Bell Fund has been supporting outstanding Canadian cross-platform television and digital media productions forsixteen years and in 2013 our contribution of almost $17 million was our greatest to date.

Last year, I noted that “the winds of change blow through our industry.” Everyone seemed to be talking about“cord cutters”, “cord shavers”, and “cord nevers” – subscribers who opted out of or reduced their level of broadcastservices and youths who have never subscribed.

2013 ended on more hopeful notes as the term “cord stackers” entered our lexicon. The trend is for audiences towatch both broadcast and OTT (over the top) services. And Canada’s broadcasters have responded by debutingand planning innovative services that fill both needs, providing on-demand, internet and other services as part oftheir broadcast subscriptions.

Bell Fund producers find themselves at the centre of the maelstrom, producing great media content that lives onmany platforms and can be used in many distribution channels. Whether the screen is on a TV, computer, phone, tablet, phablet, or wearable device, Bell Fund continues to assistthe development and production of world-class media content that will entertain, enthral, and inform audiences.

Bell Fund activities are made possible by annual contributions from Bell TV, Bell Aliant, Câblevision du Nord deQuébec and the BCE/CTV Benefits.

We continue to reap the benefits and bear the stresses of living in “interesting” times.

The world of a newborn is a world of on demand: on demand feeding, on demand diaper changing, on demandsleep cycles. As babies grow up they learn that the demands for now, anywhere and anytime are not alwayssocially acceptable. Television content, however, is evolving and has evolved to meet that dictate.

While broadcasters and distributors experiment with technology and new delivery forms to meet demandingviewing habits, television producers create entertainment and information experiences which are enhanced bydigital media creators who encourage audiences to interact with stories that are being told over multipleplatforms.

That’s where the Bell Fund comes in. During the past 16 years, the Bell Fund has invested $130 M in 1300 televisionprograms and related interactive content. That is a lot of Canadian content to be seen and experienced anytimeand anywhere, much of it award-winning!

The Bell Fund continues to challenge the industry to optimize the opportunities that the digital world offers.Whereas the focus has been on taking television to new platforms, the Bell Fund recognized that the reverse is

now more feasible than ever, as successful content on digital platforms can be adapted to find new audiences ontraditional television. So, the Bell Fund announced the launch of a pilot OnLine to OnTV funding program to helpmake this transition possible.

The Bell Fund and the projects it supports have long held a world-class leadership role in the cross-platformindustry internationally. To enhance this reputation, the Bell Fund undertook several new international outreachinitiatives, including the sponsorship of the annual International Digital Emmy© Awards and awards presentationat MIP in Cannes, the Focus on Canada delegations to Power to the Pixel in London UK and to Forum Blanc inGrand-Bornand France, the updating of the Framework for International Co-productions, and support of researchinto the challenges of international digital media co-productions.

The Bell Fund now offers nine different funding programs designed to meet the needs of today’s cross-platformindustry. A record $16.7M was invested in 187 projects which were funded during 2013. With all of that activity andover the past 16 years, there have been a lot of lessons learned by television and digital media producers andbroadcasters, funders and distributors, and the Bell Fund is compiling a collection of tips to share with theindustry. And, we will continue to offer the support, services and financing that have helped to serve demandingaudiences and continue building the vibrant industry that we have in Canada today.

Board members

PAUL HOFFERTChair

Paul Hoffert is a former President of the Academy of Canadian Cinema and Television, former Chair of theOntario Arts Council, and on the Fine Arts faculty of York University. He holds a doctorate in law from Universityof Toronto and is a former Faculty Fellow of the Harvard Law School. He also is the author of best- selling booksabout the Information Age and a textbook about composing music for videogames and websites. Mr. Hoffertreceived the Pixel award in 2001 as Canada’s New Media Visionary, was inducted into the Canadian Rock and RollHall of Fame in 1995 for his success with his band Lighthouse, and was awarded the Order of Canada in 2004 forhis contributions to Media and Music.

