Honorable Congress person and FCC Commissioners, Last session, Congress passed the bipartisan Local Community Radio Act, the culminationof a ten year campaign led by a diverse coalition of grassroots organizations, churches, schools, and non-profit organizations. This law gives the FCC a mandate to expand lowpower FM (LPFM) radio and to ensure that there are channels available for new low powerstations. To preserve these channels as the law requires, the FCC must first resolve a backlog ofpending applications for translators, which repeat the signals of other FM stations. On July 12, the FCC issued a Notice of Proposed Rulemaking, seeking public comment onproposals to balance future opportunities for low power radio and translators. Community radio is a vital resource for celebrating culture, sharing information, andcommunicating during emergencies. Please tell the FCC to set rules that preservechannels for low power community radio in our district/state. Sincerely, Daniel Stafford40 N. Tower Rd.9NOak Brook, IL 60523-1120

Sincerely, Francis MoultonPOB 65Cheney, WA 99004

Sincerely, Jeanette Churche535 Canterbury RdNorristown, PA 19403

Honorable Congress person and FCC Commissioners, We need to hear the voice of community organizations. Low Power FM LICENSES provide a legal, regulated way to establish small FMtransmitters that serve a local community or organization. The FCC must be reminded that the public airwaves are first and foremost a publicresource rather than an entitlement for commercial interests to dominate an area for theirprofit. This is best effected by having the FCC reserve FM slots or bandwidth for LPFMbroadcasters in Miami. Hello -- I strongly support this action. We are really tired of the public airwaves being usedto profit a few large media conglomerates who then put a lot of trash and commercials onthe airwaves. There's nothing useful on radio and TV, as a result, anymore. I don't evenbother listening to broadcast news. It is GARBAGE. The people deserve to get their voiceback. The airwaves belong to us. Please give it back. Honorable Congress person and FCC Commissioners, Last session, Congress passed the bipartisan Local Community Radio Act, the culminationof a ten year campaign led by a diverse coalition of grassroots organizations, churches, schools, and non-profit organizations. On July 12, the FCC issued a Notice of Proposed Rulemaking, seeking public comment onproposals to balance future opportunities for low power radio and translators. FM translators can provide valuable service by extending signals to overcome geographicobstructions such as mountains. Recently however, translator use has strayed from thisoriginal purpose to simply be a means for stations to expand their market reach. This isapparent in the 2003 translator filing window, known as "The Great Translator Invasion"due to its unprecedented yield of 13,345 applications. 50% of those applications came from just 15 parties. Investigation later brought to lightthat some firms were also engaging in illegal trafficking of FM Translator licenses, nettingover $800,000 in profit while violating the Communications Act. Here in Western PA, WDUQ's ownership recently changed hands, with the new licenseesconstructing a translator in Indiana, PA - about 55 miles and three counties away from itsPittsburgh studios. Translators are eating up valuable FM frequency that could be better used by communitybroadcasters and LPFM stations. The massive consolidation of ownership following theTelecommunications Act of 1996 decimated localism on the airwaves - recent abuses ofFM translators are similarly marginalizing local broadcast voices. LPFM is crucially important, and the passage of the Local Community Radio Act isperhaps the most significant victory for broadcast localism in decades. For LPFM to trulyflourish however, the LPFM-Translator issue must be resolved. The best possible solutionis to give priority to locally owned stations producing local content. Reserving channels forLPFM is essential. I would further urge you to consider treating translators as secondaryto LPFMs in an effort to foster broadcast localism rather than continuing to encourage thegrowth of full power broadcast empires. Community radio is a vital resource for celebrating culture, sharing information, andcommunicating during emergencies. Please tell the FCC to set rules that preservechannels for low power community radio in our district and throughout Pennsylvania.
