Taneisha completed her Honours in Psychology at the University of Adelaide last year. Her thesis explored lateral violence experienced by Aboriginal and Torres Strait Islander people in the.

Taneisha has been a board member since 2015 and the Vice President for the past year. Prior to this Taneisha was the Secretary of the Board.

Taneisha was the recipient of the Ricci Marks award in 2016.

SHIRLEY SLANN BOARD MEMBER

Tom has lived on Mornington Peninsula for the last 7 years.

Small business owner in the Electrical Industry.

His father is believed to be of the stolen generation and from the Warrnambool area.

Has thoroughly enjoyed spending the last 18 months on the board of Willum Warrain.

Extremely pleased to have assisted in the development of Willum Warrain.

Shirley Slann is from Mount Isa,

North West Queensland and has worked in the area of Domestic & Family Violence for over 20 years. Her mother was an Aboriginal woman from Dajarra and her father a Non Indigenous Australian, originally from Charleville. Shirley has cultural ties to Pitta Pitta in North West Queensland region.

Shirley is employed by VACCA and based at the Orange Door (Family Violence Hub) in Frankston. Shirley is a strong advocate in the area of domestic & family violence and believes that assistance should be available for men, women and children.

Cultural connectedness is what keeps our communities strong and impacts on our social and emotional and spiritual wellbeing.

Aunty Lorraine Parsons introduced herself as a Alywarre woman and spoke about her work history.

Lorraine spoke about meeting expectations and the code of conduct of Willum Warrain.

1.4 Confirmation of minutes-

Motion:- That the minutes tabled of the last Annual General meeting September 3 rd 2016 be accepted

as a true account of that meeting.

Each board member gave a brief introduction about themselves.

(3) President’s Report – Peter Aldenhoven

Peter thanked everyone for attending and acknowledged the Traditional Owners of the land. Peter

read through President’s report in the AGM report 2017.

Aunty Lorraine acknowledged the importance of having 2 years secure funding for staff and the

reconciliation walk and its success, the loyalty of the staff, the hard work of the board and volunteers.

She commented that Willum Warrain is such a strong organisation.

Jeanette read through the Treasurer’s report in AGM report 2017.

Shaun Rubenstein of Peninsula Partners explained how he is working pro-bono with Willum Warrain to

President’s Report

Welcome everyone to our 2018 AGM. It is a time to look back and celebrate.

Willum Warrain has had a fantastic year. We had once again achieved so much for our mob here on the Peninsula. We may not be rich in resources but we know how special our humble gathering place is to so many people. People, Aboriginal and non-Indigenous love us and love coming here. They say this all the time.

We now have over 290 Aboriginal adult (Full) members and by extension 750 kin. This is a telling number when you realise there are 1306 Aboriginal people in total living on the Peninsula according to the last census.

We also have an equivalent number of non-Indigenous (Associate) members so we truly are a destination for reconciliation.

There are a number of reasons why our Gathering Place continues to grow and flourish.I would first of all like to thank our staff, Karsten Poll, Nola White, Neil Brew, Carla Lauch, Vicki White, Dawn Campbell and Eamon Roberts. They make everyone feel so welcome here, go out of their way to in fact to do so and work together harmoniously as a team under Karsten’s grace-under pressure leadership as Coordinator.

The Board that sits behind our operations are wonderfully harmonious and all totally committed to working for community. There are no egos. Taneisha Webster, Shirley Slann, Ken Beaumont, Tom Sipthorpe, Debbie Clifford, Jeanette Kaindel and Steve Thornbury believe in Willum Warrain and are dedicated to its success.

We couldn’t achieve what we have achieved without our invaluable volunteers. Some of the people who have made our place sing are Steve Thornbury, Hansi Wagner, Bundi Hawksworth, Lynda Clark, Gayle Timmer, Emily Spender, Belinda Graham, Indi Taylor-Stevens, Jacinta Williamson, Mark Cook, Jill Fisher, Brianna Webster and Chiara Cardamom.

And finally, thanks to all the mob who turn up each week to Bush Play Group, Men’s and Women’s group and Friday drop in and make the place come alive with friendship, fun and continue the vitality of our cultural traditions. Carla and Kerry have created such a safe and welcoming space for our families to grow our kids up strong in culture; Neil and Eamon have worked with the fellas on the hut, didges and other artefacts and Nola, Vicki and Brianna and the ladies have produced some beautiful weaving, paintings and a youth possum skin cloak in the last twelve months.

Some firsts this year have been our Kup Murri when we cooked a kangaroo in a ground oven with the local fire brigade in attendance because it was a fire ban; more culturally significant was our inaugural Welcome Baby to Country, a special event supported by the Bunurong Land Council which will stay with our bubups and their families forever.

Our Mabo Day Mornington Peninsula Reconciliation Walk was phenomenal with over 750 people in attendance. This calendar event will continue to grow in significance into the future. If you haven’t seen the videos on our website, I encourage you to do so.

As a community, we have participated in some exciting art collaborations, the Too-Roo-Dun (Bunyip) project with Baluk Arts and the Bunjil’s totem project with Peninsula Health and Brahma Kumaris.

On the youth front, we have run culture-based programs with our partners headspace, Oz Child and Southern VACCA.

Other current partners investing in our community include Peninsula Health (Forensic Community Health), RMIT (Urban co-design research project) and the third iteration of OT student placement with Monash University Frankston.

We benefit greatly from our many stakeholder and partner relationships who provide support for our programs and community activities, including importantly IFVRAG/ DHHS (women’s group funding), DHHS (community events) and Department of Justice (youth funding). The Mornington Peninsula Shire in particular continues to be a key partner supporting us with operational funding, staffing for Bush play group and in a variety of other important and ongoing ways. Woor-Dungin, (who has so actively supported and encouraged our development over the last 4 years, including opening up the world of philanthropy for us) continues to provide opportunities for our Board and staff to grow professionally.

