TOTAL TRAFFIC
Traffic increased by 1.5% in March 2019i. The 2018 summer schedule with higher traffic levels started 25/03/2018, which partially explains declining traffic rates from 25/03/19 onwards.
Average daily traffic in March 2019 was 27,362, the highest ever recorded for March.
The traffic increase of 1.5% for March was below the low forecast published in February 2019.
This graph shows the variation in average daily traffic for the last 12-month period relative to the previous 12-months. The average daily traffic from April 2018 to March 2019 was 3.6% higher than the average from April 2017 to March 2018.
Seven states added more than 50 flights per day to the European localii traffic growth. Austria was the top contributor with 97 extra daily flights owing mainly to its flows to and from Spain (including Canary Islands) (+23 flights/day), Germany (+14 flights/day), Italy (+14 flights/day). Austria’s local traffic growth rate increased by 11.4% on March last year. Germany was second although its contribution decelerated from adding 246 daily flights in February to 87 daily flights in March partly due to software issues affecting German airports operations during the month. Germany’s internal flow added 22 daily flights (vs. +48 daily flights in February). Italy was the third contributor with 78 extra daily flights owing to its dynamic internal flow (+30 flights/day) as well as its flows to and from Spain (+15 flights/day) and Austria (+14 flights/day). Norway came next with 60 extra daily flights due to its strong internal flow that contributed to adding 38 flights per day but also to its flows to and from Denmark (+12 flights/day) and Sweden (+8 flights/day). France was the fifth contributor with 59 extra daily flights owing to its flows to and from North Africa (Morocco, +10 flights/day and Tunisia, +8 flights/day) and Ireland (+7 flights/day). UK was next and added 52 daily flights partly due to its flow to and from Ireland (+20 flights/day). Spain was the seventh contributor with 50 extra daily flights owing to its internal flow (+37 flights/day) and its flows to and from Austria (+19 flights/day) and Italy (+15 flights/day). At the other end of the scale, Turkey recorded 67 fewer flights per day owing mainly to its domestic flow which declined by 136 flights per day. Sweden saw 55 fewer daily flights due to a weak internal flow (-26 flights/day). ATC industrial action affected Belgium during the month, which recorded 34 fewer daily flights with its flows to and from Germany and UK declining each by 14 flights per day. Iceland’s local traffic declined by 12.2% in March and saw 25 fewer daily flights owing mainly to its internal flow (-10 flights/day) and its flow to and from the United States (-5 flights/day). The traditional scheduled segment remained the main driver of growth with 402 extra daily flights (including overflights) and posted an increase of 2.8%. The low-cost segment decelerated and increased by 1% from 4.9% growth in February and added 74 flights per day compared to 353 extra daily flights in February. The charter segment declined by 1.8% whereas the all-cargo and business aviation segments were down by 4.4% and 3.8% respectively. The aircraft operators which added the most flights to the network on a daily basis in March 2019 were EasyJet UK (+59 flights), Lufthansa (+59 flights), SAS (+57 flights) and Ryanair (+54 flights). The top five external partners for average daily flights on flows in both directions were the United States (893 flights, up 2.9%), the Russian Federation (726 flights, up 6.6%), the United Arab Emirates (350 flights, up 1.5%), Egypt (286 flights, up 16.6%) and Qatar (208 flights, up 11.5%). Eight of the top ten airports had positive traffic growth. Overall, the largest traffic increases in March 2019 were at Berlin/Tegel, Vienna, Milano/Malpensa, Düsseldorf and Edinburgh airports. The largest traffic decreases were at Ankara, Berlin/Schoenefeld, Palma de Mallorca, Brussels and Köln/Bonn airports. The increase of traffic in Berlin/Tegel airport is partially due to the opening of new routes. The traffic changes in Vienna, Berlin Tegel and Palma can be partly attributed to airline failures in 2017 creating opportunity for start-up carriers and existing competitors to increase frequencies. The traffic decrease at Brussels airport is partially due to the ATC industrial action throughout the month. Six of the top ten aircraft operators flew more compared to March 2018. The operators with the highest traffic growth were Binter Canarias, Aeroflot, Jet2.com, European Air Transport, Air Europa, LOT Polish Airlines and Aer Lingus. Aegean, Royal Air Maroc, HOP, Air Nostrum and Brussels Airlines recorded the highest traffic decreases. Flight restrictions for the Boeing 737 Max aircraft saw approximately 200-250 fewer flights/day by the type. Where required affected operators have leased in capacity to cover any shortfalls. The traffic variation of Aeroflot follows an increase in fleet size and introduction of new routes. Binter Canarias’ 16% increase in flights was attributed to new aircraft deliveries, Air Europa also received new aircraft.

