Juan “Nick” Menchaca wasborn in Twin Falls to Bonnie(Jenkins)andJohnnieMenchacain1929.Althoughhisfatherdiedwhen Juan was four, he calledhimhis“MillionDollarBaby”.HespentmuchofhischildhoodinHagermaninthehomeofhisgrandmother, Emma Jenkins.BonniemarriedErnestRobersonwhenJuanwassevenandthetwobecamefatherandsonandenjoyedalongandlovingrelationship.Formanyyears,Juanwasknownas“NickRoberson”althoughhewasneverformallyadoptedbyErnestwhofeltthattodosowouldbetoshowdisrespecttohisbiologicalfather. ItwaswhenenteringtheArmedServicesat16that”NickRoberson”adjusted tobeing JuanMenchaca.DuringWWIIheservedintheArmy,AirForceandtheNavy.UponreturntotheU.S.,heworkedattheCircleBarandtheY-InnwhereheeventuallymetJoyceCasperwhowasonChristmasBreakfromBYU,waitingtables.Joycethenreturnedtocollege,andthetwoestablishedalovingcor-respondencewhichresultedinaJunewedding. HisearlyyearswerespentinGraceandthenthefamilysettledonafarminWendell,whereGenelearnedthevalueofhardwork.Aftergraduat-ingfromWendellhighschool,GeneservedhiscountryintheUSAirForceintheKoreanWarwherehesawcombatduty.FollowinganHonorableDischarge,hesettledinJerome,Idaho,wherehemetandmarriedtheloveofhislife,VirginiaMoore,affectionatelyknownas“Ginger.”Shortlyaftertheirmarriage,GenewasacceptedintotheBorderPatrol,whichaffordedheandGingertheopportunitytoliveinmanydifferentlocations.HeretiredwiththerankofChiefafter30yearsofservice.After45happyyearsofmarriage,Gingerpassedawayin1994. Genelovedbasketball,campingandfishingandwasaskilledwoodworker.Inhislateryearshealsoenjoyedat-tendinghorseshows. GrantsareopentoanyE-rateeligibleinstitutionsandcoverupto10%ofthecostforbroadbandinfrastructureinvestmentsaswellasthepotentialforadditionalE-ratefundsanddiscounts.S1334wouldprovidestate-levelsupportfortechnology,secu-rity,contractinganddistributiontoentitiesseekingfederalE-ratefunding.It’snicetoseesomeacknowledgmentinthelegislaturethatlocalcommunitiesknowbesthowtoaddresslocalneeds. S1280passedtheSenateafteramendmentswereaddedtodisqualifynon-citizensfrompayingin-statetuitionatIdaho’scollegesanduniversities,eveniftheyarecurrentlyenrolledandpayingthein-staterate.Fortunately,makinghighereducationmoreaccessibleisthelaudablegoalofIDeal,Idaho’s529CollegeSavingsProgram.IDealhelpscitizenssavenowtocoverthecostsoffutureeducationalgoalsforthemselvesorabeneficiary.27,000Idahoansarealreadytakingadvantageoftaxdeductionsthatcomewitha529plantopayfortuitionandotherrelatedexpensesatanyeligible,accreditedU.S.institution.Thesavingsplancanbeusedfortradeschools,communitycollegesoruniversitiessoeveryaspirationalgoaliswithinreach.Etc. HCR034soughttorecognizecommunitywaterfluorida-tionasasignificantpublichealthachievement.Mytestimonyclarifiedthat70%ofpublicwatersuppliesintheUScontainartificiallyfluoridatedwater.Fluorideisamineral,notanes-sentialnutrient.Nodisease,noteventoothdecay,iscausedbyafluoridedeficiency.Thedoseisimpossibletocontrolsinceeveryoneconsumesdifferentamounts.Infantsdrinkingbabyformulaandcompetitiveathletesmayingestmorethantheaverageperson.Fluorideaccumulatesinthebody,largelyincalcifyingtissuessuchasbones,andcanposeahealthrisk.Itfailed16-18-1intheSenate. Thankstodelayedstart-upcostsatpreviouslyapprovedcenters,JFACfoundenoughmoneytofundtwonewcrisiscentersthisyear.Thisalleviatestheburdenofselectingthenextcommunityabletotreatcitizensinmentalhealthcrisisratherthanrelyingonlawenforcement.BoiseandTwinFallswilljoinIdahoFallsandCoeurd’Aleneasthefirstfourofsevenanticipatedcenters.ThiscommitsJFACtofund100%ofthecostsforthefirstyearortwoforeachcenterwiththeexpectationthatlocalsupportwillcoverhalftheoperationalcostsmovingforward. Overall,20bridgeswillbeunderconstructionorseeingrepairs,approximately45milesofroadwaypaving,andseveralsafetyupdatesorupgradeswillbecompletedinthecomingmonths. Majorbridge-replacementprojectsincludeongoingworkattheInterstate84TwinBridgesovertheSnakeRivernearDeclo,theBigWoodRiverbridgeonIdaho75nearKet-chum,andapairofsmallcanalbridgesonIdaho46southofWendell.ThePerrineBridgerepairproject,startedlastfall,willalsobecompletedlaterthisspring.
