The last Councillor Information Bulletin for 2012 will be distributed on 13 December 2012.
The Bulletin will recommence on 10 January 2013.
Any information to be circulated to Councillors during that period will be placed on BoardVantage.
Mail deliveries will occur on 20 December 2012 and 3 January 2012, with no delivery on 27 December 2012.
If Councillors are away over the Christmas break and would prefer no delivery, please advise the Councillor HelpDesk and staff will hold deliveries as requested.

2 COUNCIL PAPERS AND BOARDVANTAGE
Councillors are advised that on 13 November 2012, Council resolved that the General Manager:
1. Ensure that all Council papers that are submitted to Councillors in hard copy including but not limited to Council & Committee agenda and attachment documents, urgent Notices of Motion, late agenda items are duplicated on BoardVantage at the same time that hard copies are issued.
2. Cease providing hard copies of Council papers to those Councillors who notify the Governance Unit in writing of their desire to cease receiving Council papers in hard copy.
3. Ensure that no document is removed from BoardVantage without resolution of Council.
4. Upon request of a Councillor cause a backup copy to be made of all documents loaded to the individual Councillors BoardVantage account including notations contained on the individual IPad in a format suitable for reading on PC or Mac.
The following information is confirmed in respect of the above resolution;
- All Council papers that are submitted to Councillors in hard copy including but not limited to Council & Committee agendas and attachment documents, urgent Notices of Motion and late agenda items will be uploaded onto BoardVantage at the same time that hard copies are issued.
- Governance staff will cease providing hard copies of Council Papers to those Councillors who notify the Governance Unit in writing of their desire to cease receiving Council papers in hard copy.
- No document provided to Councillors will be removed from BoardVantage without resolution of Council. Councillors are advised that BoardVantage is not limited to Councillor use, and is also used by Council staff and therefore documents that are not relevant to Councillors may be removed without resolution of Council.
- BoardVantage have confirmed that all documents loaded onto the individual Councillors BoardVantage account including notations will be available in a format suitable for reading on a PC or Mac at all times. However, if Councillors are working off line, they need to ensure that once back on line, to ensure all notes are backed up, to press the brief case button.

Councillors are advised that available Media Clippings and City of Ryde Media Releases will now be uploaded onto BoardVantage daily by 5.30pm.
Previously, Media Clippings were emailed to Councillors as PDF documents or as individual media updates. However, this was not a sustainable option due to the size of certain documents and due to the frequency of updates coming through on a daily basis.

5 NOTICE OF UPGRADES TO TELSTRA FACILITIES
Council has received notices on behalf of Telstra Corporation Limited providing a Notification of Proposal to Upgrade a Mobile Phone Base Station at an Existing Site for each of the following sites. The work (which is generally replacement of existing aerials) is proposed to provide improved mobile network coverage in the Ryde area. Each project is defined as a “low impact facility” under the Commonwealth Government’s Telecommunications Act and as such may be carried out without consent. However, the sites are all prominent locations within the City of Ryde and the purpose of this item is to make Councillors aware that the work will be carried in case any representations on this matter are received from the local community

Telstra is required to publish information about each proposed facility in a newspaper circulating in the local area. Accordingly, a notice relating to each project notice has been published for each project in the Northern District Times during October and November 2012.

6 NOTICES OF PROPOSED INSTALLATION OF DEMOUNTABLE BUILDINGS FOR LOCAL PRIMARY SCHOOLS
Council has received notifications under State Environmental Planning Policy (Infrastructure) 2007 for the installation of demountable buildings on the local primary school sites identified below. Under the Infrastructure SEPP, the relevant authority (in this case, the NSW Department of Education and Communities) is required to consult with Council as part of its assessment of the proposals. If Council wishes to make a submission on any of the proposed works, it needs to do so by the date shown in the table below. At this stage, it is proposed that a submission be made on the proposal for Putney Public School and request that location of the classroom be changed to retain a tree that is otherwise proposed to be removed. The tree is an endemic species and appears to be healthy. There also appears to be room on site to relocate the proposed building. No issues are raised with the proposals for Eastwood and Denistone East Public Schools. SCHOOL CLOSING DATE for