The Casablanca, Sevilla, Barcelona, Canarias and Madrid ACCs variation is due to increased traffic on the South/West axis. High growth figures in Bremen is most probably explained by the cessation of both Monarch and Air Berlin operations suppressing traffic levels which have since recovered. Traffic increase in French ACCs is due to the comparison with last year period of ATC industrial action. However, the highest relative traffic increases in March 2019 were in Yerevan, Skopje, Dnipro, L’viv and Kiev ACCs. Traffic increase in Ukraine is partially due to an increase in overflights.

ATFM DELAY AND ATTRIBUTIONS
Total ATFM delays increased by 42.4% in March 2019i.
En-route ATFM delays increased by 35.3% and airport ATFM delays increased by 52.2%.
The rolling 12-month trend shows that ATFM delay was 67.3% higher during the period April 2018 – March 2019 compared to April 2017 – March 2018.
Airport weather (26.8%), en-route ATC capacity (22.9%), en-route ATC staffing (15.0%) and en-route ATC disruptions (13.2%) were the main causes of ATFM delays in March 2019.
These are the top 20 delay generating locations for the reporting month with respect to total ATFM delays. Figures are the average daily delays in minutes for the individual locations. • High en-route capacity delays in Karlsruhe UAC; • Strong winds and low visibility impacted operations at Amsterdam/Schiphol and London/Heathrow airports; • ATC staffing issues in Karlsruhe, Brussels, Vienna and Reims ACCs; • Belgian ATC industrial action affected operations in Brussels ACC and Belgian airports; • ATC industrial action in France; • Paperless Strip System technical issues impacted operations in Langen ACC and Frankfurt airport; • Single runway operations due to work in progress at Madrid/Barajas airport.

EN-ROUTE ATFM DELAY PER DELAY GROUP
En-route ATFM delays accounted for 54.7% of all ATFM delays. Most of this delay was caused by en-route ATC capacity, en-route ATC staffing and en-route ATC disruptions as explained in detail below. The other causes were: En-route capacity; Military activities in Karlsruhe, Nicosia, Madrid and Reims ACCs; En-route weather; Strong winds and heavy rains impacted operations in Karlsruhe, Bremen and Prague ACCs; En-route disruptions; ATFM delay due to locally reported traffic onload in Madrid ACC due to ATC industrial action in France on 19 March.
Karlsruhe UAC generated 52.9% of these delays throughout the month.
Staffing shortages in Karlsruhe, Brussels and Vienna ACCs throughout the month.
ATC industrial action in Brussels ACC throughout the month generated a total of 53,481 minutes of ATFM delay. Technical issues with Paperless Strip System in Langen ACC generated a total of 42,552 minutes of ATFM delay.
The average daily flights with an en-route ATFM delay of at least 15 minutes increased from 366 flights/day in March 2018 to 542 flights/day in March 2019, which represents 2.0% of all traffic.

EN-ROUTE ATFM DELAY PER FLIGHT
These are the top 20 average en-route ATFM delay per flight generating locations for the reporting month. Figures are the average en-route ATFM delay per flight in minutes for the individual locations. Brussels ACC en-route ATFM delay/flight increased from 0.11 min/flight in February 2019 to 2.14 min/flight in March 2019 due to several ATC industrial action throughout the month; Karlsruhe UAC en-route ATFM delay/flight increases from 1.18 min/flight in February 2019 to 1.50 min/flight in March 2019 due to more ATC capacity issues; Langen ACC en-route ATFM delay/flight increased from 0.13 min/flight in February 2019 to 0.59 min/flight in March 2019 due to ATC technical issues; Marseille TMA en-route ATFM delay/flight decreased from 0.65 min/flight in February 2019 to 0.38 min/flight in March 2019 due to fewer ATC capacity and staffing issues.

