FM translators can provide valuable service by extending signals to overcome geographicobstructions such as mountains. Recently however, translator use has strayed from thisoriginal purpose to simply be a means for stations to expand their market reach. This isapparent in the 2003 translator filing window, known as "The Great Translator Invasion"due to its unprecedented yield of 13,345 applications. 50% of those applications came from just 15 parties. Investigation later brought to lightthat some firms were also engaging in illegal trafficking of FM Translator licenses, nettingover $800,000 in profit while violating the Communications Act. Here in Western PA, WDUQ's ownership recently changed hands, with the new licenseesconstructing a translator in Indiana, PA - about 55 miles and three counties away from itsPittsburgh studios. Translators are eating up valuable FM frequency that could be better used by communitybroadcasters and LPFM stations. The massive consolidation of ownership following theTelecommunications Act of 1996 decimated localism on the airwaves - recent abuses ofFM translators are similarly marginalizing local broadcast voices. LPFM is crucially important, and the passage of the Local Community Radio Act isperhaps the most significant victory for broadcast localism in decades. For LPFM to trulyflourish however, the LPFM-Translator issue must be resolved. The best possible solutionis to give priority to locally owned stations producing local content. Reserving channels forLPFM is essential. I would further urge you to consider treating translators as secondaryto LPFMs in an effort to foster broadcast localism rather than continuing to encourage thegrowth of full power broadcast empires.
