2. Introduction
This inception report is the first deliverable of the consulting firm for the ADB funded “Second
Vocational Education and Skills Development Project”.
The Kyrgyz Republic has requested and received approval for a loan and grant from the Asian Devel-
opment Bank (ADB) for the Second Vocational Education and Skills Development Project (the Project).
The impact of the Project will be inclusive growth through improved employment opportunities for tech-
nical and vocational education and training (TVET) graduates. The expected outcome will be enhanced
quality, relevance and efficiency of and more equitable access to the TVET system. The impact and the
outcome are to be achieved through four outputs including: (1) rationalized primary TVET system and
modernized TVET system; (2) improved TVET teaching and learning environment; (3) developed cur-
riculum, teaching and learning materials for TVET; and (4) enhanced quality of TVET training delivery.
The Agency for Vocational Education (AVE) is both executing agency (EA) and implementing agency
(IA) of the Project
The Agency of Vocational Education and Training AVET of the Kyrgyz Republic contracted HELVETAS
Swiss Intercooperation to provide consultancy services for the implementation of the Second Vocational
Education and Skills Development Project. HELVETAS Swiss Intercooperation will provide consultancy
to the AVET itself, to the Republican Scientific and Methodological Centre RSMC and to the Pro-
gramme implementation Unit under AVET. It´s foreseen to provide the consultancy services for a 4-
years period.
The Technical Assistance formally commenced on the 11th of November 2013 with the “Notice to Pro-
ceed” sent by Mr. Cholponkulov, Director of AVET to the TL Johann-Peter Porten on the 6th of Novem-
ber 2013.
The report at hand reflects the results of the talks with the ADB-mission during its stay in Bishkek from
the 14th to 19
th of November, especially regarding the update of the overall project implementation plan
and the visits to the development partner and international agencies and the field visits to the PVSs.
The Inception Report informs about the Updated implementation Plan, Project Team and the mis-
sions planned for 2014 of the international experts of the consulting firm HELVETAS Swiss Inter-
cooperation. The ToR and Outline for the school mapping exercise commissioned to HELVETAS Swiss
Intercooperation are in the process of negotiations and will be reflected in the next report.
Summary of project activities during inception phase
Project commencement on 11th of November 2013:
Prior to the official commencement, the TL Mr. Porten and the DTL Mr. Abdykaparov attended on
6th of November, the official ceremony of contract signing between the Agency of Vocational Edu-
cation and Training AVET, represented by its director Mr. Cholponkulov and HELVETAS Swiss In-
tercoorperation Kyrgyzstan, represented by its country director Mr. Christian Steiner.
Since the following days were official holidays in memoriam of the October Revolution in Russia
1917, the project leaders used the time to take position and accommodated the office space pro-
vided at the AVET building.
Visit to Ministry of Education
The visit to the head of department for Secondary Vocational Education, Mr Joldoshev aimed at
presenting the international and the national deputy team leader and communicate the start of the
project and the need for close cooperation in matters of the Secondary Vocational Schools and
other matters of common interest.
Visits to development partners and International Agencies
In order to get an actual overview of the activities in TVET and to establish contact and for further
cooperation, the TL and the DTL visited:
GIZ, the Program “Vocational Education & Training and Employment Promotion” in absence of
Dr. Blumenstein the program director, TL and DTL were attended by Mrs. Jyldyz Kalmyrzaeva,

the management coordinator of the program. The GIZ program cooperates with ILO in the field
of labor market information, the development of a sector wide approach for education and what
was of special interest GIZ´s cooperation with the I VESD project from ADB.
SEQUA gGmbH, Mr. Bernhard Becker Josef from, who works under the above mentioned GIZ
project as specialist for Accreditation and Certification in Vocational Education
UNICEF, Mrs. Alvard Poghosyan from, specialist of Education and Early Childhood with the
special interest to receive detailed information of the “School Safety Assessment Program”
which´s methodology, tools and lessons learnt are planned to feed in to the school mapping ex-
ercise to be performed by HELVETAS Swiss Intercooperation under the II VESD – project.

