ABOUT THE CITY

The City of Riverbank is home to 23,000 residents along the Stanislaus River in California’s Central Valley. CITY GOVERNMENT

Incorporated in 1922, the City of Riverbank is a general law city, governed by a City Council/City Manager form of government. The City Council is comprised of five members, including a directly elected Mayor, with four-year terms. Other appointed bodies include the Planning Commission and the Budget Advisory Committee.

The City Manager serves as the Chief Executive Officer overseeing 47 full-time employees and a General Fund Budget of $8.7 million. Riverbank contracts with the Stanislaus County Sheriff for police services and the Stanislaus Consolidated Fire District provides fire services. The City is financially stable with a prudent reserve as well as significant growth opportunities.

In 2013, the City Council, working with the management team, developed a new Strategic Plan to focus it resources on activities that would bring the most value to the City. This process included the development of the following mission statement:

The mission is driving the City’s efforts to fulfill its vision which is “to be recognized as a premier community where individuals, families, and businesses thrive in a safe and beautiful environment.” The new Accounting Manager will have a key role in the process of achieving this vision.

FINANCE DEPARTMENT AND THE POSITION

The Finance Department functions as a coordinating link between all city department and with agencies and individuals in the public and private sectors regarding all financial issues of the of Riverbank. The department is composed of the Finance Director, City Treasurer, Accounting Manager, and three Account Clerk II. The

Finance Department performs all finance related functions including:

Accounting & Auditing Budgeting Cash Management Financial Planning License Administration Payroll Property Management Purchasing Treasury Utility Billing

Working closely together with the City’s Management Team, the Finance Department strives to provide exceptional customer service to our residents, customers, businesses.  The Accounting Manager is an exempt management level position that reports directly to the Director of Finance. The Accounting Manager will supervise a total of three full-time Account Clerk II positions, and a part-time Collections Clerk. Under general direction the Accounting Manager plans, organizes and manages the day-to-day activities of complex accounting functions; oversees the work of staff and performs the more complex professional accounting duties in the areas of general ledger, accounts payable, accounts receivable, collections, cash reconciliation, utility billing, business licenses, payroll, fixed assets and purchasing. THE IDEAL CANDIDATE

The City is seeking a dynamic Accounting Manager with innovative, visionary, and great leadership skills necessary to assist in managing the City’s Finance Department. The ideal candidate has the knowledge and qualifications and is a hands-on, detail-, and team-oriented individual to who can serve as a role model by asserting a positive presence, is action oriented, exercises good judgment at all times, treats others with respect, and displays an open and approachable manner. In addition, collaboration, adaptability, and an ability to effectively manage multiple

priorities are skills that the new Accounting Manager will need in order to succeed. The ability to communicate effectively, orally or in writing, will be an essential skill set. A typical way of obtaining the required qualification is to possess the equivalent of four years of increasingly responsible professional accounting experience in the maintenance of financial, fiscal, and related statistical records, of which one (1) year must be at a supervisory capacity and Bachelor’s degree in accounting, finance, business or related field. The selected candidate must also possess a valid class C California driver’s license.

COMPENSATION AND BENEFITS

The City offers an excellent salary and benefit package which includes:

Salary: $5,797 - $7,039 per month. Retirement: CalPERS, 2% @ 60 Classic (7% employee contribution); 2% @ 62 New Members (6.25% employee

contribution). Medical Insurance: HMO Plan - City pays 100% of premium for single and family coverage; HSA Plan - City pays

100% of premium plus $1,500 (single) & $3,000 (family) towards respective deductibles. Dental Insurance: City pays 100% premium for employee and family coverage. Vision Insurance: City pays 100% premium for employee and family coverage. Life Insurance: $50,000 City paid. Deferred Compensation: City matches employee’s contribution up to $75 per pay period. Pension Plan: City contributes $240 per month. Holidays: 12 paid holidays, 2 floating holidays. Vacation: 10 - 25 days per year, based on years of service with the City, maximum accrual 400 hours. Sick Leave: 12 days per year, no accrual limit. Mid-Management Leave: 48 hours. APPLICATION AND SELECTION PROCESS
