to the residents of Lincoln, Logan, Mingo and BooneCounties.

2. The service area is all of Lincoln, Logan, Mingo andBoone Counties.

3. The estimated cost of the project is $1,036,750.00.4. Tri River Transit assures that no persons, families or

businesses will be displaced by the project.5. The project will not have any significant environmen-

tal impact upon Lincoln, Logan, Mingo and Boone Counties.6. To meet the needs of elderly and / or disabled per-

sons, Tri River Transit will offer deviated fixed route service.All buses are handicap accessible.

7. Tri River Transit currently offers deviated fixed routeservice with handicap accessible buses.

This information needs to be submittedto the address above.

An anti-degradation review has been conducted. Tier 1 protection is afforded because effluent limitations ensure compliance withwater quality criteria for all designated uses. Where applicable, a full Tier 2 anti-degradation review has been conducted.

Comments on the Article 11/WVNPDES application or requests for a public hearing regarding the Article 11/NPDES application shallbe in writing and if a public hearing is requested shall state the nature of the issues proposed to be raised in the hearing. Theapplication is for a grant from the Community DevelopmentComponent of the FY2013 Small Cities Block GrantProgram for the Lincoln County Commission Frances CreekWaterline Extension Project and the Lincoln CountyCommission Lower Mud River Water Extension Project.
