Coober Pedy is Australia’s real ‘DownUnder’, famous for its fabulous opals and bizarresubterranean homes. Coober Pedy ‘evolved’ as the result ofa massive post war Opal Rush where hardypioneers developed a make or break preciousgem industry in the desert terrain.

OPINIONCOOBER PEDY CONCERNED RESIDENTS

GROUP REFLECTS ON A YEAR OF PROGRESSFor those of you that do not know or for those of

you that have forgotten how the Coober PedyConcerned Residents Group came about pleasecontinue reading to find out what the Group has

been involved with in the last 12 months.

A town meeting was called for by Acting Mayor Mike Maylin on the29th April 2013 at Council Chambers and the purpose of the meetingwas to form a Working Party of concerned citizens, discuss ideasand develop solutions to the growing problem of antisocial behaviourin our town. Some 110 concerned residents turned up for the meeting.

The meeting closed with interested residents registering their namesto become part of a Community Working Party to assist council inlooking and working towards a resolution. Deputy Mayor Mike Maylinwas instrumental in affording the Coober Pedy Community a say inwhat direction the town should go in and without his support the voiceof the people may not have been heard!

The District Council of Coober Pedy proposed that the Group benamed “the Coober Pedy Community Alcohol Action Group” and beformalised and under a Section 41 committee as per the requirementsof the Local Government Act 1999. The Council also wanted to keepthe total committee representation to about 8 people including twoCouncil Representatives. This proved divisive amongst the Groupas some people believed they were protected under a section 41while others felt that they wanted to be autonomous and not be undera section 41 which they felt would restrict their ideas and suggestionsas they were there at the discretion of the Council. Hence the Groupdivided and a newly formed Committee named the Coober PedyConcerned Residents Group was created. An informal ExecutiveGroup was formed with members being from various culturalbackgrounds volunteering their time. A membership drive wasundertaken which was also highly successful. The Coober PedyConcerned Residents Group realised fairly quickly that the CooberPedy Community was just as concerned about the proposedTransitional Accommodation aka Homelessness Centre as theywere about the anti-social behaviour in their town.

The Group began researching the District Council of Coober Pedy’sminutes and found that the Council had been talking about the issueof Alcohol and anti-social behaviour for many years and the Mayor,Steve Baines and the then CEO Trevor McLeod had been a formalpart of the Senior Officers Group which consisted of all the heads ofthe Government and non-government services in our town.

In 2005 the District Council of Coober Pedy voted to support theUmoona Community Council in their bid to introduce a Dry Area onthe Umoona Land at the request of Robin Walker Umoona CouncilElected Member. The Group obtained the May 2008 Executiveminutes of a meeting at Umuwa where the Mayor, Steven Bainesand the then CEO Trevor McLeod travelled to the APY Lands for ameeting with the Executive Committee. At that meeting the APYExecutive Committee said “the tap needs to be turned down so thatpeople can’t buy a boot full of grog” in Coober Pedy.

Some 5 years after this meeting at Umuwa and through all theresearch that was done by the Group it became evident that with allthe funding being provided to Government and non-governmentServices in Coober Pedy nothing had been done to restrict the flowof Alcohol or enforce the Dry Area’s thereby perpetuating the systemicaddiction and anti-social behaviour associated with the use of alcoholby those at risk people.

The Coober Pedy Concerned Residents Group met with the Liquorand Licensing Commissioner Mr Paul White and put forwardrecommendations that they believed would be proactive in dealingwith the anti-social behaviour and supporting the APY LandsExecutive Committee and the Umoona Community in their requestto restrict alcohol and to enforce dry areas. The Group also met withMP Rowan Ramsey and representatives from Nigel Scullions office(the Minister for Indigenous Affairs) and put forward serious concernsof having the proposed Transitional Camp aka Homelessness Centrein Coober Pedy.

