Foreword

It is my pleasure to be leading this economic mission to France, which coincides with the state visit of His Majesty the King and Her Majesty the Queen.

The Netherlands cherishes its strong and long-standing economic relations with France, and our two countries greatly value the cooperation we enjoy within Europe. This mission is the culmination of the French-Dutch economic year, launched in 2015 under the motto ‘France & the Netherlands – powered by cooperation in innovation and sustainability’.

France and the Netherlands have a great deal to offer each other. Innovation and sustainable development are high on the agenda in both countries and we are collaborating on global issues like efficient energy consumption and food security. Take for instance the smart cities partnership, in which Amsterdam, Grenoble and Lyon are pooling knowledge in order to cut urban energy consumption. We each bring our own strengths to this partnership: Amsterdam has expertise in using IT to regulate energy supplies while Lyon and Grenoble have developed innovative solutions to mobility issues. In addition, Dutch and French companies are engaged in joint research on plant breeding. Our two countries rank among the world leaders in this field and are helping to boost global food security though a variety of projects. Some of the leading innovative products created through our cooperation will be showcased during the mission’s ‘innovation parade’.

I wish you all a very successful day. By strengthening our ties with France and jointly boosting innovation and sustainability, we will be better equipped to tackle the challenges of our society – together.

C’est un grand plaisir de conduire la présente mission économique en France, parallèlement à la visite d’État de nos souverains.

Les Pays-Bas entretiennent avec la France une ancienne et forte relation économique, et les deux pays attachent une grande importance à la coopération européenne. La présente mission, dont le thème est « La France et les Pays-Bas, propulsés par l’innovation et le développement durable », est le point d’orgue de l’année économique franco-néerlandaise lancée en 2015.

La France et les Pays-Bas ont beaucoup à s’apporter mutuellement. Tous deux considèrent l’innovation et le développement durable comme des priorités de leur agenda ; ils œuvrent à l’élaboration de solutions répondant aux problématiques mondiales telles que l’efficacité de la consommation énergétique et la sécurité alimentaire. Amsterdam, Grenoble et Lyon coopèrent ainsi dans le domaine des villes intelligentes afin de réduire la consommation énergétique urbaine grâce au partage des connaissances. Les apports français et néerlandais se complètent, le point fort d’Amsterdam étant l’utilisation des TIC pour la régulation énergétique, tandis que Lyon et Grenoble proposent des solutions innovantes aux questions de mobilité. Autre exemple de la coopération franco-néerlandaise : le domaine de la sélection végétale, dans lequel nos pays sont des acteurs de premier plan qui contribuent par divers projets à la sécurité alimentaire mondiale. Durant la mission, la revue de l’innovation présentera un aperçu des produits innovants issus de la coopération franco-néerlandaise.

Je ne doute pas que cette journée sera fructueuse. Ensemble, nous pouvons intensifier les liens avec la France en matière d’innovation et de durabilité, afin de mieux pouvoir répondre aux défis sociétaux.

Foreword

France and the Netherlands enjoy excellent economic relations. Their bilateral relations in the areas of trade, investment and innovation are extremely solid. France is a key export market for the Netherlands. At the same time, both countries are conscious of the potential for strengthening our economic relations even further, in order to achieve a stable, sustainable and strong economy that is fit for the future. That is why I believe we must continue to invest in one another. Obtaining a better understanding of and insight into each other’s knowledge, expertise and innovative potential will serve to bolster trade relations and investment between France and the Netherlands.

I am convinced that the many activities scheduled during this French-Dutch bilateral economic year will not only catalyse this process but will also pave the way for further bilateral cooperation. An excellent example was the meeting held during the Grand Départ of the Tour de France in Utrecht last summer, when government and business representatives from France and the Netherlands discussed common issues. In addition, the Confederation of Netherlands Industry and Employers (VNO-NCW) and its French counterpart MEDEF continue to work together as part of the Strategic Business Dialogue launched in 2014.

Coinciding with the state visit of His Majesty King Willem-Alexander and Her Majesty Queen Máxima, is the visit by Lilianne Ploumen, the Minister of Foreign Trade and Development Cooperation, with a trade mission of over 110 Dutch businesses, including a delegation of CEOs. The trade mission is focused on high-tech systems and materials, agri-food and energy – sectors in which Dutch companies can offer a wealth of expertise and innovative products that tie in with France’s ambitions. Under the expert leadership of French and Dutch moderators, companies from our two countries will team up to create new opportunities for practical cooperation in fields like aerospace, the bio-based economy, the circular economy, food innovation, plant breeding, serious gaming, smart cities, and offshore wind energy.

For Dutch people doing business with foreign partners, the unfamiliar language, culture and bureaucracy can take some getting used to. But as entrepreneurs they do not allow this to prevent them from grasping new opportunities. I am convinced that the state visit to France by our King and Queen will inspire new forms of cooperation with our French partners.

