    THE SUPPLEMENTARY APPROPRIATION BILL, 2007

    A Bill for

    An Act of Parliament to authorize the issue of certain sums of

    money out of the Consolidated Fund and their application

    towards the service of the year ending on the 30th

    June,

    2007 and to appropriate those sums for certain public

    services and purposes

    ENACTED by the Parliament of Kenya, as follows -

    Short title. 1. This Act may be cited as the Supplementary Appropriation

    Act, 2007.

    Issue of

    KSh.19,483,725,519outof the ConsolidatedFund for the service ofthe year ending 30 thJune, 2007.

    2. The Treasury may issue the sum of nineteenbillion, four

    hundred and eighty-three million, seven hundred and twenty-fivethousand, five hundred and nineteen shillings, out of the

    Consolidated Fund and apply it towards the supply granted forthe service of the year ending on the 30th June, 2007.

    Appropriation of themoney granted.

    3. The sum granted by section 2 shall be appropriated forseveral services and purposes specified in the second column of

    the First Schedule in the amounts specified in the third columnof theSchedule.

    Appropriations in Aid.

    Constitution of Kenya.

    4. In addition to the sum granted by section 2, the sumspecified in the fourth column of the First and Second Schedules

    shall be applied for the several services and purposes specifiedin the second column of those Schedulesout of revenuedirectedto be applied as Appropriations in Aid in accordance with

    section 99(2) of the Constitution.

    5. The supply granted for the services of the year ending onthe 30th June, 2007, in respect of Votes R07, R25, R26, R28,R46,D03, D04, D06, D11, D13, D19, D21, D23, D35, D36 and

    D42in accordance with the Appropriation Act, 2006, is reducedby the amounts specified in the third column of the Second

    Schedule.

    MEMORANDUM OF OBJECTS AND REASONS

    Clause 2 of this Bill provides for the issue out the ConsolidatedFund of the sum of Kshs.19,483,725,519 required to meet publicexpenditure during the Financial Year ending 30 thJune, 2007. This sum

    includes the amount authorized by the National Assembly on the 22ndJune, 2006, by Vote on Account under section 101 of the Constitution.

    The Clause also appropriates the money granted for services andpurposes specified in the Schedule, which is based on the estimates forthe 2006/2007 Financial Year.

    Clause 3 makes provision for Appropriations in Aid of those

    services and purposes.
