Municipal Services, Utilities & Infrastructure8.1

Servicing Vaughan8.1.1 Water,sewer,electricity,naturalgas,telecommunications,wastedisposal,andotherutilitiesandservicesaretheinfrastructurethatkeepsVaughanrunning.Readilyavailableandefficientservicesandutilitiesarecriticaltoeverydayneedsandtosupportingeconomicgrowthanddevelopment.

Vaughanwillcontinuetoprioritizeandsupportutilityandserviceinfrastructureinvestmentsandprovidefortheeffectiveprovisionofalloftheservicesthatsupporttheneedsofresidentsandbusinesses.Theseinvestmentscanprovidesecondarybenefitsthatsupportplacemakinginitiatives,suchasstreetscaperedevelopment,andcontributetoVaughan’sopenspacenetwork,suchastrailswithinelectricitycorridors.

Risingenergyandresourcecosts,limitedresourceavailability,increasedgreenhousegasemissionsandincreasingimpactsfromglobalclimatechangeareagrowingreality.Globalclimatechangewillplaceagreaterstrainoninfrastructure,includingmoreextremeweathereventsthatthreatenelectricitydistributionandstrainstormwaterinfrastructure.Whileeffortmustbemadetorespondtotheimpactsfromclimatechange,Vaughanmustalsosupportsustainableandefficientservicesthatreduceenergyandresourceusetoultimatelyreducegreenhousegasemissions.

ItisthepolicyofCouncil:

Tomaximizeefficiencyandminimizeresourceandenergyconsumptionbyefficiently8.1.1.1. providingutilitiesandservices,andtosupportandencouragemeasurestoconservewaterandenergyresources.

Touseinvestmentsinutilityandserviceinfrastructuretosupportplacemakinginitiatives8.1.1.2. andtomaximizetheuseofmajorutilitycorridorsforavarietyofcompatibleactivities,includingrecreationandcommunitygardening.

Tosupportthegrowthofhighspeedandreliabledataandwirelessnetworkstoprovide8.1.1.3. comprehensiveservicethroughoutVaughan.

Torecognizethatutilitiesandinfrastructuremustbedesignedtominimizetheirimpact8.1.1.4. ontheenvironment,whilealsobeingdesignedtorespondtotheimpactsofclimatechange, such as extreme weather events.

Toestablishacomprehensivesolidwastemanagementprogramtomaximizewaste8.1.1.5. diversion for residential and non-residential uses, including limits, diversion targets, programmonitoringandawareness.

Maximizing Investments in Utilities and Services8.1.2 Inadditiontomeetingdirectneeds,newandexistingutilityandserviceinfrastructurehasaroletoplayinplacemaking.AsVaughanmatures,integratedprojectscanbeachievedthatcombineinfrastructureinvestmentswithplacemakingandcity-buildingopportunities.Aslargescaleinvestmentsinpublicplaces,infrastructureandutilitiescanoftenbecreativelyusedtoprovideabroadrangeofbenefitsthatextendbeyondvaughan’s service needs.

Requiredinfrastructurerenewalprojectsoftenoccurwithinexistingpublicrights-of-way.Theseprojectscanserveasopportunitiestoinvestinstreetscapeinitiatives,includingtreeplanting,redesignedsidewalks,introductionofstreetfurniture,publicartandotherinitiatives.

Majorutilitycorridorswithinaseparatededicatedright-of-way,suchashighvoltageelectricitytransmissioncorridors,canalsoprovideplacemakingbenefits.Oftenseenasgapsintheurbanstructure,theyrepresentlargecontiguousopenspacesrivallingonlythevalleycorridorsinsizeandconnectivity.Assuch,theyshouldbedesignedandplannedtomaximizetheirusefulnessforavarietyofusesandtocontributepositivelytotheurbanlandscapeandaswildlifecorridors.Thesecorridorscanbereimaginedaslarge integrated trail networks that serve as linkages rather than boundaries, and can be locations for recreation activities including urban agriculture and gardening.

Inconsideringsecondaryusesonthecorridorlandsrespectshallbegiventothetransmissionanddistributionastheprimaryuseofthelands.

