SUBJECT: Certificate of Airworthiness

1. Introduction

1.1. Pursuant to Paragraph 7 of the Air Navigation Regulation of Macao (ANRM), this

document prescribes the requirements and procedures for issuing and renewing of

Certificates of Airworthiness.

1.2. Certificates of Airworthiness and associated documents are issued in various

categories which prescribe the conditions under which the aircraft may be flown and

the purposes for which it may be used. The categories in which Certificates of

Airworthiness may be issued are specified in the Third Schedule to the ANRM.

1.3. An aircraft to which a Certificate of Airworthiness is issued shall be operated in

compliance with the terms of that certificate and within the approved operating

limitations in its flight manual.

1.4. The fees payable for the issue and renewal of a Certificate of Airworthiness will be in

accordance with Executive Order 45/2012. The fees shall be paid at the time when the

application is submitted. If the final amount of fees could not be determined at the time

of application, an amount estimated by AACM shall be paid. Any outstanding balance

shall be settled right after the application has been processed.

2. Application for a Certificate of Airworthiness

2.1. Application shall be made on Form AACM-AW-5, shown as Appendix No. 2, and

submitted to:

2.2. The application can only be signed and submitted by the following person(s):

(a) the person in whose name the aircraft is to be registered; or

(b) the accountable executive such as the Chief Executive Officer or his delegate of the

company in which name the aircraft is to be registered; or

(c) the competent authority in the case of an aircraft is to be registered by the

Government of Macao.

2.3. The completed form shall be furnished to the Authority at least 3 months prior to the

anticipated date of issuing of the Certificate of Airworthiness for the aircraft.

Additional time may be required for the case of used aircraft or aircraft with major

changes in its type design. If the required documents cannot be submitted together with

the application form, a schedule for the submission of the required documents shall be

provided to AACM for acceptance.

3. Requirements for the Issue of Certificate of Airworthiness

3.1. Aircraft eligible for the issuance of Certificate of Airworthiness shall have been type

accepted by AACM.

3.2. Prior to issuing any Certificate of Airworthiness, the Authority will conduct an

assessment to determine if the aircraft meets the Macao airworthiness standards. The

applicant will have to furnish to the Authority the information, data, reports, etc.,

prescribed in Appendix No. 1 and to meet any additional requirements decided by the

Authority during the assessment. The applicant shall nominate an entity acceptable to

the authority to perform a technical assessment to the aircraft and its record. Report of

such assessment shall be submitted to the Authority, reflecting the information detailed

in Appendix No. 3 of this procedure.

Note:

An acceptable entity shall be composed of competent personnel covering the following expertise:

‧ initial and continuing airworthiness;

‧ regulations and requirements

‧ aircraft inspections;

‧ operational requirements and company procedures; and

‧ knowledge of the type of aircraft.

Sufficient manpower is required to ensure the assessment can be finished within the expected timeframe.

3.3. The aircraft may be required to be made available for inspection by the Authority at

suitable times and for such periods considered necessary. The owner or the operator

shall prepare the aircraft to permit access as necessary and shall perform any checks

and tests that may be requested.

3.4. Flight manual for each individual aircraft registered in Macao shall be approved and

the amendments thereto shall be in controlled in accordance with the procedures set

out in Appendix No. 5.

3.5. The aircraft should be weighed prior to the initial issue of a Macao Certificate of

Airworthiness. The requirements for determining the weight and balance of aircraft are

prescribed in the Aeronautical Circular No. AC/AW/028 (Weight and Balance of

AP-4 P.3 01 July 2015

Aircraft). Relevant weight and balance report and basic weight schedule shall be

submitted in prescribed formats to the Authority.

3.6. The aircraft may be required to be tested in flight (via check flights) and to schedules

acceptable to the Authority in accordance with the requirements and procedures set out

in Appendix No. 6. The check flight carried out under the exporting country’s authority

may be acceptable for the issue of a Macao Certificate of Airworthiness.

4. Application for Renewal of Certificate of Airworthiness

4.1. Application shall be made on Form AACM-AW-5 and submitted to:

4.2. The application can only be signed and submitted by the following person(s):

(a) the person in whose name the aircraft is registered; or

(b) the accountable executive such as the Chief Executive Officer or his delegate of the

company in which name the aircraft is registered; or

(c) the competent authority in the case of an aircraft is registered by the Government of

Macao.

