Shirdi is among the major places of pilgrimage for all, irrespective of caste, creed and religion. Shirdi Sai Baba is revered and worshiped all over the world. The Sai Baba temple in Shirdi is visited by around sixty thousand pilgrims a day and during religious festivals this number can reach up to five hundred thousand. Shirdi is growing very fast and is going to be one of the largest pilgrimage centres in India. The long term development plan of Shirdi is identical to that of Vatican City. The visiting families from State Bank find it difficult to get a suitable accommodation and in this context SBIOA (Mumbai Circle) made a commitment to its members in 2009 to come up with a Guest House facility at Shirdi.

The Guest House Project was a challenging one with financial outlay of over 2 crores. A chunk of voluntary donations paid by members after last wage revision was kept aside for this purpose. Association dug into its reserves and also appealed to Federation and its affiliates to send voluntary donations. It is for the first time that entire country contributed to this mission voluntarily and donations poured in from nooks and corners of the country. Several units of the association took initiatives and wherever we went, donations for the project were made by the members. It is the time to express gratitude to all of them. The enthusiasm of the activists and members encouraged us to accept the challenge and a loud thought came into reality. The names of major donors which will be displayed on the plaque of the guest house are given below.

A fully furnished guest house will be inaugurated on the auspicious day of “Gudi Padwa”, the 23rd March’ 2012 and opened to all officer members and pensioners from 24th March 2012. State Bank of India Officers’ Association (Mumbai Circle) express gratitude to all the members, non-members and all Sai devotees who have directly and indirectly contributed to this Guest House Project.

SRI SAI BABA OF SHIRDI

Sri Saibaba of Shirdi lived between 1838 and 1918, whose real name, birthplace and date of birth are not known. A spiritual guru and a fakir that transcended the barriers of religions, Saibaba of Shirdi is regarded with great reverence by all communities all over the world. He lived in a mosque and after death his body was cremated in a temple. A saint, a mystic who lived in Shirdi while he was in body. He lived like an ordinary man. He has tremendous compassion. He has tremendous powers. His life can be called a carnival of miracles. He attracted people through his miracles to guide them towards spirituality, love and compassion. Baba's grace is still doing it. Millions still visit his sacred tomb shrine in Shirdi called Sai Baba Samadhi Mandir.

Sai Baba interpreted the religious texts of both Islam and Hinduism. He explained the meaning of the Hindu scriptures in the spirit of Advaita Vedanta. His philosophy also had numerous elements of bhakti. The three main Hindu spiritual paths – Bhakti Yoga, Jnana Yoga, and Karma Yoga – influenced his teachings.

Sai Baba encouraged charity, and stressed the importance of sharing. He said: "Unless there is some relationship or connection, nobody goes anywhere. If any men or creatures come to you, do not discourteously drive them away, but receive them well and treat them with due respect. Shri Hari (God) will certainly be pleased if you give water to the thirsty, bread to the hungry, clothes to the naked, and your verandah to strangers for sitting and resting. If anybody wants any money from you and you are not inclined to give, do not give, but do not bark at him like a dog." Other favorite sayings of his were: "Why do you fear when I am here", and "He has no beginning... He has no end." Sai Baba made twelve assurances to his devotees:

• Whosoever puts their feet on Shirdi soil, their sufferings will come to an end.

• The wretched and miserable will rise to joy and happiness as soon as they climb the steps of Dwarakamayi.

• I shall be ever active and vigorous even after leaving this earthly body.

• My tomb shall bless and speak to the needs of my devotees.

• I shall be active and vigorous even from my tomb.

• My mortal remains will speak from my tomb.

• I am ever living to help and guide all who come to me, who surrender to me, and who seek refuge in me.

• If you look at me, I look at you.

• If you cast your burden on me, I shall surely bear it.

• If you seek my advice and help, it shall be given to you at once.

• There shall be no want in the house of my devotee.

• If you take a step towards me, I will take 100 steps towards you.