The Parliament of South Australia Social Development Committeeextended an invitation to the Coober Pedy Concerned ResidentsGroup to present evidence for its inquiry into issues related to thesale and consumption of alcohol when it sat here in Coober Pedy onthe 26th August 2013. It was at this invitation that the Vice Chairpersonimplored the Mayor that he and Council recognise the Group andstart working together so that the issue of anti-social behaviour couldfinally be addressed.

The Coober Pedy Concerned Residents has never opposedhousing homeless people, but they disagree with the proposal putforward and have always felt that if there are homeless people inCoober Pedy then the money should be used to refurnish or rebuildthe current housing stock in Coober Pedy therefore eliminating anyfurther need for high ongoing costs associated with running thecurrent proposed facility.

Another formula was put forward to Minister Piccolo that at around$300,000 per house, 12 houses could be built housing mum, dadand three children, making a total of 60 people. A far better outcomethan the proposed 20 bed facility one would think!

The question needs to be asked “why do Government and Non-Government Agencies keep dipping their fingers into the pie whenthe money should be there for the people?”

Prime Minister's Indigenous Advisory Council chairman WarrenMundine gave a good example recently where a plumber wasflown out of Darwin to a remote community to change a washer at acost of $1000. The only beneficiaries of the money were the airlineand the plumber when simply training locals on these basic taskswould have been more logical. We have seen in our own townexamples of wasted tax payer funding, with a lot of services and novisible outcomes. It has already been suggested by our Group toCouncil and to our new member for Giles Eddy Hughes that aKidney Dialysis facility be built in Coober Pedy as a matter of urgencyto bring our Indigenous members of our Community back home. This would be a far better idea, since these are the people that theGovernments are saying they are trying to help. It would be a win-win situation by helping the people and creating some employmentalong the way!

The Concerned Residents group vigorously lobbied Council for theReferendum aka Meeting of Electors so that the people could havetheir right to vote on whether they wanted this facility in their town, asit became very apparent to the group that it was a very contentiousissue. Every town person had the right to vote and 94% of theresidents voted NO to the question on whether they wanted ahomelessness centre built in Coober Pedy. Congratulations toeverybody that attended, as it shows that there is still some form ofdemocracy left in Coober Pedy.

On behalf of the Coober Pedy ConcernedResidents Group

A Recollection of events by Vice ChairpersonGeorge Naumovic

At the September 2013 District Council of Coober Pedy OrdinaryMeeting, residents of Coober Pedy were given the right to hold areferendum and vote on a resolution put forward by CouncillorAthanasiadis on “whether or not they supported the construction of aTransitional Accommodation Centre aka Homelessness Centre inCoober Pedy”. It appeared that only 3 Councillors had voted infavour of the motion but when a division was called for CouncillorCrisa was the only Councillor to vote against the motion.

Around the same time Minister Tony Piccolo met with members ofthe Concerned Residents Group who asked him for hisendorsement of the Referendum, unfortunately Minister Piccolodeclined. The right to vote on this facility would not have been possiblewithout the efforts of Councillors Athanasiadis, Staines and Rapaic.During this time the Coober Pedy Concerned Residents Group alsobecame a member of the South Australian Community Alliance whichis holding the current SA Government to task over zoning issues.

On the 1st October 2013 the Liquor and Licensing CommissionerMr Paul White implemented in Coober Pedy the tightest Liquorrestriction in Australia with an immediate reaction to restricting andreducing the supply of Alcohol in our town. The Liquor Restrictionsthat are now in Coober Pedy are now being lobbied for by the CedunaMayor to be implemented in his town where they have a TransitionalAccommodation facility and by which all indications that have beenpresented to the Concerned Residents Group of Coober Pedydoesn’t seem to be working.

The reduction in supply of Alcohol has also noticeably reduced thetransient population that came to Coober Pedy simply to purchasegrog and has nullified the need to spend a wasteful $3.4 million on anunnecessary facility.