LORI ROSENBERGVice-Chair

Lori Rosenberg, Managing Director, Network Content, Linear/VOD, for the Bell Residential Services group, hasspent the past twenty-five years in the launch, programming, marketing, general management and distribution ofbroadcast and specialty television networks. She was a member of the start-up team for Showcase Televisionand History Television, led the creation of two specialty channels for Corus Entertainment, and oversawprogramming, production and publicity for over-the-air broadcast station CHCH as part of the WIC network. Lorihas also managed the analysis of English language projects for the Canadian Television Fund (now CMF); andmarketed Astral, HBO, Fox and Sony/Columbia content for Canada's largest distributor of television and theatricalprogramming. At Bell, her current portfolio includes oversight of the channel-based content (live and on demand)for Bell's traditional and non-traditional platforms: Fibe TV, Satellite TV, the Bell TV app and Bell TV Online. Shesupports the team managing all such content relationships on behalf of Bell and its related parties, including BellAliant and Cablevision du Nord.

SUZANNE GUÈVREMONT

Suzanne Guèvremont has been the General Manager of the NAD (School of Digital Arts, Animation and Design)since 1999, a center of excellence in 3D animation related to UQAC, where a Bachelor in 3D Animation and DigitalDesign, a Masters in Art with a 3D Animation and Design orientation and the annual Elite Conference are offered.Before becoming General Manager she was Manager of Business Development from 1995 to 1999. Her dutiesincluded the creation of a corporate training program, and with well known companies such as Softimage/AVIDand Autodesk Media and Entertainment she collaborated in the establishment of a worldwide Authorized Trainingprogram, thus allowing the NAD to reach international recognition. Suzanne has been a member of the board ofDirectors of the Alliance numeriQc between 2001 and 2005 (acting as President for the last two years). She wasalso a member of the boards of Directors of the Consortium multimedia CESAM (1995-2001), the Forum desInforoutes et du Multimedia (FIM) (1999-2001) where she had a say in important matters regarding business andcultural growth of the Canadian and Quebec new digital markets. Since 2010, she is a member of the board ofDirectors of SODEC and of the Consortium en imagerie numérique du Québec (CINQ).

JACQUES LABELLE

Jacques Labelle is President and Chief Executive Officer of Saint-Jacques Vallée Y&R, a communication agency.He has spent the past twenty-five years helping major Canadian advertisers build strong brands by creatingoutstanding multiplatform campaigns. He contributed to the success of clients such as General Motors, Danone,Bank of Montreal, Loto-Québec and McDonald’s while working at agencies like Cossette Communication-Marketing, Ricochet Branded Content and Alfred Communications. He has been a member of the board ofdirectors of Hexagram, and serves on the board of Le Refuge des jeunes de Montréal. He holds a Bachelor of Artsdegree from Université Laval.

LOUISE LANTAGNE

Louise Lantagne was appointed Executive Director of Television for Radio-Canada in June 2008. She isresponsible for all television programming and scheduling. She began at Radio-Canada in 1999 as the Head ofCanadian Feature Films and then as the Director of the Feature Film and Drama department where she managedthe development of in-house and independent production, followed by the position of Executive Director, Radio.From 1991 to 1999, she was a Project Manager at Sodec and then Manager of the Content Team where she wasresponsible for evaluating feature film projects, documentaries and television series and following up on theircreative and business deliverables. She also contributed to the policies and programs of the Sodec. Prior to this,she was a practising lawyer and became a legal and political consultant for the Minister responsible for Women,and then consultant to the President of the Office des services de garde à l’enfance. Louise Lantagne wasadmitted to the Québec Bar (83-84), and also has a Bachelor of Law degree from the University of Montreal (80-83) and a BA in French literature from McGill University (74-77) for which she received a Gold Medal from theGovernor General of Canada. In addition, she has a Master’s degree in Comparative Literature from theUniversity of Montreal.

MARTIN CERÉ

Martin Ceré manages digital media at Réseau des sports (RDS) at Bell Media. Heoversees digital operations,product development and user experience and he is part of the Bell Media national digital media managementteam. In the last years Martin managed the Sympatico French portal and occupied several management roleswith Bell since 1999. The portal reaches out to a diversified and very large scale public with more than 4 millionInternet users in Quebec. Martin spearheaded a number of digital projects and played a leading role in theacquisition of projects and distribution of contents multiplatform for Bell in Quebec. Holder of a MBA from HECMontreal, Martin has been working in the field of the new media for 15 years. He joined Bell in the stride of severalstartups of Web projects as the business portal Bellzinc.ca, the group Bell Interactive and the site Bell.ca.

