a Sexual Assault Prevention and Response Victim Advocate and I am always ready to continue to support a good cause.” According to Naval Station Command Master Chief Rodd Tooker, the Armed Services are not the only ones to deal with the issues of Sexual Assault. It happens everywhere. Getting the information out and training people about what to do and how to help is very important. “What I am most proud of, is the Navy and all the services have taken a proactive stance to educate, train and when needed to take immediate action to ensure every service member knows how to recognize potential problems to get ahead of the situation before it turns ugly and that each of us are accountable for our actions,” continued Tooker. Many groups took up the call to help with walk such as the Chief Petty Officer (CPO) Mess, First Class Petty Officer Association, Junior Enlisted Association and various departments around base. “e Sexual Assault Prevention and Response program has always been a program that I have shown interest in, for several years,” remarked CPO Mess member, Chief Interior Communications Electrician Phillip Baker. “It’s important to me because the program helps and supports Sailors, through various training and resources available. Events for Sexual Assault Awareness Month Continue

Naval Station Guantanamo Bay Human Resources Office

The Department of Navy (DON) has decided to move all US local hire recruitment to OCHR Operations Centers

in CONUS that are currently servicing overseas. For Military Spouses, Civilian Family Members, and Military Family Members, this means that Local Job Opportunity Announcements (JOA) for Guantanamo Bay, Cuba positions will be centrally posted on USAJOBS beginning 01 May 2016. If you are already living overseas, or preparing to relocate to an overseas duty location, it’s as easy as visiting the USAJOBS website to find information on overseas employment opportunities.

How does this affect the applicant? In order to apply for a Federal overseas position, applicants will

be required to submit an electronic resume to the USAJOBS announcement and answer assessment questions regarding their eligibility and qualifications. USAJOBS helps applicants conduct searches and apply for positions through one single automated method. In addition, the site has a variety of resources including customized job alerts, search tips, and tutorials to help you find the right federal job. It also functions as a resume and document repository to keep your relevant documents in one place and readily available for submission. Another significant benefit of using USAJOBS is that throughout key stages of the application process, individuals applying for Federal employment will be notified through the site about the status of their application. Please note that all USAJOBS announcements expire at 11:59 PM Eastern

Time (ET) on the published closing date.How can you begin utilizing USAJOBS? A valid email address is the only thing you’ll need to create a

USAJOBS account. Simply follow the instructions under the “Create an Account” tab and confirm your email address, provide the requested personal information, and establish a username and password to finalize your registration. It is not necessary to create an account to search for jobs, the account is only necessary when applying for jobs online. A military spouse or family member may apply for employment up to 30 days before their anticipated arrival overseas. However, they may not receive preference until their arrival at the foreign location. First time users are highly encouraged to visit the USAJOBS Resource Center for additional information, including Top Ten Frequently Asked Questions (FAQ) and a USAJOBS fact sheet.

What is HRO’s role in the new application process? Because US Local positions will be announced ONLY on

USAJOBS and filled exclusively through online application, no hard copy resumes will be accepted at HRO after the transition date of 01 May 2016. HRO will continue to carry on with the mission to provide strategic HR advisory services to customers and those seeking overseas employment. Naval Station Guantanamo Bay is unique in a lot of aspects, but one of them is the vast

number of ranges the installation hosts.The Weapons department conducts and average

of 40 ranges per month which requires a lot of coordination, safety and of course ammunition.

“Every command that has armed watch standers or some kind of fighting capability or some sort of mission that evolves fire arms ultimately is going to need to maintain qualifications,” explained Naval Station Guantanamo Bay Weapons Officer Lt. Jeffrey Crabtree. “The other thing that makes us unique is that we have so many ranges to support different colors of uniforms.”

With Naval Station Guantanamo Bay having two sides, Windward and Leeward, and along with the Joint Task Force Guantanamo Bay the installation hosts all five branches of military, both active and reserves.

Due to the various branches and the various requirements of each it makes organizing and coordinating all the ranges an imperative safety measure.

“We are the ones who facilitate what can be supported, where and how,” remarked Crabtree. “There are certain things [departments and units] requests that they can have and some they can’t have depending on the range procedures.”

To handle the various requirements and qualifications each branch and security service needs, the Weapons department trains every Range Liaison Officer for each unit or department, this is to ensure that everyone is on the same page and that range procedures are followed across the board.

“On a weekly basis we script the schedule for what they are doing,” said Crabtree. “The way we are ultra safe about it is we don’t mix and match things. We identify very clearly exactly who is doing what, with

what weapons and ammunition being used.”All of that scripting is impacted by each range’s

Surface Danger Zone, a mathematically predicted area a projectile will impact upon return to earth by direct fire or ricochet.

The SDZ of the ranges are determined and analyzed by agents from Naval Facilities Engineering Command Southeast and are important for implementing safety measures especially when the areas of the SDZ go over roads such as Sherman road for the Windward Range or over the bay.

Guards or harbor patrol with be placed to keep people from entering the danger zones and to radio the check fire command to prevent any accidents while range is on going.

These preventive measure are especially important when a community member is making their float plans. Anyone planning on taking a boat out should check that their float plan does not have them going into the SDZs and then not deviating from that plan once out on the water.

Between the weapons office handling the ammunition, taking care of the ranges, training the range liaisons and safety officers, and handling communication the department makes sure to follow their thick binder of standard operating procedures (SOP) that outlines everything from the ranges, paperwork, ammunitions and safety.

Safety is always the top priority no matter if out at the range, cleaning the weapons, transporting or handling ammunition or firing an weapon.

Being alert, having the proper gear, and following the SOPs is vital in maintaining the ranges.

“We are in communication with the ranges at all times,” explained Crabtree. “We just manage the event. We are constantly talking to them and they let us know what is going on. We have to be ready to address any emergency situation at any time.”

Focus on the Family is coming to Guantanamo Bay! On April 22-29, Dr. Harry Pearson will be

on island sharing and teaching as a representative of Focus.

Some of you may be wondering, who or what is Focus on the Family?

Started in 1977 by Dr. James Dobson in a small two room office in southern California, Dr. Dobson was concerned about the perceived breakdown of the traditional family and its negative effects on the culture at large in the late 70’s. Fast forward almost four decades, Focus on the Family is now a global Christian ministry dedicated to helping families thrive around the world.

Dr. Pearson will be sharing just about every evening at the NAVSTA chapel on a number of family topics (Marriage, Parenting, Healthy Family practices, etc.). Look for the times and topics to be on the roller soon.

Dr. Pearson, a licensed marital and family therapist as

well as a Military Family Life Counselor, has tremendous experience in situations involving addictions, the military, and family life. His over 30-plus years as a people helper has equipped him to come alongside hurting people and offer a unique combination of clinical and spiritual support.

We will also be tapping into Dr. Pearson’s vast educational and professional background to help train and equip some of our “care providers” who are here serving. What a blessing for this organization to send this wonderful resource to partner with us as we strive to have stronger families.