The Coober Pedy Concerned Residents Group metwith Social Inclusion Minister Tony Piccolo (and DCSIstaff) in August 2013

Town meeting at Coober Pedy 29 April 2013 where residents concerned for communitysafety said they wanted immediate solutions to alcoholic violence, anti-social behaviour andcrime in the town

Following on from the article titled ‘Heavens Open andRecords Tumble’ published in the 24 April edition of theCPRT, further rain this month has meant that recordshave been broken once again.

As reported previously, on Wednesday 9th April Coober Pedyreceived 115mm of rain – the fourth largest known single rainevent since records began in 1921.

The final week of the month brought a further 12.1mmresulting in a total of 161.6mm, smashing the previous recordset in April 1979 at just 42mm.

Coober Pedy was also the wettest location in South Australiain April 2014 - not something that happens very often!

With total rainfall this year already at 193.8mm, we have alsoalready well and truly exceeded our annual average rainfall of157.8mm

The previous article stated that 1989 included the biggest deluge(268mm, 14th March 1989) which is correct.

1989 was not however, the wettest year.Thewettest year was in fact 1974.

Total annual rainfall for 1989 was 391.6mm and in1974 Coober Pedy received 427.2mm.

Records show that 1974 was a very wet winter with monthlyrainfall records set in both June (90.7mm) and July (51.1mm).

Rain brings mixed blessings depending on circumstances. The council has applied for disaster relief funding from theState Government due to the inordinate amount of roadsheeting that has been washed away.

Pastoralists on the other hand are reveling in the soakingrains. The usually barren gibber plains are currently lookingmore like the prairie country of the Midwest!

Opal, iron ore, copper, aggregate and gold miners in the areaare eagerly waiting for the rain to cease so that interruptionsto haulage can be minimized and, in the case of opal miners, plant can be salvaged from underground and reconditionedso local production of Australia’s National Gemstone can onceagain commence.

Considering that we’ll all get to experience something thatmost Australian never get to see, the heart of Australia inbloom, let’s hope that all residents in the region can see thesilver lining.

A 4.7 magnitude earthquake occurred near Yunta inthe state’s mid-north at 7.24pm Tues 29 April and

was felt widely across the State.

The epicentre was approximately 27 kilometres south ofYunta and Nackara and the Geological Survey of SouthAustralia branch of Department for Manufacturing,Innovation, Trade, Resources & Energy (DMITRE) hasreceived no reports of damage.

Given the low population density, there were very fewpeople within the strong vibration zone, although theearthquake was felt as far away as Gawler and TailemBend.

Earthquakes of this magnitude are commonly felt up to150km to 200km away, although it can travel further inquiet regions. The depth of the earthquake is unknown asno seismographs are located in the area.

Most of South Australia’s earthquakes occur in a bandthrough the Flinders and Mount Lofty Ranges.

This event occurred further to the east and there havebeen a number of smaller events over recent years.Aftershocks can occur but may be small and therefore, aren’t likely to be felt by many people.

This is the largest earthquake in this part of the state sincea magnitude 5.1 event on 5 March 1997 south of Burra.

More recently, a much larger magnitude 5.7 event occurredon the South Australia - Northern Territory border on 23March 2012.

The Yunta earthquake was at least ten times strongerthan the 2010 Mount Barker earthquake that was widelyfelt across the metropolitan area.

The well-known 1954 Adelaide earthquake at aboutmagnitude 5.5, was larger than the Yunta earthquake, and the State’s largest known earthquake of magnitude6.5 was in 1897 near Robe.

People who have felt the earthquake can report it atwww.ga.gov.au/earthquakes

GOOD MORNING COOBER PEDY- Yes, I rememberthe days, Opal Festival, lets go, no worries, no armbands,no closing at 10. Everyone was able to be themselves.Still rocking at 4 am in the morning.

I went to the Opal Festival this year and realised thateverything had changed, and no, not for the better.

We were corralled up into a tent in a tiny corner of theoval because we chose to do something almostunimaginable to whoever is making the rules these days –having a beer – which in this country is “still” a legalsubstance.