The travel facilities for Shirdi are quite good and the tourists can reach here by the air, rail and road transport as well. The major nearby airports are located in Mumbai, Pune and Aurangabad from where one can easily reach here by road. The rail network is equally good and one can come down to Shirdi / Kopargaon. The state transport corporation and private operators run frequent bus services from nearby destinations to Shirdi thus making road transport to Shirdi quite convenient.

The most prominent among the tourist attractions in Shirdi is the Sai Baba Mandir (temple) and his samadhi (memorial). The other highlights of this town include Dwarkamai , Gurusthan, Chavadi, Lendi Baug, Maruti Mandir and Samadhi of Abdulbaba. Apart from all these, there are also many other places of religious importance that you must pay a visit to during your travel to Shirdi. All these places hold immense importance for the pilgrims and are highly revered. These are

Shani Shingnapur is a village regarded to be the holy seat of Shani Dev. It is located at a distance of around 70 km from Shirdi and is visited by people whose Shani (Saturn planet) is in disarray. They perform pooja and abhishek at the Shari Shaneshvar tirtha situated here, to appease the dev. Though the place seems to be full with Shani bhakts throughout the month, exceptional rush is seen on Amavasya (no Moon day).

Even amongst the 12 Amavasyas of the year, the most important one is Shani Amavasya. On this day, a procession (yatra) is taken out in the village, amidst great fanfare. On this day, people from farthest corners of India come to Shani Shingnapur, to pay respects to Shani Dev. A unique feature of the village is that here, nobody locks his house. It is said that Shani Dev protects the villagers and as if as a proof of this saying, no theft has taken place in the village till date.

Situated at a distance of merely 5 km from Shirdi is Sakori, known for its Shri Upasani Kanyakumari Sthan. The place is popular amongst pilgrims who have come to Shirdi in hope of peace and tranquility. This is because the Shri Upasani Kanyakumari Sthan, founded by Upasani Baba in the year 1917, offers its visitors complete solitude & serenity. It seems to be reverberating with positive energy, which is hard to be missed.

Nashik - 85 KM from Shirdi, a rich historical town of Legendary Lord Rama, who spent some time of his exile in Nashik, is a unique blend of civilization & modernization.

This City of temples is one of the holiest places for Hindus inviting thousands of tourists every year. With the onset of monsoon and the start of Kumbhmela, Nashik is a paradise for tourists with Historical Caves, Temples, holy rituals, museums, wet lands and lots more. The tourist attractions are Shree KalaRam Mandir, Arti l lery Centre, Trimbakeshwar Temple, Dhammagiri, Igatpuri, SaptshrungiGad-Vani, Bhandardara & Kalsubai Peak, Coin Museum, Gondeshwar Temple, Shree Sunder Narayan Temple, Mukti Dham, Shree Godavari Ramkund, Shree Kapaleshwar Mahadev, Shree Laxmi Narayan Temple, Tapovan Ramkund, Dadasaheb Phalke Memorial (Smarak), Pandav Caves(Pandav Leni) and Sita Gumpha (Cave).

The request of our members for Conversion of Housing Loan on Commercial rate to Individual Housing Loan was taken up with the Federation vide our letter No. 466/2011 dated 29/12/2011

few cases, where officers with below 5 years of service having availed housing loan at commercial rate of interest from our Bank or from other financial institutions, desire to convert these loans to staff housing loan on completion of 5 years of service.

We took up the matter with Corporate Centre vide out letter No. 6628/03/12 dated 10/1/2012 and are glad to advise that, they have agreed to convert such commercial housing loans availed by the officers with less than five years service from SBI and other verifiable sources, into staff housing loans after they complete five years of service.

Dr. J N Misra, Chief General Manager of Mumbai Circle visited Mumbai Main Branch Complex on 11-02-2012 for the inauguration of ATM and Video conference facility at Mumbai Main Branch. CGM was welcomed by Mr Anil Nare, Dy. General Secretary on behalf of SBIOA Mumbai Circle alongwith Shri Arun Balkawade, Regional Secretary (MMB) and other office bearers in this complex.