The visit to the EU-delegation was jointly with the members of the ADB-mission.
Participation in workshops
During the 1st mission the TL and DTL participated in 2 workshops of interest for the implementa-
tion of the project:
DVV German Adult Education Association, Kyrgyz Republic “Validation of professional quali-
fications, through non-formal and in-formal learning, European Experience”.
ETF European Training Foundation, establishment of sector councils, experiences from EU
countries and Moldova.
Field visits
Visits to 6 Primary Vocational Schools in Bishkek and in Chui oblast. The PVSs visited in Bishkek
have been supported under the I VESD project.

During the visits special attention was given to the new equipment purchased under I VESD and its
utilization as well as the new curricula and teaching material. Observations during the field visit led
to the inclusion of additional topics into the school mapping exercise, as e.g. conditions of equip-
ment purchased and appropriate utilization, utilization of teaching and learning material, amongst
others.
Kick off workshop with AVET, PIU, RSMC and HELVETAS Swiss Intercooperation
During the last November week the kick-off meeting was held with the main stakeholders for pro-
ject implementation. Based on lessons learnt from the previous phase, special emphasis was given
to clarify and to approve the lines of communication between the different stakeholders with the ob-
jective to enhance the ownership of AVET. Mr. Cholponkulov assigned counterpart, heads of de-
partments of AVET to the respective components of the II VESD project, and the overall coordina-
tor Mrs Anar Beishembaeva.

th of November, several meetings were held with the ADB mission composed
of Mrs Jazira Asanova, Senior Education Specialist, new responsible, Mr. Michiel Van der Auwera,

3. Project team and missions planned for 2014, 1st semester
The table depicted below gives an overview of the international and national key experts, including for
the international experts the schedule for their mission to Kyrgyzstan during the 1st semester 2014. The
assignment of the national experts will be intermittently on request of the Team and Deputy-Team
Leader, considering the tasks to be accomplished in an agreed upon time frame. In April 2014 all inter-
national and national experts will gather in Bishkek for teambuilding, reflection on the works performed
already, eventually done from home office, performing tasks scheduled for the mission and coordination
further actions.

4. Output 1: PVET System Rationalized and TVET System modernized
School Mapping (January – May 2014)
School mapping4 to be performed in the 1
st quarter of 2014, fieldwork during January and February
2014, compilation and presentation of first results in April 2014. Prepare the draft of the rationalization
plan based on the results, circulate for comments, revise and finalise draft and submit to appropriate
authorities in May 2014.5
School mapping exercise will be performed by HELVETAS Swiss Intercooperation, based on the ToRs6
proposed by the ADB´s TVET policy expert, Harry Abrillo, and contract variation.
Sectoral Councils (February – April 2014)
Review materials from other countries on sectoral councils and propose countries to be visited, includ-
ing experiences from ETF. Study visit foreseen in between February and March 2014.
Review existing regulations on the establishment and operation of sectoral councils and propose
amendments, if any, for official approval. Activity planned for after the study visit.
School Advisory Boards (March to April 2014)
Prepare draft operations manual for SABs including templates for meetings, MOUs with industry, etc.,
and circulate for comments.
Finalize operations manual and prepare normative legal document for official approval by appropriate
authorities
Prepare program of activities on strengthening of the SABs for official approval
Management Information System MIS (December 2013 – March2014)
Appraise the existing IT system in AVETT and RSMC and check against requirements for planned MIS.
Preparation of recommendations for improvement based on appraisal and consultations. Regarding
MIS, AVET shall assign a counterpart to the consulting firm´s MIS expert, in order to guarantee from the
very beginning that the ownership of the processes remain with the agency. Additionally, it is foreseen
that data from the school mapping will be integrated into MIS.
Skills Development Fund (February – June 2014)
Review and compile literature on Skills Development Fund (SDF) in other countries and propose coun-
tries to be visited. Study visit foreseen in between February and March 2014
Prepare draft operations manual on SDF and circulate for comments finalize operations manual and
prepare normative legal document for official approval by appropriate authorities
Prepare plan and materials for launching of the SDF through various media inviting training providers to
submit expression of interest (EOI), Evaluate EOIs and prepare list of pre-qualified training providers
eligible to bid for SDF training packages
Tracer study and annual TVET statistical bulletin (February – May 2014)
Submission of information regarding content of TVET statistical bulletin, including required information,
collection of required information, agreement, making amendments and editing
Career guidance and social marketing (February – June 2014)
Prepare draft of gender sensitive career guidance materials for incoming and graduating students and