Yet we have to sit in a little tent, jailed like commoncriminals, surrounded by security guys, separated fromour wife’s and kids. Why? Maybe there are kids aroundwhich are not allowed to see that people are drinking alcohol– many of their parents do!

Was it not an opal festival after all – which started out asa fun thing and had to do with Opal? Now I would call ita Family Fair and I have no problem with that, and it isbeautiful that people of all ages are involved, especiallythe young– but there is no reason to patronise anddiscriminate against the opal mining generation of thistown. I can assure you that most people who have beenhere as long as me or longer would agree, and all the onesI met in the “prison tent” have expressed theirdisappointment, to put it in nice words.

These days most Australians have a reasonableeducation and they should not be treated like dogs orlittle children. If you want this country to prosper, pleasedo not treat your people like we are living in akindergarten.

There was only Terry Brennan-Kuss from Josephine’sArt Gallery cutting opal at the Festival.

(Keep up the Spirit, Terry)

If you keep putting restrictions onto people on a yearlybase, ask yourselves, do you think you can sustain peoplecoming at all by taking away the last breath of reality?

Next year there will be the big 100, unfortunately, bywhat the few remaining miners are saying at presentthey wont be bothered to go there. (guess why?)

Who made this place? Yes hard working miners, and Itake my hat off before the ones which came long timebefore us. They were tough and carved out the base ofwhat is now our town. And no, they wouldn't have let itgo that far.

As I stated in my last letter – they would turn in theirgraves if they could see what happened to their heritage.

LettersLETTER TO EDITOR:

Time for achange?

I have heard nothing but disappointment about theOpal Festival. I was there so I can say first hand

that there were less people then I had everseen before.

Is it time for a change? Why is it called the Opal Festivalwhen there is no opal there!?

We do have the Gem Trade Show on the same weekend, but it is 2 different events and 2 entre fees to getin. Rename the Opal Festival to the Coober PedyFestival.

The other question I have to ask is - Why is it on theEaster week end when so many people are out of townbecause of the school holidays?

The long week end at Easter is a busy time for festivalsin South Australia. No one needs to travel to far fromhome to attend a festival at Easter.

It’s time to think about the Opal Festival before it die’san unnatural death.

It is with a certain amount of sadnessthat I say farewell to the Coober Pedyresidents for the wealth of friendships

and trust that you have given me inmy 43 years of visiting your town.

I am retiring after approximately 50 yearsas an optometrist in November 2014, andmy contract with the Visiting Optometrist’sScheme ends soon.

I am pleased to say I have handed the reinsover to an enthusiastic young optometrist,Jo Murphy, who is well qualified. He isToowoomba born and relates well thecountry people. I highly recommend himto you.

I really like Coober Pedy. I have alwaysfelt safe there. In the early days whenstaying at the nurses quarters I used towalk from the Hospital into town for anevening meal then walk back and never feltthreatened.

In the early days I would fly with the RoyalFlying Doctor Service and consult 2 daysevery 2 months. Now because of HealthCommission Flights, myself and

Roger Absalom were bumped off thoseflights to allow for other allied healthprofessionals.

I have fond memories of Doug and DeeAtkinson, Vicki McCormack, Trudy andChester Powell, Nino and Stella Gulisano,Peter and Konnie Rowe, Bill McDougall,Sid Absalom and Judy Harper to name afew. It is the people that make CooberPedy. They are very open, friendly andhard workers. History shows howworking for opal needs good supportingpartners and courage.

I must say I have enjoyed the professionalhelp from all nursing staff, the MedicalCentre and especially Dr ErnieKamitakahara. I will miss your friendship.

I can highly recommend Coober Pedy asa great tourist destination and look forwardto coming back as a casual tourist later.Top of the list is the Mud Hut, Tom andMary’s Restaurant, Johnno’s Pizza Hut,the Golf Course, Peter Rowe’s OutbackMail Run and the Breakaways to name afew. Once again, thank you Coober Pedyfor being a big enjoyable part of myworking life.