Ms. Jyoti, a 19 year old girl, captured in his camera by our President, Shri R. H. Chandanshive at Nagpur Airport. She is one of the dwarfest woman in the world as per Guinness Book of World Records.

NAGPUR MODULE NEWS

A meeting of Members from Nagpur Module was organized on 11th Jan 2011 for celebrating the 2nd Anniversary of the 3-Year Term of Nagpur Module Committee.

The meeting witnessed a huge gathering of over 400 members, which also saw the modular committee in full strength. Shri M.P.S. Sawhney, Ex-President and Shri C.M. Swan also attended the meeting. The meeting was presided over by Shri Deshkar, President, SBIOA Nagpur. The meeting commenced with felicitation of 40 activists at the hands of RS and DRS of the module, for their unceasing support to the Modular Committee in implementing organizational initiatives.

Shri M.P.S. Sawhney, in his brief but witty speech, recalled the first year of the Modular Committee which saw many milestones being achieved by the New Committee at Module and Circle level like beautiful renovation of the SBOA Office, repatriation of officers to Nagpur Module within 2 years, tie-up arrangement with hospitals, follow up for re-opening of cases of medically unfit candidates. He emphasized that all good work done by the Modular Committee was only & only due to the unity, strength & fighting spirit of the module members. Shri Sawhney saluted the members for their rock like solidarity which made all the hurdles look like a bed of roses for the Modular Committee.

Shri Swan ex-member, activist and also the President of Pensioners’ Club, Nagpur, in his speech, appreciated the achievements of the Modular Committee within a short time. He appreciated the working style of Shri Talware CRS for his militancy and effective handling of sensitive issues in last two years. Shri Swan hoped that such good work for the betterment of officer community of Nagpur Module would be continued.

Thereafter, the team of dedicated faculties of SBOA Academy, comprising of Shri Shirish Wajpe, Shri Devendra Mairal, Shri Sheorey, and Shri Waradpande, who were instrumental in bringing good results for the Module in TO’s 2011 batch, were felicitated by Shri Talware & Shri Deshkar.

Shri Benodikar, CM RACPC sanction and Head of the team of faculties, in his address , said that in the last 25 years , the classes have produced some of the finest officers who are now occupying high & very prestigious positions in SBI. This endeavour of SBOA Nagpur Module is something which has been the source of inspiration to other modular committees also.

Shri Vaswani, who got his scale II promotion w.e.f .2008 told the gathering that it is only because of hard & dedicated follow-up by Shri Talware and by the Circle Association, his promotion was released, which was withheld on medical grounds.

Shri Mishra, Secretary AIBOC Maharashtra Unit-II in his brief speech to the gathering, said that SBIOA Nagpur Module is very fortunate to have a CRS of the caliber of Shri Talware who shows militancy, while fighting against the injustices done to the officers but he is very soft by nature & possesses foresight. He is instrumental in igniting the flame of militancy in AIBOC Maharashtra Unit-II which all of us have witnessed in the past. Shri Mishra congratulated Shri Talware & Shri Deshkar for having made a formidable team which looks after the welfare of 1300 officer members in the module.

The Chief Regional Secretary, Shri Talware rose to deliver his address amidst a thundering applause. Shri Talware, while reviewing the performance of the modular committee, said that he is blessed to know that now members do not consider him as somebody above them but as one of them. This is evident from the fact that most of the members come to him for airing their grievances without fear. Shri Deshkar, in his Presidential address narrated all the achievement of the modular committee, major amongst them being empanelment of six Hospitals for cash-less treatment facility.

Vote of thanks was given by Shri Warankar DRS, Nagpur CPCs.

The District conference for Chandrapur and Gadchiroli districts was held at Gadchiroli on 4th Feb 2012 and was attended by about 75 members of the Association. The meeting was presided over by Shri S.B. Sant, Regional Secretary of Region II and was graced by Circle President Shri R.H. Chandanshive and General Secretary Shri K.D. Thaokar. The meeting was also attended by Module Committee Members of Nagpur Module, Shri T.D.