4.3. The applicant will have to furnish to the Authority the information, data, reports, etc.,

prescribed in Appendix No. 4 and to meet any additional requirements decided by the

Authority during the assessment.

4.4. The application for renewal and all documents required should be submitted at least

twenty (20) working days prior to the expiry date of the Certificate.

5. Requirements for the Renewal of Certificate of Airworthiness

5.1. The renewal of a Certificate of Airworthiness is dependent on evidence being provided

that the aircraft complies with the appropriate airworthiness requirements and is

airworthy.

5.2. The aircraft shall be subject to a maintenance review at intervals specified in the

Approved Maintenance Programme but in any case no less than once every year. The

Certificate of Maintenance Review (CMR) shall be issued in accordance with the

requirements prescribed in the Aeronautical Circular No. AC/AW/029 (Certificate of

Maintenance Review).

5.3. Following the review of the submitted documents, the aircraft may be required to be

made available for inspection by Airworthiness Officers of the Authority prior to

renewal of the Certificate of Airworthiness. The depth and extent of the inspection, if

required, will depend on:

(a) the age of the aircraft, total flying hours/cycles, areas and types of operation and

conditions of storage;

(b) the extent of any unscheduled work that has been carried out on the aircraft since

the last renewal following such events as serious or persistent defects, defects or

damages requiring major repairs or modifications, inspections completed following

hard or overweight landings or abnormal stresses during flight or on the ground,

corrosion in major structure, etc;

(c) evidence that the approved maintenance schedules or approved overhaul and/or

replacement periods for the aircraft and its components have been fully observed;

(d) evidence that airworthiness requirements or instructions, such as mandatory

modifications and inspections, airworthiness directives, etc., prescribed or

approved for the aircraft and its components by the Authority, have been complied

with fully; and

(e) evidence of, observance of the aircraft or component manufacturers’

recommendations, such as service bulletins, service letters, etc., which may affect

the airworthiness of the aircraft.

5.4. If an inspection of the aircraft is required, the owner/operator shall have the aircraft

prepared in an acceptable condition to enable tests and inspections to be made.

Additional work may be required by the Authority following the inspections.

5.5. Aircraft reweighings shall be conducted in accordance with the requirements

prescribed in Aeronautical Circular No. AC/AW/028. Relevant weight and balance

report and the basic weight schedule shall be submitted in prescribed formats to the

Authority.

6. Validity

Certificate of Airworthiness is normally issued and renewed with a validity of 12 months.

Requirements for Initial Issue of Certification of Airworthiness

1. Introduction

1.1. The following identifies the general requirements which shall be satisfied prior to the

initial issue of a Macao Certificate of Airworthiness.

2. All Aircraft

2.1. Documents required to be submitted include:

(a) Certificates of Airworthiness, if applicable, and Export Certificates of

Airworthiness for the aircraft, engines and propellers (as applicable) issued by the

Authority of the state of manufacture (for new aircraft) or by the exporting

Authority (in the case of used aircraft) with an issue date no earlier than 60 days

preceding the date of application and substantiated with:

(i) the national requirements with which the aircraft complies giving the title, issue

number and effective date;

(ii) such deviations from the national requirements as may have been authorised in

writing by the Authorities which issue the Certificates.

(b) A list of defects, if any, that is to be rectified by the applicant;

(c) Weight and balance report and basic weight schedule in prescribed formats (See

Aeronautical Circular No. AC/AW/028);

(d) Noise certification document;

(e) Flight manual (See Appendix No. 5 of the MAR-1 AP4);

(f) Check flight report (See Appendix No. 6 of the MAR-1 AP4);

(g) Minimum equipment list (MEL) approval;

(h) Maintenance programme approval;

(i) Layout of passenger accommodations (LOPA);

(j) An aircraft assessment report composed by an entity acceptable to the authority

reflecting the information detailed in Appendix No. 3 of the MAR-1 AP4; and

(k) Bilingual Placard List (BPL) (See Appendix No. 8 of the MAR-1 AP4).