South Australia mayget less road funding

than other statesSouth Australian road users could be facing arougher ride if the Federal Government cuts a

funding stream designed to give SA localroads a fair go.

The "supplementary local road funding" - now worth about$18m a year - was established by the Howard Governmentin 2004 when it accepted that the legislated formula treatedSA unfairly.

SA has 11% of Australia's local roads but the formulagives SA only 5.5% of the funding.

Howard's government introduced the "supplementary"funding to give SA a fairer share prior to a CommonwealthGrants Commission recommendation that SA should get8.7-8.9% of allocated road funds.

Comments by Assistant Minister for Infrastructure andRegional Development, the Hon Jamie Briggs on ABC radio29th April indicated "there's no money in the budget" forthe supplementary funding.

LGA President Mayor David O'Loughlin said thesupplementary road fund had been extended on a three-yearly basis ever since its introduction by Coalition andLabor governments which had both made unfulfilledcommitments to fix the underlying formula.

"If this funding is not extended in the May Federal Budget,SA Council road programs will be trashed," he said.

"As it only affects SA, it would mean the FederalGovernment is making a conscious decision to strip fundsfrom our state while every other state retains the statusquo. This is grossly unfair and will hit our rural and remoteroads program hard."

"If cut, it would have the effect of funding SA local roadsat about $240 less per kilometre than in other States."

"It would be completely unfair," he said. "I would urgeevery SA Federal politician to raise this matter urgently toensure SA can continue to be treated fairly.

MAJOR WORK PROGRAM PLANNED TO UNLOCKFAR WEST S.A.’s NICKEL POTENTIAL

The potential for one of the remotest corners of SouthAustralia to host a continuation of the nickel sulphide beltswhich have yielded major discoveries directly across theborder in Western Australia, will be subjected to heightenedexploration focus over the coming two quarters.

Addressing the first day of the two day Paydirt 2014South Australian Resources and Energy InvestmentConference at the Adelaide Convention Centre today,Musgrave Minerals Limited Managing Director, Mr RobertWaugh, said the far northwest or South Australia hadalready yielded an initial pool of massive and disseminatednickel sulphide targets.

Musgrave has at least 11 target areas within its huge landpackage wrapped around the intersection of the WesternAustralian, South Australian and Northern Territoryborders.

During the time of deposit formation, the region’sgeological structure followed the contiguous Albany-Fraser

Belt whose major nickel discoveries include Sirius’ Novadeposit. “By the end of the current quarter, Musgravewill have completed geological mapping and geophysicalwork needed to move to a much higher plane of ongroundexploration activity,” Mr Waugh said.

“This work rate will lift substantially in the third quarterand include a major new drilling campaign in what is avery prospective but very under-explored region,” he said.

“It is not just its nickel potential but also its copper andPGE profile which we believe has promise.

“At the Musgrave Project’s flagship Pallatu and Smeagolprospects, where electromagnetic surveys are underway, the massive nickel sulphide mineralisation is analogous tokey world class nickel deposits such as those at Nova inWestern Australia and at Voisey’s Bay in Canada.

“Pallatu has priority ground EM targets identified but notyet drilled and are only under shallow sand cover so thatis where our primary focus will be over coming months.”

The Coober Pedy Golf and Karate Clubs arethe first sports clubs in the region to be

awarded accreditation as part of the GoodSports program.

Club Secretary for both the golf and karate clubs,Amandine Bachmann Caire said that Good Sportswas helping to promote positive messages andexamples around alcohol.

“For clubs in remote areas, we thought it was afantastic opportunity to keep updated withcurrent laws about the service of alcohol, smoke-free policies and risk management.

“As two small clubs run by volunteers…beingaccredited means that we feel confident we canimplement good practices within the law as wefollow the most recent guidelines provided byGood Sports.”

Coober Pedy's Water For Growth Project OpenedFederal Member for Grey Rowan Ramsey was in

Coober Pedy last week to officially open the town'slatest Government sponsored water scheme

alongside Mayor Steve Baines.