Deshkar- President, Shri B.K. Talware – Chief Regional Secretary and Shri B.N. Patil- DRS of Chandrapur /Gadchiroli districts.

The meeting started with lighting of traditional lamp by all the dignitaries and garlanding the photograph of Maa-Saraswati. Shri Raman welcomed the delegates and briefed the gathering about developments in Chandrapur and Gadchiroli districts.

Shri T. D. Deshkar, Module President, in his speech welcomed and thanked the Circle President Shri Chandanshive and General Secretary Shri Thaokar in whose presence the district conference of Gadchiroli was being held for the first time. He complimented the officer community in Gadchiroli and Chandrapur districts who are putting their best efforts inspite of difficulties faced by them in such a far flung and Naxalite prone area. He also complimented circle leadership in repatriating JMGS – I officers within 2 years. He also thanked Shri Thaokar who had put in lot of efforts in starting SBIOA Academy at Nagpur, which has given excellent results in T.O. examination. He cautioned the members to be vigilant while working and advised them to do their work diligently so as to avoid frauds.

The leadership also felicitated Branch Managers Shri Nimje of Brahmapuri branch, Shri Patil of Jetpura branch and Shri Jain of CIE branch for securing excellent ratings (A+) for their branches.

Shri Pradeep Kelkar, Module Treasurer thanked the Circle Leadership in facilitating approval of 5 hospitals in Nagpur City where cashless treatment is offered to our members.

Shri B.K. Talware, Chief Regional Secretary in his speech thanked the Circle leadership for attending this district conference at Gadchiroli, a Naxalite prone area, for the first time and apprised them about problems of single officer branches in remote areas where timely relief arrangements are not being made due to overall shortage of officers in the Module. As a result, officers in the Module have to spend extra hours in completing the day’s work. He cautioned members to be vigilant while working and emphasized the need of following proper KYC norms, meaningful VVR checking, etc. to avoid frauds. He apprised members about transparency and impartiality by the Module Leadership in transfers and advised them to be vigilant against few people who engage in rumour mongering with malicious intentions.

Shri Chandanshive, Circle President, in his speech apologized for the delayed visit to this district. However, he assured that problems of the officers are being promptly attended by the leadership. He also assured members that in cases of bonafide mistakes, the association will take all efforts to save those officers but the same cannot be

expected where mistakes are committed with malafide intentions.

This was followed by the open session for members to voice their problems/ suggestions in which Shri Raman, Shri Nagmote, Shri Dhakate, Shri Telang, Shri Raipurkar, Shri Chaudhari, Shri Nagdeve, Shri Rajendra, Shri Dixit, Shri Pandhare, Shri Kakde, Shri Ninawe, Shri Kasturwar, Shri Jain, Shri Bhisikar and Ms. Chichghare actively participated and presented problems/ suggestions of common interests. Shri B.K. Talware, CRS and Shri Thaokar, General Secretary gave elaborate and thoughtful reply to the queries raised by each and every member, to their satisfaction.

Shri K.D. Thaokar, General Secretary of our Circle, congratulated all the brave officers working in Chandrapur and Gadchiroli districts and appreciated their great efforts inspite of numerous odds. He also complimented the Module leadership in presenting a systematic data regarding the shortage of officers in the Module which helped in posting of some extra officers in the Module. He assured members that an issue will be taken in the forthcoming RNC meeting regarding special transfer policy for officers working in Naxalite prone area of Gadchiroli (stay not to exceed 2 years). He also apprised members that on the initiative of the Association, a proposal for separate region in the Module for Chandrapur, Gadchiroli and Gondia districts, has been forwarded to LHO. He also informed members that out of the 14 point agenda given by the Circle Committee, 13 points have been attended and informed the members that the last commitment i.e. Shirdi Guest House will be inaugurated on 23rd March 2012. He also advised that agreement on fitment formula for JMGS – I will be finalized soon. He advised members not to attend ATM problems on Sundays/Holidays without prior instructions from controllers and promised to take up the issue relating to replenishment of ATMs through outsourcing.

