ITEM 1

Welcome and Opening Remarks

As each meeting of the Freestyle Committee approaches I spend time giving thought to matters of interest to our Freestyle community along with issues to be dealt with at the committee table. My intention with the opening remarks has always been to highlight key items and stimulate some thought coming into the meetings. It has been difficult to know exactly how to approach the opening remarks for the upcoming meeting in Zurich given the structural changes coming to FIS Freestyle and Snowboard over the next year. In a formal sense, the 2016 fall meeting marks the end of an era for the FIS Freestyle Committee and this will be our final meeting. However, I see this not so much as an ending but more as an evolution of our sport structure that we hope will lead to growth and many new opportunities in the future. Many people who have contributed to our committees and various advisory groups will continue on under the new structure. Some will be saying farewell and to those people moving on I want to express sincere thanks and appreciation on behalf of the FIS Freestyle Committee for your hard work and dedication to the sport. Although our workload has become heavier in recent years and a complex structure has evolved, the scope of work done and success realized has been immense. When I became Chairman in the fall of 1999, Freestyle was a much smaller part of the FIS family. The challenges we faced at that time led to an ambitious agenda for growth and development that has seen us increase from two events on the Olympic programme in 2002 to five events in 2014. Where things go from here remains to be seen. One thing is for sure, Freestyle Skiing and Snowboarding will now work together to map out the future for our respective disciplines. The blending of committees and cultures will no doubt take some time to adjust to. However, I believe the opportunities far outweigh the challenges. With this being the last meeting of the Freestyle Committee in its current form, I also want to take this opportunity to recognize my predecessor, John Johnston. Johnny was the driving force behind Freestyle’s bid to join the FIS family. He laid the foundation for the 40 years of work that has brought us this far in an evolving story that is entering a new chapter. There are many, many people who have been part of the journey that Johnny set out on... While I would like to be able to recognize everyone individually, I will humbly say it has been my honour to work with all you during my time as Chairman. What has been achieved has been made possible through the collective efforts at our semi-annual gatherings, supported by so many others in our National Associations and of course all who contribute to making the sport happen on the snow. We can all be proud of how far Freestyle Skiing has come. My work as Chairman has also been professionally supported by the hard work of Joe Fitzgerald and Kathrin Hostettler. My sincere thanks to both for their tireless contributions over the past 16 years. Joe’s vision and commitment to Freestyle Skiing has of course been second to none and he will continue to play a key role in the future of the sport.

The Freestyle Skiing Committee agenda for Zurich is lighter than recent meetings with relatively few proposals to be considered. So, as we look towards the future, I believe an important task for the meeting at hand is to start laying out the agendas for the new committees to take the reigns next spring. As Joe might say at a time like this – ‘Onwards!’ I look forward to our discussions and taking the Chair for one last time.

1.2 Approval of Minutes from last meeting

Proposal FS 1609-01

To approve the minutes from the Cancun (MEX) meeting.

Proposed by and seconded by Anders Olofsson SWE and seconded by Jyrki Säämänen FIN. The Freestyle Skiing Committee unanimously agreed to approve the minutes. 1.3 Approval of Agenda

Draft No. 1 of the agenda was distributed August 16th 2016 with a request to the Committee members to send in any possible viewpoints and wishes. Draft No 2 are these “Comments on the Agenda”. Proposal FS 1609-02

To approve the Agenda. Proposed by and seconded by Jyrki Säämänen FIN and seconded by Heli Herdt GER. The Freestyle Skiing Committee unanimously agreed to approve the agenda as presented. 1.4 Report on the Proposals to the FIS Council (June 2016) See the FIS Freestyle Skiing Provisional Minutes. They have been distributed to all the Members on June 24th, 2016. 1.4.1 Status of Freestyle Skiing proposals from Spring Meetings All proposals were approved. 1.5 Items from FIS Council regarding Freestyle Skiing and Snowboarding 1.5.1 FS SB Re-Organisation Dean Gosper (AUS) spoke about the structure and the gave remarks about the restructuring. It is a transition or per an evolution. In indicated that it is perhaps it is good-bye to Freestyle committee structure and Hello to the new structure with the same persons. The organizational structure is different, but the common interests like courses, spectators and resorts remain the same. The new nominations are being considered now and will they will confirmed considered by the FIS Council in the meeting in November.