The project with contributions of $910,000, $600,000and $300,000 from the Federal, State and Coober PedyCouncil respectively has allowed for the renewal of atrouble-plagued 13.2 km section of the bore field pipeline, the replacement of the oval watering system, an expansionof the town orchard and creation of a 'Water WalkingTrail' in the town.

Mr Ramsey said in his remarks to the small crowd thatthe continual improvement of water supplies in the towntrack it's evolvement from a mining camp where allrequired water was trucked in and the locals may havegot a bit grubby from time to time, to a community offeringa wide range of services.

In particular he singled out the towns’ vibrant touristindustry. "Tourists want to come to outback Australia andhave a look at its rugged beauty, but at night they wantgood accommodation, hot showers, a good meal and acool drink,"' he said.

"You can't do any of that without water."

He also pointed out that in Coober Pedy the price ofelectricity was a very large component of the cost ofwater owing to the desalination process.

"I congratulate the town on its ability to elicit supportfrom both major parties to address the horrific pricescreated since the State Government removed it's 'off-grid' power subsidy,” he said.

“I have no doubt the renewed interest in the town's

electricity supplies would never have been achievedoutside of an election period.”

"It will be my job, and the State Opposition's to makesure that the Government now lives up to its commitment."

Mayor Steve Baines thanked the council workers whodelivered the project on time and under budget and togetherhe and Mr Ramsey unveiled a plaque in front of the footballchange rooms to commemorate the occasion.

MEDICARE LOCAL REASSURES COOBERPEDY "WE ARE OPEN FOR BUSINESS"

“There are challenges for health that weare tackling in partnership with localcommunities and health professionals whoknow first hand that SA does not stop atGepps Cross.”

Mr Hosking emphasised that the bulk ofCNSAML’s funding was spent on frontlineservices for the community, includingmental health and allied health.

“For example, we provide about 19,000occasions of service for mental health eachyear, spread across 30 locations, fromCeduna to the Barossa Valley and fromYorketown to Coober Pedy”.

“If those services are shut down, it wouldhave an enormous impact on the clientsand their families and many would haveto travel to the city to see a clinician face-to-face because it is so hard to get privatepractitioners to the country.”

Country North SA Medicare Local(CNSAML) has moved to reassure theCoober Pedy community that it is open forbusiness and continuing to provideservices, despite pre-Budget speculationabout the possible closure of MedicareLocals.

CNSAML chief executive Kim Hoskingsaid the reporting should be treated purelyas speculation.

“CNSAML provides health services atmore than 30 locations across the northand west of SA, including Coober Pedy,Port Augusta and Roxby Downs and weare seeking to employ a Partners inRecovery facilitator in Coober Pedy to helppeople affected by severe and persistentmental illness.

“That’s why I find it hard to accept thespeculation that the Federal Liberalgovernment would take the drastic step ofclosure as suggested in the national media.

EVERYDAY IDEAS FOR LEARNINGwww.greatstart.sa.edu.au

Painting is a wonderful activity that can be enjoyedinside and outside and does not always need to

include paint.

On a hot day painting could be a bucket of water and apaint brush, making designs and swirls on the path, watching to see how quickly the hot sun makes the waterdisappear.

Shaving cream is another wonderful substitute for paint.Your child can spread and move the shaving cream acrossthe table with their hands and fingers. Encourage them tosmooth the shaving cream out flat and draw pictures inthe flat surface with their fingers. Add a variety of thickand thin brushes and experiment with what else could beused as a brush.

Language and Questions to use• Thick, thin, long, short• Up, down, across, under, between• Green, red, blue, yellow• Start, finish, ready, completed• What are you painting?• Who is in the picture?

Painting with your child

Useful Tips• An old adult shirt makes a great children’s paintingsmock.• If clothes get paint on them, wash them in cold water.Hot water helps to set the paint.• Use paintings as gift wrap.• Remember to talk to your child in your home language.

Most of all have fun!