In his presidential speech, Shri S.B. Sant, Regional Secretary thanked the Circle and Module leadership in extending full support to the members working in adverse conditions in this district and assured them to extend full support in achieving the best for the members.

The Regional Negotiating Council Meeting of Nagpur Module was held on the 6th February 2012 in the Zonal Office Nagpur. It was first RNC meeting after the Modular Structure was restored at the Zonal Office. Shri G.K. Kansal DGM (B&O) presided over the meeting. Apart from module office bearers, Shri R. H. Chandanshive, President and Shri Keshao Thaokar, General Secretary of the Circle

Association also attended the meeting as observers.

The following issues were discussed in the meeting:

• Officer shortage in the module

• Shortage of bank guards

• Shortage of bank messengers

• ATM cash replenishment & related issues

•Need of immediate filling up of vacant positions of BM/DM/FO

When management expressed the concern of few loss making branches, the office bearers decided to adopt these branches for converting them into profit making entities.

SBIOA Nagpur Module, under the stewardship of Shri B.K. Talware (CRS) and Shri T. D. Deshkar (President), arranged “One Day Capsule Programme for New Branch Managers and Field Officers.” at SBIOA Academy Nagpur on Sunday, the 05th February, 2012. As many as 45 officials from Nagpur city, Nagpur Rural, Bhandara, Gondia and Wardha Districts participated in the programme.

The programme was inaugurated by SBIOA General Secretary Mumbai Circle Shri Keshao Thaokar in the presence of President Shri Chandanshive.

Shri Thaokar, in his brief speech spoke about the need and the practical use of such programme to the participants. He hoped that such programmes would become a regular

feature in the Module. He also emphasized the importance of business etiquettes which were well received by the participants.

Shri Chandashive said that such programmes should be emulated by other Modular Committees and complimented the module committee in taking initiatives.

Shri Talware, in his brief speech, said that the modular committee’s main focus is to empower the officials with knowledge. All officers should know the do’s and dont’s of practical banking. He ensured the Circle General Secretary and President that such programmes would be held at regular intervals.

5 Days preparatory program for personal 25/02/2012-

1. Officers in some departments work in shifts of 8 hours including Saturdays due to business requirements. Though the officers are compensated for working in odd hours, no compensation is given for additional four hours of work on Saturdays.

2. There is a provision of paying compensation for working early morning or late evening (before 8am or after 8pm) including Night Shift. Night Shift duties are considered as special dispensation all over the world as the officer undergoes additional hardship by sacrificing sleep and comfort thereby facing physical and mental hazards. However, our officers are doing night duties without any additional compensation there for.

3. We, therefore, request you to look into these issues and find out the amicable solution to avoid unrest among our member officers, who are called for working in the night shifts/Saturday full day working and arrange to pay appropriate compensation as per rules, in this regard.

A BRIEF FOR GUIDANCE OF BRANCH PEOPLE OF GROUP III BRANCHES ABOUT RFIA

DYNAMIC RATING

Due to lack of internal control rising incidents of fraud is an area of grave concern and also another area of concern is submission of false compliance by the branches, especially in the area of High and Medium Risk areas. In order to address this issue Audit Committee Board has approved the new concept “Dynamic Rating”, which is as under and applicable to all the frauds reported on or after 01.01.2012 and all RFIA report dated on or after 01.01.2012.

• FRAUD:- If any fraud is detected after RFIA and the reasons of fraud are found to be due to lack of internal control of the branch, the Zonal/Central Audit Unit will recommend downgrading the rating of the said branch relating the period of its occurrence. Even where they feel the down grade is not justified, the same will have to be put up to their authority for their decision.

• FALSE COMPLIANCES: - If it is found false compliance remarks have been submitted in respect of RFIA reports scores shall be subjected to a penalty of negative marking in proportion to the extent of the percentage of false compliance detected in high Risk and Medium Risk areas. A penalty of 50% of percentage of false compliances detected in HR and MR areas shall be levied. For example, in case false compliances are 70%, a negative marking would be 35; it will be -40 if the % of false compliances is 80%. Further if the % of false compliances are 100% in respect of HR and MR area the matter will be reported to the respective Group Executives in addition to levying penalty of negative marking. The penalty of negative marking will be levied in all cases, whether detected during the course of compliance audit or during next RFIA.

