To avoid any staff frustration we need to apply the rule as jack welch said reward the doer after setting a clear target and clear priorities therefore we need to :-
create reward system to insure that our staff are fully satisfied and motivated
My opinion either to create new one or look at our related market systems like any other company

If you need to gain money you must pay , scarify with your
effort and time. Set sales target for each sales person based on that target must be
( challenging / realistic / achievable )
When we setting a target we must ensure that target operationally
applicable
Incentive based on achievement
Setting a target based on forecasted sales volume and production
capability
Focusing on how to motivate people not only with money
Any extra incentive must include all the staff from the worker to the
sales manager

This amount will distribute monthly all over the staff based
on managerial role