We have improved our facilities with fencing grant from MP Shire (we are the Aboriginal mob who wanted a rabbit proof-fence!), a bird hide built by Hansi Wagner and a verandah extension funded by DELWP. Future infrastructure plans include the Aboriginal Men’s Shed (partly funded by DHHS) and an office expansion, both significant additions to our operations.

Given the uncertainties of government funding at times, philanthropy continues to play a critical role in our success. Thanks very much to the following for helping us realise our community’s aspirations:-

Finally, I would like to recognise the selfless contributions made by Wenzel Carter to Willum Warrain and our community over many years. Wenzel has volunteered thousands of hours and welcomed hundreds of people to our gathering place and was our Aboriginal Men’s Cultural Program Officer. Thanks for everything you have given our mob Wenzel and all the best in your new positions, as a Respected Person mentoring Aboriginal prisoners in Corrections and working at Woor-Dungin.

You have requested that we audit the financial statements of WILLUM WARRAIN ABORIGINAL ASSOCIATION INC.as of and for the year ending 30th June 2018. We are pleased to confirm our acceptance and understanding of this engagement by means of this letter.

This letter is to confirm our understanding of the terms and objectives of our engagement and the nature and limitations of the services we will provide. We will review the balance sheet of WILLUM WARRAIN ABORIGINAL ASSOCIATION INC. as of 30th June 2018, and the related profit and loss statement, and accompanying notes for the year then ended, in accordance with Australian Auditing Standards applicable to review engagements with the objective of expressing an opinion on the financial statements.

Australian Auditing and Assurance Standards require that there must be a clear understanding in writing between the auditor and the client as to the extent of audit duties. Accordingly, in confirmation of our recent discussions with you, we set out below details of our responsibilities as auditors.

Audit of Accounts & StatementsWe will conduct our audit in accordance with Australian Auditing and Assurance Standards to provide reasonable assurance as to whether the financial statements are free of material misstatement. Our procedures will include examination, on a test basis, of evidence supporting the amounts and other disclosures in the financial statements, and the evaluation of accounting policies and significant accounting estimates. The work undertaken by us to form an opinion is permeated by judgment, in particular regarding the nature, timing and extent of the audit procedures for gathering of audit evidence and the drawing of conclusions based on the audit evidence gathered. In addition, there are inherent limitations in any audit, and these include the use of testing, the inherent limitations of any internal control structure, the possibility of collusion to commit fraud, and the fact that most audit evidence is persuasive rather than conclusive. Basis for OpinionWe conducted our audit in accordance with Australian Auditing Standards. PREAMBLE

Willum Warrain (WW) was registered as a Not for Profit Association in 2010, and achieved Charitable (Designated Gift

Recipient) status in 2015. The focus of WW is to operate an Aboriginal Gathering Place on the Mornington Peninsula.

WW officially opened on the 28th March 2014. This facility provides a safe cultural space for Aboriginal and Torres

Strait Islander people to gather together and form a supportive community. It aspires to be both a healing place and a

place of cultural strengthening. It aims to provide relevant services, activities and programs in a culturally appropriate

setting. Health, social and emotional well-being and community support are particularly important elements in this

regard.

THREE YEAR GOALS

For the next three years, Willum Warrain’s goals are as follows:

1. Goal One - Cultural Strengthening and Community Engagement: We will prioritise cultural strengthening of

and engagement with the ATSI community as our core focus.

2. Goal Two - Gathering Place: We will continue to strengthen our Gathering Place as a place of safety and

belonging, where community can participate in a wide range of cultural activities, programs and enterprises.

3. Goal Three - Community Profile: We will be well known and respected throughout the Aboriginal and Torres

Strait Islander and mainstream communities, driven by a powerful marketing and promotion strategy.

4. Goal Four - Organisational Infrastructure: We will build our organisational infrastructure through the

competency and skills of our Board and staff, the comprehensiveness of our policies and procedures, and the

creation of a strong recurrent cashflow.

5. Goal Five - Partnerships: We will have a range of partnerships and collaborative relationships that will

Much of this strategy has been on hold pending the uncertain outcome of funding applications. Now that we have heard about the success of these applications, our attention can now be focused on this strategy.

We currently have funding for our Men’s group, partial funding for our women’s and bush play groups.

Bus Driver position is partly funded by FRRR grant and Headspace.

Still need funding for administration position and Aboriginal Projects Officer to run women’s group.

We have also implemented an Organisational membership category.

2. Goal Two: Gathering Place.

1. Undertake a consultative process to identify the level of support, and needs and parameters for the Gathering Place (incorporating a multi purpose building), ensuring it is primarily aligned to cultural strengthening.

2. Seek funding to undertake a feasibility study on all aspects of the possible development of the Gathering Place, including a permanent location and associated facilities, governance requirements, staffing and funding.

1. A strongly supported outline of all parameters of the future Gathering Place.

Significant efforts have been made to raise funds for a health worker and a Gathering Place Coordinator. These have now been funded for a 18 months and a two year period respectively, ensuring a period of agency stability. We currently have funding for a GPC (Karsten’s position) for another 16 months; the position of Aboriginal Cultural Programs Officer (Wenzel’s) is for the next 2 years.

Shawne Rubenstein of Peninsula Partners is developing a financial plan for us.

We are currently applying for a fund-raising licence.

Russell Jaffe (Volunteer) has drafted a fund-raising and bequest policy.