So these areas must be attended properly. Rectification of irregularities is one area, if attended properly, all the above issues can be addressed correctly otherwise after 01.01.2012 RFIA will not only affect the score of the branch but also affect the Circle risk rating as a whole.

Risk score range 850 and above (Risk rating “A+”), score range 700 and above but less than 850 (Risk rating “A”), score range 500 and above but less than 700 (Risk rating “B”) and score less than 500 (Risk rating “C”).

THE IMPORTANT T IPS TO REMOVE THE IRREGULARITIES TO IMPROVE THE SCORE OF THE BRANCHES AND MINIMISE THE RISK PROFILE

Score in CRM and ORM area differs in G-I, G-II, G-III, Re-designed branches and CPCs but the total score is 1000 in

all cases. Risks and area of concern are more or less in all cases, we are giving the example of G-III branches:

FOR GROUP III BRANCHES

A. CREDIT MANAGEMENT (SCORE-400)

The overall health of the branches may be at desired level securing good score and rating as well, if directed efforts with all enthusiasm are ensured as under:

(i) PRE- SANCTION PROCESS (Score-95)

• Pre-sanction Survey wherever applicable is conducted / recorded.

• While processing the application, veracity of documents like salary slip, I. T. Returns, applicant’s assets & liabilities, etc are examined. Scoring sheets provided for various schemes are properly filled in. Supporting documents, if any prescribed, are taken and these are verified with originals / independent verification.

• TIR (Title investigation report) is obtained on the prescribed format and genuineness of the title deed is also being confirmed in the opinion report. In Govt. Sponsored Scheme identification of the borrower and viability of the activity is analyzed by the Branch independently. Compilation or updation of Opinion report.

(ii) POST- SANCTION PROCESS (Score-225)

B. DOCUMENTATION & FOLLOW UP MONITORING AND CONTROL:

Documentation is just like “Heart” in a body, which regulates the body and follow-up is just like a physical exercise in our daily routine, which keeps our body and mind fit and fine.

• Appropriate documents are obtained and all Documents are properly stamped, entered in Documents Execution Registers, kept under proper custody and available for verification. Control return submitted and scrutinized copy kept on record. Revival letter in eligible cases is obtained or filled.

• Arrangement letter is signed by the borrower/guarantor as also by the Branch Manager.

• All formalities for creation of Equitable Mortgage (including independent valuation of property) are completed.

• PDCs duly filled and crossed, kept along with the documents. PDCs not held in proper custody. In case of Vehicle loan copy of R.C book and Insurance Policy with

adequate coverage and Bank’s charge noted thereon is obtained.

• Lien is marked / evidenced on the scrips obtained as Security. Type of Security Charged to the Bank’s and its value etc are entered in the CBS to arrive at correct capital adequacy of the Bank.

• Stipulations of the sanction note are complied with before disbursement of the loan.

• Inspection / follow up of the unit is done at laid down periodicity and inspection reports are put up to the appropriate authority.

• Review / renewal exercise is done at stipulated intervals. CRA rating is done annually. Stock statements are obtained at stipulated intervals.

• Classifications of assets are done as per RBI guidelines and corrections are carried out in CBS & in CIS on an ongoing basis and CIS depict the correct picture. Irregularity reports / returns of irregular accounts are sent at stipulated periodicity and controllers’ confirmation obtained.

C. PROBLEM LOAN MANAGEMENT (Score-80)

Identification of NPAs is just like detection of ailment in a human body. As we also go for certain health check-up to ascertain that everything is normal or within the tolerance level periodically, loan accounts are also subjected to review at some fixed periodicity. As ailments, if detected are subjected to treatment immediately to bring the things on right track, NPA is also required to be treated immediately. Hence, please ensure that:

• Identification of NPAs/Reporting done as per extant guidelines.

