Local Development Council

• Assists the Sanggunian in setting the economic and

social directions of the locality and in coordinating

all development efforts within its territorial

jurisdiction

• The rationale for the LDC stems from the Code’s

mandate requiring each LGU to formulate a

comprehensive multi-sectoral development plan

duly approved by the Sanggunian.

• Provincial/City/Municipal Development Plans set the

socio-economic development direction of the area in

the next 6 years

• Comprehensive Land Use Plans are statutory

declarations of how real property and resources will

be utilized in the next 20-30 years

• Both must be prepared by the LGUs concerned.

IMPORTANCE OF CLUP

• Promotes the efficient and desirable patterns of

land uses to prevent wasteful development

• ƒConserves areas of ecological, aesthetic,

historical and cultural significance

• Reconciles land use conflicts and proposals among

individuals, private and government entities on

present and future need for land

“Environmental Planning Act of 2013”

• Lack of consultation with relevant agencies local

planners and other stakeholders

• Passing the exam is a prerequisite for the

appointment /promotion of local planners by 2018

• Continuity of operations at the LGU level because

of lack of licensed environmental planners

• Law is encompassing as it also covers functions of

providing technical assistance/ advices – which is a

mandate of all agencies.

Recommendation

• Local planners to ask their respective congressmen

to review the law and if found unreasonable, to

initiate activities to repeal the law