3. First-of-type Aircraft

3.1. In addition to the requirements in Paragraph 2, the following is required for a first-of-

type aircraft exported to Macao, unless otherwise notified:

(a) Maintenance review board report where applicable;

(b) Maintenance planning data (which should include corrosion prevention and control

programme, and structural integrity programme, where applicable);

(c) Master minimum equipment list, where applicable;

(d) One copy each of the following manuals:

(i) Crew manuals

(ii) Operations manual

(iii) Aircraft maintenance manual;

(iv) Illustrated parts catalogue;

(v) Standard practices manual;

(vi) Structural repair manual;

(vii) Structurally significant items; and

(viii) Weight and balance manual; and

(e) Complete sets of service bulletins for aircraft, engine, propeller and APU.

Amendment service for the above documents shall be provided to the Authority.

Section A: AACM Approval Status of the Aircraft Build Standard

1. Build Standard

1.1. General

This section should include a reference to the original Type Certificate (TC) and the Type

Certificate Data Sheet (TCDS) numbers (airframe, engine and propeller as applicable) and

the reference of type acceptance approval granted by the AACM.

1.2. Macao Additional Requirements for Validated Aircraft

Additional requirements are specified by the Authority for compliance with the

requirements for type certification, Certificate of Airworthiness, and operational approval.

This paragraph should incorporate a statement against those additional requirements. The

statements should identify how compliance with each of the additional requirements has

been achieved. When a previously AACM approved modification is embodied as the means

of compliance with an additional requirement, the modification title, number, and AACM

approval reference should be included in the statement. If a modification which is not

AACM approved is embodied as the means of compliance with the additional requirement,

the modification should be referenced in the statement and addressed in paragraph 2 below.

2. Modifications

This section should provide details on each modification, including minor modifications, which

should include the following, as applicable. The modification information should include the

AACM approval reference, and identify those modifications that require AACM approval. The

following details of modifications embodied shall be provided:

‧ The modification title.

‧ The modification design organisation and its contact.

‧ The modification installation organisation.

‧ The modification reference number or service bulletin number.

‧ A brief description of the modification.

‧ The AACM approval reference under which the modification was approved.

‧ The foreign national airworthiness authority that approved the modification, and their

references (e.g. TSO) for any equipment that is not AACM approved or not satisfying

Aeronautical Circular No. AC/AW/002 (Acceptance of Aircraft Component) shall be stated.

Any installation of the equipment not approved by the AACM should be addressed in section A

paragraph 2.

5. Flight Manual

This section should specify the reference and revision status of the aircraft flight manual. The

temporary revisions, applicable supplement(s) and change sheet(s) shall also be referenced.

Note: The aircraft flight shall reflect the build standard of the aircraft.

6. Summary List of Deviations and Variations

This section should contain a summary list of deviations from the design certification

requirements, if any. The list should specify the method of acceptance, for example, acceptance

based upon equivalent safety findings approved by the AACM. Where a temporary variation

Section B: Continued Airworthiness

This section should incorporate details on how the following subjects have been addressed:

1. Maintenance Schedule

As an aircraft in respect of which a Certificate of Airworthiness is in force, shall not fly unless

the aircraft is maintained in accordance with an approved maintenance schedule, the applicant

may elect to provide the following information in the report:

(a) A maintenance schedule alignment check undertaken as agreed with the AACM.

(b) All components with life limitations shall be identified and cross referenced to the

source document. The overhaul/service life remaining for each component or Out of

Phase Inspection, including certification maintenance requirements (CMR one star * or

two star ** items) shall also be established.

2. Airworthiness Limitations

Compliance shall be established with the airworthiness limitations that are specified or

referenced by the aircraft, engine, or propeller TCDS(s). Airworthiness limitations may include

specific inspections and maximum retirement lives.

3. Compliance with Macao Regulations and Requirements

This section should incorporate details of compliance to the Air Navigation Regulation of

Macao (ANRM) and to Macao Aeronautical Circulars (ACs). Statement of compliance and

compliance matrix for mandatory regulations and requirements in relation with aircraft

airworthiness as specified in the ANRM and the ACs shall be provided. The compliance matrix

shall be in AACM’s prescribed format (see Appendix No. 7 of MAR-1 AP4):

Air Navigation Regulation of Macao (ANRM):

All the certification requirements applicable to the issue of the certificate of

airworthiness shall be complied with, and in particular the following:

(a) The aircraft shall be weighed and a weight and balance report and a basic weight

schedule raised.

