ACTION PENDING INDEX The action pending index is a list of all proposed rules which are currently being considered for adoption. A proposed rule is added to the index when the notice of proposed rule making is first published in the Register. A proposed rule is removed from the index when any of the following occur: (1) the proposal is adopted as a permanent rule; (2) the proposal is rejected and withdrawn from consideration; or (3) the proposal's notice expires. Most notices expire in approximately six months if the agency does not adopt or reject the proposal within that time. The expiration date is printed in the second column of the action pending index. Some notices, however, never expire. Those no- tices are identified by the word “exempt” in the second column. If an agency submits a notice of continuation, the letter “c” fol- lows the new expiration date. Actions pending for one year or more are preceded by an asterisk(*). For additional information concerning any of the proposals listed in the action pending index, use the identification number to locate the text of the original notice of proposed rule making. The identification number contains a code which identifies the agency, the issue of the Register in which the notice was printed, the year in which the notice was printed and the notice's serial number. The following diagram shows how to read identification number codes.