ItisthepolicyofCouncil:

TorequestthatutilityprovidersworkwiththeCitytoimplementstreetscape8.1.2.1. improvementsandotherplacemakinginitiativeswhenundertakingnewutilityinfrastructureanddevelopmentprojectswithinpublicrights-of-way.

That visual impacts from the provision of services and utilities shall be encouraged to 8.1.2.2. minimized through infrastructure design, site design, landscaping and other means, and that municipal design policies and guidelines provide direction for utility and infrastructure design at a city-wide and local scale.

That metering equipment, transformer boxes, power lines, conduit equipment boxes 8.1.2.3. and other utility equipment and devices be designed and located to reduce their visibility from and within the public realm, improve the quality of the streetscape and reduce clutter in rights-of-way. Further direction may be provided through urban design guidelines.

To support that servicing and utilities that are provided in a sustainable manner, and 8.1.2.4. that:

environmental assessments for infrastructure planning shall evaluate economic, a. social, cultural and environmental considerations in order to maximize benefi ts from future investments, where applicable;all servicing and utilities infrastructure shall be developed in a manner that is b. consistent with the natural heritage policies of this Plan and that new infrastructure shall be directed outside of the Core Features of the Natural Heritage Network identifi ed on Schedule 2 and any hazard areas, where feasible;the removal of existing infrastructure from the c. Core Features of the Natural Heritage Network and hazard areas should be encouraged when development occurs or when infrastructure is at risk or undergoing maintenance; and,that all utilities, infrastructure and servicing within the Oak Ridges Moraine d. Conservation Plan Area or Greenbelt Plan Area identifi ed on Schedule 4 shall be subject to the policies of the Oak Ridges Moraine Conservation Plan or Greenbelt Plan and the policies of Section 3.4. of this Plan.

That, where appropriate, the City, in consultation with the utility provider will encourage 8.1.2.5. the use of major utility rights-of-way for greenways, recreational uses, community and private gardening, trails, commuter parking lots and stormwater ponds, subject to easement rights and/or approval processes established by the utility provider.

Providing Effi cient and Timely Municipal Services 8.2.1 In partnership with York Region, Vaughan provides water, wastewater and stormwater service to all areas of the City within the urban area. Reliable and effi cient municipal services require long-term planning and maintenance. Increasing reinvestment will be required to maintain a state of good repair and to adapt to changing demands and new service requirements.

It is the policy of Council:

To provide effi cient servicing that meets Vaughan’s long-term needs by:8.2.1.1. supporting and encouraging measures to conserve servicing capacity;a. implementing effi cient and long-term cost-effective means of servicing development;b. designing sustainable infrastructure and utility corridors to maximize fl exibility to c. accommodate long-term needs, adapt to new technologies and potential new uses, and minimize disruption and cost related to upgrades; and,coordinating a comprehensive servicing plan with York Region.d.

That water and waste water capacity, assigned by York Region, be allocated by the City in 8.2.1.2. a manner that supports the policies of this Plan and with other Council approved policies with respect to servicing capacity. Intensifi cation Areas shall be the priority when allocating servicing capacity.

That all development in the 8.2.1.3. urban area of the City shall be serviced by municipal water, sanitary sewers, storm sewers and other utilities. Conversely, development in the Countryside will not be serviced by municipal water, and sanitary sewers.

Where minor infi ll development is proposed in existing 8.2.1.4. Countryside hamlets on private individual wastewater systems, these systems will be permitted only if it can be demonstrated to the satisfaction of the City that there are no adverse impacts on soil, surface or groundwater quality and quantity.

That the construction or expansion of partial services is prohibited in the Oak Ridges Moraine 8.2.1.5. unless it has been deemed necessary to address a serious health or environmental concern identifi ed by the Medical Offi cer of Health or other designated authority.