These are the top 20 en-route delay locations for 2019 with respect to the total ATFM delay. Figures are the average daily en-route delay in minutes for the individual locations. The top 20 en-route delay locations generated 48.5% of the total ATFM (network) delay. The top 5 en-route delay locations generated 31.5% of the total ATFM (network) delay.

Reporting month: The average en-route ATFM delay per flight in the NM area iii in March was 0.85 min/flt, which is above the corresponding monthly guidelineiv value of 0.23 min/flt. Year To Date: The average YTD en-route ATFM delay per flight in 2019 in the NM areaiii is 0.57 min/flt which is well above the corresponding guideline value of 0.16 min/flt.
An average of 333 flights/day had an en-route ATFM delay of at least 15 minutes in 2019. The corresponding figure in 2018 was 211 flights/day. The top 3 locations for flights with 15 minutes or more en-route ATFM delay (year-to-date) are:
• Karlsruhe UAC with 114 flights/day • Brussels ACC with 28 flights/day • Reims ACC with 25 flights/day

AIRPORT/TMA ATFM DELAY PER LOCATION
AIRPORT/TMA ATFM DELAY PER DELAY GROUPS
Airports accounted for 45.3% of all ATFM delays in March 2019, mainly due to airport weather and capacity. Belgian ATC strikes and technical problems at Frankfurt caused the airport disruption delays.
Low visibility and strong winds impacted operations strongly at Amsterdam/Schiphol with a total of 196,320 minutes of ATFM delay. Strong winds affected landing rate at London/Heathrow airport and generated 69,329 minutes of ATFM delay.
Work in progress at Madrid/Barajas generated over 34,500 minutes of ATFM delay. Airport capacity issues at Istanbul/Atatürk airport.
An average of 309 flights/day had an airport ATFM delay of at least 15 minutes. The corresponding figure in 2018 was 266 flights.

Average airport/TMA delay per flight increased from 0.47 min/flt in March 2018 to 0.71 min/flt in March 2019.
Amsterdam/Schiphol had the highest delay per flight in March due to weather.

DAILY EVOLUTION
Thirteen days in March 2019 had an average ATFM delay per flight exceeding 1.5 min. These were the most significant days: 10 March: Strong winds impacted operations at Amsterdam/Schiphol and London/Heathrow airports; weather also affected Prague ACC; ATC capacity issues in Karlsruhe UAC; Staffing measures were applied in Karlsruhe, Reims and Marseille ACCs; Aerodrome capacity issues at Frankfurt and Madrid/Barajas airports; 19 March: ATC industrial action in France generated 63,326 minutes of en-route delays in France and 5,212 minutes of airport ATFM delays; Single runway operations at Madrid/Barajas airport due to work in progress generated airport capacity delays; 22 March: Low visibility impacted operations strongly at Amsterdam/Schiphol airport; Technical issues with PSS generated delays in Langen ACC and at Frankfurt airport; Staffing issues in Brussels, Vienna and Langen ACCs. 25 March: Strong winds at Amsterdam/Schiphol airport generated high delay; ATC staffing issues in Vienna and Karlsruhe ACCs; ATC industrial action in Brussels ACC; Technical issues with PSS generated delays in Langen ACC and at Frankfurt airport; ATC staffing issues in Brussels, Karlsruhe and Vienna ACCs, and at Vienna airport.

ALL AIR TRANSPORT DELAYS (SOURCE: CODA) This section presents the all air transport delay situation as seen from the airlines by using the data collected by Central Office for Delay Analysis (CODA) from airlines. Data coverage is 64% of the commercial flights in the ECAC region for February 2019. ATFM delays reported by airlines may be lower than the NM calculated ATFM delays due to difference in methods: ATFM delays of NM are the (flight) planned “delays”; the airlines report the “actual” experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. In the event of a long delay an example being during ATC industrial action a flight may keep its original schedule, however when it’s flight plan is submitted for example a day later any ATFM delay allocated may be lower or zero, in this case airline reported delay will exceed NM reported ATFM delay.
Based on airline data, the average departure delay per flight from ‘All-Causes’ was 10.47 minutes per flight, a 14% decrease in comparison to February 2018. Primary delays counted for 54% or 5.99 min/flt, with reactionary delays representing the smaller remaining share of 43% at 4.48 min/flt.
Further analysis of the past 12 months shows that the monthly average ‘All-Causes’ en-route ATFM delay was at 0.46 minutes per flight in February 2019. Airports caused most of the ATFM delays; there were also en-route ATFM regulations notably in Karlsruhe UAC, although to a lesser extent.
The percentage of flights delayed greater than 15 minutes from ‘All-Causes’ decreased by 3.4 percentage points to 18.0% compared to the same period last year. All-causes delays exceeding 30 minutes also decreased to 8.9% of flights. 2.0% of flights in February 2019 experienced an ATFM delay exceeding 15 minutes with 0.7% of flights having an ATFM delay exceeding 30 minutes.