(b) The aircraft shall be equipped with applicable equipment (including radio equipment)

as required by the ANRM. A compliance matrix to the applicable Schedules in

ANRM is required.

(c) Separate log books, acceptable to the AACM, shall be provided for the aircraft,

engines and VP propellers.

(d) Placards and markings required by the ANRM shall be affixed and displayed in

appropriate locations.

Macao Aeronautical Circulars (AC)

A compliance matrix describing how compliance has been achieved against each

applicable Macao AC. If a previously AACM approved modification is embodied as the

means of compliance with an AC, the modification title and number and AACM

approval reference should be included in the compliance matrix. If compliance is

achieved by embodying a modification that is not AACM approved, the modification

should be referenced in the matrix and addressed in Section A paragraph 2.

4. Airworthiness Directives

This section should incorporate a list of all applicable airworthiness directives promulgated by

the state of design and Macao airworthiness directives, with respect to the aircraft, engines,

propellers (as applicable) and equipment. Conformation and method of compliance shall be

stated in each case. If an airworthiness directive has not been complied with, a justification for

acceptance should be provided (e.g. short term compensating factors). Where an airworthiness

directive has been complied with by using an alternative means of compliance, the means

chosen shall be stated and the approval of such methods shall be referenced.

Airworthiness directives that require repetitive compliance shall be identified and where

appropriate, the periodicity for initial and repetitive inspections, with respect to the applicable

calendar/flight hours/cycle limits, should be stated. Information as to when the next compliance

is due shall also be provided.

5. Service Bulletins

A list of service bulletins, including alert service bulletins, complied with on aircraft engines,

propellers (as applicable) and equipment;

6. Aircraft Inspection

This section should include the particulars and results of aircraft inspection.

7. Check flight

This section should incorporate references of the check flight report (See Appendix No.6 of the

MAR-1 AP4).

8. Compass System and Magnetic Compass Swing

This section should include records of compass system and magnetic compass swing.

9. Electrical Load Analysis

This section should incorporate the latest electrical load analysis of the aircraft.

10. Airworthiness Acceptance Test

This section should incorporate any particulars and results of airworthiness acceptance tests.

Requirements for Renewal of Certificate of Airworthiness

1. Introduction

1.1. The following identifies the general requirements which shall be satisfied prior to the

renewal of a Macao Certificate of Airworthiness.

2. General Requirements

2.1. The applicant for renewal of a Certificate of Airworthiness should be required to

submit the following documents to the AACM:

(a) The latest Certificate of Maintenance Review (CMR) issuing according to the

requirements prescribed in the Aeronautical Circular No. AC/AW/029 and relevant

reports.

(b) A copy of an inspection package giving brief details of the work done since the last

renewal of the Certificate of Airworthiness. This package should include the

following documents but not limited to:

(i) The relevant log books or any acceptable means of compliance for the

maintenance performed on the aircraft since the last renewal of the

certificate;

(ii) A record of the repairs and modifications accomplished since the last renewal

of the Certificate;

(iii) A record of major checks carried out since the last renewal of the Certificate;

(iv) A record of airframe, engine or APU and propeller flying hours as following:

The total flying hours of the airframe since new and the flying hours since

the last renewal;

The total flying hours for the engine(s) since new and the flying hours

since the last overhaul;

The total flying hours for the propeller(s) since new and the flying hours

since the last overhaul;

(v) A record showing compliance with service bulletins, modifications or their

equivalent;

(vi) A record of major component changes with the reasons of changing;

(vii) A record of serious or persistent defects, defects or damages requiring major

repairs or modifications, inspections completed following hard or overweight

landings or abnormal stresses during flight or on the ground, corrosion in

major structure; and

(viii) A list of defects, if any, that is to be rectified by the applicant at the time of

issuance of CMR.

