2 CITY OF RYDE PROCUREMENT

The ATTACHED report on formal procurement at the City of Ryde provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for Quotation) or exceeding $150k inc GST (Request for Tenders). Some of these processes may be marked as being limited to selective respondents. Where this is the case, there has been a publicly advertised Expression of Interest process to establish select respondents or a panel of select respondents that are prequalified to undertake the required works. 4 MAYOR'S ROLE AFTER ORDINARY ELECTION AND DETAILS OF COUNCILLOR TERM

Councillors are advised that a Councillor’s term of office ends after midnight on Friday, 8 September 2017, with the exception of the Mayor who holds the Mayoral position until a successor is declared to be elected to the office. Section 233 (2) of the Local Government Act provides the following:

(2) The office of councillor:

(a) commences on the day the person elected to the office is declared to be so elected, and

(b) becomes vacant on the day appointed for the next ordinary election of councillors,

or on the occurrence of a casual vacancy in the office. The Mayor holds that office until a successor is declared to be elected to the office. This applies whether or not a Mayor elected by the Councillors is re-elected as a Councillor at the ordinary election. Section 230 (3) of the Local Government Act provides the following:

(3) The office of mayor:

(a) commences on the day the person elected to the office is declared to be so elected, and

(b) becomes vacant when the person’s successor is declared to be elected to the

office, or on the occurrence of a casual vacancy in the office.

5 END OF TERM - INFORMATION FOR COUNCILLORS

The following information is provided for consideration by all Councillors prior to the end of the term for the current Council. Councillor Fees Councillors are advised that due to the Local Government Election to be held in September 2017, the payment of fees to current Councillors will conclude on 8 September 2017. The payment of fees to newly elected and re-elected Councillors will commence from 9 September 2017.

It is noted that the payment of fees to current term Councillors commenced on 8 September 2012 (on the day of the previous election). Reimbursement and reconciliation of expenses Councillors are entitled to claim expenses incurred in performing their duties as a Councillor up until 9 September 2017.

While Councillors are entitled to claim reimbursements within three months of the cost or expense being incurred, it is requested that any Councillors not re-elected endeavour to claim reimbursements as soon as practicable.

Councillors are reminded that this is for reimbursement of payments and as such appropriate tax invoices and receipts for payment must be provided with the claim. Claims for reimbursement from Councillors not re-elected will not be accepted after 9 December 2017. Councillor equipment – iPad, iPhone, Laptop and printer In accordance with the Policy on Expenses and Facilities for the Mayor and other Councillors, Councillors are offered the option to purchase the subject equipment that they have been in possession of, at the conclusion of their term, at current market value.

Councillors are advised that the iPad can be purchased for $50, the laptop for $100, the Fuji Xerox printer/fax for $20 and the iPhone (if applicable) for $50.

Councillors are to please note that sim cards for iPads and iPhones for data/voice will be discontinued on 9 September 2017. Councillors can then organise their own sim card to continue with data/voice with their own provider.

It is requested for Councillors considering to purchase their issued equipment to advise the Councillor HelpDesk by 25 August 2017.

For those Councillors not purchasing their equipment, Council’s IT staff will be in contact with each respective Councillor in early September to make appropriate arrangements in having their equipment returned to Council. Contact: Position: Councillor HelpDesk Contact No: 9952 8200

6 2017 NSW YOUTH COUNCIL CONFERENCE UPDATE

The 2017 NSW Youth Council Conference will be held in the Macquarie Theatre at Macquarie University from 22-24 September 2017. The Conference has been developed over the last 18 months by the Ryde Youth Council and has the title – Make IT Happen. The theme is using technology to engage communities. Currently we have 150 registered delegates attending and are expecting at least another 50 to register in the next few weeks. Young people will be representing their youth councils and advisory committees from as far afield as the Snowy Valleys, Gunnedah, Armidale, Bathurst, Dubbo and 16 other LGA’s that have so far registered. We have received confirmation that His Excellency General The Honourable David Hurley AC DSC (Ret’d), Governor of New South Wales, accompanied by Mrs Linda Hurley, would be delighted to open the 2017 NSW Youth Council Conference at Macquarie University on 22 September 2017. John Alexander OAM MP will be attending and representing the Prime Minister. The Hon Victor Dominello MP will be attending and representing the Premier. The Hon Ray Williams MP will be attending in his capacity as Minister responsible for Youth Affairs. Dr Mehreen Faruqi, NSW Greens MP will also be attending in her capacity as Greens Spokesperson for Youth. All of the above will be attending on Friday, 22 September and will be addressing the delegates and taking part in a Panel Q&A. Our key note speakers on the day, preceding the politicians are Lily Lyons, a 15 year old girl who is an advocate for more support for victims of sexual assault. Carla Kassab, ex Chairperson of Ryde Youth Council will also be delivering a key note speech. On Saturday, 23 September, speakers include:

Andrew Johnson the Advocate for Children and Young People

Rae Johnston who is a technology journalist, ex pro-gamer and television presenter on NITV’s the Point.

Neel Kolhatkar who is a comedian and You Tube star with over 500,000 followers on his various social media platforms.

Claire Madden who is a social researcher and commentator. Workshops will be taking place on the Saturday afternoon and be delivered by:

Create NSW – Inspiring communities through Arts, Screen and Culture

The Advocate for Children and Young People – Managing Your Digital Relationship

The FRANK Team – How to pitch

Youth Action – Designing a Community Project

On Sunday, 24 September we will be hearing from Earth Hour manager, Kerri Major about how Earth Hour grew from a local idea to a global movement in less than 10 years. Natasha Munasinghe from the FRANK team will also be launching their Pitch It competition where youth committees will be invited to submit a 2 minute video pitch for a community project with the possibility of winning some seed funding to get it off the ground. 7 MEADOWBANK FORESHORE SOLAR LIGHTING

Council at its meeting on 26 April 2017 resolved to have regular reporting on the status of the operation of the solar lights at Meadowbank Park. The CIB item last week provided a table of the history of inspections. There are currently no issues reported with the solar lighting as all lights were functional on the morning of 8 August 2017. It was noted previously that pro-active replacement of batteries will address the issues of solar access and battery failures. For the lights with the solar access issue, replacement controllers were installed in the last week. It has been found an advanced combined controller and battery unit performs better than previous battery replacements. As a preventative measure, ten units have been ordered and are expected to be installed by the end of August. The foreshore solar lights have now been placed on inspection schedule and ongoing maintenance carried out as required.