School Mapping Exercise
A. Background
At the request of the Kyrgyz Republic, the Asian Development Bank (ADB) started providing assistance
to the country’s technical and vocational education and training (TVET) sector through the Vocational
Education and Skills Development Project (VESDP) which became effective in February 2008. The
intended impact of the Project was improved employability and income-earning opportunities of gradu-
ates from primary vocational education (PVE) and strengthened private sector-led economic growth.
The expected Project outcome was more equitable access to and improved quality and relevance of
vocational education and skills training.
The Project aimed to achieve its intended impact and outcome through four components: (i) consolida-
tion and modernization of the PVE system; (ii) improving teaching and learning environments in the
primary vocational schools (PVSs); (iii) modernizing the curriculum and learning assessment and de-
veloping learning materials; and (iv) human resource development.
The component on consolidation was intended to “improve utilization of existing classrooms, training
workshops, dormitories, and equipment; ensure more efficient deployment of staff, and strengthen train-
ing provision in rural areas”.7 This was to be achieved by merging selected schools into “complex
schools” to realize efficiency gains. As this strategy would imply closure of certain schools most likely
those in the rural areas because of low enrollment, the Government found it politically unacceptable. In
2010, an alternative strategy was proposed involving a two-track approach: Track 1 was to focus on the
development of higher level skills oriented toward wage-employment to support the emerging industries
and Track 2 was to focus on the provision of basic skills primarily oriented toward self-employment
particularly in the rural areas but also in the urban areas. The Government and ADB agreed in principle
to pursue the proposed alternative strategy.
Rationalization of PVE system. To make the PVE system more effective and responsive to needs of
labour market and the economy, project will support the completion of the two-track strategy, which has
been previously agreed with ADB and later with the Ministry of Labour, Employment and Migration, as
set forth in the Memorandum of Understanding, February 2013.The project will allocate funds for the
detailed mapping of 110 PVSs. Mapping results will be considered as a basis for determining PVSs
which should focus on providing of higher level courses (Track 1), mainly intended for employment, and
PVSs which should focus on providing of basic skills (Track 2), mainly focused on self-employment in
rural communities because of the lack of industries that can provide the opportunity of practical training
for students, as it is required for the TVET courses of a higher level. Mapping will also cover SVSs,

which will be supported under the Project, in order to collect the information needed for further support
of SVSs. The information will be collected on each institution by provided courses, the number and type
of enterprises in particular area, the number of students, the number of teachers and non-teachers, the
number and distance from secondary schools in particular areas and etc. The school mapping will also
provide basis to examine the feasibility of small PVSs’ integration with large ones under unified leader-
ship or association of small PVSs under unified leadership. The Rationalization Plan will be imple-
mented during the project implementation period.
Under the Vocational Education and Skills Development Project II (VESDP II), the follow-up project
made effective in July 2013, a Rationalization Plan of the PVE system will be developed along the con-
cept of the proposed two-track strategy, based on results of school mapping. Data base that will be
generated will be also used for industrial and administrative purposes.
The Agency for Vocational Education will engage a consulting firm (the Contractor) to undertake the
school mapping exercise within the allocated Project funds for the consultancy services.
B. Objectives and Scope of the School Mapping Exercise
Mapping is conducted to obtain information for subsequent activities to rationalize the PVE system;
for the selection of educational institutions; for activities to strengthen selected PVSs and SVSs.
The objectives of the school mapping exercise are as follows:
To provide an updated picture of the current state of the public TVET system in the re-gion as a basis for subsequent activities, including:
Updating of PVE Action Plan, 2015-2017;
The development of PVE System Rationalization Plan;
The selection of PVSs and SVSs for assistance under VESDP II;
The school mapping exercise will cover all 110 PVSs and selected 32 SVSs throughout the country.
C. Qualifications of Contractor
The Contractor is expected to have the following qualifications:
(i) General experience of at least 5 years in technical and vocational education or related
activities in the education sector for the company and experience of 10 years for en-gaged experts;
(ii) Track record in conducting school mapping exercise and related activities such as tracer
studies and impact evaluation studies including proof of satisfied clients;
(iii) Team composed of highly competent staff that will be involved in the school mapping
exercise including a Team Leader, architects/engineers, TVET specialists, supervisors, and support personnel;
(iv) Adequate logistics and office facilities and equipment, internet connection;

