SO REALLY …. WHAT IS THIS “IN” that ‘Jocelyn Rec’ seems to have with MotherNature? This year’s Harvest Festival day got off to the same kind of start as last year’s… overcast, gloomy and drizzling rain, only to have the skies clear and the dismaldreariness replaced by a warm, sunny, almost perfect summer day, just in time for theHarvest Festival to begin. It’s a good thing too, because there was so much going on!

UNlike last year, when the poor weather forecast deterred many from attending, thisyear’s down-then-up changes in the weather didn’t stop the people from coming outto take part in the festivities. The overall atmosphere seemed to reflect “bigger andbetter”. Although we didn’t take a count, it certainly seemed that there were more peo-ple, more event participants, more attractions and more vendors showcasing their of-ferings. And of course, the delicious foods!

All of the activities seemed to go off without a hitch. There was face painting for thekids, games galore, a petting zoo, reading tent, train rides and, of course, the Scare-crow Contest and Children’s Fall Fair all afternoon. Fire and Rescue as well as the antique tractor parade and the ‘King of theMountain’ and log sawing competitions - always-favourites.

Amidst it all, upbeat announcements by the eloquent Alice Ward sharedthe stage with silver-voiced Mike Cormier who, accompanied by yourhumble publisher, provided the day’s musical entertainment.

Although we had to leave by 3 pm to keep another commitment, every-thing was still going strong throughout the Jocelyn Centennial Groundsand cars were still comingin, bringing new people tosee and take part in thegreat day.

So once again we say con-gratulations and “welldone” to the Jocelyn Recre-ation volunteers, along withour thanks for putting onyet another wonderful Har-vest Festival.

SATURDAY, SEPTEMBER 19 IS THE 15th anniversary ofone of Algoma’s most anticipated events, the Sylvan CircleTour. The tour was founded in 2001 by a committee of dedi-cated artisans led by Sheila Harris, a local potter. Errol Cald-well, an original member of the committee and Chair of thecurrent committee of 13 artisans says “I have seen the SylvanCircle Tour grow tremendously in the last 15 years. We havemore applicants, more selected artists, high quality of work-manship and a greater participation from our customers. TheSylvan Circle Tour has become the best artisan tour in north-ern Ontario if not in the province”.

This year there will be a total of 61 artisans participating inthe tour which takes place in 11 rural halls and 3 studiosalong the 100 km. route. The tour follows highways 638 and17 from Echo Bay to Bruce Mines and back to Echo Bay. It isestimated that close to 2,000 people drive the tour to marvelat the rural countryside while enjoying and purchasing theartwork from talented artisans as well as products from localfarms and food providers along the route. The scenery andwildlife along the route are a nature lover’s and photogra-pher’s dream. Most participants drive their vehicles but somealso bike or motorbike along parts of the tour.

To help commemorate the 15th anniversary, the organizershave asked artisans to select their own favourite item to dis-

play during the day. These “Artist Favourite” items can beavailable for purchase. In addition, the organizing committeewas successful in obtaining a grant from the East AlgomaCommunity Futures Development Corporation to developan improved website that has modernized viewer access totour information.

An artist on-line application and payment process developedin the spring of this year greatly improved the efficiency ofartist applications. Funding has also been received from thetour’s corporate sponsor the Scotiabank and from the LocalImmigration Partnership administered through the Sault SteMarie Economic Development Corporation. “This is the sec-ond year that Scotiabank has supported the tour and recog-nized the importance of their rural clients” says Caldwell.

Over the years this tour has become a significant event insupport of local artists. It has also become an economic bene-fit for local businesses and provides a gathering place forfriends and family to enjoy the beautiful rural landscape,agricultural products and rich culture of Algoma.

HARVESTFEST, A BITTERSWEET TIME of year for me. Iwelcome fall with open arms as it is my favourite season ofthe year with the cool crisp air and the beauty of the leaves,but it also means the end of summer. I can’t believe howquickly summer has flown by. The weather this year at Har-vestfest, one wouldn’t know that summer was drawing to aclose, as it was very hot! Thank you to all who are involvedin this great event and allowing the museum to sell member-ships and make our draw there every year.

Clarifying the Highway Traffic ActThanks for printing the informative article on HTA changesin the last edition of the Clippings. I would like to point out asmall typo that has some bearing on interpretation of thesechanges. Certainly there seems some lack of clarity in theHTA (no wonder we have lawyers).

In that edition you printed: “In addition, all drivers are re-quired to maintain a minimum distance of one metre whenpassing cyclists, where possible”.

The amended act states: (6.1) Every person in charge of amotor vehicle on a highway who is overtaking a person trav-elling on a bicycle shall, as nearly as may be practicable, leavea distance of not less than one metre between the bicycle andthe motor vehicle and shall maintain that distance untilsafely past the bicycle.

Grammar was never a strong suit of mine, but it seemsthat Practicablemeans capable of being put intopractice. Practicable is a synonym of doable and feasible. Thedifference is not minor. Thus, to graze the shoulder of a cy-clist when passing and not providing the 1 m clearance, be-cause (for example), the driver didn’t think it was possible tocross the midline of the roadway ...said driver would quiteappropriately be guilty of an offense under the HTA.

Although I am not a lawyer, I suspect that someone whopassed a cyclist giving 0.9 meter clearance because they trulythought they were a full meter away would meet the defini-tion of “as nearly as may be practicable”.

I believe this adds to section 148 which states: 148 (5) Vehi-cles or equestrians overtaking others: Every person in chargeof a vehicle or on horseback on a highway who is overtakinganother vehicle or equestrian shall turn out to the left so faras may be necessary to avoid a collision with the vehicle orequestrian overtaken. Thus it is the overtaking vehicle that isresponsible for doing so safely.This section is somewhat re-lated to section 147 of the HTA which outlines the responsi-bilities of the vehicle being passed: 147. (1) Any vehicletravelling upon a roadway at less than the normal speed oftraffic at that time and place shall, where practicable, bedriven in the right-hand lane then available for traffic OR asclose as practicable to the right hand curb or edge of theroadway.

Thus, when I am riding my bicycle near the middle of theright lane (to avoid the unsafe intermittently broken pave-ment on the edge of the roadway), I am in compliancewith both of the above statements (although I need to com-ply with only one).

When I am driving my truck and approach a cyclist ahead, Iam aware that it is my responsibility to pass safely. It is notthe responsibility of the vulnerable cyclist to ride in thegravel or even near the edge of the roadway (so that I canpass in an unsafe manner using the same lane). Said cyclistmust not obstruct the left lane (unless he/she is overtakinganother vehicle). I must essentially treat said cyclist like anyother vehicle with the added proviso that I should give atleast 1 meter clearance when overtaking.

All of the above notwithstanding, I as both a driver and cy-clist have, in the past, been in contravention of many aspectsof the HTA. In either case, if I break the law I must be pre-pared for the consequences. When in my truck overtaking acyclist, I must be cognizant that breaking the law may resultin the death of the cyclist....and the consequence for me is atraffic ticket. The cyclist (or pedestrian) always loses.