CATHERINE WARREN

Catherine Warren, President of FanTrust Entertainment Strategies, is celebrating 25 years in mass media and newmedia, working in Canada and internationally. As an advisor to Fortune 500 corporations and the entertainmentindustry, Catherine helps clients with digital media growth, including raising capital, distribution deal-making,revenue generation and cross-platform productions, partnerships and fans. The former Chief Operating Officer ofthe entertainment portal software company Blue Zone and European Bureau Chief of the computer magazinepublishing house PCI, Catherine has variously served as editor or publisher of more than 25 books and magazineseries for children and adults on science and computing as well as executive produced 20 websites andinteractive broadcast initiatives, including ORCA FM, the world’s first all-whales/all-the-time radio station (theoriginal “pod”cast!) and the Gemini Award-winningCTVNews.com. Catherine is an international judge for thedigital Emmy Awards and a member of the International Television Academy of Arts & Sciences. She has served asthe Chief Industry & Research Officer of Emily Carr University and sits on a number of corporate and not-for-profit boards, including the United Nations flagship World Summit Award for digital media. She holds degrees fromReed College in physics and from the Columbia University Graduate School of Journalism. Catherine is a regularcontributor to the Huffington Post where she writes about media. BARRY CHAPMAN

Barry Chapman is currently Vice-President Regulatory Affairs, BCE Inc. He has held this position since 1998. In thisposition he has responsibility for the regulatory functions related to Bell Mobility, Bell TV and other related issues.Previously he was Executive Director of Convergence at Stentor Resource Centre Inc. In this capacity he hadresponsibility for the regulatory and strategic planning functions related to the Broadcasting sector forStentor.Previously, Mr. Chapman held senior positions in the Cable Television industry as Vice President andGeneral Manager of Maclean Hunter Cable TV and Vice President of Finance for Ottawa Cablevision. He has alsoheld senior level finance positions in the construction and high tech sectors.He has served as a member of theBoard of Directors for The Ontario Cable Television Association, Advanced Broadcasting Systems of Canada(ABSOC), Treasurer of Media Awareness network, President’s Alumni Council for Carleton University, Chair of theCarleton University Parent’s Alumni Campaign and current Board Member of Mobile Satellite Ventures (Canada)Inc.Mr. Chapman is a member of the Institute of Chartered Accountants of Ontario and holds a Bachelor ofCommerce degree from Carleton University

KEN MURPHY

Ken Murphy is a media executive with over 25 years of leadership experience in Canadian Specialty Televisionand is the President and Co-Founder of High Fidelity HDTV Inc., a Canadian based specialty broadcaster.Kenfounded High Fidelity HDTV Inc. anticipating two emerging trends in Canadian broadcasting – high definitiontelevision and the “Boomer” audience. Since 2006, High Fidelity HDTV has owned and operated four exciting andoriginal high definition channels: Oasis HD™, eqhd™, HIFI™ and radX™. Breaking away from the mold of standardtelevision, these 4 channels have earned a large and devoted following from an older affluent audience thatcontinues to grow by offering programming that is smart, refreshing and beautiful, in a clutter-free environment.That is, these channels respect the viewer. Through the development of international and domestic relationships,High Fidelity HDTV not only has become a leader in providing innovative products but has positioned itself forgrowth in the global marketplace.Ken’s wealth of experience in senior leadership roles virtually covers all areas oftelevision, including business development, channel distribution, ad sales, marketing, engineering, operations andinteractive media. The depth and diversity of Ken’s skills is second to none in Canadian television.Prior to hisventure with High Fidelity HDTV, Ken had a lengthy television career with both TSN (The Sports Network) andDiscovery Channel (Canada), parent company Netstar Communications Inc., holding a number of positions,including Director of Operations for TSN and President of Discovery Channel (Canada). A pioneer with the TSNmanagement team (1984-1994) which developed and launched TSN in 1984, Ken was an integral part of one ofCanada’s first specialty services and, it’s most successful. Ken went on to lead the operational and engineeringteams which designed and built one of Canada’s first all digital major broadcast facilities which became thefuture home of both TSN and Discovery Channel (Canada). As Director of Operations for TSN, Ken lead a team ofover 150 artists, technicians and support personnel, achieving industry-leading productivity levels.With NetstarCommunications Inc., acquisition of Discovery Channel (Canada) in 1994, Ken stepped into the new andchallenging role of Vice President, Production & Administration, subsequently becoming President in 2000. Kenwas one of the key executives responsible for Discovery Channels (Canada) launch and subsequent enormoussuccess in the Canadian media marketplace.A little known fact about Ken is his passion for music. A true fan ofthe “golden” years of music, Ken is one of North America’s prominent collectors of vinyl records, having more than30,000 (all pre-1969) “units” meticulously sorted and filed in his Toronto home (structurally reinforced to supportthe collection). Ken also has a keen interest in the arts and enjoys fishing and skiing.He lives in Toronto with hismost understanding wife Paula and their two sons Alexander and Brian.