Providing Water and Wastewater Services 8.3.1 VaughanisdependentonLakeOntariomunicipaldrinkingwater,whichisimportedthroughadjacentregions,suppliedbyYorkRegionanddistributedbyVaughan.Thoughseeminglyunlimited,therearelimitstoavailablewaterandtheinfrastructuretotransportit.Limitedtreatmentandpipecapacities,highenergycostsrelatedtotreatmentandpumping,anduncertaintiesrelatedtoclimatechangerequireincreasedattentiontoconservationandwaterefficiency.Vaughan’swatersystemwillprovideaccesstowaterwhilemaximizingefficiencytoprotectthisvaluableresource.

Waterconsumptiongenerateswastewater,which,inurbanareas,iscollectedandtreatedbyalargenetworkofwastewaterpipesandaseriesofwastewatertreatmentplants.Collectionandtreatmentofwastewaterisexpensiveandhasthepotentialto introduce contaminants into the natural environment. vaughan will encourage reducedandmoreefficientwateruse,decreasingtheneedforwaterandwastewatertreatment,savingmoneyandconservingavaluableresource.Opportunitiesalsoexisttoreusegreywaterforon-sitepurposes,reducingwaterconsumptionandencouragingenvironmentalinnovationinreuseorpre-treatmentofwastewater.

MostdevelopmentintheCountrysideisdependentonwellwaterandon-sitewastewater treatment. there are also two regional water wells within vaughan’s Countryside. additional considerations and issues arise when groundwater is used as asourcefordrinkingwater,includingpotentialcontamination,andtestingrequirements.Wheremunicipalwastewaterservicesarenotprovided,safeandeffectiveprivatewastewater treatment will be required.

ItisthepolicyofCouncil:

Tosupportthecontinuousprovisionofsafedrinkingwaterandwastewaterservicetoall8.3.1.1. urban areas.

Toprioritizetheefficientuseofwater,including:8.3.1.2. exploringthemostefficientmeansofwaterdistribution;a. encouragingincreasedwaterefficiencyandreductionsinwateruse;b. supportingopportunitiesforwaterrecycling,reuse,andon-sitecollectionandc. storage,wherefeasible;and,

developinggreenbuildingstandardsthatsetspecifictargetsandrequirementsd. forwaterefficiencywithinnewdevelopments,consistentwithSection9.1.3ofthisplan.

Toestablishandimplementacity-widewaterandwastewatermasterplantoensure8.3.1.3. thesustainabledeliveryofwaterandwastewaterservices,longtermwaterefficiency,conservation,costsavingsandpubliceducation.

Toestablishandimplementacitywidestormdrainageandstormwatermanagement8.3.1.4. masterplantoensuresustainabilityofVaughan’snaturalwatersystemsandecosystem.

Todevelopandimplementawastewaterinflowandinfiltrationreductionprogramand8.3.1.5. commissioningstandardsfornewwastewatersystems.

That,incoordinationwithYorkRegion,waterandwastewatersystemsshallbe8.3.1.6. designedtopermittheirfutureexpansionintoareasdesignatedforurbandevelopmentandtoaccommodateallnaturaltributaryareas.Availabilityofexcesscapacityinanygivenareashallnotbeinterpretedtomeanthatadditionaldevelopmentisappropriateor desirable.

Torecognize,prioritizeandrespondtowater-relatedissuescausedbyglobalclimate8.3.1.7. change,includingimpactsthatmayaffectwaterquantityandquality.

ToworkwithYorkRegionondrinkingwaterissuesinorderto:8.3.1.8. confirmwaterandwastewaterservicingcapacitypriortodevelopmentapproval;a. identifyandaddressinefficienciesinthewatersysteminordertoconservewaterb. resources,includingleakingpipesandinfrastructure,andensurewaterquality;identifyandaddresssignificantseepageandleakageissuesinthewastewaterc. networktoincreaseefficiencyandminimizegroundwaterimpactsandprotectaquifers;encourageandsupportpublicawarenessprogramstoreducewateruse,preventd. pollutionandincreasewaterresourceawareness;undertakeregularservicingstudiestounderstandwatercapacityandneeds;and,e. designVaughan’swatersystemtoappropriatelyrespondtoanticipatedimpactsf. from global climate change.

Toundertakeawateruseaudittoidentifymeasurestoreducethenon-revenue8.3.1.9.componentofthecity’swaterconsumptionandtoimproveoverallcitywidewateruseefficiency.