(v) Commitment to quality and deadlines and demonstrated independence and objectivity in
reporting.
D. Tasks and Responsibilities
The Contractor will have the following tasks and responsibilities:
(i) Prepare the conceptual basis for mapping, including review of relevant documents in the
TVET system to have an overview of the Government’s development priorities, taking into account characteristics of the catchment area and whether and how PVSs and SVSs are serving local economy needs;
(ii) Prepare proposal for school mapping exercise indicating the scope, methodology, time-
table, and cost subject to mutual agreement with the AVE;
(iii) Approbation of the methodology with updating if necessary and gathering data on pro-
grams, physical assets, human resources from 110 PVSs and selected 32 SVSs, includ-ing, but not limited to, the following:
Programs and learning materials: proposed programs by courses, occupations, training duration, type of training (traditional, modular, CBT), developers (for exam-ple Project, RSMC, PVE); availability of programs which passed the independent accreditation; the list of guidelines and methodical recommendations for teachers and learning materials for students; library funds fullness, including electronic books and learning tools, obsolescence, compliance of programs to the PVE profile.
Contingent: enrolment and graduates over the past 3 school years by courses, training duration, occupations, gender and social status (orphans, students of the rehabilitation group, etc.); the number of students, covered by the independent as-sessment/certification, educational attainment, average rate of employment.
Human resources: number of personnel by category (i.e., management, teachers, masters, support staff), by age, gender, and educational level; advanced training over the past 3 years – number of trained staff on categories, indicating the subject, training duration, organizer of courses; availability of certificate and its status (for example: multiplier, trainer, participant).
Physical assets as of 2013 (buildings): number of buildings by purpose, total floor area, number of classrooms, workshops, administrative offices, toilets, etc., with rat-ing on physical condition (e.g., very good, good, poor, very poor); civil and rehabili-tation works conducted, type and volume of civil works, completion date, executors, with rating (additional works are required or not required); overall assessment of the structural integrity of the buildings from the standpoint of safety; availability of the State act of registration in the State Registration Service.
Physical assets as of 2013 (land and instructional facilities): Availability of total land area for study purposes, the presence of State Act on granting of land, the presence and type of instructional facilities.
Physical assets as of 2013 (equipment): number and type and age of equipment by technical specifications, availability of specialized equipment by categories; the number which are functioning and not functioning; utilization rate and amortization

rate, level of provision according to standards (e.g., very high, high, low, very low); existing needs in equipment.
Physical assets as of 2013 (furniture): type and number of furniture with rating on physical condition (e.g., very good, good, poor, very poor) and adequacy (e.g., very adequate, adequate, inadequate, very inadequate).
Communication and utilities: availability of utilities (i.e., electricity, telephone, internet, water, heating facility) with rating on adequacy if available (e.g., very ade-quate, adequate, inadequate, very inadequate).
Industry linkage: number of enterprise partners by line of business and by type of partnership; number of signed and active agreements on partnership, by subject and validity.
General socio-economic profile of region8: total population, major economic ac-
tivities, poverty incidence, development prospects (e.g., government projects, pri-vate sector investments, etc.); whether there is adequate number of enterprises by ownership type and type of activity, availability of other educational institutions and providers.
Note: Define criteria for every rating in the rating scale.
(iv) Train on how to use the data collection instruments adequate number of experienced
personnel to be part of the team that will undertake the school mapping exercise includ-ing, architects/engineers, equipment specialists, IT specialist, AVE staff;
(v) Prepare the report based on results of school mapping, with recommendations (for ex-
ample: for Rationalization Plan, on directions and areas of support – rehabilitation, equipment, learning materials, etc.), to be agreed with and approved by AVE.
(vi) Present findings of the school mapping exercise to key stakeholders in a workshop, re-
vise if necessary, and finalize the report
(vii) Create the data base using the appropriate software (ACCESS, specially designed
software or other);
(viii) Provide support in the preparation of the PVE Rationalization Plan based on the findings
from the school mapping exercise.
E. Deliverables
The Contractor will deliver to the AVE/PIU the following:
(i) Primary data in appropriate software (ACCESS, specially designed software or other),
(soft copy); (ii) Data base in appropriate software (ACCESS, specially designed software or other), with
posting on AVE server; (iii) Draft Report with recommendations (soft copy and 3 hard copies)