ANDRA SHEFFERExecutive Director

Andra Sheffer is the Executive Director of three private Funds supporting the Canadian new media, television andfilm industries: the Bell Broadcast and New Media Fund which invests in Canadian television programs and theirassociated interactive digital projects; the Independent Production Fund which invests in drama series created fordigital platforms; and, the COGECO Program Development Fund for the development and production of televisiondrama. She was the founding Executive Director of the Academy of Canadian Cinema and Television producingthe annual Genie and Gemini Awards. She lectures on the business of television and new media and is the editorof publications about the business of tv and digital media production: New Media, New Business: The Producer’sguide (2001), Create a Winning Proposal – the Handbook for New Media Prodders (1999) and the co-editor ofMAKING IT: The business of film and Televsion Production in Canada (1986 & 1995). Previously she served as theManaging Director of the Toronto International Film Festival, and with the federal government as a CertificationOfficer setting up the original CAVCO office (and Canadian content “point” system), and at the Film FestivalsBureau promoting Canadian films internationally.

CLAIRE DIONAssociate Director

From 1980 to 1987 Claire Dion held positions at the Institut québécois du cinéma, the SGCQ and SOGIC, nowSODEC, as script advisor and Director of Developement and Production. Since 1987 she has served as editor of ahealthcare business periodical; she was responsible for teaching a scriptwriting course for television at theUniversité du Québec; she acted as associate producer for the development of director Robert Favreau’s featurefilm L’Ange Noir and script editor of the first series Super Sans Plomb. In 1991, she set up the Quebec office for theMaclean Hunter Television Fund, now the Independent Production Fund, which administers the COGECO ProgramDevelopment Fund and the Bell Broadcast and New Media Fund. She acted as consultant for Shaw Cablesystemsin Quebec for SCPI and the SBF from 1997 to 1999 and for the CanWest Promotion of Programming Fund in 2003.Claire Dion received her B.A. in television studies from Concordia University and a Master Degree in Cinéma fromUSC (University of Souther California). She was chair of CLSC Côte-des-Neiges for 10 years. She is a member ofthe Canadian Academy of Cinema and Television, Femmes du cinéma de la télévision et des nouveaux médias deMontréal and vice-president of the Fondation Marijo.

CHARLES ZAMARIAFinancial Director

Charles Zamaria is Financial Director for the Bell Broadcast and New Media Fund, Independent Production Fund,and COGECO Program Development Fund. He has assisted in developing and creating national professionalstandards for the emerging new media production industry.Concurrently, Professor Zamaria is a full-time tenuredfaculty member in the School of Radio and Television Arts at Ryerson University, where he specializes in teachingbusiness aspects of producing in various media industry. He has worked for CTV, YTV, CBC, Telefilm Canada andCambium Productions in various production and management capacities. He has credits on dozens of award-winning independent film and television productions. He is the author of numerous, publications, served asDirector for trade missions (Department of Foreign Affairs and International Trade, Canada) and conductedresearch analysis and studies internationally.In addition, he serves as Project Director and Principal Co-Investigator on the Canadian Internet Project – an extensive research undertaking which analyzes Internet usageand non-usage patterns in Canada in international perspective.He is a member of: AoIR (Association of InternetResearchers), NMBIA, IMAT, DGC, CFTPA, ACCT, CIPA, UFVA, BEA, BEAC and DOC He sits as a member of CFTPA’s NewMedia Advisory Committee, Federal/Interprovincial Tax Credit Committee.

The projects

Production

The Bell Fund supports the production of interactive digital media extensions of Canadian television programs.The fund will provide a grant of up to 75% of the digital media production costs to a maximum of $250,000 andwill also match any broadcaster cash contribution to the digital media project to a maximum of $100,000. Thefund will also provide a TV licence fee top-up of 75% of the Canadian broadcast licence fees to a maximum of$75,000 to eligible TV projects that receive digital media funding.