Tosupportthedevelopmentofgreywatersystemsinbuildingsthatfilterandreuse8.3.1.10. wastewater generated from non-toxic sources for toilets, irrigation, and other non-contactuses.Approvalforgreywatersystemsshallbesubjecttodesignstandardsandapprovalsbyappropriateagencies.

ToworkwithYorkRegion,theTorontoandRegionConservationAuthorityandthe8.3.1.11. ProvincetoensuresafedrinkingwaterconditionsforareasofVaughanservicedbywater wells.

Topromotegroundwaterandsourcewaterprotectionforwellsthroughthe8.3.1.12. implementationofthenaturalheritageandenvironmentalpoliciescontainedinChapter3 of this plan.

TorecognizetheYorkRegion8.3.1.13. Wellhead Protection Areas, as shown on schedule 11, which are based on time of travelzonesasfollows:

a100-metrepathogenzonearoundeachwellhead;and,a. time of travel zones b. of0to2years,2to5years,5to10yearsand10to25years.

that in 8.3.1.14. Wellhead Protection Areas outside of the Oak ridges Moraine, a Risk AssessmentshallbeconductedasprescribedbytheCleanWaterAct,2006,andaRisk Management Plandevelopedandapprovedpriortotheestablishmentofnewlandusesthatinvolvethestorageormanufactureof:

petroleum-basedfuelsandorsolvents;a. pesticides,herbicides,fungicidesorfertilizers;b. constructionequipment;c. inorganicchemicals;d. roadsaltandcontaminantsasidentifiedbytheProvince;e. hazardouswasteorliquidindustrialwaste,andwastedisposalsitesandfacilities;f. organicsoilconditioningsitesandthestorageandapplicationofagriculturalandg. non-agriculturalsourceorganicmaterials;and,snowstorageanddisposalfacilities.h.

that outside the Oak ridges Moraine, where existing land uses in 8.3.1.15. Wellhead Protection Areasandareaswithhighpotentialforgroundwatercontamination,involvethestorage,manufactureoruseofmaterialsdetailedinpolicy8.3.1.14,aRisk Assessment and a Risk Management Plan,asdefinedbyYorkRegion,mayberequired.

Thatthestorageoruseofpathogenthreatsbynewlanduses,includingthesitingand8.3.1.16. developmentofstormwatermanagementpondsandrapid infiltration basins or columns, exceptforthestorageofmanureforpersonalorfamilyuse,isprohibitedwithinthe100-metrepathogenzonearoundeachactivewellheadshownonSchedule11andmayberestrictedwithinthe100-metrezoneandwithinthe0-2-yeartime of travel zone.

Thatexpansionofexistingincompatiblelanduseswithinthe100-metrepathogenzone8.3.1.17. isprohibitedandexpansionofexistingincompatiblelanduseswithinthe100-metrezones,the0-2yeartime of travel zoneandthe2-5-yeartime of travel zone will be discouraged, unless a Risk Assessment and Risk Management Plan,asdefinedbyYorkRegion,hasbeenundertaken.Redevelopmentoftheseusestomorecompatibleusesisencouraged,subjecttoanappropriateRisk Assessment and a Risk Management Plan.

Toinvestigatetheneedforundertakingriskmanagementplanning,includingspills8.3.1.18. response,contaminantrecovery,aquiferrehabilitationplansandpubliceducationinconsultationwithotherpartners,whereexistinglandusesinvolvethestorageofcontaminantsidentifiedinpolicy8.3.1.14inWellhead Protection Areas.

TorequireappropriatebufferareasaroundRegionalwaterwellsaccordingtoProvincial8.3.1.19.guidelines.

Utility Provision in Vaughan8.4.1 Utilitycorridorsandfacilitiesplayacriticalroleintransportingenergy,transmittingdataandsupportingcommunicationthroughoutVaughan.Theseactivitieswillcontinuetobesupported.UtilitiesalsocontributetothequalityofthebuiltenvironmentinVaughanandwillplayanincreasingroleinenhancingthebuiltenvironmentthroughappropriatedesignandcontributionstoplacemaking.

