Mr. George Foster

George rst fell in love with the riverindustry in 1964 when he took a summer

job as a deckhand for Riverside Sand andDredging Company. He received his CoastGuard’s License in 1966, and from there heworked on several harbor boats and actedas a line haul relief pilot for six months.In 1976, together with business partner Tom Rollins, Georgeopened Jefferson Barracks Marine Service. They grew the businessfrom 3,000' of eeting area to more than 10 miles and added anumber of additional services along the way. This led to the 1999purchase of a small cleaning and repair operation, along with a dry

dock, now known as JB Marine Service, Inc. Through George’sleadership, JB Marine Service, Inc. now employs over 100 peopleand operates 8 tugs, 4 dry docks, 4 topside facilities, a full-servicefab shop, and a full-service machine shop.

George has volunteered in leadership roles for organizations suchas the American Waterways Operators (AWO) throughout his 14years of membership, including Chairman and Treasurer. He wasthe president on the St. Louis Harbor Association for 11 years,served as a Board Member of RIETF for 22 years and a member ofthe Western Rivers Area Maritime Security for 8 years.

Charlie found his passionworking on the water, andin 1943 he enlisted in theU.S. Navy where he servedin Guadalcanal and off theCoast of Japan. After theWWII, Charlie returned toWest Virginia and rejoinedthe family business just as it acquired HatCoal Company, which operated steamboatriver terminals along the Kanawha and Ohthe river operations, renamed Amherst Ba

RADM Kevin Cook

RADM Cook retired in July after 36 years

of service in the Coast Guard. During hiscareer, RADM Cook continually advancedthrough escalating levels of responsibilitieswithin the Coast Guard’s national and regionalheadquarters, and in shipboard and maritimesafety assignments culminating with commandof the Eighth District, a 26 state region,headquartered in New Orleans.

Rear Admiral Cook holds an impressive military record with militarydecorations including the Legion of Merit, Meritorious Service Medal,Coast Guard Commendation Medal, and Coast Guard Achievement

Medal. Despite his career demands in lling critical billets and key rolesin numerous high prole incidents, RADM Cook always kept mariners’welfare at the forefront. In particular, he continually championedmariner access issues in the decade following 9/11; and has alwaysencouraged his subordinates to “honor the mariner” as the rstprecept in any dealings with ship, tug and towboat crews.

Royce Wilken joined Archer Daniels Midland

Company in 1976 where he drove the openinof the Mexican markets to ADM productsshipping into Mexico, and he initiated ADMmanufacturing processing operations at thecompany’s corn processing facility in New Yoand its soybean processing facilities located iGeorgia and Iowa.

Royce later served as Vice President of the ATransportation Company (ARTCo) where heChaco/Lancenter/Mecca companies in 1995. of ARTCo in 1999 and advised the Toepfer, B
