Make the Call

Decide on the Action you will take based on the Call

Decide on the Restart based on the Call and the Action

Decide on the Location based on the Call, Action, and Restart

If Play is already stopped for Any reason…

NOTHING THAT HAPPENS CAN BE A FOUL

NOTHING THAT HAPPENS CAN AFFECT THE RESTART

If your Call is a Foul

You cannot wait for a natural stoppage

You must stop play or apply advantage

If your Call involves a Caution or a Sending-Off…

You can apply advantage…

After which you CAN either stop play or wait for a natural stoppage

If your Call is a Foul and Misconduct…

Your action is determined by the foul

You can stop play or apply advantage and wait for a natural stoppage

The ONLY time you must decide on a Restart is WHEN YOU STOP PLAY!

A foul can NEVER happen when play is already stopped;

there can only be Misconduct

If you wait for a natural stoppage or if misconduct occurs while play is stopped…

The Restart is ALREADY DETERMINED!

(by whatever caused the stoppage)

If you stop play SOLELY to deal with misconduct committed by a player ON the field of play…

The Restart is ALWAYS INDIRECT FREE KICK

If you stop play SOLELY to deal with misconduct committed OFF the field of play

The Restart is ALWAYS A DROPPED BALL

If you stop play SOLELY to deal with misconduct committed on the field of play involving substitutes

The Restart is ALWAYS A INDIRECT FREE KICK

Location of ball for: Penalty Kick Goal Kick Corner Kick Kick Off Throw In

is ALWAYS set by the Law and is not changed

If you stop play SOLELY for Foul or Misconduct on the field committed by a player…

Location is where the Foul or Misconduct occurred

If you stop play SOLELY for Misconduct off the field and/or committed by a non-player…

Location is where the ball was when play was stopped

LOCATION OF RESTARTS

Direct Free Kick, Indirect Free Kick, and Drop Ball Restarts inside the Goal Area are located differently

If awarded to the defending team: DFK and IFK are located anywhere in the goal area

If awarded to the attacking team: IFK located at the TOP of the goal area

Dropped Ball always located at the TOP of the goal area