Manyutilitynetworksarelocatedwithinpublicstreets,eitherburiedbelowgroundormountedonpolesortowersaboveground.Oftenlocatedside-by-sideinthesamerights-of-way,redevelopmentorreplacementofundergroundutilitiesshouldbecoordinatedtominimizecostsanddisruptionsduetoconstructionactivityandreducelandrequirements.Coordinatedutilityupgradesalsoprovideopportunitiestoimplementright-of-wayenhancementsasdescribedinSection9.1.

Majorutilitycorridorscanalsobelocatedintheirownlargeright-of-way.Vaughanhastwohighvoltageelectricitytransmissionlinesandassociateddistributionfacilities,includingonethatrunsalongthewesternedgeoftheCityandanotherthatfollowstheHighway407corridor.TheTransCanadanaturalgaspipelinealsocrossesVaughansouthofKirbyRoad,andincludesacompressorstationwestofWestonRoad.Aslarge-scaleinvestments,majorutilitycorridorsshouldbeprotectedfromactivitiesanddevelopmentthatmaythreatentheirlong-termviability.

ItisthepolicyofCouncil:

Tosupporttheprovisionofutilitieswithinpublicrights-of-waytoprovideefficientand8.4.1.1. reliable service.

Tofacilitatethecoordinationofallutilitiesandserviceswithinpublicrights-of-wayand8.4.1.2. toworkwithutilityproviderstocoordinateinfrastructurerenewalandredevelopment.Coordinatedinfrastructureredevelopmentinitiativeswillconsiderplacemakingopportunitiesofutilityinvestments,asdiscussedinSection9.1ofthisPlanaswellastheefficientuseofpublicspacefortheiraccommodation.

Tomaximizetheflexibilityandadaptabilityofutilitycorridorswithinpublicrights-of-wayto8.4.1.3. maintaincorridorsthatcanaccommodatelong-termneedsandareabletoadapttonewtechnologies.

Hydro Corridors8.4.2 Vaughan’selectricityisdeliveredthroughalargenetworkofelectricitytransmissionand distribution facilities, including overhead and underground wires, transformer and municipalsubstations,polesandstructures,andotherinfrastructure.HydroOneisresponsibleforprovincialelectricitygenerationandforprovincialdistribution.Thehighvoltageelectricitytransmissionanddistributionfacilities,thatpassthroughVaughanarecontrolledbyHydroOne.LocaldeliveryofelectricityinVaughanistheresponsibilityofPowerStream,aprivatecorporationthatisjointlyownedbythemunicipalitiesofvaughan, Markham and Barrie.

Vaughanwillcontinuetosupporttheprovisionofsafe,reliableandefficientelectricityservice. for local service, underground circuits will be encouraged to minimize visual impactsandtoincreasereliability.Existinghighvoltagecorridorswillcontinuetobeprotectedforelectricitytransmissionanddistributionfacilities,butthelargeopenspaceswithinthesecorridorscanprovideopportunitiesforotheractivities.

ItisthepolicyofCouncil:

Torequiretheuseofundergroundwiresforlocalelectricitydistributionsystems.8.4.2.1.

Todevelopaplantoburyexistingoverheadhydrowiresandotherutilitiesin8.4.2.2. Intensification Areas.

Torecognizetheimportanceofhigh-voltagehydrocorridorsinservicingVaughanandto8.4.2.3. minimizeanyadverseimpactsontheuseofsuchcorridors.

Natural Gas8.4.3 TransCanadaPipeLinesLimitedoperateshighpressurenaturalgaspipelineswithinitsright-of-way.AnydevelopmentwithincloseproximityofTransCanada’sfacilitiesmayaffectthesafetyandintegrityofthepipeline.TransCanadaisregulatedbytheNationalEnergyBoard.Thereexistanumberofrequirementsregulatingdevelopmentinproximitytopipelines,includingapprovalsforactivitiesonorwithin30metresoftheright-of-waysuchasexcavation,blastingandanymovementofheavyequipment.

