Challenges: significant amounts of materials left in HHs, falling recovery, public confusion

Solutions: economic messaging, beyond kitchen messaging, common suite messaging

To Increase Quality

Challenges: contamination rates, marketability of materials, public confusion

Solutions: direct and specific feedback to the individual, item-specific communication, enforcement, MRF/Market/Community relationship