(c) Compliance status of all airworthiness directives promulgates by the state of design

and Macao Airworthiness Directives, with respect to the aircraft, engines and

equipment;

(d) Weight and balance report and basic weight schedule (See Aeronautical Circular

No. AC/AW/028);

(e) A copy of certificate or declaration issued by the insurance company attesting the

aircraft is covered by valid Liability Insurance Policy.

(f) Records of compass system and magnetic compass swing; and

(g) Electrical load analysis.

(h) Copies of the valid Certificates of Releases to Service/Schedule Maintenance

Inspection.

(i) Reference and revision status of the aircraft flight manual, applicable temporary

Revisions, supplement(s) and change sheet(s).

(j) Records showing all service life limited components installed on the aircraft are

properly identified, registered and have not exceeded their approved service life

limit.

Approval of Flight Manual

1. Introduction

1.1. A flight manual is a document prescribed by the International Civil Aviation Organisation

(ICAO) and is intended primarily for use by the flight crew. The manual contains

limitations, recommended procedures and information of a nature such that adherence to it

will enable the level of safety which is intended by the Airworthiness Requirements and the

Air Navigation legislation to be regularly achieved. The flight manual, by definition in the

ANRM, forms part of the Certificate of Airworthiness.

1.2. Flight manual for each individual aircraft registered in Macao shall be approved by the

AACM and the amendments thereto shall be controlled in accordance with the procedures

set out in this Appendix No.5.

2. Aircraft flight manual

2.1. General

2.1.1. Flight manuals shall be subject to approval by AACM.

2.1.2. Flight manuals provided in compliance with this Appendix No. 5 shall have been

approved in accordance with procedures acceptable to the Responsible Authority of

the State of Origin of the aircraft (hereinafter referred to as the 'Responsible

Authority'), and in addition shall comply with any Special Conditions prescribed by

AACM.

Note: It is the usual practice for flight manuals to be prepared and published by the manufacturer*, but

a manual prepared and published by some other body* will be acceptable provided that it complies

with paragraph 2.1.2. (*Hereinafter referred to as the Originator of the manual.)

2.1.3. Procedures shall be established by the applicant to ensure that the flight manual is

updated by incorporating the amendments, including changes classified as mandatory

by AACM; or in case of an aircraft leased to a Macao operator, classified as

mandatory by the State of Registry.

2.1.4. For flight manuals provided in compliance with this paragraph 2, the applicant shall

be responsible for, and shall make the necessary arrangements to ensure, the supply

of any amendments which are necessary to keep the flight manual up to date for as

long as an aircraft of the type remains registered in Macao.

2.2. Approval of Initial Manual

2.2.1. The flight manual requiring AACM approval shall have been approved by the

responsible authority of the state of design.

2.2.2. The flight manual shall be identified either by a unique reference number, or by the

exact designation of all the aircraft to which the manual is to apply.

2.2.3. One copy of the flight manual or an electronic submission shall be supplied to

AACM for review and approval.

2.2.4. The review by the AACM will normally be limited to the extent necessary to ensure

that the amendments are consistent with:

i) The basis upon which the type of aircraft was certificated.

ii) Current ANRM and ACs.

2.2.5. When AACM has completed the review of the flight manual, the applicant will be

notified of the approval or of any alterations to it which are considered necessary

prior to such approval.

2.2.6. When the flight manual is approved by AACM, one copy, in the final form, shall be

sent to AACM for retention. This maybe in electronic format.

2.3. Approval of Amendment

2.3.1. Amendments which are initiated by the Originator of the manual and are already

approved by the responsible Authority of the state of design will be normally

accepted by AACM without the needs of review and approval.

2.3.2. Mandatory amendments promulgated as an airworthiness directives does not

required AACM approval.

2.3.3. The operator of the aircraft shall in accordance with the instructions provided,

embody the amendments, and shall make available to the AACM such amendments.

2.3.4. Changes other than those mentioned in 2.3.1 and 2.3.2 shall be approved by AACM.

Following AACM approval, the operator shall incorporate the changes into the flight

manual by means of change sheet or by a supplement. A list of effective change

sheets and the supplements shall be maintained by the operator.

Notes:

(1) A Change Sheet, which consists of an additional page or pages, is normally used to cover simple

changes to existing data. It is embodied in the flight manual adjacent to the basic page to which

the change relates.