ItisthepolicyofCouncil:

That,fordevelopmentproposalswithin200metresofthepipelineright-of-wayor8.4.3.1. compressorstation,theCityshallrequiretheapplicanttopre-consultearlyintheprocesswithTransCanadaoritsdesignatedrepresentative.Thepipelineright-of-wayisshownonschedule 12.

Thatnopermanentbuildingorstructuremaybelocatedwithin7metresofthepipeline8.4.3.2. right-of-way.Areductioninthe7metresetbackwillonlybeconsideredifitcanbedemonstrated,toTransCanada’ssatisfaction,thatitwillnotcompromisethesafetyandintegrityofthepipelineandifallnecessarymunicipalapprovalsareobtained.

Thatnobuildingorstructureispermittedwithin3metresoftheright-of-way.Accessory8.4.3.3. structures shall have a minimum setback of at least 3 metres from the limit of the right-of-way.

Thatregardshallbegiventonoiselevelswheredevelopmentisproposedinclose8.4.3.4. proximitytotheTransCanadacompressorstation.Anoiseandvibrationstudy,tobecarriedoutbytheproponent,mayberequiredfordevelopmentproposalswithin750metresofthecompressorstation.Thestudywilldetermineifprovincialguidelinescanbeachieved,andifnecessaryrecommendappropriatemitigationmeasures.

That,whereappropriate,theCitywillencouragetheuseofTransCanada’sright-of-way8.4.3.5. foropenspaceandtrailpurposesincludinganeast-westopenspacelink,subjecttotransCanada’s easement rights.

Telecommunications and Data 8.4.4 Telecommunicationsanddatanetworksandinfrastructurehavegrownatarapidpaceinrecentyears.Fuelledbygrowthinmobiletelephones,emailandtheinternetuse,privateprovidershaveinvestedsignificantlyinnewinfrastructure,includingupgradedcableandphonelines,fibreopticnetworksandcellphonetowers.

TheCitywillsupporttheprovisionofhighspeed,reliableandaccessibletelecommunicationsanddataservicethroughouttheCitywhereappropriate,includingwiredinfrastructurewithinpublicrights-of-wayorwirelessinfrastructure,suchascellulartowers.Competingserviceproviderswillshareresourcesandinfrastructureinordertominimizeuseofpublicrights-of-wayandreducevisualclutterfrominfrastructure,wherepossible.Designguidelinesforwirelesscommunicationstowerswillbedevelopedtominimizethevisualimpactsofsuchinfrastructure.

ItisthepolicyofCouncil:

Toencouragethedevelopmentofcomprehensivehigh-speedtelecommunicationsand8.4.4.1. datanetworksthroughoutVaughantocontributetoeconomiccompetitivenessandsupportwidespreadaccesstosuchservices.

Thatprovidersshallbeencouragedtosharetelecommunicationsanddatainfrastructure,8.4.4.2. wherefeasible,tominimizeadverseimpacts,includingvisualimpacts,fromwirelesstowers.

Todevelopcomprehensivesiteplanninganddesignguidelinestoprovidedirectionfor8.4.4.3. thedevelopmentofwirelesscommunicationsinfrastructure,including:

locatingtelecommunicationstowersandinfrastructuretotherearoflotsandawaya. fromstreetsandprohibitinglocatingsuchtowersinparks;minimizingadverseimpacts,includingvisualimpacts,onsurroundinguses;b. supportingintegrationintoexistingornewbuildingsandstructures;c. engagingcellularserviceprovidersearlyinthedevelopmentprocesstofacilitated. integrationofwirelesstelecommunicationsinfrastructureintodevelopment;ensuringinfrastructureblendsinwiththeexistingbuiltandnaturallandscape;and,e. encouragingtowerstobecamouflagedwheretheyarelocatedinsensitiveareas,f. including the Countryside,openspaceandresidentialareas.

Energy Conservation and Efficiency In Vaughan 8.5.1 Energyuseisapartofeverydaylife.Naturalgas,electricityandgasolinearethemostcommonsourcesofenergy,usedforheating,lighting,cooking,transportationandotherneeds.Butenergyusecomesataprice.Inadditiontotherisingcostsofenergy,therearemanynegativeeffects,includingreducedairquality,increasedgreenhousegasemissionsandevenimpactsonwaterquality.

