Idaho’s mountain snow- pack ranges from 90 to 110% of normal for most of the state. e lowest snow- packs are in isolated pock- ets at about 85% of normal in the Spokane and Little Wood basins. Snowpack density is the name of the game right now, as the higher the density the “riper” the snow is for melt- ing. Snow typically melts when its density reaches 40 to 45%. “Normally the densities of Idaho’s various snowpacks are in the 30 to 34% range for this time of year,” said Ron Abramovich, water supply specialist with the Natural Resources Conser- vation Service. “However, many sites are reporting higher densities – in the 36 to 38% range. e warmer February temperatures have allowed the snow to begin ripening up much earlier.” Based on Idaho’s March’s Surface Water Supply Index (SWSI), irrigation supplies Cowboy Poets Gathering It has been 50 years since the Dietrich Boys have won the State Basketball Championship. Day shows start at 10 a.m. with free admission. Night shows start at 6:30 p.m. with a suggested donation of $12. All show held at the old Hagerman Gymnasium on State Street. Juan “Nick” Menchaca wasborn in Twin Falls to Bonnie(Jenkins)andJohnnieMenchacain1929.Althoughhisfatherdiedwhen Juan was four, he calledhimhis“MillionDollarBaby”.HespentmuchofhischildhoodinHagermaninthehomeofhisgrandmother, Emma Jenkins.BonniemarriedErnestRobersonwhenJuanwassevenandthetwobecamefatherandsonandenjoyedalongandlovingrelationship.Formanyyears,Juanwasknownas“NickRoberson”althoughhewasneverformallyadoptedbyErnestwhofeltthattodosowouldbetoshowdisrespecttohisbiologicalfather. But,witholdtractorsandlowwages,Dadwentontodrivealoggingtruck.HeworkedforArtHanson&SonsinHorseshoeBend,Idaho.Hansonswererunningabouttwentyloggingtrucks,maybemore.Forthetimeframe,Hansonswereagoodsizedcompany.ThetruckswereredandwhiteKenworthsandwereeverywhere,sameasJ.I.Morganwhohadaround80Kenworthtrucksofyellowandblackcolor. EventuallyDadwenttodriveforNelsensoutofEmmett,Idaho.Thistimehewasdrivingforasmallfamilybusiness.ThetruckDaddrovewasagreenKenworth.WhileworkingforHansonsinHorseshoeBend,truckswerewashedatthemillsorHanson’sshop.OnceDadwasdriv-inginEmmett,hehadhistruckathomealot.Ifyouhaveeverbeeninthewoodsduringloghauling,youhavenoticedthatthetrucksreallygetdirtywithdirtroads,wateredtoslowdustroads,mud,treesap,andbarkfromlogs. SinceDadwashomewithhistruck,uskidswouldhavetowashthetruck.Thetruckwouldbeparkednexttoourgarden.Withahoserun-ningcontinuously,thegardenwouldalwaysbeamess.Weedingthegardenalwaysseemedtobeonthesameweekendastruckwashing.Can’shavethebestofbothworlds. WeekEight-Feb.29-March4,2016Environment Theso-calledpublicnuisancebillpassedmyResourcesandEnvironmentcommitteeandheadstothefloorwherepassageislikely.S1338asksthestatetocodifyasoapboxforasinglecountyofficialto“demand”actionfromfederallandmanag-ers.Thetwocountycommissionerswhotestifiedindicatedtheywouldimmediatelysueiftheirdemandsweren’tmet.Thiscrossesthelineofconstitutionalityandopensusuptocostlylegalbattles.Whilethelegislatureworkstostriplocalcontroloverwagesandplasticbags,thisbillwouldgiveunilateralauthoritytoonerogueofficialtoengageinhostileinteractionswithfederalofficials.CollaborationisthemethodweshouldcontinuetopursueasIdahohasledthewayonimprovinglandmanagementbyengagingallstakeholderstosecurethegreatestgood. OnMonday,theJointResourcesandEnvironmentcom-mitteeswereconfrontedwithapresentationfromtwoUtahrepresentativesurgingthe“takeover”offederallands.Thislandgrabnotionwaswell-vettedandIdahoansvehementlyopposerelinquishingourlegacytothehighestbidderintentonpriva-tizingthepubliclandswecherish.UtahpaidaNewOrleanslawfirm$500ktostudylegalactionsthattheirstatecouldtakeagainstthefederalgovernment,alawsuitestimatedtocost$14million.Fortunately,IdahohasanexcellentAttorneyGeneralwho,atnoadditionalcharge,clearlystatedthatsuchactionwouldviolateboththeU.S.andIdahoConstitutions.Weshouldfocusonconservingourresources,bothnaturalandfinancial,andnotletoutsidegroupsleadusdownthegardenpathtoanotrespassingsign.Education Outof100+budgetsbeingsetbyJFAC,myDemocraticcolleagueshavetakentheleadoncraftingabouttwothirdsofthem.SenatorDanSchmidtworkedon25andSenatorRoyLacey,whoI’msadtoseeretireattheendofthisterm,tackledupto40.Thetwoalsomovedtoincreasethepubliceducationbudgetbyanextra$5millionindiscretionaryfundsbringingtheoverallincreasealmosttothegovernor’srecommendationof7.9%Instead,thecommitteeapproveda6.8%overallincreasewiththetotalexpectedtohit7.4%oncetheEducationcom-mitteespassmorebills.JFACdidnotfundSuperintendentYbarra’s$300,000requesttopilotRuralSchoolCenterswhichisdisappointingforthemanyruralschoolsinDistrict26. OnTuesday,theIdahoSupremeCourtupheldalowercourtrulingthatvoidedtheillegally-awardedcontractforIdahoEducationNetwork,thedefunctstatewidebroadbandsys-tem.Thenegotiationsareongoingandwell-outlinedbyIdahoEducationNewssoIwillholdfurthercommentuntildetailsofthesettlementareresolved.WhatisknownisthattwobillsunanimouslypassedtheSenatewhichwillsupportbroadbandatthelocallevel.S1333wouldestablishtheBroadbandInfrastruc-tureInvestmentGrant(BIIG)Fundwithinthestatetreasury.

