PROJECT OVERVIEWBarnes County is requesting the ser-vices of qualified engineering firms toperform engineering and affiliatedservices to complete the followingprojects.CER-0211(058) PCN 22981 – Prelim-inary & Design Engineering Services,Permanent Grade RaiseCMC-0219 ER Site 02-03 – Prelimin-ary & Design Engineering Services,Box CulvertConsultant shall prioritize projectswith #1 being the most desiredproject. One or more consultants willbe selected to do this work.

SCOPE OF WORKBarnes County intends to executeone contract per project. BarnesCounty reserves the right to assignwork in phases and have the firms se-lected perform any additional worknot currently assigned. Project workitems may be added or removed fromthe contract by work authorization orsupplementary agreement.CER-0211(058) PCN 22981 – Designof a permanent Grade Raise to re-place the temporary “emergency”grade raise.CMC 0219 Site 3 – Design of a struc-ture to replace the temporary 84” cul-vert that was placed at a roadwaywashout.PROJECT DESCRIPTION & LIMITS:The preliminary engineering phaseshall consist of all activities neces-sary to complete the environmentaldocument (including FHWA concur-rence and approval), conduct publicinvolvement, perform preliminarydesign, and coordinate utility locationand conflict plans. The preliminaryengineering phase will be consideredcomplete upon receiving environ-mental approval from FHWA and ND-DOT approval of all other deliver-ables.The Final Design Phase shall consistof design activities following prelimin-ary design and preparation of finalconstruction plans, specifications, andestimates; execute contracts for util-ity conflict plans for adjustments andrelocations; final right of way acquisi-tion, final mitigation plans and permit-ting. Final Design will be consideredcomplete upon delivery and approvalof final construction plans, specifica-tions, estimates, certifications, andNDDOT approval of all other deliver-ables.Firms interested in performing thework must be qualified to performroadway design.Firms are invited to submit a propos-al for the project listed above. TheProposals shall provide the followinginformation:- Past Performance- Ability of professional personnel- Willingness to meet time and budgetrequirements- Location- Recent, current, and projected work-loads of the persons and/or firms- Related experience on similarprojects- Recent and current work for theCountyProject understanding, issues, & ap-proach- Project PriorityThe proposa l pages sha l l benumbered and must be limited topages in length. Proposals that ex-ceed the page length requirement willnot be considered. The cover letterwill not be counted as one of thepages. The proposal should list thepersonnel who will be assigned towork on the project, including titles,education, and work experience.County will only consider proposalsreceived prior to . Late proposals willbe deemed unresponsive.The consultant’s proposal may in-clude an appendix. Resumes, refer-ences, a statement of qualificationsand other materials outlining experi-ence may be included in an appendix.The appendix will not be consideredas a part of the page proposal. Eachproposal will be evaluated by a selec-tion committee.County will conduct interviews. TheCounty plans to interview up to three(3) of the most qualified engineeringfirms based on whose proposals mostclearly meet the RFP requirements.Interviews will take place on. Firmsnot selected to be interviewed will benotified in writing. Interviews will beconducted within 30 days from thedue date of this proposal.Fees shall be negotiated with the suc-cessful firm. If the fee cannot beagreed upon, the County reserves theright to terminate negotiations, andthen negotiate with the second andthird ranked firms in order, if neces-sary, until a satisfactory contract hasbeen negotiated.All costs associated with the propos-al shall be borne by the proposer. TheCounty reserves the right to rejectany and/or all proposals and to notaward contracts for any and/or allprojects.Engineering firms interested in per-forming the work shall submit of theirproposal to:
