ALL ABOUT LOCATION In fifteen short years, Ordnance Survey has changed from a centuries-old

venerable mapping company into a big data powerhouse. Its location information is weaving itself into the very fabric of our everyday lives, right

across Great Britain.

01 AN INTRODUCTION Ordnance Survey (OS) is the national mapping agency for Great Britain, as well as a world-leading geospatial data and technology organisation - providing advice and services to over 4,700 organisations in 13 different countries. Creating, maintaining and distributing definitive and authoritative geospatial and cartographic data and products, OS operates as a reliable partner to government, business and citizens across Britain and the world, providing mapping that informs, guides and inspires. OS mapping data provides explorers of the British outdoors with necessary tools, as well as an underpinning framework supporting public services, infrastructure and operations such as land registration, logistics and national security operations. Businesses use OS data to make timely deliveries, to calculate accurate insurance premiums, and to sharpen a huge variety of operations with accurate location information, while, through government relationships, OS data also underpins legal obligations, such as the payment scheme in support of the Common Agricultural Policy.

OS products were used by over 25,000 business customers last year: there are around 400 relationships with commercial partners and over 500,000 individual online customers in 2017. Whilst its much-loved maps remain an important part of the organisation’s brand, they represent only 7% of annual revenue, which totals £155m. Today OS produces digital map data, online route planning and sharing services, and mobile apps, plus many other location-based products, demonstrating the increased prioritisation of the development of innovative digital products: c.235,000 mobile application downloads of its products last year illustrate something of the widespread potential applications of its data. It also provides high quality data and services to a large number of business customers, and works closely with a number of commercial partners.

Headquartered in Southampton, OS’ national and international work is delivered by c.1,000 members of staff, including 300 surveyors out in the field, and through a network of 400 partners.

In April 2015 the organisation moved from being a Trading Fund and Government Agency into a Government-owned Company, providing a strong platform for commercial growth, investment and product development. Current commercial and consumer revenues are around £66m and there is significant growth forecast from existing sectors such as Energy & Infrastructure, Platform Providers, and ventures such as Ordnance Survey International through a mix of delivered and managed services.

On the global stage OS represents the UK on many international and inter-governmental bodies, while fostering and growing business partnerships with customers all over the world to develop and increase their geospatial capability. OS has been at the forefront of global geospatial development for more than 225 years, building a reputation as the world’s trusted geospatial partner.

02 THE ROLE Purpose of Post This is an exciting time to take on a key people leadership role in a business of great significance to the UK: building on OS’s heritage, the organisation faces real opportunities to be the key underpinning layer of the 5th industrial revolution. Location data, created and developed by OS’s people, is the hidden architecture driving business, building stronger communities, supporting governments and keeping the nation safe – OS is proud to be shaping Britain’s place as a world-leading geospatial nation.

As a member of the Executive Leadership Team, the HR Director will make an active, decisive, contribution to the strategic direction of OS through its continuing transformation and profitable growth, in the UK and internationally. They will develop and lead people and HR strategies positively to enable the business to achieve its corporate goals and vision while minimising people-related risks. They will develop and lead the implementation of HR & organisational change strategies to enable the business to maximise the value of its human capital and achieve its business plan, supporting the development of a high-performance culture in a rapidly evolving market. The new HRD will play a critical leadership role within a national asset that plays a crucial, continuing, commercial and civic role in the UK.

The HR Director will report to the CFO and, working within the parameters of a £4m budget, lead a current team of 24 people covering business partnering, Employee Relations, HR Services and Resourcing, Reward and OD. The HR Director will develop and lead delivery of all elements of the Ordnance Survey HR Strategy; this embraces all aspects of HR including employer brand and recruitment, operations and

productivity, learning and development, colleague engagement and communications, reward and recognition, policy and procedure, employee relations & union engagement.

Key Responsibilities • Lead and shape a first class HR team.

• Ensure delivery of strategic change and business projects.

• Deliver a remuneration strategy to ensure that effective reward systems are in place to attract and retain key skills.

• Represent Ordnance Survey to key external bodies and maintain high-level external relationships in the private sector and across Government to shape and implement HR Strategies and cross government initiatives.

• Build on relationships with key business stakeholders (Shareholders & Government departments) to influence and drive the culture of OS.

• Provide expert HR advice and guidance on relevant HR and organisational development strategies.

• Monitor, manage and control risk for all people-related and HR policy issues to minimise financial and reputational liability to the organisation.

• Support the business on all people related matters in relation to its international growth ambition.

• Monitor and control the department spend to agreed budgets.

• Ensure that OS is able to thrive in a new digital world whilst remaining true to its heritage, valuing colleagues and the communities they support.

03 PERSON SPECIFICATION The successful candidate will be an experienced, senior HR Director and will bring a demonstrable track record of having led an HR team, contributing to people and organisational strategies at board level in a medium sized company or organisation, or at leadership level in a division of a large company or organisation.

Evidence of working successfully within a range of organisations, of comparable complexity, would be advantageous, as would experience within a number of different sectors, and an understanding of both public and private sector dynamics. The ability to demonstrate accountability for operational and strategic change, whilst also managing a wide range of stakeholders, will be important. The successful candidate will be naturally collaborative and will act as a role model for the organisation’s values of being adventurous, incisive, restless and true.

Skills and Experience • Bring experience of leading an HR/People related team at a senior level and engaging in People and

Organisation strategy at a governance/board level.

• Be an experienced senior HR leader, with accountability across all core HR functions (Business Partnering, Employee Relations, Resourcing, Reward & Recognition, and Organisational Development).

• Bring experience of all the key HR areas and a substantial track record in the delivery of significant HR projects, which directly contributed to successful business or institutional outcomes.

• Demonstrate proven ability to contribute creatively to strategy, policy and change management and experience of managing significant projects (particularly those relating to cultural change) with an organisation wide impact and complex development and implementation plans.

• Be able to demonstrate a strong understanding of how HR strategy contributes to the success of OS.

• A deep understanding of the impacts of change on organisational culture, leadership, process, behaviours and skills and demonstrable experience in delivering change programmes.

• Have led HR teams and demonstrated skills in developing those within their team in order to deliver business objectives.

• Evidence of successfully operating at senior management level in a complex multiple stakeholder environment; acting as counsellor, coach and mentor for members of a senior management team.

• Have experience of working with government delivering substantial business change.

• Have experience of supporting an organisation’s international development. Experience of international operations, including the development and management of new territories would also be beneficial.

• Have a track record in the delivery of brand standards by front line staff, of continuous process improvement and of working with subject experts to deliver effective change.

• Experience in Union negotiations and employee relations, TUPE regulations and their implementation is advantageous.

• CIPD or equivalent membership preferable.

04 TERMS OF APPOINTMENT A competitive salary will be negotiated with the successful candidate; it will reflect the seniority of the role and will depend on skills and experience.

The role will be based in OS headquarters in Southampton, with a national and international remit.