(2) A Supplement is normally used to introduce a new role for the aircraft or the installation of major

items of equipment.

2.3.5. One copy of the amendment together with the instruction of embodiment shall be

supplied to AACM for retention without delay (or in the case of 2.3.4, following the

AACM amendment approval). This maybe in electronic format if the full latest

updated flight manual is supplied.

Check Flight for Initial Issue of Certification of Airworthiness

1. General

1.1. Check flights undertaken on aircraft under investigation for the initial issue of a Macao

Certificate of Airworthiness shall comply with the procedures set out in this Appendix No.

6. In the following paragraphs, the term ‘check flight’ refers to required aircraft evaluation

flights that take place post type certification, such as for the issue/renewal of a Certificate of

Airworthiness.

Note: The operators are required to arrange adequate insurance to cover damage to the aircraft and to third

parties.

1.2. The purpose of check flight is to ensure that the aircraft’s flight characteristics and its

functioning in flight do not differ significantly from the normal characteristics acceptable to

AACM for the aircraft type and to check the flight performance against the appropriate

section of the flight manual.

1.3. The check flight shall be conducted or witnessed by a competent person designated by the

applicant.

Note: The test may be witnessed by the officers of the AACM.

1.4. Organisation responsible for the check flight shall ensure that such person performing the

flight test shall be appropriately licensed for the particular type of aircraft concerned and

competent to conduct the test laid down in the accepted Airworthiness Check flight

Schedule. Check flight personnel shall be provided with adequate facilities and equipment

for the effective performance of their duties.

1.5. Except where AACM requires additional pilots or flight crew to be carried out for a

particular Airworthiness Check flight, the number of persons conducting the test should be

confined to the crew specified in the Certificate of Airworthiness (flight manual).

1.6. The AACM shall be contacted prior to each required check flight. The AACM will audit

check flight results submitted.

2. Check flights

2.1. Check flights shall be completed to establish that:-

a) Handling characteristics are satisfactory and typical of the type.

b) Climb performance equals or exceeds the scheduled data.

Note: Data is necessary in order to assess any future deterioration of performance in service.

c) The aircraft and its equipment function satisfactorily and the aircraft complies with its

type design standard.

d) Additional Requirements and Special Conditions, where applicable, have been

complied with.

2.2. A check flight report, in a form acceptable to the AACM, shall be provided. The AACM

may require any of the tests to be repeated.

3. Check Flight Schedule

3.1. New Aircraft:

The manufacturer's check flight shall be made to a Production Check Flight Schedule

acceptable to the AACM.

3.2. All Other Aircraft:

The check flights shall be made to schedule acceptable to the AACM. Such a schedule shall

contain details of the aircraft type to which it refers, shall be marked with a reference

number, issue number, and date, and shall cover the following:

a) Handling checks, which combine checks on various flight characteristics:

i. a qualitative assessment of the take-off;

ii. an assessment of the trim of the aircraft and the effectiveness of primary flight

controls and trimmers in steady flight;

iii. hover manoeuvres for helicopters;

iv. flight at maximum speed;

v. stalls in the take-off and landing configurations;

vi. a qualitative assessment of the landing.

b) Performance checks - simple, free air pressure rate-of-climb measurements under

known and predicted configurations and conditions;

c) Tests to check functioning of the aircraft equipment in flight and safe, recoverable

functioning of back-up systems e.g. emergency gear lowering, use of alternate braking

systems. Controls, systems and equipment, which are used regularly, may be

considered, for the purpose of the Schedule, to have been checked on the basis of

normal usage.

d) Such other tests as are requested by AACM.

3.3. Check flight Results

3.3.1. The check flight results, in a form acceptable to AACM, shall be submitted to AACM

found during the flight. This together with the completed Schedule comprises the

Guidance for Compliance Matrix

1. Introduction

1.1. The compliance matrix for mandatory regulations and requirements in relation with aircraft

airworthiness as specified in the ANRM and the ACs shall be provided in the aircraft report

(See paragraph 4.2 and Appendix No. 3 of the MAR-1 AP4) for the initial issue of the

Certification of Airworthiness.

