Yet, despite its political and rhetorical commitment, the EU’s record so far in this field has not been too impressive. While (a lack of) political will can explain some of the EU’s policy failures, inadequate or insufficient capabilities continue to undermine EU conflict prevention and peacebuilding. The EU-CIVCAP project: Preventing and Responding to Conflict: Developing Civilian Capabilities for a Sustainable Peace will provide a comprehensive, comparative and multidisciplinary analysis of the EU’s capabilities in conflict prevention and peacebuilding, in order to identify shortfalls. The project has three core objectives: 1) To assess EU civilian capabilities for external conflict prevention and peacebuilding. The project will evaluate the EU’s record to date and compare it to that of its Member States and other international actors (UN, OSCE) and assess the scope for coordination. EU- CIVCAP will gain important analytical insights by evaluating the EU’s engagement in two key regions: the Western Balkans and the Horn of Africa. 2) To identify and document best practices and lessons learned in EU conflict prevention and peacebuilding. 3) To enhance future policy practice and research into EU conflict prevention and peacebuilding. EU-CIVCAP is led by the Global Insecurities Centre (GIC) in the School of Sociology, Politics and International Studies (SPAIS) at the University of Bristol, by the principle investigator, Dr Ana E. Juncos (cited below). The consortium comprises ten institutions in eight different countries in Europe. These include the University of Maastricht (Netherlands), Roskilde University (Denmark), Aberdeen University (UK), the Istituto Affari Internazionali (Italy), CEPS (Belgium), the EU Satellite Centre (Spain), the European Peacebuilding Liaison Office (Belgium), Belgrade Centre for Security Policy (Serbia) and Transparency Solutions (UK). This three-year €1,714,976 project is funded as part of the European Union’s Horizon 2020 programme. Horizon 2020 is the biggest-ever EU Research and Innovation programme with nearly €80 billion of funding available over seven years (2014 to 2020). “We’ve hit the ground running with this project. As you can see from the long list of Deliverables we’ve achieved in a little under three months, the project is very much established already. We will now turn our attention to the core research of the project, starting with the conceptual and theoretical framework, before the fieldwork stage later this year. LearninginConflictPreventionandPeacebuilding

Michael E. Smith (University ofAberdeen) has drafted a paper on‘Institutional Learning and LessonsIdentified in EU Civilian ConflictPrevention:AFrameworkforAnalysis’.

The paper argues that learning is acentral concept in the development ofthe EU’s peacebuilding efforts; it alsomakes the focus of the EU-CIVCAPresearch project a distinctive one. Tohelporganiseourworkonthisaspectoftheproject,thepaperoffersadefinitionand conceptual framework forintegrating experiential learningprocesses into various EU-CIVCAPresearch outputs. It also attempts tocombine our analysis of the ‘EU policyprocess’ with a ‘conflict life-cycle’analysis regarding the development oftheEU’slearningcultureinthisdomain.
