Ministry of Youth Affairs and Sports, Government of f ndia has introduced a
new scheme called "Khelo-lndia: National Programme for Development ofSports" by dovetailing earlier schemes (RGKA, USIS, NSTSS).
Z, The Khelo-lndia Scheme will have three components: (l) Competitions,
(ll)Talent ldentifications and (lll) Sports Infrastructure. The details of each
component are mentioned in the Operational Guideline (gist enclosed).
3. The Sports infrastructure component is of our particular interest, under
which we can avail the benefit of developing sports infrastructure in the State.
The various projects which can be submitted under sports infrastructure are as
follows:
4. All local civic bodies, schools/colleges/universities are eligible to apply for
development of sports infrastructure, Muffasil / 5ub-district areas at a scale of
Rs. 3.00 cr. per project are also eligible. All proposals received from different
agencies will have to be approved by the Sports Department and
submitted to Ministry of youth Affairs with an application in prescribed
format, estimate of cost, drawing and design, certificate of ownership of land
etc.

2,2, Consrrucrion of'stadia Complex r,{,itt U" decided by this Ministry aff.er takitrg into account
lhe various facilities avaiiable in a state. No proposal in this regard shall be sent by any eligible
Er:ltity, The Stadia Complex may include the following:-
(i). Construction of Multi-purpose Indoor Halls for Indoor games
f ii). lnctoor Stadium including Swimming Pool Complex in the Stadium
tiii), Ourdoor Stadium with spectator galleries and elite facilities
1iv), courrs for spons tike Tennis, squash. Basket Ball, Volley Ball etc'
(,r). Provision of'FIFA standard Natural 'furf in Football Grounds
(vi) sports academies and training centres including hostels for sportspersons
3. The cost of the project over and above the maxirnum admissible grant mentioned above
slrall be borne by the grantee.
1. Sporls infrastructure facilities will be provided at mofussil / sub'district areas at a lEsser
scale with cost of about Rs.3,00 crore per project'
5, The following entities shall be eligible to receive assistance for creation of sports
infrastructure under this scheme: -
(a) State Governments/State Sports Council/State $ports Authority;(b) Local Civic Bodies;(c) School. Colleges and Universities under Centlal/State Govemments; and
(d) Sports Control Boards,

(r, All the eligible entiries rnentioned in Para 5 above shall forward their proposals
*longwirh the presciibed application fonn to the Sports Department of the tespective State Covt.:l:5c'apptication will be countersigned by the Principal Seuetary/Secretary in charge of Sports

1. Each State/Union Tenitory shall get projects in a year based on their population, area and
p'oposals from them. However, no StateAJT wiil be left uncovered over a period of three years.
B. The USIS sclieme was converged with Mernber of Parliament Local Area Development
il\4pLAD) scheme r,vith effecr fron March,2012. As a result of this, if a Memberof Parliament
contributes at leasr S}o/o of the grant admissible for a project under this scheme, the balance will
bc madc lrom rhe budget provision of this schenre for two additional projects. The Menlrer ofparlianrent may conrribute fiom his MPLADS funds for creation of capital assets as well as
cJurable assets like sporls equipment etc., as admissible under MPLAD Scherne'
I 'l'he eligible entirics. mentioned in Para 5 above, shall forward the proposals in the form
6f a I)ctiriled projcct Reporl (DPR) which will contain thE: following details:'
(i) Application in the prescribed format (enclosed as Annexure 1)'
(ii) Estimates of cost
(iii) Drawing and design
(iv) The proposal shell be as per the specifications rnentioned in Agexure 2'
(r,) Confirmation that rhe land on which the project is proposed to be executed belongs t0 the
grantee (State Govt. etc,) and free from all encumbrances'
(vi) Tire land mentioned in Para 9 (v) above is a developed iand and ready for execution of the
pi:ojc'ct.

ru;nder this scheme shall be borne by the gran[ee'
(viii) The capital asset creared from rhe grant released under the scheme shall be maintained by
rhe grantee, The DpR shall contain a road map regarding the methodology proposed to be
acopted by the grantee for maintaining the asset' For example, details like engagement of
coacfi/trainer, conducring tournament/ competition, allowing the local populace to utilize the
s.)Orrs tacilities available, levying a norninal entrance fee etc' may be indicated'
10. The proposal received liom the eligible entity will be examined in this Ministry in
consuJtation wit6 Spor-ts Authority of lndia. Thereafter, the proposal will be placed before the
I,iational Executive Committee for consideration. The constitution of the National Executive