La France et les Pays-Bas entretiennent d’excellentes relations économiques, extrêmement solides en matière de commerce, d’investissement et d’innovation. Ces relations économiques peuvent cependant encore être renforcées dans la perspective d’une économie stable, durable et forte, ouverte sur l’avenir. Le marché français revêt en effet une très grande importance pour les Pays-Bas, aussi me paraît-il essentiel que nos pays poursuivent leurs investissements réciproques. Une meilleure compréhension des connaissances, de l’expertise et des capacités d’innovation respectives ne peut que contribuer au renforcement de ces investissements et des relations commerciales.

Je suis persuadé que les nombreuses activités déployées dans le cadre de l’année bilatérale économique 2015-2016 jouent en la matière un rôle catalyseur, favorisant ainsi la coopération franco-néerlandaise. La réunion qui s’est tenue en marge du départ du Tour de France à Utrecht l’été dernier en a fourni un bon exemple, en rassemblant autour de dossiers communs les pouvoirs publics et les entreprises des deux pays. La confédération des employeurs néerlandais VNO-NCW et le MEDEF continuent par ailleurs à s’impliquer dans le cadre du dialogue commercial stratégique lancé en 2014.

Parallèlement à la visite d’État de S.M. le roi Willem-Alexander et de S.M. la reine Máxima, Mme Liliane Ploumen, ministre du Commerce extérieur et de la Coopération au Développement, conduira une importante délégation comprenant plus de 110 sociétés néerlandaises ainsi qu’un groupe de dirigeants d’entreprises. La mission commerciale sera axée sur les systèmes et matériaux high-tech (HTSM), l’agroalimentaire et l’énergie, secteurs dans lesquels les Pays-Bas peuvent offrir une grande expertise et des produits innovants qui répondent aux ambitions françaises. Sous la conduite avisée de modérateurs français et néerlandais, les entreprises des deux pays s’efforceront de développer ensemble de nouvelles possibilités de coopération concrète dans le domaine aérospatial, de la bioéconomie, de l’économie circulaire, de l’innovation alimentaire, de la phytogénétique, des jeux sérieux, des villes intelligentes et des éoliennes offshore.

Les entreprises néerlandaises doivent certes s’habituer à la langue et à la culture ainsi qu’aux formalités administratives afférentes à leurs activités, mais cela ne les empêchent pas de saisir les chances qui se présentent. Je suis certain que la visite de nos souverains sera une source d’inspiration pour développer de nouvelles formes de coopération avec nos partenaires français.

Changing currentsToday, economic growth is a hot topic, and for a good reason. Stimulation of inclusive economic growth remains a shared global challenge. Combined with massive urbanisation flows and increasing consequences of climate change, countries’ economic, environmental and social development are put to test. Living in metropolitan conurbations requires new ways of thinking in order to maintain a comfortable lifestyle. To secure the sustainable urban development, countries are increasingly looking for intelligent solutions to safeguard the welfare and wellbeing of their citizens.

Water shaped the Dutch DNA There are few nations anywhere in the world that can link their economic and social development and their success so clearly and distinctly to their physical environment as the Dutch. Located in a low-lying delta at the confluence of three major rivers, the Netherlands presented a challenging and risk-laden environment in which to settle and grow what would become one of Europe’s strongest economies. However, the Dutch took on this mega-challenge and, for centuries now, have succeeded in creating a thriving nation in this vulnerable and sometimes inhospitable landscape.

An integrated approachThe Dutch, to a very great extent, formed their physical landscape and, in return, this process of tackling mega-projects that demanded thinking and working together on a grand scale, is what formed the essence of the Dutch character today. Through mastering the threats that water presented, from both sea and rivers, the Dutch, in a sense, defined themselves. Their character is typified by holistic thinking, collaborative and cooperative working, pragmatism and future-proofing. By working with nature, as opposed to against it, the Dutch succeeded in creating sustainable solutions for the growth of their economy. Where land was scarce – it was created; ingeniously reclaimed from the sea through grand feats of engineering and defended by networks of dykes and pumps, powered initially by wind energy. The windmills were the ingenious machines that helped drain the land; and land is a valuable commodity if you have one of the most densely populated countries on the planet.

Creative solutions were also needed in order to live in harmony in dense urban conurbations. Solutions that not only focus on practical issues such as waste-disposal, drinking water, air quality, and habitation, but also on issues such as governance, tolerance and a fair society. These solutions, borne out of necessity, have made the Dutch experts in a number of areas, allowing them to export and share their knowledge and expertise throughout the world.

The explorative mind-set that the Dutch DNA embodies is a result of thinking-up intelligent, out-of-the-box solutions for large-scale challenges. The Dutch way of working is driven by inclusivity, cross-fertilisation, integration, and looking at ‘the bigger picture’. The pragmatic, purposeful solutions they arrive at are visible throughout all its economic sectors innovations, which secure the future of their land and its people. They live in a sustainable urban delta.

Co-creating intelligent solutions worldwideBeing a model sustainable urban delta, the Netherlands provides real-world solutions for countries’ urgent challenges. To face today’s urgent global challenges, we can build upon the Dutch long-term experience, combining it with local short-term innovations to help foster a sustainable urban development. The cooperation between the government, private sector and knowledge institutions still provides the stable base for the integrated solutions that keep the Dutch sustainable urban delta a prosperous and lively place to live. In the Netherlands, it is believed that sharing knowledge creates value. We listen, but we prefer a dialogue in order to co-create an international climate for growth.