AcomprehensiveapproachtoenergyconservationwillimprovethequalityoflifeforVaughan’sresidents,minimizeimpactsonthenaturalenvironmentandreducegreenhousegasemissions.Vaughancanbestaddressenergyconservationbyensuringcompactdevelopmentpatternsthatsupportrapidtransitandothermovementalternatives,andbyimplementinggreenbuildingstandardstopromotehighlyefficientbuildings.

Energyconservationwillalsobeaddressedthroughsupportforalternativeenergy,localenergyandavarietyofprogramstoreduceenergyconsumption.InpartnershipwithYorkRegion,VaughanwillundertakeacommunityenergyplantounderstandtheCity’senergyuseandestablishaplantoreducedemandwhileconsideringalternativeenergysources,includingrenewableenergy,on-sitegeneration,districtenergysystemsandothermeans.Smaller,localcommunityenergyplansmaybedeveloped,includingplansforIntensification Areasandtheurbanexpansionareas.Priortoproceeding,theCitywillworkwithYorkRegiontoestablishstudycriteriaandtermsofreferenceforthepreparationofcommunityenergyplans.Asamajorenergyconsumer,theindustrialandmanufacturingsectorwillalsobeapriorityforenergyconservationandefficiency.

ItisthepolicyofCouncil:

Tosupportapatternofgrowthanddevelopmentthatminimizeselectricity,naturalgas8.5.1.1. andgasolineconsumption,including;

Managing Vaughan’s Waste8.6.1 Wasteisaninevitableresultofeverydayliving,butitreflectsalossofenergyandresourcesandisinherentlyunsustainable.Topromotethesustainableuseofresources,Vaughaniscommittedtoreducinganddivertingwaste.ThroughCity-widethree-streamwastecollection(waste,recyclingandcompost)andprogramstoachieveambitiousreduction and diversion targets, waste can be minimized.

ItisthepolicyofCouncil:

TosupportVaughan’scomprehensivewastemanagementstrategyto:8.6.1.1. promotewastediversion,includingcompostingandrecycling;a. identifytargetsforwastediversionforresidentialandnon-residentialusers;b. establishaprogramofmonitoringandreportingtotrackwastediversionprogress;c. monitor the overall effectiveness of waste diversion to minimize the reintroduction d. ofdivertedwasteintotraditionalwastestreams;supportresidentialandnon-residentialprogramsthatpromotewastereductionande. diversion;encouragepublicawarenessaroundwastereductionandtheadversef. environmental,economicandsocialeffectsofwaste;provideconvenientandaccessiblewastedisposalsitesforhighlytoxicorotherg. materialsthatarenotacceptedwithintraditionalwastestreams;and,coordinateandstreamlinewastecollectionanddiversionwithYorkRegion.h.

Torequirethatallnewmulti-unitresidentialbuildingsincorporatethree-stream(waste,8.6.1.2. recycling,compost)collectioncapabilities,andtosupporttheparticipationofexistingmulti-unitresidentialbuildingsinthree-streamcollectioncapabilities.

TodesignCity-ownedandoperatedfacilitiestobeamodelforreducedwaste8.6.1.3. generation and high rates of waste diversion.

Toidentifyandsupportsource-basedwastereductionstrategies,including:8.6.1.4. workingwithretailerstoreducegoodspackagingandotherformsofwastea. includingshoppingbags;supportingon-siterecyclingprogramsand/orfacilitiesatwastesourcessuchasb. retailers;

Toinvestigatepotentialopportunitiesforinnovativeenergy-from-wasteprogramsin8.6.1.7. Vaughan,providedthatenergy-from-wasteinitiatives:

beplannedincoordinationwiththeRegionofYorkandothergovernmenta. agencies;haveminimalimpactstoairqualityandclimatechangeduetoemissions;b. be located in c. Employment Areas wheretheywillhaveminimalimpactsonsurroundinglanduses;and,beco-locatedwithcompatiblelandusesthatcanpotentiallybenefitfromby-d. products.