1.2. The compliance matrix shall be produced in format prescribed in this Appendix No.7.

Requirements for Placards

1. Introduction

1.1. For the purpose of this Appendix, placards include markings.

1.2. The marking and placard can provide notification, tips, instruction, and warning to the

passengers, crew members and the people for search and rescue outside the aircraft.

1.3. The purpose of this Appendix is to standardise placards and ensure proper usage of the

Chinese translations in bilingual placards.

1.4. This Appendix provides guidance for operators and the manufacturer in the selection of

the in-cabin markings and placards, the size and font, translation of Chinese, the order of

the English and Chinese wording and the background colour.

1.5. Placards that are purely pictorial in nature are not affected by this Appendix. Symbolic

placards for certain emergency equipment and passenger information signs published in

FAA Advisory Circular AC25-17A, Appendix 2, “Symbolic Regulatory Messages”, are

acceptable to the AACM.

2. Applicability

2.1. All Macao registered aircrafts shall comply with the requirements specified in sub-

paragraph 3.1 and 3.2 of this Appendix.

2.2. All Macao registered aircrafts with a Certificate of Airworthiness in Commercial air

transport category (Passenger) shall comply with the requirements specified in sub-

paragraphs 3.3, 3.4 and 3.5 of this Appendix.

2.3. All Macao registered aircrafts for which bilingual placards are installed voluntarily

(anywhere in the aircraft) shall comply with the requirements specified in sub-paragraphs

3.4 and 3.5 of this Appendix.

Note: Placards regulated in the ANRM are not affected by this Appendix.

3. Requirements

3.1. General

3.1.1. Any advertisement or decoration inside the cabin shall not cause any confusion or

affecting the placard and marking as required by this Appendix.

3.1.2. When there is the need for replacing the placard and marking during aircraft

maintenance, the material of the new placard and marking, the size and colour of

the character, the background colour, etc. shall remain the same as the original

placard and marking.

3.2. Placards for Emergency Equipment

3.2.1. Placards indicating emergency equipment shall be approximately at eye level and

shall not blend in with surrounding decor. A colour contrast that complies with

CS/FAR 25.811(f)(2) is acceptable. If the emergency equipment is located in an upper

or lower compartment, the eye level placard should have an arrow indicating the

compartment. Each compartment containing emergency equipment such as life

preservers, rafts, slides, slide/rafts, or fire extinguishers shall be placarded as to its

contents. For small aircraft which may not allow placards to be located at eye level, the

placards shall be located at a conspicuous location as practicable.

3.3. Bilingual Placard

3.3.1. The following items shall be presented in both the Chinese and English language

or purely pictorial in nature:

(i) all the literal markings and placards of tips, warnings, information and

notifications for passengers;

(ii) all the literal markings and placards of the position and opening instructions

of the emergency exits and doors for passengers or rescuer out of the aircraft;

and

(iii) all the operation instructions of emergency equipment for passengers.

3.3.2. A list of acceptable Chinese translations, which should be used as far as possible,

is found in Table 1 of this Appendix.

Note 1: For the aircraft requiring to carry cabin crew by paragraph 18(8)(a) of the ANRM or

by aircraft flight manual, paragraph 3.3 is not applicable to placards intended for exclusive

use by cabin crew.

Note 2: Placards are considered for passenger use if the area may be left unattended by cabin

crew. For example, the galley area may be left unattended by cabin crew in long haul flights. In

this case, the placards for waste disposal in this area shall meet the requirements of this sub-

paragraph.

Note 3: Chinese translation in simplified characters specified in Civil Aviation Administration

of China (CAAC) Advisory Circular no. AC-21-AA-2010-14 is acceptable to the AACM.

3.4. Chinese Words

3.4.1. Chinese words in bilingual placards may be presented in either traditional

characters (繁體字) or simplified characters (简体字). Mixed characters shall not

be utilised in the same aircraft.

3.5. Bilingual Placard List

3.5.1. Each operator shall maintain a current record of all bilingual placards for each

aircraft in a Bilingual Placard List (BPL).

3.5.2. The BPL shall include at least the aircraft effectivity by registration mark(s), the

English and the corresponding Chinese text.