He indicated that the positions of the technical committees (Judges and Technical Delegates), they will considered after the development of main committees and sub-committees. This means it Dean thanked the Chairman and Coordinator for their support and contributions to the process. New Structure of Committee This information has been sent on August 2nd, 2016 to the National Ski Associations. As we have already informed you in the Short Summary of the most important decisions of the FIS Council Meetings in June 2016 in Cancun (MEX), the structure of the Freestyle Skiing and Snowboard Committees has been revised as part of the restructure of the organisation of both disciplines (see Short Summary FIS Council Meetings, Cancun, pages 109 – 111). The new Snowboard, Freestyle and Freeski Committee and Sub-Committees are as follows: Committee for Snowboard Freestyle and Freeski - Sub-Committee for Park and Pipe - Sub-Committee for Cross - Sub-Committee for Moguls and Aerials - Sub-Committee for Snowboard Alpine - Sub-Committee for Snowboard and Freestyle Skiing Youth & Children’s Questions (Committee composition confirmed by FIS Council in Cancun remains valid) Proposals for members of the Snowboard, Freestyle and Freeski Committee and the four new Sub-Committees have to be submitted by the National Ski Associations by 30th September 2016, using the FIS Committee Member Manager tool. Membership of the Committees and Sub-Committee will then be confirmed by the Council at its next Meeting in November 2016 in order that the new structure and members are in place during the competition season and can function at the FIS Technical Committee Meetings in spring 2017. In the meantime the existing Committees will continue to handle matters arising and at the Technical Committee Meetings in September in Zurich. The chairman spoke about the 1st thing that was done in 2000, was to consider the development of new events. He spoke about the staff members of Martin Fiala for ski cross and Marcel Looze who working marketing structure for the two disciplines. 1.6 Items to other Committees 1.6.1 Equipment Committee The proposal concerning the helmets for Freestyle Skiing was reviewed by and agreed to by the Equipment Committee. The Equipment Rules have been updated with these remarks.

1.6.2 Medical Committee The FIS Council approved a proposal from the Medical Committee steering group to fund a study on Ski Cross and the IOC has approved funding for a Slopestyle project. The Coordinator provided an update. He indicated that the slopestyle project has been confirmed by the IOC and that the FIS has provided some support for the ski cross project. ITEM 2 Previous and Tabled Business and Postponed Items The Coordinating Group reviewed the text that had been prepared and the revised version is enclosed below. To be added in the FIS Judges Handbook: ‘We, the judges promise to judge all competitions with complete impartiality; respecting and abiding by the rules and regulations We promise to officiate at all competitions giving no favour based on nation, gender, competitor’s ranking, or previous performances in this or any other competition. We will judge each run solely on the merit of the observed performance without preconceptions or expectations.’ Proposal FS 1609-03 To approve the introduction words in the FIS FS Judges Handbook. Proposed by Tina Tanaka JPN and seconded by Iain Mackay GBR The Freestyle Skiing Committee unanimously agreed to approve the introduction words in the FIS FS Judges Handbook.

2.1 Dual Moguls - Revision A report was presented at the R and O Meeting. Fabien Bertand, FRA reported that they discussed with Judges Advisory Group about the proposal. It was determined that there will be testing occurring over the coming winter with results being presented in the spring. 2.2 Number of Single Rooms for WC Teams – Report The Coordinator provided a verbal report at the meeting concerning the rooming needs and requirements for the World Cup. The Coordinator provided an overview of several competitions he studied and it is his recommendation that the rules remain as they are in place now. The committee confirmed that it would not consider changing the rooming rules. 2.3 BA World Cup – Quota City Event In order to establish quotas for the so-called “City Competitions’, it was an agreement between the staff for Freestyle Skiing and Snowboarding to adopt the Snowboarding procedures to limit the quotas for City competitions to 60 competitors. Outlined below are the rules to be used:

7.7 Special Entry for Ski Big Air City Competitions

7.7.1 Entry procedure Ladies and Men’s Ski Big Air events

A special procedure has been developed to limit the quotas for the Ski Big Air City competitions.