7 ACHIEVE AUSTRALIA DEVELOPMENT APPROVED BY NSW PLANNING ASSESSMENT COMMISSION ON CROWLE HOME SITE
This application made under the former Part 3A (Major Projects) legislation was approved by the NSW Planning Assessment Commission (PAC) on November 14 2012. The approval follows a Community Meeting convened by the PAC on October 29 2012 at the Metro-Inn on Victoria Road in Ryde. Notice of the determination has been posted on the PAC’s website but Council is yet to receive written advice on the determination from the Department of Planning and Infrastructure (DoPI). It is understood that such advice was forwarded to Council earlier this week.
Progress on the Achieve Australia proposal has been reported to Council through items in the Councillor Information Bulletin and has been the subject of Council resolutions raising concern on resolving any impacts that the redevelopment may have on the interests and well-being of existing residents of the Crowle Home site. Council has also made written submissions at the preliminary stage of the proposal and when it was publicly exhibited and also when the Preferred Project Report was released. Council staff presented a statement of issues at the recent community meeting which again focussed on the need to ensure that the interests of residents are protected.
A separate development application (DA) is required for Council assessment and it is expected that any such application will have a value of development (i.e. $20 million) exceeding the threshold that makes the Sydney East Joint Regional Planning Panel (JRPP) the determining authority.
The Achieve Australia site is located at Nos 74-76 Belmore Street, Ryde and is opposite Council’s Operation Centre. The development site also has frontage to Junction Street and Porter Street and adjoins the high density residential development known as Bay One leading down to the Parramatta River.
The development approved by the PAC is a Concept Plan for Residential Development including:
5 residential building envelopes ranging in height from 2 to 8 storeys and a 1 storey communal facility building envelope;
35,000m2 of residential gross floor area (GFA);
3 level basement car parking envelope;
Retention and reuse of (heritage listed) Tellaraga Cottage; and
Public domain works including a pedestrian / cycle path through the site, landscaping and road works at the intersection of Belmore Street and Constitution Road.
Important conditions of the consent include:
(C4) Prior to submission of the first DA, the proponent (Achieve Australia) is to prepare a relocation strategy for residents of Crowle Home for the endorsement of the NSW Department off Ageing, Disability and Community and Home Care (ADHC) and the Director - General of DoPI. A copy of the strategy is to be provided by the proponent to the City of Ryde.
(C5) Each residential building will include at least 3 adaptable apartments kept in the ownership of Achieve Australia for the accommodation and care of people with a disability under its care until a minimum of 15 such apartments have been provided.

Alternately, if the 15 units are provided earlier in the development phase, later buildings
are not required to include more. The proponents are required to provide legal instruments to the satisfaction of Council to ensure that the 15 apartments are used to accommodate Achieve Australia clients.
(C15) The restoration of Tellaraga House must be provided for no later than the DA for the 150th dwelling and may be required as a condition of consent prior to that date. A Conservation Management Plan prepared in accordance with NSW Heritage Guidelines is required with a DA for the restoration work.
(C7) Full Section 94 levies are payable with no offsets for public domain improvements, infrastructure works or any land dedications.
(C8) The upgrade for the intersection of Belmore Street and Constitution Road involves extending the right-hand turn bay in Belmore Street and must be provided before the DA is lodged for the 185th dwelling. (The turning bay will extend up to the existing vehicle exit to Belmore Street from Council’s Operation Centre.)
It is expected that the proponents will lodge the first DA for the project with Council in 2013.

8 BLENHEIM ROAD SHOPS- STREET TREE MANAGEMENT
This CIB has been prepared to inform Councillors of an issue at Blenheim Road shops and the resolution proposed by Council staff. The nine Mop Top Robinia trees currently planted along the Blenheim Road shops frontage provide high landscape significance and sense of place to the shops and surrounding area. Council was recently advised of the deterioration of several of the trees located in the footpath area in front of Blenheim Road shops frontage. Council’s Senior Urban Forest Officer conducted an inspection of these trees and identified three of these trees as being structurally defective thus requiring removal. To maintain the amenity of the area, it is proposed to remove and replace all nine of the Mop Top Robinia. To maintain the theme of the area, these trees will be replaced with the same species that have been planted along the Cox’s Road Elaeocarpus eumundii (Quandong).
These works are scheduled for early 2013 and Council will consult the surrounding
businesses and residents prior to the works being undertaken.

9 DIAMOND JUBILEE TREE PLANTING - COMMEMORATION EVENT
In 2012, Queen Elizabeth II celebrates 60 years as Head of the Commonwealth of Australia. Commemorations of this milestone are occurring throughout the Commonwealth and in accordance with the resolution of Council, the City of Ryde will commemorate this significant event with a tree planting to celebrate each of the Queen Elizabeth II years of reign. Following a review of suitable locations across the City, including streets and open spaces, staff have identified that a planting of trees along the Parramatta River foreshore would be the most suitable location. The tree planting is currently being completed by Council’s landscape team in Meadowbank Park, Memorial Park, Anderson Reserve, Ryde Wharf Reserve, Settlers Park, Bennelong Park and Kissing Point Park. The planting includes a variety of tree species in these parks. Each tree will be accompanied by a marker that will include a reference to the years of the Queen’s reign. In addition to this, ceremonial plaques will be placed at each end of the walk to share with the community the significance of the tree planting. While the trees are not planted in regularly spaced intervals, as the community walks through the riverfront parks, they will observe the commemorative planting along 2.5 kilometres of the Parramatta River foreshore. An official commemoration of the Queen’s Jubilee tree planting will be held on Tuesday, 11 December from 12.30 pm at Kissing Point Park. All Councillors are invited to attend the event.