• Monitoring & follow up action taken in cases of persisting irregular / potential NPAs and if required such loans are transferred to SARC with the approval of the Controllers for necessary action. Written confirmation is obtained from the customers for seeking time / re-phasement etc.

• Suits are filed immediately after transferring the assets to the Recalled Assets. Follow up with the authorities for recovery in RCs are being done periodically. Notices are issued under SARFAESI Act in respect of all eligible cases.

• Compromise cases of recovery are explored. Review mechanism of AUCA is in place.

• Register for recording all written off accounts/ compromise cases for follow up is maintained.

D. OPERATION RISK MANAGEMENT (Score-520)

(i) BUSINESS LINES: (Score-130)

Ethical business practices are required everywhere. Hence, please ensure:

• KYC norms are followed and KYC formalities in respect of the existing as well as new accounts are completed at the Branch. New accounts opened are monitored for high value transactions in the initial period of 6 months. Account opening form came back from LCPC for some faults are duly recorded in a register and sent back after due corrections.

• Passbooks / Welcome kits and non-personalized ATM Cards (at the request of the account holders) are handed over to the account holders against proper acknowledgment. Proper custody of passbooks kept overnight is ensured and unclaimed passbooks are dispatched as per extant instructions.

• Nomination facilities are extended to all eligible cases.

• Dormant / Inoperative Accounts are revived with proper authorization, addresses verified, fresh signature obtained through Cheque referred and returned Register (wherever needed).

The respective SS Sheets are kept in proper custody of Accountant / Authorized Official. SS sheets of closed accounts are cancelled. Signature scanning since completed in old accounts also.

• Proper monitoring and fortnightly reporting of Cash transactions of 10 lacs and above is being done.

• Proper follow up for reversing DDP outstanding entries are being done. Collection of SCs and payment of Interest on delayed collections.

(ii) BACK OFFICE OPERATIONS (Score-30) and Control System (Score-185)

• Loan documents are properly kept in the FBR safe. All SWO’s cubicles are fitted with automatic lock.

• Time lock is in use. Alarm System is in working condition. Smoke detectors installed in the Banking Hall. Pest Control treatment done in the Branch. Right type of adequate number of Fire Extinguishers is installed at the Branch.

• Licence from RBI for opening the Branch is entered in the Branch Document Register. A copy of the same is displayed in the premises.

• Lease deed of the Branch premises is renewed on time.

• Obsolete documents removed from the Branch Document Register and destroyed. Record room properly maintained and vouchers/registers are kept in proper place.

• All System Room Registers are maintained / reviewed by the Branch Manager periodically. Access to the System Room is restricted.

• Branch Continuity Plan and Disaster Recovery Plan shown to the members who are involved in these teams.

• ATM Pins / undelivered cards destroyed at the stipulated intervals. Physical Cash balance in ATMs is tallied with both ‘Admin Cash Balance’ & ‘ATM Cash Balance’ accounts.

• Cash balance of BGL tallied with the CGL on daily basis by the Branch.

• Control return of expenses is submitted to the Controllers. Cases of loss of pay / unauthorized absence are reported to the Controllers and salary is recovered from the employee.

• Delay not observed in settlement of Deceased Accounts.

• Standard Drop Box is installed at the Branch.

Cash/Currency Chest/Small Coin Depot/Postages:

• Please ensure that RBI clean note policy is implemented.

• Ensure that cash is not exceeding beyond cash retention limit, if exceeds, it is being reported to controller.

Safe Custody/Security/Lockers:

• Please ensure that ‘Locker Module’ is fed in to the system and locker rentals are not in arrears. In case of old rentals, it is being followed up and where required, breaking open exercise is done as per Bank’s extant instructions.

Government Business

• Reconciliation of Government accounts has been done.

• In pension payment cases all the accounts are migrated to CPPC NS Live certificates are obtained in due time.

• Timely reporting / submission of reports / returns pertaining to Govt. Business is done to avoid penal action by RBI. Govt. Accounts is being reconciled promptly.