7.7.2 Maximum Numbers of Competitors and Heats

Total of 60 competitors:

40 men (2 heats)

20 ladies (1 heat)

3 spots for men and 2 for ladies as a waiting list in case that a competitor(s) are not able to participate in the qualification

If one gender does not reach the allocate number (40M / 20L) at the 30 day deadline for entries, then the remaining spots can be shifted to the other gender.

7.7.3 Entry System Procedure

The Competition Invitation will be available 3 months prior to the first competition day. (WC 7.6.1)

After the Provisional Entries (WC 7.6.3) and 30 days prior to the 1st competition day, FIS will produce a ranked Entry List. Provisional Entries that are not made within these deadlines will not be kept in consideration. (WC 7.6.6)

Ranking List for Competitors

All competitors entered will be sorted according to the highest rank between the FIS Point List for Slopestyle and Big Air.

The top 40 men and top 20 ladies within the generated ranking list will be granted a personal spot by name and nation. The respective nations are allowed to replace two competitors per gender.

Confirmation of Spots

The names / nations will be confirmed to the NSAs, 28 days prior the competition. NSAs should communicate to FIS/OC, 14 days prior the competition day if any competitor that has been granted a spot will not be able to participate. This will allow reallocating the open spots.

Reallocation of Spots

Within the 14 days period, all the open spots will be reallocated to the next competitors entered and ranked as described above.

Once allocated and confirmed the top 40 men and 20 ladies entered there will still be the possibility to send the next 3 men and 2 ladies on the ranking list. Such competitors will be allowed to train and forerun if there are withdrawals during the training sessions. These competitors will be announced once entries are forwarded.

Reallocation before the Draw

Before the draw the NSA can change one competitor based upon their allowed entries. If competitors are withdrawn, then additional competitor(s) on the waiting list will be added.

We also had to establish entry standards for these competitions and to create quotas. Since this event is new and in order to establish a flow between Big Air and Slopestyle we have noted that skiers can use slopestyle or big air FIS points to participate in either of the World Cups. 13.1.4 Minimum FIS Point Standards to Participate in FIS Freestyle Ski World Cup Events The minimum FIS point requirements per FIS Freestyle Ski World Cup event are:

Proposal FS 1609-03a To approve the introduction wording for the City Rules for Ski Big Air Proposed by Iain Mackay GBR and seconded by Walt Hiltner (AUS). The Freestyle Skiing Committee unanimously agreed to approve the rules City Competitions for Ski Big Air. 2.4 Nations Cup – SS, HP, BA The staff had established a Nations Cup for the best team performance for the events of Slopestyle, Halfpipe and Big Air. This is based upon the WC rule 11.3.4.

3.1.2 Definition of Different Jumps in Big Air There were some discussions at the first Big Air World Cup of the season concerning the definition of repeating of a jump. There were some previous discussions concerning the BA competition held in Boston last year about a definition. We understand that the method used there was based upon the rule from Snowboarding. This item was not on the agenda during the spring meeting so decisions could not been made. There were several different proposals and the text below was used during the competition. The nations were informed that this would be brought to the Freestyle Skiing Committee for consideration and agreement for the rest of the season. Different Jumps in Big Air are defined as: Men 2 out of 4 directions

ITEM 4 Proposals from the Coordinating Group 4.1 Rules and Officials Chairman’s Report Michael Kennedy AUS gave a report and remarked about the discussions the last meeting that was held yesterday. He thanked several person; Jay Simson USA and Iain Mackay GBR in particular for their great effort and work. He indicated the new structure enhance and continue the work that has been be done. The Chairman thanked ‘Kenno’ for his work and the committee agreed with the applause. 4.2 Proposals Aerials / Advisory Group Report A report will be given during the meeting. Mich Roth SUI spoke about the report provided yesterday. He thanked D K RUS for his work on developing the user interface for judge score entry system. 4.4 Proposals Moguls / Advisory Group Report Fred Weiss SUI reported during the meeting and he looks forward to the new government structure. He indicated that they had been working to develop further the several charts and wording for the definitions of different ‘jumps’. He gave an over view and provided a report. 4.5 Proposals Ski Cross / Advisory Group Report A meeting was held on September 29th, 2016. 4508 Contact 4508.1 Definition of Contact and Blocking