ATFM SLOT ADHERENCE
The percentage of early departures for March 2019 is 4.0% of regulated flights, which is a decrease of 0.3 percentage points compared to March 2018. The percentage of late departures for March 2019 is 2.9% of regulated flights, which is a decrease of 2.3 percentage points compared to March 2018.
The chart below shows the airports that have more than 300 regulated flights during the month with their average daily number and proportion of regulated flights that departed outside of the Slot Tolerance Window (STW). Any airport above the red line is non-compliant with the threshold (20%). Those airports with a number of departures outside the slot tolerance window can reduce network predictability.

Local Plans in March A number of airports undertook infrastructure and technical system improvement works during March. These improvements as well as some special events had at most a minor impact on local airport operations, unless otherwise stated Completed • Geneva Car show at Geneva airport from 5 to 17 March; • The International Real Estate Industry Exhibition at Cannes/Mandelieu airport generated 1,195 minutes of ATFM delay on 12
March.
Ongoing • Runway maintenance/closure at Madrid/Barajas (generated over 34,500 minutes of ATFM delay), Sabiha/Gökcen and Tbilisi
airports; • Taxiway and/or apron improvements at Basel/Mulhouse, Hamburg, Munich, Nice, Olsztyn/Mazury, Paris/Charles de Gaulle,
Paris/Orly (7,049 minutes of ATFM delay), Porto, Tbilisi, Tirana, Venice, Vienna and Warsaw/Chopin (generated 1,555 minutes of ATFM delay) airports;
• Tower improvements at Amsterdam/Schiphol generated 3,778 minutes of ATFM delay (in conjunction with capacity and weather);
• ILS maintenance at Milano/Malpensa and Nice airports; • Terminal building improvements/works at Budapest, Frankfurt/Main, Oslo/Gardermoen and Paris/Charles de Gaulle airports.
DISRUPTIONS Technical • Aircraft blocking the runway at Stansted airport generated 2,692 minutes of ATFM delay on 01 March; • Technical issues with A-CDM (Airport Collaborative Decision Making) DPI (Departure Planning Information) messages at
Düsseldorf airport on 11 March; • Electrical power supply issues in Stockholm ACC on 21 March generated 3,904 minutes of ATFM delay; • Technical issues with the Paperless Strip System (PSS) from 21 to 27 March generated 47,708 minutes of airport ATFM
delay at Frankfurt/Main and 39,881 minutes of en-route ATFM delay in Langen ACC; • Radar maintenance in Lisbon ACC from 21 to 26 March generated 3,478 minutes of ATFM delay.
Industrial Action • ATC industrial action in France on 19 March generated 63,236 minutes of en-route delay and 5,212 minutes of airport delay
in France. Additional ATFM delay due to locally reported traffic onload in neighbouring states generated 1,717 minutes. • ATC industrial action in Brussels ACC from 19 to 28 March generated 53,481 minutes of en-route ATFM delay and 20,658
minutes of airport ATFM delay.

NM ADDED VALUE FLIGHTS WITH DELAY > 30’ The number of flights with more than 30 minutes of ATFM delay increased by 56.3% between March 2018 and March 2019. In March 2019, 42.3% of flights with more than 30 minutes of ATFM delay were en-route and 57.7% were airport. An average 45 flights per day had their delay reduced to less than 30 minutes by NM.
REROUTING PROPOSAL DIRECT DELAY SAVINGS On average 6 RRPs/day were executed saving 459 min/day, accounting for 1.1% of ATFM delays. This graph shows the actual daily averages for the previous 13 months’ periodv.
