Foreword

It is a pleasure to lead this mission to Liberia, Sierra Leone and Guinea. I am proud to introduce an extensive delegation, representing Dutch expertise and know-how in various sectors, including agriculture, logistics, and life sciences & health.

The world has witnessed the disastrous impact of the Ebola virus on the affected countries: thousands of fatalities have been reported, and local communities and national economies have been severely hit. Since the outbreak the Netherlands has been committed to providing support. The Dutch Navy support ship HNLMS Karel Doorman was deployed for three months in the international fight against Ebola. This was the largest logistics operation for an EU relief operation to date, providing food and other essential supplies.

Impressive results have been accomplished now that parts of the region have been declared Ebola-free. But it’s not over yet. The Ebola virus itself must be eliminated. Furthermore, to restore the impressive economic growth experienced before the outbreak, communities and their economic structures need to be rebuilt. To be able to look beyond Ebola, investments are urgently needed.

Achieving these goals requires cooperation, between governments but also between our respective private sectors and civil society actors. At the end of 2014 I announced that I would lead an economic mission to Liberia, Sierra Leone and Guinea as soon as circumstances allowed. This is the first economic mission to these countries since Ebola hit.

The knowledge, services and products that Dutch companies can provide contribute to the much-needed development of local communities. In addition, deploying Dutch expertise can be mutually beneficial. Partnerships, investment and trade – based on the principles of corporate social responsibility – are key to recovery and sustainable social and economic development.

I am pleased that over 30 companies and several NGO’s are participating in this mission. This underlines the Netherlands’ commitment to Ebola-affected countries, both morally and economically. I look forward to a successful mission, leading to future business activities, stronger economic ties between our countries and inclusive economic growth for Liberia, Sierra Leone and Guinea.

Introduction

C’est avec plaisir et fierté que je conduis au Libéria, en Sierra Leone et en Guinée une importante délégation qui représente l’expertise et le savoir-faire néerlandais dans divers secteurs comme l’agriculture, les sciences du vivant, la santé et la logistique.

Le monde a été témoin de l’impact désastreux d’Ébola dans les pays frappés par l’épidémie : des milliers de morts, les populations locales sévèrement touchées, ainsi que les économies nationales. Dès le début de l’épidémie, les Pays-Bas se sont engagés à apporter leur soutien. Le navire néerlandais Sa Majesté JSS Karel Doorman a opéré durant trois mois dans le cadre de la lutte internationale contre Ébola. Il a ainsi contribué à la plus vaste opération logistique à ce jour sous la bannière de l’Union européenne, fournissant aide alimentaire et produits de première nécessité.

Des résultats considérables ont été atteints, et la région a été déclarée partiellement débarrassée d’Ébola. Mais il reste du chemin à parcourir; le virus doit être effectivement éliminé. De plus, pour revenir à l’impressionnante croissance économique observée avant l’épidémie, il faut reconstruire les communautés et leurs structures économiques. Pour envisager l’après-Ébola, il est absolument nécessaire d’investir.

La réalisation de ces objectifs passe par notre coopération au niveau gouvernemental, mais aussi, et notamment, entre nos secteurs privés respectifs. La mission économique au Libéria, en Sierra Leone et en Guinée, dont j’avais, fin 2014, annoncé l’organisation sous ma conduite dès que les circonstances le permettraient, sera la première depuis le début de l’épidémie d’Ébola (et son enrayement) dans ces pays.

Les entreprises néerlandaises offrent des compétences, des services et des produits qui répondent aux besoins des communautés locales. En outre, la mise en œuvre de l’expertise néerlandaise peut produire un bénéfice mutuel. Les partenariats, l’investissement et les échanges commerciaux peuvent, selon les principes de la responsabilité sociale des entreprises, apporter des éléments essentiels au redressement et au développement économique et social durable.

Je me félicite de la participation de plus 30 entreprises, soulignant ainsi l’engagement moral et économique des Pays-Bas envers les pays touchés par Ébola. Je me réjouis de la perspective d’une mission réussie, qui ouvrira la porte à des activités commerciales et au resserrement de nos liens économiques.

A country with an open and cooperative attitude… Whose residents have always felt the need to explore what lies beyond its borders... Where the world’s first multinational corporation originated in the 17th century. A country where, today, more than 80% of people who are 15 years or older speak English… We know international business.

Despite the Ebola outbreak, Smit Lamnalco continued its operations in both Liberia and Sierra Leone to the full satisfaction of our clients. Specific procedures dealing with Ebola were implemented and allowed us to remain operational in a safe manner. These procedures are still in place where applicable. During the Ebola outbreak several vessels delivering Ebola relieve goods and personnel were assisted safely into the ports of Monrovia and Freetown by our tugboats.

Operations in Liberia: Since 2010 Smit Lamnalco has operated two tugboats in Monrovia Port for APM Terminals and two tugboats for ArcelorMittal in Buchanan.

Operations in Sierra Leone: Since 2012 Smit Lamnalco has operated 11 tugboats and 4 barges in Sierra Leone (for London Mining and African Minerals). Five tugboats are still in Sierra Leone for the Shandong export operations.

The professorship of International Business is a research group that focuses on commercial diplomacy and business diplomacy.