GrantsareopentoanyE-rateeligibleinstitutionsandcoverupto10%ofthecostforbroadbandinfrastructureinvestmentsaswellasthepotentialforadditionalE-ratefundsanddiscounts.S1334wouldprovidestate-levelsupportfortechnology,secu-rity,contractinganddistributiontoentitiesseekingfederalE-ratefunding.It’snicetoseesomeacknowledgmentinthelegislaturethatlocalcommunitiesknowbesthowtoaddresslocalneeds. S1280passedtheSenateafteramendmentswereaddedtodisqualifynon-citizensfrompayingin-statetuitionatIdaho’scollegesanduniversities,eveniftheyarecurrentlyenrolledandpayingthein-staterate.Fortunately,makinghighereducationmoreaccessibleisthelaudablegoalofIDeal,Idaho’s529CollegeSavingsProgram.IDealhelpscitizenssavenowtocoverthecostsoffutureeducationalgoalsforthemselvesorabeneficiary.27,000Idahoansarealreadytakingadvantageoftaxdeductionsthatcomewitha529plantopayfortuitionandotherrelatedexpensesatanyeligible,accreditedU.S.institution.Thesavingsplancanbeusedfortradeschools,communitycollegesoruniversitiessoeveryaspirationalgoaliswithinreach.Etc. HCR034soughttorecognizecommunitywaterfluorida-tionasasignificantpublichealthachievement.Mytestimonyclarifiedthat70%ofpublicwatersuppliesintheUScontainartificiallyfluoridatedwater.Fluorideisamineral,notanes-sentialnutrient.Nodisease,noteventoothdecay,iscausedbyafluoridedeficiency.Thedoseisimpossibletocontrolsinceeveryoneconsumesdifferentamounts.Infantsdrinkingbabyformulaandcompetitiveathletesmayingestmorethantheaverageperson.Fluorideaccumulatesinthebody,largelyincalcifyingtissuessuchasbones,andcanposeahealthrisk.Itfailed16-18-1intheSenate. Theminimumwagepre-emptionbillpassedoutofmyLocalGovernmentandTaxationcommitteewithoutmysupport.ThecostoflivingvariesdramaticallyacrossIdaho.IfthestatewantstousurplocalcontrolanddictatetheminimumwageforIdaho,thenweshouldpassH400whichincrementallyraisestheminimumhourlywagefromthecurrent$7.25to$9.25bymid-2017. Thankstodelayedstart-upcostsatpreviouslyapprovedcenters,JFACfoundenoughmoneytofundtwonewcrisiscentersthisyear.Thisalleviatestheburdenofselectingthenextcommunityabletotreatcitizensinmentalhealthcrisisratherthanrelyingonlawenforcement.BoiseandTwinFallswilljoinIdahoFallsandCoeurd’Aleneasthefirstfourofsevenanticipatedcenters.ThiscommitsJFACtofund100%ofthecostsforthefirstyearortwoforeachcenterwiththeexpectationthatlocalsupportwillcoverhalftheoperationalcostsmovingforward. RoadWorkSeasonBegins WarmertemperaturesinsouthernIdahomeanmorethantreesbuddingandgrassgrowing—theyalsosignalthestartofanotherbusyyearofconstructionandmain-tenanceonarearoadways.Whileseveralbridgeprojectsareongoingfrom2015,newworkwillfocusonbridgemaintenanceandpavementsurfacingprojectsthroughouttheMagicValleyregion. Overall,20bridgeswillbeunderconstructionorseeingrepairs,approximately45milesofroadwaypaving,andseveralsafetyupdatesorupgradeswillbecompletedinthecomingmonths. Majorbridge-replacementprojectsincludeongoingworkattheInterstate84TwinBridgesovertheSnakeRivernearDeclo,theBigWoodRiverbridgeonIdaho75nearKet-chum,andapairofsmallcanalbridgesonIdaho46southofWendell.ThePerrineBridgerepairproject,startedlastfall,willalsobecompletedlaterthisspring. AlongU.S.93andU.S.20inBlaineandLincolncoun-ties,therewillbe11bridgesreceivingrepairsanddrivingsurfacerehabilitation.WorkonfourbridgesalongInter-state84nearGlennsFerryandKingHillwillalsofocusonadriving-surfacetreatment.