Production - Low budget

Low Budget Productions are defined as digital media budgets of $100,000 or less. The projects

Legacy

Legacy projects are defined as digital media extensions for successful Canadian television projects that havereceived at least one broadcast licence renewal and did not previously have any digital media extensions.

Development Projects that are eligible may apply for development support to develop interactive digital media concepts relatedto legacy television programs. Funding is available in the form of grants not to exceed 75% of the costs ofdevelopment of the digital media project to a maximum of $50,000. Legacy projects are defined as digital mediaextensions for Canadian television projects that have received at least one broadcast licence renewal and did notpreviously have any digital media extensions.

ProductionThe fund will provide a grant of up to 75% of the digital media production costs to a maximum of $250,000 andwill also match any broadcaster cash contribution to the digital media project to a maximum of $100,000. Thefund will also provide a TV licence fee top-up of 75% of the Canadian broadcast licence fees to a maximum of$75,000 to eligible TV projects that receive digital media funding.

International activities 2013

The Bell Fund undertook several international activities to support Canadian production companies, to promoteCanadian digital media projects and to encourage potential international co-production partnerships.

FORUM BLANC

Grand Bornan, France (January 15-17, 2014) The Bell Fund and six Quebec digital media companies participated at Forum blanc and its conference “Newpractices – new content”. The Quebec companies had the opportunity to demonstrate their transmedia expertisethrough presentations of their multi-platform projects which can be viewed at www.forumblanc.org. This highlighton our companies provided a focus for new business and coproduction partnerships.

MIPTV INTERNATIONAL EMMY AWARDS

Cannes, France (8 April, 2013) The Bell Fund sponsored the 2013 Digital Emmy® Awards and the awards ceremony that was held during MIPTV’sOpening night activities in Cannes in April. Two of the 12 nominated programs were Canadian : Guidestones(guidestones.org), produced by iThentic and 3 o'clock.tv and Temps Mort 3 (tou.tv/temps-mort), produced byProductions Babel received nominations in the category of Digital Program: Fiction. All of the 12 nominatedprograms were showcased at MIPCube during a special session hosted by Bell Fund Board member CatherineWarren, also sponsored by the Bell Fund, giving MIPTV participants a chance to see the best in digital media andmeet the nominees. Guidestones was awarded the International Digital Emmy Digital Program: Fiction. Inspired bytrue events, Guidestones is the story of two journalism students who uncover a global conspiracy whileinvestigating an unsolved murder. POWER TO THE PIXEL

London, UK, (Octobe15-18, 2013) Fifteen Canadian digital media producers attended Power to the Pixel, with Bell Fund Executive Director AndraSheffer. Power to the Pixel is a showcase of ideas, people and projects changing the face of media and the placeto learn how to adapt to stay relevant to digital change. The Canadian delegation met with leading UK producersto exchange co-production ideas; they also had the opportunity to participate in sessions of 3-minute quickpitches to the audience at the Forum.

Detail: Production Program 2013Over $14.8M was approved for the production of 87 interactive digital media projects, 51 associated televisionprograms and 3 performance accelerator projects. 67% of all funding was for English-language projects and 33%for French-language projects (some of which were bilingual). In 2013 the Bell Fund began offering support for TVprograms associated with Low Budget Production digital media projects. This also includes 1 Legacy productionproject, a new program introduced in 2012 to support the development and production of successful Canadiantelevision programs that have received licence renewals but did not have any previous digital media extensions.

Detail: Production Program 1997-2013928 projects have benefited from over $122.4 M that has been allocated to the Production of digital media projectsand television programs since 1997. 80% of all funding supports digital media components and 20% supports theassociated television component. This has been allocated 63% to English-language projects and 37% to French-language projects (some of which were bilingual).

Detail: Development Program 2013In 2013, over $1.6M was allocated to support the early development of 10 interactive digital media projects, andthe development of 13 TV concepts, tied to 12 different broadcast channels, to be tested with audiences online. InOctober 2012 the Bell Fund introduced the new TV Development Online Digital Pilot program (now TVDeveloppement Online) to encourage the testing of content directly with audiences to inform creativedevelopment and audience engagement for eventual broadcast.