E. Customer Service: (Score-30)

Conduct of Customer Relation programmes (CRP) /Customer Service Committee (CSC) meetings and the follow-up action are taken thereon. CRP invariably precedes CSC meetings and issues raised in CRP are discussed in CSC and meaningful action taken thereon.

F. GENERAL BRANCH MANAGEMENT (Score-125) and Budget(Score -20)

• KYE of newly recruited employees are complied with.

• Preventive vigilance meeting and its monitoring is done periodically to avoid perpetration of fraud.

• Branch layout and ambience is Customer friendly.

• Dealing with Audit Reports: Closure status and adherence

to time frame. Quality and extent of rectification during the course of inspection / residual irregularities after the closure of previous reports. Instances of recurrence of irregularities observed

• VVRs not checked regularly and their records are kept properly.

• Subsidies received are appropriated and their accounts also maintained properly.

• TDS return filled in due time.

• Self Audit is conducted periodically and duly vetted by controller.

G. External Compliance: (Score-50)

Compliance as per RBI/ GOI guidelines. (a) Notice boards indicating the name and address of the designated officer under RTI Act are displayed. b) Ghosh / Jilani Committee recommendations relating to frauds/malpractices are complied with. Mitra committee (on legal aspects of Bank Frauds-legal compliance certificate) is complied. Proper TDS recovery and timely deposit etc.

H. Last but not least regarding Self Audit (Score-30)

Self Audit has been carried out at half yearly intervals (Score-5) & validated by the Controller (Score-10). Thereafter, if RFIA score is minimum 95% of self audit then score will be 15 otherwise “0” and there is no score in between. It would be wise to conduct self audit in true spirit to ascertain the actual health of the branch as well as to get straight way score-15.

SPECIAL ATTENTION TO AVOID FRAUD / FORGERY

• Verification of genuineness of documents at the time of opening of accounts.

• Verification of genuineness of land possession certificate / any other documents by competent authority required for disbursement of loan.

• Noting of issuance of duplicate passbook in the System to avoid fraudulent withdrawal of amounts.

• Ensuring fugitive test before passing of cheques for more than Rs.25000/-

• Instant credit of Dividend warrants through authorized mode only.

• Disbursement of loan amounts phase-wise as stipulated in sanction.

• Prompt and meaningful checking of VVRs.

• Change of photograph after 3 years as stipulated especially in illiterate accounts.

• Password secrecy is to be maintained.

Similarly for redesigned branches [CRM-200 (Pre sanction 45, post sanction 125 and problem loan management 30)], [ORM-720 (business lines 200, back office operation 50, control system 210, customer service 100, general branch management 140 and budget and performance 20)], (EC-50) and (self audit-30)

1. Please go through the previous RFIA report. In ARF of the said report, I.O, awards risk matrix as high and medium as per deviations and write the SDRM nos. in the respective column of ARF (In High risk area max. score: 0 to 50% and in medium risk max. score: 60 to 70%). Mark those High & medium risk areas of ARF and thereafter see the deviations/ irregularities written in respective SDRMs. Assess the compliance of those high and medium risk areas, if the irregularities are still not complied or persisting then rectify it immediately. As soon as the branch ensures rectification of those high and medium risk areas and remaining irregularities (sent by ZIO along with closure report) properly, 50% work is done.

2. When I.O and Inspection assistant arrives at the branch, please arrange for his seating/ working place, provide a standalone PC with laser printer and other required stationary. He is in hurry to complete his task in scheduled allotted time frame. So arrange to provide him required registers for RFIA, which can be kept ready as soon as the branch becomes due for inspection.

3. When an Inspecting official visits the branch for inspection, he asks for RFIA report of last inspection, Circle Audit / Statutory Audit / RBI inspection (under Sec-35/10) / other audits reports, if any. The closure of compliance remarks of remaining irregularities of Previous Audit reports and the closure report of Circle Audit/ Statutory Audit/ RBI inspection (under Sec- 35/10)/ Migration Audit/ other audits, if any, are to be filed properly in their respective files. All these closure of the reports must be approved by A.O. of the respective branch. This gives first impression of the branch.
