Overview of Annual Coal Distribution Tables, 2016
Introduction
The Annual Coal Distribution Report (ACDR) provides detailed information on domestic coal distribution by origin state, destination state, consumer category, and method of transportation. Also provided is a summary of foreign coal distribution by coal-producing state.
The 2016 Annual Coal Distribution Report supersedes the data contained in the four Quarterly Coal Distribution Reports previously issued for 2016. This report relies on the most current data available from EIA’s various monthly, quarterly, and annual surveys of the coal industry and electric power generation industry. In addition, the report contains actual annual data instead of imputed data for smaller electric generation plants that are excluded from the monthly filing requirements.
Table Format and Sources
The Electric Power sector in this report includes electric utilities, independent power producers, and electric utility combined heat and power plants. Commercial combined heat and power and industrial combined heat and power plants, which also submit data on the Form EIA-923, “Power Plant Operations Report,” are included in the industrial plants (excluding coke) and commercial and institutional sectors.
Coal receipts as provided in the Annual Coal Distribution Report for the electric power sector are less than the total quantities reported on Form EIA-923. The Annual Coal Distribution Report reflects the distribution of domestically produced coal. Therefore, coal imports from the EIA-923 survey are excluded. Other excluded categories are waste coal for the electric power sector, plus all receipts for the commercial combined heat and power and industrial combined heat and power plants.
At the end of the second quarter of 2014, the old Form EIA-3, “Quarterly Coal Consumption and Quality Report, Manufacturing and Transformation / Processing Coal Plants and Commercial and Institutional Coal Users” and the Form EIA-5, “Quarterly Coal Consumption and Quality Report – Coke Plants” were both discontinued. A new Form EIA-3, “Quarterly Survey of Non-Electric Sector Coal Data” became the source of data for coke plants, industrial plants (excluding coke), and commercial and institutional facilities.
Coal distribution to coke plants is obtained from the Form EIA-3, “Quarterly Survey of Non-Electric Sector Coal Data.” The volume of coal distributed to coke plants excludes coal imports and is thus smaller than the volume of receipts at coke plants reported in the Quarterly Coal Report (QCR), which includes imports.
Coal distribution to industrial plants (excluding coke) is obtained from the Form EIA-3, “Quarterly Survey of Non-Electric Sector Coal Data” and Form EIA-7A, “Annual Survey of Coal Production and Preparation.” The Annual Coal Distribution Report volume reported for industrial plants (excluding coke) is smaller than the volume of receipts at industrial plants in the QCR to the extent that the Coal Distribution Report excludes waste coal and imports.
Beginning in 2008, the residential and commercial consuming sector was replaced by the commercial and institutional sector, which excludes the residential sector and small amounts of coal used in the transportation fuel sector (primarily tourist steam railroads). Commercial and institutional coal distribution is also obtained from the Form EIA-3, “Quarterly Survey of Non-Electric Sector Coal Data.”
Previously, on the EIA-6A survey, it was not possible to identify refuse or waste coal,1 which was included in anthracite and bituminous distributions. Waste coal receipts are collected and separately identified on the Form EIA-923 and represent

especially significant volumes in Pennsylvania and West Virginia. The Annual Coal Distribution Report excludes waste coal and small volumes of synthetic coal that may have been distributed after all synthetic coal plants were closed.
Coal exports previously reported on the discontinued Form EIA-6A, are now obtained from the modified Form EIA-7A, “Annual Survey of Coal Production and Preparation.” Coal exports may differ from the volumes reported in the Quarterly Coal Report (QCR). Volumes reported in the QCR are obtained from the U.S. Census Bureau, U.S. Department of Commerce, Form EM 545, "U.S. Exports of Domestic and Foreign Merchandise." Differences arise in the results of the surveys because of differences in survey frame populations, survey errors, assumptions and definitions. Since 2010, the Annual Coal Distribution Report has added the estimates of coal exports data by brokers/traders.
Resolving Missing Data in the Form EIA-923 Records
In reporting the 2016 data, a number of respondents submitted on EIA-923 survey with a blank or null entry for origin state and a smaller number submitted without entering a transportation mode. Application of computerized algorithms and a review of past plant receipts identified some of the coal origin states and the likely method of transportation.
U.S. Domestic Coal Distribution Detailed Data Files
The 2016 Annual Coal Distribution detailed data file is a Microsoft Excel spreadsheet that provides aggregated volumes of coal by origin state, destination state, consumer type, and transportation mode. The volumes represent short tons of coal for the calendar year 2016 by each quarter.
