Given the colossal consequences ofinternational conflicts, it is no surprisethat theEUhas sought to strengthen itscapabilities to prevent and respond toconflicts in recent years. Yet, despite itspolitical and rhetorical commitment, theEU’srecordsofarinthisfieldhasnotbeentooimpressive.While(a lackof)politicalwill can explain some of the EU’s policyfailures, inadequate or insufficientcapabilities continue to undermine EUconflict prevention and peacebuilding.The EU-CIVCAP project: Preventing andResponding to Conflict: DevelopingCivilian Capabilities for a SustainablePeace will provide a comprehensive,comparative and multidisciplinaryanalysisoftheEU’scapabilitiesinconflictpreventionandpeacebuilding,inordertoidentify shortfalls. The project has threecoreobjectives:

1) To assess EU civilian capabilities forexternal conflict prevention andpeacebuilding. The project will evaluatetheEU’srecordtodateandcompareittothat of its Member States and otherinternational actors (UN, OSCE) andassess the scope for coordination. EU-CIVCAP will gain important analyticalinsights by evaluating the EU’sengagement in two key regions: theWesternBalkansandtheHornofAfrica.

2) To identify and document bestpractices and lessons learned in EUconflictpreventionandpeacebuilding.

3)Toenhancefuturepolicypracticeandresearch intoEUconflictpreventionandpeacebuilding.

EU-CIVCAP is led by the GlobalInsecuritiesCentre(GIC) intheSchoolofSociology, Politics and InternationalStudies(SPAIS)attheUniversityofBristol,by the principle investigator,DrAnaE.Juncos(citedbelow).

Theconsortiumcomprisesteninstitutionsin eight different countries in Europe.TheseincludetheUniversityofMaastricht(Netherlands), Roskilde University(Denmark),AberdeenUniversity(UK),theIstituto Affari Internazionali (Italy), CEPS(Belgium),theEUSatelliteCentre(Spain),theEuropeanPeacebuildingLiaisonOffice(Belgium), Belgrade Centre for SecurityPolicy (Serbia) and TransparencySolutions(UK).

This three-year €1,714,976 project isfunded as part of the European Union’sHorizon 2020 programme.Horizon 2020is the biggest-ever EU Research andInnovation programme with nearly €80billion of funding available over sevenyears(2014to2020).

“We’vehitthegroundrunningwiththisproject.AsyoucanseefromthelonglistofDeliverableswe’ve achieved in a little under threemonths,the project is very much established already.We will now turn our attention to the coreresearch of the project, starting with theconceptual and theoretical framework, beforethefieldworkstagelaterthisyear.Thankyoutoall Partners for their hard work, which hasenabledustomovesoquicklyinthesevitalinitialstages.”

TheEU-CIVCAPExpertNetworkhasnowbeen launched to bring togetheracademicsandpractitionersfromacrossthespectrumofpeacebuildingresearchandpractice.

Each month a member of the ExpertNetworkwillbeappointedExpertoftheMonthandwillpublishablogarticleona peacebuilding-related topic of theirchoice.Theywillalsobecontactableviaaformforthedurationoftheirtenure.

LearninginConflictPreventionandPeacebuilding

Michael E. Smith (University ofAberdeen) has drafted a paper on‘Institutional Learning and LessonsIdentified in EU Civilian ConflictPrevention:AFrameworkforAnalysis’.

The paper argues that learning is acentral concept in the development ofthe EU’s peacebuilding efforts; it alsomakes the focus of the EU-CIVCAPresearch project a distinctive one. Tohelporganiseourworkonthisaspectoftheproject,thepaperoffersadefinitionand conceptual framework forintegrating experiential learningprocesses into various EU-CIVCAPresearch outputs. It also attempts tocombine our analysis of the ‘EU policyprocess’ with a ‘conflict life-cycle’analysis regarding the development oftheEU’slearningcultureinthisdomain.