Intentional contact by pushing, pulling or holding another competitor’s arm, leg or pole or other means, which causes another competitor to slow down, fall or exit the course is not allowed and is an automatic disqualification. A competitor is not allowed to bring their arm, leg or ski pole in front of another competitor’s body to avoid being passed. Blocking, by intentional movements of the body or leaving the natural skiing line is not allowed. The “natural skiing line” is defined as the fastest way between the features and around the gate line. All contact infractions will be at the discretion of the gate judges and the Jury.

4508.1 Intentional Interference

Interference is often a complex offence, given that contact in Ski Cross is common. The Jury and gate judges have to determine whether the contact or interference was intentional or not. Intentional contact or interference between two or more competitors will be penalized, as laid down in article 4508.2.

4508.1.1 Intentional Actions

A competitor shall not force another competitor out of the course, nor intentionally cause them to slow down, lose balance, or crash. A competitor shall not cause any part of his body or skiing equipment to come into contact with another competitor's body or skiing equipment during a race with the intent of impeding that competitor's progress for the purpose of overtaking or causing them to be overtaken by another competitor.

4508.1.2 Obstruction on Obvious Straight Lines

The leading competitor shall have the right to choose his line on the course and through the corners. When on a straight section of the course, a competitor shall not intentionally block another competitor from passing.

4508.2.3 When a competitor receives a 2nd DIC in a series within one competitive season, the

Jury is re-quired to refer the competitor to the Appeals Commission pursuant to Rule 224.13competitor shall be Not Permitted to Start (NPS) in the next competition within the same series. For this purpose a competition series is defined as the FIS World Cup or one of the FIS Continental Cup series.

Jyrki Säämänen FIN reported about the Junior Championships and Youth Olympic Games. The FIS Snowpark Rules were reviewed. Knowledge transfer about sport development was exchanged. 4.11 Report on Proposals from the FS SB Coordination Group Chris Robinson discussed some aspects of the meeting. The focus was on the new structure. 4.12 Homologation Applications Henri Rohner reported on the development of the courses with over 30 years of proposals. A review was made of the courses in Changbiashan Mountain CHN and it is the opinion of the inspector that it is possible to stage a Moguls competition on this course. Therefore, the homologation should be approved. Additionally two courses in BLR have been reviewed. The Chairman then introduced the FIS President Gian Franco Kasper to the meeting and gave him a welcome. President Kasper thanked the Committee Members for their long term work in the development of the Freestyle Skiing discipline. He recalled some of the first work from John Johnston CAN. GFK spoke about the new structure.

ITEM 5 Reports 5.1 Freestyle Skiing Committee Chairman’s Report Chris Robinson indicated his report was provided in his opening remarks. 5.2 Sponsorship World Cup 5.2.1 Ski Cross Title Sponsor Audi has agreed to continue their sponsorship until the end of the season 2017/18. ‘FIS Cross Alp Tour’ Presentation will be presented by Martin Fiala at the meeting. Martin Fiala provided a report. 5.2.2 Title Sponsorship World Cup Marcel Looze provided a report at the meeting. He indicated that a Korean based Tire company NEXEN will be a sponsor for the Ski and Snowboard Big Air World Cups. 5.3 Data Service and Results / Timing Booklet There’s been some work of two booklets, one for Scoring and Results and the other is a Timing Booklet. 5.5 Video Server Report After some work with the FIS IT department a video server was set up and is operational. Videos of different skills competition runs have been uploaded and classified on this system. There are presently videos from mogul skiing, aerials, ski cross and slope style. ITEM 10 Other Presentations WC Organiser Audi FIS Ski Cross World Cup Sunny Valley (RUS) – Evgenia Sedelnikova provided a report. The Chairman gave some closing remarks and thanked everybody for their participation.