On the one hand that can be done by helping all travelers find their information needs when travelling by public transport and on the other hand we can help the PT-companies and authorities carry out their responsibilities within this domain. 9292 would like to offer Dutch public travelling to France the opportunity to inform themselves about the transport possibilities to cover the ‘last mile’ to their destination. And reserve or buy their transport tickets in the process. 9292 is looking for French transport providers that can make door-to-door travel planning possible.

Also 9292 is a model that could provide L’Île-de-France with fully covered door-to-door PT travel advice. We would like to get into contact with authorities and public transport companies to have a look at the possibilities.

In the Biobased Delta, government organisations from Zeeland, North Brabant and South Holland work together with small and medium-sized businesses, multinationals and knowledge institutions to gain momentum for a biobased economy. In a biobased economy, fossil raw materials like oil are replaced by renewable raw materials. This is essential to reduce the carbon footprint, resulting in a positive impact on climate change. The Southwest Netherlands is the Dutch frontrunner in the biobased economy. Historically, this region has always had all the ingredients necessary to be globally competitive in the new, green world, thanks to its large number of agricultural and chemical companies, strategic location between two international ports and strong logistics sector. A study conducted by Deloitte (Biobased Delta, a globally competitive region for developing biobased business, 2015) confirms the distinctive and (competitive) international position of the Biobased Delta. The report shows that the region has ample capability to make the most of being an ‘early mover’ to increase the economic value of sugars through chemistry.

The Biobased Delta has had the same triple helix composition since 2012. At the end of 2013, the partnership took the formof a foundation. The ambitions are high: the Biobased Delta aims to be a top region in which new insights into the biobased economy are applied in the processindustry and agro-food sector in a smart way. This can be achieved by bringing together the relevant parties and working with comparable organisations both in the Netherlands and abroad, such as IAR Cluster from France. The top locations and application centres of the Biobased Delta also play an important role in its success, as they provide a knowledge infrastructure and serve as an important link to practice.

Interest in plant compounds within many industries is increasing due to a growing demand for natural products and unique bio-activities such as cosmetics, pharmaceuticals and flavours.

The Dutch horticultural industry cultivates many different plant species under highly controlled conditions. Currently, these plants are grown for decoration (plants and flowers) or for food (fruit and vegetables). However, the presence of tens of thousands of different, largely unknown, plant compounds in these crops may lead to new, high-value applications.

The wide biodiversity of plant compounds in Dutch horticultural crops is currently not easily accessible to the aforementioned market segments. What the horticulture sector can deliver at the moment is not directly compatible with the methods used by these industries to screen for the identification of potential products. In order to efficiently unlock the biodiversity to enable highquality applications in these markets, a tool is being developed that will forge links between horticultural crops and high-quality applications of plant compounds, or in other words between the growers and these new markets. The Extract Library is the tool that will bridge this gap.

By the end of 2016 several large car brands will be presenting electric cars that can drive at least 300 km on a single battery charge. That’s enough energy storage to provide an average Dutch household with electricity for more than a week.

General Electric, Vidyn, LomboXnet, LastMile Solutions and Stedin have formed a Dutch consortium to develop the world’s first solar-controlled, bi-directional, compact charging station for electric cars. This smart charging station for solar energy, can both charge and discharge electric cars and thus transform car batteries to a storage system to supply homes with renewable power for 24-hours a day.

The smart charging stations, developed in Utrecht, are an essential element in a new, local and sustainable energy system. Thanks to open standards it can be applied to all cars, everywhere.

NewspaperWood reverses a traditional production process by reprocessing (news)paper into a wood-like material.

When a NewspaperWood log is cut, the layers of paper appear like lines of a wood grain or the rings of a tree and therefore resembles the aesthetic of real wood. The created material can be cut, milled, sanded and generally treated like any other type of wood.

As a source material, NewspaperWood only uses misprints and pre-consumer newspapers from a local printing press. To actually upcycle the newspapers into this new material, newspapers are (temporarily) taken out of the existing cycle of paper-recycling. By using a specific glue to construct the material, the waste material (even the product itself) can be introduced into paper recycling again. With this, NewspaperWood shows how a surplus of material can be changed into something more valuable by using it in another context and is therefore considered as an example of ‘upcycling’. The result is a premium high-end material which comes available as sheets of veneer.

ViNotion (2007) is an innovative development company for computer vision applications, focussing on software development. We have a team of 12 people, many with a Master or PhD degree. For R&D, we closely work together with the Eindhoven University of Technology, the no.1 technical university in The Netherlands.

We have developed ViSense, a unique system for crowd and traffic analysis with intelligent video camera systems. Apart from counting, ViSense is able to distinguish pedestrians from bicycles and it can measure speed and density of people.

ViSense end-users are Retailer, City Marketers and Crowd and Event Managers. Among other things, ViSense is used for Smart-Mobility, road infrastructure and urban planning for Smart-City applications.
